MONITORING AND EVALUATION SPECIALIST CONSULTANCY SERVICES  <\/strong><\/p>

REQUEST FOR EXPRESSIONS OF INTEREST<\/strong><\/p>\n\n\n\n

The Government of Antigua and Barbuda (GOAB) has received\nfinancing from the Caribbean Development Bank (CDB) towards the cost of Rehabilitation\nand Reconstruction  Loan (RRL) and\nintends to apply a portion of the proceeds of this financing to eligible payments\nunder a contract for which this invitation is issued.  Payments by CDB will be made only at the\nrequest of GOAB and upon approval by CDB, and will be subject in all respects\nto the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal\nfrom the financing account for the purposes of any payment to persons or\nentities, or for any import of goods, if such payment or import, to the\nknowledge of CDB, is prohibited by a decision of the United Nations Security\nCouncil taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any\nrights from the Financing Agreement or have any claim to the proceeds of the\nFinancing.<\/p>

The Natural Disaster Management \u2013 Rehabilitation and Reconstruction Loan (Hurricane Irma)\nAntigua and\nBarbuda Project is a complex Project proposes to\naddress a number of critical recovery needs for the population of Barbuda. As the Project will involve both building works and civil works to implement\nthe\ndesign and construction activities of the Project, CDB there will be a need to engage a Monitoring\nand Evaluation\n(M&E) Specialist to develop an M&E approach that will encompass all of the Project components in a gender-sensitive manner.<\/p>\n\n\n\n

This Project is being implemented by the Ministry of Works\n(MoW), through the establishment of a Project Implementation Management Unit\n(PIMU).  A Project Coordinator\nwithin the PIMU shall be responsible for the day-to-day management of project\nactivities.  <\/p>

\"\"<\/a><\/div>\n\n\n\n

MoW (hereinafter referred to as \u201cthe Employer\u201d) intends to engage\nthe services of a suitably qualified consultant for a duration of this\nsub-project.<\/p>

\"\"<\/a><\/div>\n\n\n\n

O<\/strong>B<\/strong>JECTIVES<\/strong><\/p>\n\n\n\n

The overall objective of this Consultancy is to support the PIMU to monitor and report on Project results through developing (including the collection\nof baseline data), managing and implementing a quality M&E system designed to facilitate implementation, track performance and ensure evaluation-readiness of the Project. This will include, but\nnot be limited to:<\/p>\n\n\n\n

(a)        Supporting\nthe PIMU to elaborate the appropriate output and outcome level indicators to ensure socially inclusive and gender-responsive monitoring of all Project components<\/p>\n\n\n\n

(b)        Identifying any difficulties or impediments that may occur in applying and\ntracking against the M&E framework and guide remedial actions to ensure that the Project\nachieves its intended objectives<\/p>\n\n\n\n

SCOPE OF WORKS<\/strong><\/p>\n\n\n\n

The Consultant will carry out all research, data collection, analysis, reporting and related work required to attain the objective outlined above. While the Consultant will lead the following activities, it is expected that they will concurrently build the capacity of the PIMU team to\nimplement the resulting M&E\nsystem.  The Consultant will be expected to,\namong other things:<\/p>\n\n\n\n

(a)        Validate\nand finalise the Results Monitoring Framework (RMF), including desired\noutput, outcome and impact indicators, baselines and targets. These will be gender-sensitive, with all relevant data disaggregated by sex, age group (under 30 and over 29 years), disability status (with\nand without, type of disability),\nand poverty status (social assistance proxy);<\/p>\n\n\n\n

(b)        Develop a detailed Results Monitoring Plan which clearly outlines the methods, sources, responsibilities and\ntimelines for data collection by\nProject component.  The Plan\nwill be\ngender-sensitive, with all relevant data disaggregated by sex, age group (under 30 and over<\/p>\n\n\n\n

29 years), disability status (with and without, type of disability), and poverty status (social assistance proxy);<\/p>\n\n\n\n

T<\/strong>I<\/strong>MING,\nQUALIFICATIONS AND EXPERIENCE<\/strong><\/p>\n\n\n\n

              This assignment is expected\nto require a maximum of 30\ndays\nover a period of 8 weeks\n<\/p>\n\n\n\n

               The Consultant must possess the following:<\/p>\n\n\n\n

(a)        A Master\u2019s Degree\nin a Social Science discipline \u2013 statistics, sociology, anthropology, community development, international development, etcetera \u2013 or related field.<\/p>\n\n\n\n

(b)        At least five (5) years\u2019 work experience in international development including at least four years\u2019 experience in\nmonitoring or evaluation of development assistance projects<\/p>\n\n\n\n

(c)        Strong demonstrated ability in evidence-based research using qualitative and quantitative\nresearch\nmethods in\ndeveloping countries<\/p>\n\n\n\n

(d)      Completed some form\nof specialised training in M&E:\nofficial certificate or diploma\nprogramme, or a recognize training programme<\/p>\n\n\n\n

(e)       A broad-based understanding of development issues and operational and technical issues affecting project design and implementation with a particular focus on infrastructure projects<\/p>\n\n\n\n

            Assets for consideration would\ninclude:<\/strong><\/p>\n\n\n\n

(a)        Postgraduate studies in\na related Social Science discipline<\/p>\n\n\n\n

(b)        Experience with project management in\nan international development context<\/p>\n\n\n\n

(c)        Experience in\nAntigua and Barbuda and\/or the Caribbean\nRegion<\/p>\n\n\n\n
