REVISION OF THE ANTIGUA AND BARBUDA NATIONAL DISASTER\nMANAGEMENT PLAN AND DEVELOPMENT OF A SOCIAL SECTOR DISASTER MANAGEMENT PLAN FOR\nANTIGUA AND BARBUDA<\/strong><\/p>

REQUEST FOR EXPRESSIONS OF INTEREST<\/strong><\/p>\n\n\n\n

The\nGovernment of Antigua and Barbuda (GOAB) has received financing from the\nCaribbean Development Bank (CDB) towards the cost of Rehabilitation and Reconstruction\nLoan (RRL) and intends to apply a portion of the proceeds of this financing to\neligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the\nrequest of GOAB and upon approval by CDB and will be subject in all respects to\nthe terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal\nfrom the financing account for the purposes of any payment to persons or\nentities, or for any import of goods, if such payment or import, to the\nknowledge of CDB, is prohibited by a decision of the United Nations Security\nCouncil taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any\nrights from the Financing Agreement or have any claim to the proceeds of the\nFinancing.<\/p>

GOAB is\nseeking to engage consultants to produce: a) a revised National Disaster\nManagement Plan, that is socially inclusive and gender-responsive; and b) an\nintegrated Social Sector Disaster Management Plan for Antigua and Barbuda.  Consultancy services will be engaged to\nsupport National Office of Disaster Services (NODS), the Barbuda Council, and\nrelevant Ministries to review and revise the National Disaster Management Plan,\ninclusive of the development of sub plans as identified.   The plan review will be undertaken using a\nhighly participatory, gender responsive and socially inclusive process.  In addition to preparing the Plan, the\nConsultancy will identify training needs, provide capacity building of key\nstakeholders, and implement a public education programme to embed utility of the\nrevised Plan.<\/p>\n\n\n\n

This Project\nis being implemented by the Ministry of Works (MW), through the establishment\nof a Project Implementation Management Unit (PIMU).  A Project Coordinator within the PIMU\nshall be responsible for the day-to-day management of project activities.  Engineering and other relevant Consultants\nshall be retained by MW to assist with the supervision of the contract. A\nStrengthened Disaster Management Plan is projected for this activity.<\/p>

The Consultancy is estimated to be no more than 70\nprofessional days over three months.<\/p>

GOAB\nnow invites interested eligible consulting firms to submit Expressions of\nInterest indicating qualification and experience required to provide these\nservices.<\/p>\n\n\n\n
