To some travellers, it has been a delight. To others, it has been an experience of horrors. Still, for some travellers their visits and the welcome offered: and their stay, have been marred by certain courses of human conduct. These were known to have borne evidence of that calculated in bringing about immense and unimaginable grief.<\/p>

There has been commonality of understanding that not only are stay-over visitors being most needed, but shall always be accorded the warmest of welcome, including those in transit. <\/p>\n\n\n\n

These islands have not only become home to many of the region\u2019s people, but also far beyond its shores.<\/p>\n\n\n\n


CARIBBEAN SPIRIT
Though climatic conditions have not necessarily been uncomfortably or sun-drenched to the point of intolerability, visitors continue to bask in the sunshine. Interest has often been sparked with the innumerable white and pink-sand beaches. To the visitor, these have not only been a dream and delight, but to the citizenry, lifetime treasures. While not necessarily boasting of pleasantries, even with a culturally, mixed-society, it has a \u2018Caribbean Spirit.\u2019 Such speaks to a people who have been accommodating, friendly, hospitable, cheerful and obliging.<\/p>\n\n\n\n


SOCI ETAL HARMONIZATION
Consequent upon a tourism-based economy, the people have welcomed, and continue to welcome people from every stratum of Caribbean and world societies. Stay-over visitors and in transits, are always welcomed. In spite of disparities, the nation, culturally-diverse, with a population that not only speaks to a welcoming understanding, but also evidenced by shared values and \u2018Societal Harmonization.\u2019 The approximately 100, 000 population of the \u2018108 and 62- square-miles (170-Square miles), twin-island nation has been well caribbeanized.<\/p>\n\n\n\n


PERSPECTIVE
Given the dramatic developments, this juncture necessitates committing to the citizens, and his own understanding, that which may have been delusionally orchestrated against him. When former Prime Minister, \u2018Dr. Keith Christopher Rowley,\u2019 then reportedly en route to the \u2018Sister and Emerald Isle- Montserrat,\u2019 his thoughts feelings and emotions had been jolted into quandary. Given that which he appeared forced to disclose, speaks to an apparent suspiciously and mischievously hatched \u2018Suspect Fugitives Travel Watch List,\u2019 and dispatched to the \u2018Department of Immigration.\u2019 Such \u2018List\u2019 appeared not to have been accorded the \u2018Benefit of Scrutiny\u2019 by the head of \u2018INTERPOL-Antigua, Inspector Francis Dinard.\u2019<\/p>\n\n\n\n


FUGITIVE FROM JUSTICE
It has been an actively functioning unit within the \u2018Royal Police Force of Antigua and Barbuda (RPFAB).\u2019 Travelling in his private capacity, he appeared not to have sent advanced notification, nor had sought protocols or courtesies usually extended to those high-profiled and high-positioned statesmen and women considered \u2018Very Important Persons (VIP\u2019S).\u2019 Classified as a \u2018Fugitive from Justice,\u2019 it saw him being conspicuously and disappointingly ushered away to the \u2018Executive Suite\u2019 at the VC Bird International Airport (VCBIA)\u2019 [July 18, 2025].<\/p>\n\n\n\n


DEDICATION
It is dedicated to those with no personalized or judicial biases toward jurisdictional litigants [Trinidad and Tobago]. Seemingly, with an indomitable spirit and resolve, \u2018His Lordship, Justice Frank Seepersad,\u2019 has given the unmistakable impression of endeavoring to administrate justice with fair-mindedness. Undoubtedly, \u2018His Lordship,\u2019 has not only shown adjudicating consistency, but also executed with exceptional equitability.<\/p>\n\n\n\n


EMPRESS OF THE EXPRESS
Such sentiments epitomize a reputable and justice-conscious adjudicator, and further speaks to a resolve in dispensing justice fairly to all a sundry. Then there have been the Court reporting exploits of an apparent fearless and unbiased reporter. Through this medium, this journalist- Anna Ramdass\u2019 has been recognized for her informative and invaluable reporting contributions. For these noble reasons, she shall be referred to as the \u2018Empress of the Express\u2019 [Express News: Trinidad and Tobago].<\/p>\n\n\n\n


STUPIDITY \u2013 IGNORANCE – DOCILITY
That which was often seen as central to the unexpected difficulties of passengers, has been the exploited agents. That upon which this malady thrives, include. \u2018Stupidity, Ignorance and Docility.\u2019 These undoubtedly, speak to the exploitable vulnerabilities of humans. Besides, there have been as much irrational and insensitive human behaviors, as there have been reckless and devious courses of actions. Some highly-positioned intellectuals may be too timid, na\u00efve, conceited or embarrassed to even lend attestations to these truths. They have been seen as contributing to human miseries.<\/p>\n\n\n\n


