REPORT FROM THE CABINET OF ANTIGUA AND BARBUDA
MEETING OF WEDNESDAY 24th  September 2025<\/strong><\/p>

The prayers before Cabinet were led by a Pastor from the Zion Church of God, who read from Psalm 31.  It is a <\/strong> prayer for refuge and rescue<\/strong>: the psalmist pleads for God to be a rock and fortress.  David expresses his trust in God as a refuge and fortress while enduring suffering, betrayal, and danger from enemies.  Trust amid trouble<\/strong>: despite slander, enemies, and fear, he commits himself to God\u2014\u201cInto your hands I commit my spirit<\/strong>.\u201d<\/p>\n\n\n\n

Sticking to the theme of time, the pastor spoke of that verse in which David pointed out that his times are in God\u2019s hand: deliver me from the hand of mine enemies, and from them that persecute me.  The Pastor prayed that members of the Cabinet will always give thanks and continue to do good \u2013 planting seeds and be patient with time to reap results later.<\/p>

  1. The\u00a0Hon. Attorney General<\/strong>\u00a0briefed Cabinet on his visit to the\u00a0St. John\u2019s Port<\/strong>\u00a0earlier this week to witness the arrival of a\u00a0state-of-the-art Liebherr mobile harbour crane<\/strong>, which he said will\u00a0transform port operations<\/strong>. Government recently procured the\u00a0Liebherr LHM 420<\/strong>\u00a0for the\u00a0Antigua and Barbuda Port Authority<\/strong>\u00a0at a cost of\u00a0US$6.2 million<\/strong>, marking a major step in the Port\u2019s strategy to position Antigua and Barbuda as a\u00a0leading logistics hub in the Eastern Caribbean<\/strong>.\u00a0

    The new asset will significantly improve efficiency and turnaround times for\u00a0cargo handling and trans-shipment<\/strong>, strengthening competitiveness, attracting additional business, and supporting\u00a0national revenue growth and job creation<\/strong>.

    Equipped with advanced control systems and faster cycle times, the LHM 420 is expected to enable\u00a0throughputs of up to 60 containers per hour<\/strong>, a performance level the Port considers a\u00a0regional benchmark<\/strong>.

    Implementation status and next steps include:<\/strong><\/li>\n<\/ol>\n\n\n\n
      \n
    1. Unloading & assembly:<\/strong>\u00a018 components<\/strong>\u00a0have already been off-loaded. The vessel foreman scheduled the\u00a0crane discharge for Thursday<\/strong>, with\u00a0container reloading on Friday<\/strong>.<\/li>\n\n\n\n
    2. Commissioning team:<\/strong>\u00a0A\u00a0four-member team of German engineers<\/strong>\u00a0is on island to lead reassembly at the Port Authority.<\/li>\n\n\n\n
    3. Workforce readiness:<\/strong>\u00a0A cohort of\u00a0identified operators<\/strong>\u00a0has begun\u00a0hands-on training<\/strong>\u00a0to ensure safe, efficient operations from day one.

      \u00a0<\/li>\n<\/ol>\n\n\n\n

      2.     The Hon. Acting Prime Minister<\/strong> briefed Cabinet on a recent meeting with representatives of the Airport Taxi Association, tour operators, destination management companies<\/strong>, the Antigua and Barbuda Transport Board<\/strong>, and other stakeholders. The discussion addressed operating rights and service standards at V.C. Bird International Airport.<\/strong>

      Cabinet approved the establishment of a Select Committee<\/strong> to examine the issues and recommend how Government can support taxi operators and related stakeholders in adopting appropriate regulations and service innovations <\/strong>to better serve passengers. TheCommittee will report its findings and recommendations <\/strong>to Cabinet next week.<\/strong><\/p>

      \"\"<\/a><\/div>\n\n\n\n

      3.     Cabinet was briefed that the Minister responsible for Public Safety<\/strong> convened a meeting with the Police High Command, <\/strong>the Ministry of Legal Affairs\u2019 drafting team<\/strong>, and other stakeholders to address rising concerns about motorised bicycles and scooters<\/strong>. Police reported increased accidents and disruptions to traffic flow linked to these vehicles.

      The stakeholders will develop recommendations\u2014including possible legislative measures<\/strong>\u2014to address the concerns of both the public and law enforcement. They will provide technical advice to the Minister, who will report back to Cabinet<\/strong> with the proposed actions.<\/p>\n\n\n\n

      4.     Last week we reported that Cabinet commended the Minister for Works for advancing the nation\u2019s beautification agenda through the planting of trees along highways to enhance aesthetics. Cabinet also encouraged the Ministry of Works and Urban Renewal  to continue the greening effort, by expanding tree planting initiatives that will enrich the natural beauty of Antigua and Barbuda.<\/p>

      On Wednesday, Cabinet also approved the establishment of a supervised inmate work team<\/strong> to support roadside and community beautification. In addition, the Antigua and Barbuda Defence Force <\/strong>will lead the October National Clean-Up Campaign<\/strong> under the theme \u201cLove Where You Live.\u201d<\/strong><\/p>\n\n\n\n
