Chief Environment Officer\nAmbassador Diann Black-Layne says that the Cabinet has chosen to override\nseveral recommendations made by the Department of the Environment as it\npertains to the YIDA development at the Crabbs Peninsula. <\/p>

Residents have reported mangroves\nbeing removed and areas of Guiana Island being backfilled.<\/p>\n\n\n\n

The Environment head says\nthe government has chosen to ignore the recommendations made in the environment\nimpact assessments.<\/p>

\u201cFor those of you\nwho heard the Prime Minister say in Parliament years ago, that there would be\nno more removal of Mangroves, we all stated that there would be no more removal\nof mangroves and so on; that policy has changed\u2026there will be a removal of mangroves.\n<\/p>

\"\"<\/a><\/div>\n\n\n\n

The final thing\nthat was approved base on cabinet directives and will remove a significant\nportion of the mangroves.<\/p>\n\n\n\n

Government\ndecision, like everyone, can decide I know they say, you know department of\nenvironment we hear you and we understand but we are willing to take that risk.<\/p>

\"\"<\/a><\/div>\n\n\n\n

Once the\ngovernment decide we are going to take that risk, what the next steps for the\ndepartment are to make sure that when something happens to the development and\nit will that at no time will the Government be liable.  <\/p>\n\n\n\n

Ambassador Black-Layne\nsays that, at this point, all the department can do is to ensure that any\npotential risks associated with overriding the DoE\u2019s recommendations would be\nthe sole responsibility of YIDA and their prospective business partners.<\/p>

\u201cAll of the risks\nof danger could happen from flooding and hurricanes to people who would now go\nand purchase property from YIDA, because what happens is if I\u2019m coming to\nAntigua to purchase property; there is an assumption that investors make, that\nthe department of environment and the physical planning department would have\ndone all the risk assessment that would have been necessary to ensure the\ninvestment is secure. In our writing to the YIDA, we make sure that they\nunderstood all of the risks would be on them, so the government is not liable\nwhen the disasters happen,\u201d she said.<\/p>

\"\"<\/a><\/div>\n\n\n\n

YIDA has not provided the\ndepartment with the required monitoring plan to the DoE. Though this has not\nbeen presented, Black-Layne explained that they are not in contravention of any\nexisting laws contrary to the belief of many of those in the public.<\/p>\n\n\n\n

\u201cWe made sure that\nthey follow the laws that are there and as far. As I am aware we said we would\nprovide them with the full approval of the plans that they have because we were\nat it with them since 2016. Once we give the full approval, when they begin;\nthey have to give us a monitoring plan. Once we have that monitoring plan and\nthey’re ready to begin, they need to give us two weeks\u2019 notice. We do not have\nthe monitoring plan as well as no two weeks\u2019 notice was provided.\u201d<\/p>\n\n\n\n

The DCA has since written\nto the YIDA developers requesting that they submit the monitoring plan. The DCA\nalso requests that the work be halted prior to two weeks-worth of notice being\ngiven. <\/p>\n
