So, how do Eastern Caribbean governments spend their billions? width=\"1080\" height=\"1350\"   \/><\/a><\/div>\n\n\n\n<p>Paying public servants remains the single biggest line item in most budgets.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/antiguanewsroom.com\/foreign-minister-engages-schools-ahead-of-oas-general-assembly-in-antigua-and-barbuda\/?swcfpc=1\">Antigua and Barbuda<\/a><\/strong> spent 38% of its budget on salaries in 2024, including a 9% pay increase.<\/li>\n\n\n\n<li>St. Kitts and Nevis set aside EC$361.7 million for wages\u201433% of total expenditure.<\/li>\n\n\n\n<li>Saint Lucia keeps wages under 13% of GDP (in line with its fiscal rule), but that still means over EC$600 million annually\u2014more than 30% of spending.<\/li>\n\n\n\n<li>Grenada and Dominica each devote around 25\u201330% of total spending to personnel.<\/li>\n<\/ul>\n\n\n\n<p>While governments say they are investing in public services, the wage bill is also a political battlefield\u2014especially in election Race<\/strong><\/p>\n\n\n\n<p>Infrastructure is the region\u2019s new arms race\u2014and the 2025 budgets are the battlefield.<\/p><div id=\"antig-4137579593\" class=\"antig-content_3 Barbuda<\/a><\/strong><\/td><td>~17%<\/td><\/tr><tr><td>St. Kitts &amp; Nevis<\/td><td>~19%<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>St. Vincent and the Grenadines leads the pack, with EC$700 million in capital projects, including the multi-year Kingstown Port Modernization. Dominica is not far behind, with heavy airport and geothermal plant investment. Meanwhile, Grenada\u2019s hurricane recovery budget is surging in terms of capital spending. Even Antigua and Saint Lucia, more fiscally conservative, are still dedicating 1 in every 5 or 6 dollars to infrastructure.<\/p><div id=\"antig-1291894497\" class=\"antig-content_6 antig-entity-placement\"><a href=\"https:\/\/discoverflow.co\/web\/antigua\" aria-label=\"ANU CVP Digital Broadband 1200x400_1\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1201\/h:401\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg\" alt=\"\"  srcset=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1201\/h:401\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 1201w, https:\/\/mlavawteztbj.i.optimole.com\/w:300\/h:100\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 300w, https:\/\/mlavawteztbj.i.optimole.com\/w:1024\/h:342\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 1024w, https:\/\/mlavawteztbj.i.optimole.com\/w:768\/h:256\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 768w\" sizes=\"(max-width: 696px) 100vw, 696px\" width=\"1201\" height=\"401\"   \/><\/a><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Social Sectors: Still a Priority?<\/strong><\/p>\n\n\n\n<p>Despite the infrastructure push, education and health remain vital:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Antigua allocates 14% of total spending to education and 11.5% to health.<\/li>\n\n\n\n<li>Saint Lucia spends about 12\u201315% on education and 10 %+ on health.<\/li>\n\n\n\n<li>Dominica maintains ~15% for education and ~10% for health, even with massive infrastructure bills.<\/li>\n\n\n\n<li>St. Kitts increased its education budget by over 20% in 2025, reaching EC$120 million.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Interest Payments: The Price of Past Spending<\/strong><\/p>\n\n\n\n<p>The most sobering item? Interest on debt.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>St. Vincent expects EC$358.2 million in debt service\u2014nearly 40% of revenue.<\/li>\n\n\n\n<li>Dominica spends 2.5\u20133% of GDP on interest, close to 10% of total spending.<\/li>\n\n\n\n<li>Grenada and Antigua, by contrast, keep interest below 5% of their budgets, thanks to lower debt and concessional loans.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Takeaway:<\/strong><\/p>\n\n\n\n<p>The Eastern Caribbean is spending big on construction\u2014roads, ports, airports, and hospitals.<br>But personnel costs are crowding budgets, especially where wage hikes or arrears are being settled.<br>And debt service is quietly growing, stealing resources from health and education in high-debt countries.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><em>Prof. C.
