Government MP Asot Michael says the failure of the\nUnited Progressive Party government to address the issue of visitor harassment\nwas a major setback for Antigua and Barbuda\u2019s cruise tourism business. <\/p>

According to\nthe former Tourism Minister shortly after the ABLP took office in 2014, he\nreached out to \u201cthe Florida Caribbean Cruise Association (FCCA) and all our\nmajor cruise line partners to reestablish critical relationships that had\ndeteriorated under the former Administration.<\/p>\n\n\n\n

\u201cAs a new\nincoming administration, we had a clear vision that we needed to articulate and\nquickly implement so that our people would stop perishing and once again start\nenjoying the benefits of an industry where we were once known as a trend and\npace among out peers.   <\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cI was\naccompanied by former Tourism Minister Molwyn Joseph, and to our dismay were\ntold by some of our main cruise line partners that I was the first Tourism\nMinister to visit them in over 10 years\u201d. <\/p>

\"\"<\/a><\/div>\n\n\n\n

Hon. Asot\nMichael told Parliament this week, the feedback they received was that Antigua\nand Barbuda had fallen behind and was not taking the cruise industry seriously.<\/p>\n\n\n\n

A key\ncomplaint was that the \u201cfree for all\u201d situation with both bonafide and\nunregistered taxi drivers bombarding cruise guests when they arrived in the\nCity of St Johns was seriously damaging the country\u2019s reputation.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cThe constant\nharassment and solicitation of guests by unlicensed vendors and taxi drivers\nwere contributing to the drastic drop in onshore spending. Our cruise guests\nhad simply resorted to returning to the ships prematurely, as a result of this\naggressive behaviour. This as can be expected significantly curtailed the level\nof economic activity in our local shops and restaurants\u201d. <\/p>\n\n\n\n

This issue of\nunauthorized vending or soliciting, Asot Michael says, was also affecting the\nentire industry.  <\/p>

\u201cOne only had\nto look at some of the reviews on Facebook and other social media sites to see\nthat the situation was also out of control on many of our beaches with similar\ncomplaints from our stayover visitors and local Hoteliers. <\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cOur visitors\nwere being harassed with everything from \u201cWalk-a-ton\u201d sponsorship sheets to \u201cAn\naloes rub down\u201d In many instances illegal substances and prostitution were also\non the menu!<\/p>\n\n\n\n

Recognizing\nthat corrective action needed to be taken quickly, Asot Michael led the\ninitiative to develop the Tourism Licensing and Classification Act <\/p>\n\n\n\n

\u201cIt is critical that we show that we are listening\nto industry stakeholders both here and abroad. Stakeholders such as the Antigua\nand Barbuda Hotel and Tourist Association (AHTA) The FCCA and our other\nInternational Tour Operators who have over the years been complaining about a\nmyriad of customer service issues and operational issues emanating from the\nlack of regulations governing service providers on island\u201d.  <\/p>\n\n\n\n

This Act is not envisioned in any way to act as a\nbarrier to entrance into the Tourism Industry, However, it is designed to bring\nall areas of the product to an internationally accepted standard.<\/p>\n\n\n\n

The veteran Parliamentarian is satisfied that this\nnew legislation will allow the Ministry of Tourism to finally get a handle on\nthe issue and to aggressively and quickly address such complaints in an\nefficient manner. He said it will set the tone and framework for a new day in\nour service delivery.<\/p>\n\n\n\n

\u201cWe will be seen in an entirely new light by all\nour stakeholders. In a way that will build confidence in Antigua and Barbuda.\nWe will ditch the sad reputation of the talkers of old, and be seen as\nproactive doers who listen; make decisions; and implement actions that will\nrebound to the growth and sustainability of the tourism industry\u201d. <\/p>\n
