The Interim Regulatory Commission (IRC) has published the draft legislation for the establishment of a regional regulator for Citizenship by Investment Programmes (CBI\/CIP<\/a><\/strong>) \u2013 the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA)<\/strong>.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u00a0 The draft legislation is available on the ECCB website for public comment until 16 July 2025.<\/p>\n\n\n\n

The completion and publication of the draft legislation is a significant milestone in the ongoing effort to strengthen the transparency, accountability and integrity of CBI\/CIP.\u00a0 <\/a><\/strong><\/p>

\"\"<\/a><\/div>\n\n\n\n

Once operationalised, the ECCIRA will regulate and supervise the industry, through a uniform law and common standards.\u00a0<\/p>\n\n\n\n

The draft legislation was completed following a series of in-country consultations, which were led by the IRC, over the period March to April 2025.\u00a0<\/p>

The consultations saw the IRC and the Legal Drafting Consultant, Ms Lydia Elliott, engage a broad and inclusive set of stakeholders \u2013 from Government, the CBI\/CIP industry, international partners, the media and social partners.\u00a0 <\/p>

\"\"<\/a><\/div>\n\n\n\n

The engagements provided critical feedback to guide the preparation of the draft legislation.<\/p>\n\n\n\n

The IRC was appointed by the Heads of Government of the five countries with CBI\/CIP Programmes, to oversee the establishment of a regional regulator.\u00a0 <\/p>\n\n\n\n

The eight-member IRC comprises the following appointees:<\/p>\n\n\n\n

1.      Antigua and Barbuda \u2013 Lieutenant Colonel Edward Croft (Deputy Chair)<\/p>\n\n\n\n

2.      Commonwealth of Dominica \u2013 Ms Francine Baron<\/p>\n\n\n\n

3.      Grenada \u2013 Ms Julia Lawrence<\/p>\n\n\n\n

4.      Saint Christopher (St Kitts) and Nevis \u2013 Archdeacon Isaiah Phillip<\/p>\n\n\n\n

5.      Saint Lucia \u2013 Mr Evaristus Jn Marie<\/p>\n\n\n\n

6.      CARICOM Implementation Agency for Crime and Security (IMPACS)\/Joint Regional Communications Centre (JRCC) \u2013 Mr Rufus Ferdinand<\/p>\n\n\n\n

7.      Organisation of Eastern Caribbean States (OECS) Commission \u2013<\/p>\n\n\n\n

Mr Henith Gabriel<\/p>\n\n\n\n

8.      Eastern Caribbean Central Bank (ECCB) \u2013 Governor Timothy Antoine (Chair)<\/p>\n\n\n\n
