CABINET NOTES:<\/strong> The Cabinet invited the Port Manager of the Antigua and Barbuda<\/a> Port Authority, Mr. Darwin Telemaque, to provide an update on the operational performance and economic outlook of the port.<\/strong>\u00a0<\/p>\n\n\n\n

Mr. Telemaque reported that the Port has generated over EC $62 million in revenue in 2024<\/strong>, marking a consistent upward trend when compared to EC $21 million in 2014<\/strong>.<\/p>

  1. <\/li>\n<\/ol>\n\n\n\n

    The Port Manager also highlighted a sustained increase in cargo throughput, with the exception of a temporary decline during the COVID-19 period in 2021. For the year 2025 to date, the port has already recorded more than 8,700 TEUs (Twenty-foot Equivalent Units)\u2014a 4% increase over the same period in 2024.<\/p>

    \"\"<\/a><\/div>\n\n\n\n

    He further reported that over the past weekend alone, the port processed a record 375 containers\u2014including 109 transshipped containers\u2014in just two days (Saturday and Sunday). This operational milestone is credited to the significant investments by the Gaston Browne administration in the modernization and expansion of both the commercial port and the cruise port infrastructure.<\/p>\n\n\n\n

    Mr. Telemaque also noted the\u00a0growing role of Antigua and Barbuda<\/a><\/strong> as a regional transshipment hub, with increased volumes positioning the country as a rising player in global port logistics.<\/p>

    In response, the Cabinet agreed to engage with relevant unions on matters aimed at further enhancing the port\u2019s efficiency and long-term viability. To this end, several decisions were made:<\/p>\n\n\n\n

    a.<\/strong> Within 14 days, an Inland Revenue Department office<\/strong> will be established at the port to facilitate direct payment processing.<\/p>

    \"\"<\/a><\/div>\n\n\n\n

    b.<\/strong> The port will begin phasing in ship and shore operations<\/strong> under the direct control of the Port Authority.<\/p>

    \"\"<\/a><\/div>\n\n\n\n

    c.<\/strong> Training programmes for members of the Antigua and Barbuda Defence Force<\/strong> in all aspects of port operations will commence, especially to support expanded transshipment activity.<\/p>\n\n\n\n

    d.<\/strong> The port will implement a Strategic Operational Model<\/strong>, transitioning to a 24\/7 operation<\/strong> with three 8-hour shifts<\/strong>, enhanced vessel accommodation, and broader improvements in efficiency and revenue generation.<\/p>\n\n\n\n

    The Port Manager is expected to\u00a0report back to Cabinet within 30 days\u00a0on the progress of implementing these decisions.<\/p>\n\n\n\n
