Antigua and Barbuda\u2019s<\/a> Prime Minister, the Honourable Gaston Browne<\/a>, used his keynote at the opening of Climate Week NYC to deliver a stark message: small island states did not create the climate crisis, but they are paying for it\u2014economically, socially, and existentially.\u00a0<\/p>\n\n\n\n

Prime Minister Browne anchored his remarks in his country\u2019s lived experience. Since independence in 1981, Antigua and Barbuda <\/a>has weathered hurricanes, droughts, and external shocks with gritty resilience, he said. <\/p>

But climate change has become a \u201cthreat multiplier,\u201d turning\u00a0each storm into a fiscal crisis, each drought into a food-security emergency, and every inch of sea-level rise into an existential threat. <\/p>

He recalled\u00a0Hurricane Irma\u2019s destruction of 95 percent of homes on Barbuda in 2017 and a recovery bill exceeding US$200 million\u2014costs that fall hardest on nations that\u00a0emit less than 0.01 percent of global greenhouse gases.\u00a0<\/p>\n\n\n\n

\u201cEvery degree of warming is an invoice sent to small islands,\u201d PM Browne said, arguing that those invoices are now due and unpayable without fair finance at scale. <\/p>

He added that advances in\u00a0event attribution science\u00a0prove extreme-loss events are \u201cnot acts of God,\u201d but consequences of human emissions\u2014converting Loss and Damage from a moral plea into a\u00a0legal and financial\u00a0claim.\u00a0<\/p>\n\n\n\n

The Prime Minister warned that while pledges trickle in by the\u00a0millions, the needs run to the\u00a0hundreds of billions. <\/p>

He called on the international community to avoid creating\u00a0\u201canother empty shell\u201d\u00a0and instead\u00a0fully capitalise the Loss and Damage Fund\u00a0to provide\u00a0meaningful, predictable financing\u00a0for those on the front lines. \u201cLoss and Damage is not theory\u2014it is lived reality,\u201d he said.\u00a0<\/p>

Prime Minister Browne also pressed for a\u00a0fairer compass for development finance. Traditional\u00a0GDP per capita\u00a0metrics, he argued, misclassify vulnerable economies and cut them off from concessional resources.<\/p>\n\n\n\n

He urged adoption of the\u00a0Multidimensional Vulnerability Index (MVI)\u00a0and highlighted the\u00a0Antigua and Barbuda<\/a> Agenda for SIDS (ABAS), which calls for\u00a0scaled, accessible, and just finance, recognition of the\u00a0oceans\u2019 centrality to planetary stability, and the\u00a0mainstreaming of SIDS\u2019 special circumstances\u00a0across negotiations.\u00a0<\/p>\n\n\n\n

At home, Antigua and Barbuda is not standing still. PM Browne outlined a slate of resilience investments\u2014stronger building codes, rainwater harvesting, desalination, and climate-smart agriculture\u2014to shore up water and food security.<\/p>\n\n\n\n

But domestic action, he stressed, cannot substitute for\u00a0global responsibility: \u201cClimate finance is not optional\u2014 it is quintessential to development.\u201d\u00a0<\/p>\n\n\n\n

The speech\u2019s throughline was\u00a0justice.<\/p>\n\n\n\n

Prime Minister Browne framed climate finance not as charity but as\u00a0reparation for measurable harms, now traceable to emitters by science.<\/p>\n\n\n\n

He argued the goal is not simply to endure, but to ensure\u00a0\u201cresilience is not the ceiling of our ambition, but the bridge to justice, dignity, security, and shared prosperity.\u201d<\/p>\n\n\n\n

As Climate Week begins alongside the UN General Assembly\u2019s High-Level Week, Prime Minister Browne\u2019s message set a clear bar for credibility: deliver finance at scale, fast, and align access rules with real-world vulnerability\u2014so that the countries least responsible for warming are no longer left to foot the bill. <\/p>\n\n\n\n
