The Committee included representatives from key associations and unions\u2014such as the Nurses Association, Teachers Union, Police Welfare Association, Public Service Association, Meteorological Officers, and Air Traffic Control Officers\u2014alongside officials from the Labour Department, Legal Affairs, and the Establishment Department.<\/p><div id=\"antig-1697727903\" Procedure<\/em><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Definitions clarified:\n<ul class=\"wp-block-list\">\n<li><em>Complaint<\/em>\u00a0\u2013 Informal expression of dissatisfaction.<\/li>\n\n\n\n<li><em>Grievance<\/em>\u00a0\u2013 Formal dissatisfaction requiring structured resolution.<\/li>\n\n\n\n<li><em>Dispute<\/em>\u00a0\u2013 Conflict potentially escalating to strike or lockout.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Representation rights:\n<ul class=\"wp-block-list\">\n<li>Employees have the right to be accompanied or represented at any stage of the process.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Step-by-step process:\n<ol class=\"wp-block-list\" start=\"1\">\n<li>Initial discussion\u00a0between the employee and their immediate supervisor.<\/li>\n\n\n\n<li>If unresolved, a written grievance\u00a0may be submitted to the next level of supervision.<\/li>\n\n\n\n<li>A meeting with the Head of Department or Permanent Secretary\u00a0must be held within five (5) working days.<\/li>\n\n\n\n<li>\n<ul class=\"wp-block-list\">\n<li>If resolved, a written and signed agreement\u00a0is prepared.<\/li>\n\n\n\n<li>If unresolved, the Permanent Secretary\u00a0must appoint an investigating panel of at least three persons within 5 days, with a report due within 10\u201320 working days.<\/li>\n\n\n\n<li>Both parties may respond to the panel\u2019s report.