FUGITIVE FROM JUSTICE
For some travellers, and specific to in-transit passenger: (iv) \u2018Dr. Keith Christopher Rowley,\u2019 his travels saw encounters that not only filled with horrors, but also courses of action that speak to gullibility, susceptibility, human insensitivity and intellectual stupidity. Such may have been evident, when as a \u2018bona fide passenger, Immigration officials had him \u2018Travel Watch Listed\u2019 as a \u2018Fugitive\u2019 [Newsday: July 18, 2025]. Whatever the status, at all material times, the visitor shall be seen as bona fide. They shall be fully compliant with entry requirements and other stipulated formalities, or as may be directed by Immigration officials,<\/p>\n\n\n\n


INTEREST: DEPARTMENT OF IMMIGRATION
Behaviorally, the former Prime Minister had not replicated the notoriety, neither of: (i) \u2018Michael Abdul Malik-Michael X\u2019 [POS: 1975]: nor of the alleged criminal exploits of: (ii) Dole Chadee\u2019 [1994]. Besides, he was neither: (i) \u2018An economic migrant: or (ii) A displaced haven-seeking refugee: (iii) A deportee: (iv) An asylum-seeker: (v) An absconder from the Court\u2019s jurisdiction: (vi) An escapee from any psychiatric institution: or (vii) The \u2018Coolidge Immigration Detention Centre (CIDC): (viii) He was never a person of interest to law enforcement: neither (ix) A terrorist: nor (x) a stow-away.\u2019<\/p>\n\n\n\n


ROWLEY DEVELOPMENTS
Specific to the \u2018Rowley Developments,\u2019 this nation-Antigua and Barbuda\u2019 neither has reciprocal extradition arrangements with any \u2018Movement,\u2019 whatsoever. Nor has it ever ratified, and\/or held binding obligations,\u2019 through \u2018Mutual Legal Assistance Treaty (MLAT).\u2019 Besides, it has never endeavored to extend itself in offering \u2018Mutual Assistance\u2019 to any non-law enforcement agencies or entities. BOUNDARIES OF IRRATIONALITY

It appeared that Immigration officials may have been duped out of their intellectuality, and lured beyond the \u2018Boundaries of Irrationality.\u2019 Then seemingly through ignorance, than of collusion or coercion, acted outside the realm of authority and civility.<\/p>\n\n\n\n


ASSERTING CONVICTION
Another recognized \u2018Principle\u2019 is that which states: \u2018The people of Antigua and Barbuda: (a) \u2018Assert their conviction that their happiness and prosperity: (b) Can be best be pursued in a democratic society: in which (c) All persons, to the extent of their capacity, play some part in the national life.\u2019 [FCP: \u2018C\u2019]. From a strictly professional perspective, \u2018Chief Immigration officers\u2019 shall not only be mindful of mischiefs, but shall also endeavor to act responsibly. These shall be in the best interest of: (a) \u2018The national Security: (b) Tourism-based national economy: and (c) The bona fide passengers and visitors.\u2019<\/p>\n\n\n\n


ADVERSITIES AND INDIGNITIES
Firstly, that which was within professional knowledge, and seemed to have been engraved in the human hearts, have been acts that were perpetrated by evil-doers. Thus, firmly etched in the mind of the practitioners of evil, has been behavior that speaks to treachery. Applied to the recent \u2018Adversities\u2019 faced, and \u2018Indignities\u2019 suffered by: (i) \u2018A former Commissioner of Police Erla Harewood Christopher: and (ii) Former Prime Minister, Dr. Keith Christopher\u2019 of the \u2018Republic of Trinidad and Tobago,\u2019 these may not only have been described as horribly disturbing, but also grievously distressing.<\/p>\n\n\n\n

The author has no desire in causing positional harm: nor seeking to, nor hoping to incur the wrath of any person. Whether or not persons hold or have interest in the \u2018Dr. Keith Christopher Rowley Travel Troubles,\u2019 that which he had revealed as encountered with the \u2018Department of Immigration, continues to marvel minds within the nation. In its dictates \u2018Murphy\u2019s Law,\u2019 states: \u2018Anything that can go wrong, will go wrong\u2019 [Wikipedia]. This has long been regarded as a pre-destined phenomenon. Even to attorneys-at-law, whatever is to go wrong, will go wrong.<\/p>\n\n\n\n


