Antigua and Barbuda <\/a>today reaffirmed its commitment to regional solidarity and universal health with the signing of the Multi-Country Cooperation Strategy (MCCS)<\/a> 2026\u20132031 for Barbados and the Eastern Caribbean Countries.<\/p>\n\n\n\n

The signing ceremony took place in Washington, D.C., on the sidelines of the 62nd Directing Council of the Pan American Health Organization (PAHO)<\/a>.<\/p>

Cheif Medical Officer, Dr. Kamaria DeCastro was in attendance along with Senator Michael Joseph, Minister of State in the Ministry of Health, Wellness, Environment and Civil Service Affairs who signed the Strategy on behalf of the Government of Antigua and Barbuda.<\/a><\/p>

\"\"<\/a><\/div>\n\n\n\n

Delivering remarks at the ceremony, Senator Joseph stated:<\/p>\n\n\n\n

“Our countries stand at a pivotal moment.<\/p>

\"\"<\/a><\/div>\n\n\n\n

We face the dual burden of high rates of non-communicable diseases alongside persistent infectious threats, now compounded by the growing reality of climate-related disasters. <\/p>\n\n\n\n

While life expectancy in our region remains high, we know that equity gaps persist, widened by income inequality, vulnerabilities among marginalised groups, and long-standing health system challenges such as workforce shortages, financing constraints, and high out-of-pocket spending.<\/p>

\"\"<\/a><\/div>\n\n\n\n

In response, our governments have taken bold steps. <\/p>

\"\"<\/a><\/div>\n\n\n\n

We have strengthened primary health care, advanced national health insurance initiatives, and invested in climate-resilient infrastructure through programmes such as PAHO\u2019s Smart Health Facilities.<\/p>\n\n\n\n

We have also seen stronger political commitment to NCD prevention, antimicrobial resistance initiatives, and the adoption of digital information systems for health. <\/p>\n\n\n\n

The integration of mental health into primary care, together with life-course approaches to adolescent and elderly health, signals a decisive shift toward people-centred care.<\/p>\n\n\n\n

Despite these gains, we are mindful of our vulnerabilities \u2014 from economic dependencies to climate risks \u2014 that continue to test our resilience. This makes today\u2019s Strategy even more vital.<\/p>\n\n\n\n

The MCCS provides a framework to strengthen health data, ensure equitable resource distribution, and build sustainable financing mechanisms.<\/p>\n\n\n\n

It sets out five strategic priorities and sixteen deliverables, developed through inclusive consultations with governments, civil society, and development partners.<\/p>\n\n\n\n

This is more than a signing ceremony.<\/p>\n\n\n\n

It is a renewal of our promise to the people of Antigua and Barbuda<\/a>, and to the wider region, that we will build sustainable, inclusive health systems that leave no one behind. <\/p>\n\n\n\n

By prioritising health equity, investing in people-centred and climate-adaptive systems, and working hand-in-hand with PAHO and WHO, we are charting a course toward a healthier, stronger, and more unified future.\u201d<\/p>\n\n\n\n

The signing also carried special symbolic weight as September marks the anniversaries of several Caribbean nations joining PAHO in the 1980s \u2014 including Antigua and Barbuda \"\ud83c\udde6\ud83c\uddec\", Dominica \"\ud83c\udde9\ud83c\uddf2\", Saint Kitts and Nevis \"\ud83c\uddf0\ud83c\uddf3\", Saint Lucia \"\ud83c\uddf1\ud83c\udde8\", and Saint Vincent and the Grenadines \"\ud83c\uddfb\ud83c\udde8\". These milestones followed earlier membership by Barbados \"\ud83c\udde7\ud83c\udde7\" in 1967 and Grenada \"\ud83c\uddec\ud83c\udde9\" in 1977. This legacy of regional solidarity continues today through the MCCS, which provides a roadmap to tackle health inequities and strengthen resilience in the face of climate change and other emerging threats.<\/p>\n\n\n\n

On behalf of the Government of Antigua and Barbuda, the Ministry of Health, Wellness, Environment and Civil Service Affairs extends appreciation to PAHO\/WHO and all regional partners who contributed to the development of this forward-looking Strategy.<\/p>\n\n\n\n
