systemic financial mismanagement, unlawful expenditure, and a troubling lack of transparency in public finances.<\/p>\n\n\n\n<p>Speaking at a UPP townhall meeting on Monday, Bowen referenced official reports from the Director of Audit covering fiscal years 2017 to 2019, all of which issued <strong>adverse audit opinions<\/strong>\u2014the most serious form of disapproval in public sector
