The Tourism Licensing and Classification Act\npassed in Parliament this week will help Antigua and Barbuda meet the service\nrequirements of tourists from around the world<\/p>

That\u2019s according to former Tourism Minister Asot\nMichael: <\/p>\n\n\n\n

\u201cAs I have said in this parliament, with all the\nadvanced plans for state-of-the-art cruise arrival facilities; expansion and\nmodernization of the hotel plant; and more effective, technology-driven, direct\nmarketing and promotion; we are on track for more record-breaking performances\nin the sector. <\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cBut we need to pay closer attention to the\nintegrity of the product and the standards of service excellence that will meet\nand exceed the expectations of the global tourism market\u201d.<\/p>

\"\"<\/a><\/div>\n\n\n\n

According to the MP for St Peters, \u201cWe trail 12\nCaribbean destinations in cruise passenger spending which means the improvement\nin product and service standards will open up significant additional income\nearning opportunities\u201d.<\/p>\n\n\n\n

In his contribution to the debate in Parliament on\nFebruary 21, 2019, Mr. Michael commended the Attorney General for \u201cputting bill\nbefore us for its second and third readings in the very first meeting of\nparliament after the budget debate\u201d.<\/p>

\"\"<\/a><\/div>\n\n\n\n

In the budget debate on February 1st<\/sup>,\n2019, Michael lamented the fact that this bill was on the order paper for 4\nsittings over a period of one year only to be removed on every occasion. He\ntherefore asked the Minister to insist, \u201cin the public interest of safeguarding\ntourism as the backbone of our economy, that this bill is taken through all\nthree readings and passed at the next sitting of this Parliament\u201d.<\/p>\n\n\n\n

Three weeks later Mr. Michael\u2019s prayers to have\nthe matter expedited were answered:<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cI am pleased\nthat our efforts have now led to the passage of the Tourism Licensing and\nClassifications Act which will bring a sense of order and normalcy and much\nneeded regulation in how small business operators retail their goods and offer\nservices to our visitors\u201d. <\/p>

\"\"<\/a><\/div>\n\n\n\n

As Minister of\nTourism, MP Asot Michael had moved quickly to correct the lack of standards \u201cas\na critical part of my agenda in addressing a problem that if left unchecked had\nthe potential to literally destroy all that we had built over the years\u201d.<\/p>\n\n\n\n

The key objective\nof this Bill is to professionalize the Antigua and Barbuda tourism industry and\nto transform the Antigua and Barbuda tourism product to a level that can\ncompete with any destination worldwide.<\/p>\n\n\n\n

The second\nobjective is to have a standardized listing allowing intermediaries, to have a\nreference that they can use when preparing their marketing and promotional\ncatalogues, when negotiating wholesale deals or when putting together a\ncustomized product.<\/p>\n\n\n\n

\u201cFurthermore,\non the national level a system of licensing and tourism classifications\nhighlights the Governments desire to bring the quality of the national tourism\nproduct to a higher level. <\/p>\n\n\n\n

\u201cAfter much\nresearch and brainstorming, we have a comprehensive piece of legislation that\nencapsulates the best practices from not just within the region, but from\nfurther afield where we looked at countries such as South Africa and Singapore\nwho have strong legislation governing licensing and standards of tourism\nservice providers\u201d.<\/p>\n