FACT FROM FICTION
Even as the \u2018former Trinidad and Tobago Prime Minister\u2019 may have been given reasons to harbor feelings of despondency, with the spirit of discernment, he shall now be better positioned to differentiate \u2018Fact from Fiction.\u2019 Embarked as a bona fide passenger, he was neither subjected to \u2018National Security\u2019 scrutiny, nor criminally interrogated. However, seemingly without official verification and confirmation of his status, the \u2018Antigua and Barbuda Department of Immigration\u2019 reportedly had him under \u2018Travel Watch\u2019 as a \u2018Fugitive from Justice\u2019 [July 18, 2025].<\/p>\n\n\n\n


ELECTRONIC MAILS
Neither a law degree, nor a \u2018Legal Education Certificate (LEC),\u2019 was required for comprehending the contents of certain \u2018Electronic Mails.\u2019 One revealed: \u2018FWD: Removal of Dr. Keith Rowley from the System: To antiguaimmigration@gmail.com: Dear Colleague: Can you please any blockage of Dr. Keith Rowley from out of the system: Regards: Insp. Dinard: Interpol Officer: Removed from Watch List: Date-Friday 18 July, 2025.\u2019 Another reads: (a) \u2018From Jermine Raymer: (b) noreplyfrott@gmail.com<\/a>: (c) Sent Saturday February, 8, 2025: (d) Legal Affairs: (d) legalaffairs@ab.gov.ag> and (e) centralauthority@ag.gov.tt.\u2019<\/p>\n\n\n\n


MUTUAL ASSISTANCE
Another electronic mail further reads: (i) \u2018From Desrie Markham LLB, L.E.C, C. Dir, Crown Counsel: Ministry of Legal Affairs: (ii) Dated sent on \u2018Tuesday, February 11, 2025: (iii) To Katrina Yearwood: (iv) Subject \u2018Fw: Mutual Assistance.\u2019 The contents appeared sufficient to have warranted serious administrative inquiries. From professional knowledge formal requests for such assistance, were officially channeled through the \u2018Ministry of Foreign Affairs\u2019 to the attention of the \u2018Ministry of Legal Affairs.\u2019 Besides it has never been within professional knowledge that the nation had done so to, or with any \u2018Movement-\u2018tobagotrinidadmovement.\u2019<\/p>\n\n\n\n


QUESTIONABLE LIST OF FUGITIVES
Now, as peculiar as it may seem and to all intents and purposes, the electronic mails clearly speak to \u2018Questionable List of Fugitives,\u2019 reportedly found its way in the possession of the \u2018Antigua and Barbuda Department of Immigration (ABDI).\u2019 Most surprising, was the apparent non-referral of certain electronic mails to the head of the \u2018Royal Police Force of Antigua and Barbuda (RPAB).\u2019 This organization not only has membership with the \u2018International Criminal Police Organization ICPO-INTERPOL,\u2019 but also the internal operationalized unit.<\/p>\n\n\n\n


LEGAL BLIND MICE
That which may have been known by a former law enforcer, Marvin Hall,\u2019 now reportedly been considered \u2018Special Assignment Attorney\u2019 to the Department of Immigration, may have been shared with \u2018Attorney and Crown Counsel, Desrie Markham\u2019 and Chief Immigration officer, Katrina Yearwood,\u2019 herself, an attorney-at-law. Given the handling of the \u2018Dr. Keith Rowley Fiasco,\u2019 they now run the risk in being considered within the Department of Immigration: \u2018Three Legal Blind Mice.\u2019<\/p>\n\n\n\n


UNEASY CALM
When news broke of \u2018Dr. Keith Christopher Rowley\u2019s\u2019 encounter with Immigration officials at the \u2018VC Bird International Airport (VCBIA),\u2019 shock waves reverberated across the nations of \u2018Antigua and Barbuda and Trinidad and Tobago.\u2019 An uneasy calm gripped the nation. As inquisitiveness was prompted, anxieties increased among the citizenry. That which may not have been fully revealed were other names, identifying with: (i) \u2018Christine Kangaloo: (ii) Camille Robinson Regis: (iii) Pamela Elder: (iv) Daniella Blaise: (v) Nisha Raymer: (vi) Fern Nacis Scope: (vii) Nadine Miguel: (viii) Joan Charles: and (ix) Candace Layers.\u2019<\/p>\n\n\n\n


TRAVEL WATCH
Among the males who were also startlingly placed under the same \u2018Travel Watch,\u2019 were the \u2018Names: (i) \u2018Stuart Young: (ii) Faris Al-Rawi: (iii) Fitzgerald Hinds: (iv) Reginald Armour: along with (v) Roger Gaspard: (vi) Junior Benjamin: (vii) David Alfonso: (viii) Alvin Hillaire: (ix) Steve Brathwaite: and (x) Andy Teewarie.\u2019 None had the slightest of inkling that they were placed under the scrutiny of \u2018Chief Immigration officer, Katrina Yearwood\u2019 and her Immigration Staff\u2019 at the \u2018VC Bird International Airport (VCBIA)\u2019 [Antigua and Barbuda: February 8, 2025]. These were among \u201947-persons listed as \u2018Criminal Fugitives.\u2019<\/p>\n\n\n\n


PROSECUTORIAL REFERENCES
The senders of the electronic mail may have been persons that have harbored delusions of possessing prosecutorial powers. Thus, it seemed highly improbable that \u201847-accused persons\u2019 had been indicted by any prosecuting authority. There have been no \u2018Prosecutorial References.\u2019 To the keenly observant intellectuals, it shall have been obvious that the person dispatching the bogus documents, clearly had fantasized expectations. There appeared to have been no reference to the office of the \u2018Director of Public Prosecutions (DPP).\u2019<\/p>\n\n\n\n


STATEMENTS OF OFFENCE
There may even have been more \u2018Red Flags.\u2019 For instance, one of the \u2018Statements of Offence\u2019 reads: \u2018You Stuart Young, directly and indirectly perpetrated, aided and abetted, and indirectly committed several acts of: Genocide: War crimes: Crimes against Humanity: and Aggression against Trinidad and Tobago\u2026\u2019 Another reads: \u2018You Christine Kangaloo, directly and indirectly perpetrated, aided and abetted and indirectly commissioned several acts of \u2018Genocide: War crimes: Crimes against humanity: and Aggression against Trinidad and Tobago: and a female minor, SOMER SMITH- age 9\u2026\u2019 [Supreme Court of Judicature: February 6, 2025: Trinidad and Tobago].<\/p>\n\n\n\n


BOGUS RED NOTICE
That which remains unchallenged and irrefutably factual, has been an electronic mail to: \u2018anuimmigration@gmail.com.\u2019 Such required the attention of unknown agency called: \u2018Central Authority.\u2019 It has been to the human knowledge that some official courses of action, have sparked as much controversies as they have caused contentions. Undoubtedly, the \u2018Dr. Keith Christopher Rowley Travel Troubles,\u2019 speak to these. According the benefit of doubt to those with ministerial responsibility, and who may not have been familiar with the origin of the \u2018Bogus Red Notice,\u2019 it still remains inexcusable that there may not have been the conduct of due diligence.<\/p>\n\n\n\n


ICPO-INTERPOL NOTICES
From a strictly professional perspective, factual and highly sensitive matters, were not to be channeled through persons starved for security training and knowledge. For the benefit of the layperson\u2019s knowledge, that retained from professional knowledge, speaks to the three \u2018International Criminal Police Organization-ICO-INTERPOL Notices.\u2019 These are: (i) \u2018Red Notice- For fugitive\u2019s arrest: where warrant has been issued by the competent authority: (ii) Blue Notice- Indicating\/ascertaining fugitive\u2019s location: and (iii) Green Notice- Dissemination of non-sensitive information, mainly for academic interest.\u2019<\/p>\n\n\n\n


PREGNANT WITH DECEIT
Then further aggravation and causing incensed feelings, had been when an Immigration officer reportedly informed \u2018Dr. Keith Christopher Rowley\u2019 that their handling of his \u2018Entry\u2019 was due to a case of \u2018Mistaken Identity.\u2019 Such had clearly not been consistent with truth. Looked at differently, it appeared to have been a fabrication that seemed to have been \u2018Pregnant with Deceit\u2019 [Guardian July 22, 2025]. The information appeared to have been a complete hoax. Even with requests for his: (a) \u2018Arrest: or (b) Apprehension: or (c) Detention,\u2019 fears might now be allayed.<\/p>\n\n\n\n


WHERE ANGELS FEAR
No person needs to be reminded that it has been universally accepted that: \u2018Public office is Public Trust.\u2019 Even as the Department of Immigration remains in a \u2018State of Secrecy,\u2019 positioned in no mode of denial, and treading \u2018Where Angels Fear,\u2019 \u2018Prime Minister Gaston Browne, quizzed by the \u2018Caribbean Media Corporation (CMC),\u2019 he was evasive not with the truth. Had he been situationally apprised or officially briefed, for reasons of his forthrightness, he may have found no difficulty in revealing that which was fully committed to his knowledge.<\/p>\n\n\n\n


NO TNT INVOLVEMENT
Consequent upon a purportedly authored release to the electronic media by recently appointed \u2018Commissioner of Police, Allister Guevarro,\u2019 such officially guided the understanding that there had been \u2018No State Involvement\u2019 in the \u2018Fugitive Travel Watch.\u2019 Speaking to lend some understanding of his nation\u2019s handling of the \u2018Bogus Information,\u2019 \u2018Prime Minister Gaston Browne\u2019 reportedly acknowledged that the information, classifying the names of those listed, had residency on the \u2018portal of the Department of Immigration\u2019 [CMC: July 21, 2025].<\/p>\n\n\n\n


TRANSPARENCY AND ACCOUNTABILITY
That which needs no reminder, was that those so entrusted with such \u2018Office\u2019 and such reposed Trust,\u2019 have acknowledged the discharge of a fundamental public duty. Such speaks to \u2018Transparency and Accountability.\u2019 Those with such familiarity, know of the concept called responsibility. This necessarily means that those so charged, have inferentially acknowledged that anything that goes wrong, they are responsible. The nature and gravity of the allegations made by the \u2018former Prime Minister,\u2019 demand that it shall not be simply left to be petered out into oblivion.<\/p>\n\n\n\n


UNRESTRAINED FRANKNESS
The revelation came when he was being pressed for information on the developments. Seemingly, without: (a) \u2018Fear or favor: and (b) Affection or ill-will, he revealed that which either came to his personal or official knowledge. Clearly not smarting under ignorance, with \u2018Unrestrained Frankness\u2019 he reportedly disclosed to the \u2018Caribbean Media Corporation (CMC): \u2018My understanding is that there was certain information within our Immigration portal that did not emanate from within Antigua that caused Immigration to do further inquiries\u2019 [CMC: Grenada: IWitness News: SVG: July, 21, 2025].\u2019<\/p>\n\n\n\n


RULES OF CABINET
The \u2018Prime Minister\u2019 could not have been accused of concealing or circumventing, or had breached the \u2018Rules of Cabinet.\u2019 Notwithstanding, that to which he may have been privy, likened to a person taking the stand in judicial proceedings, and subscribing to the \u2018Oath,\u2019 with resoluteness and conviction, he told: (a) \u2018The Truth: (b) The whole truth: and (c) Nothing but the truth.\u2019 However, that to which he spoke, appeared more consistent with \u2018Transparency,\u2019 as opposed to: (i) \u2018Legitimacy: and Accountability.\u2019

In spite of his experiences, and though incensed, he seemed to have controlled his emotions, as to be seen as maintaining an unflustered composure and sanity. Seemingly restrained by civility and a sense of responsibility, he had uttered no more than necessary in expressing his disappointment, disgust and abhorrence. Through the \u2018Department of Immigration,\u2019 the \u2018Nation\u2019 appeared to have \u2018Goofed.\u2019 The name \u2018Keith Rowley,\u2019 had been listed \u2018No. 7\u2019 among the \u201847-persons.\u2019
OBSERVABLE RED FLAGS
Given the contents of the \u2018Travel Watch List of Fugitives,\u2019 there appeared to have been as many \u2018Observable Red Flags,\u2019 as there have been identifying symbols and associated paraphernalia. That which appeared equally disconcerting in the documented information, were these statements purportedly authored by \u2018Crown Counsel Desrie Markham: (a) \u2018The Federal Republic of Trinidad and Tobago has asked for \u2018Our Assistance\u2019 in the arrest: apprehension and\/or detainment of the persons named in the above-mentioned correspondence\u2026: (b) I have contacted \u2018Mr. Hall within the ONDCP\u2026: and (c) I seek to make contact with \u2018Inspector Dinard of the \u2018RPFAB,\u2019 to ensure that they are also aware of the situation at hand.\u2019
TOBAGO TRINIDAD MOVEMENT

As the \u2018Watch List\u2019 appeared not have been properly observed or seemed not to have aroused \u2018Reasonable Suspicion,\u2019 sheer ignorance or negligence, saw an apparent bungled act by Immigration officials. Still, being keenly observant, had been sufficient \u2018Red Flags\u2019 to guide different courses of action. For instance, certain vital information had been evidently omitted. There were: (a) \u2018References to particular acts of criminality were not dealt with by regional Courts: (b) No certification of judicially-filed criminal indictments: and (c) No national prosecutorial authority had been identified.\u2019
DELUSIONALLY CHALLENGED

ATTESTATIONS TO TRUTHS
Expressing no opinions or concerns on the behavior of regional Courts, in making a case for the newcomers to the \u2018Bar,\u2019 two \u2018former acting High Court Judges,\u2019 were adamant that regional jurisprudence, still remains second to none.
