In\nthe early hours of Friday, October 5, 2018, death visited the home of sister\nIneta Liburd 53, a resident of the Donavan\u2019s community. She was away from home\nand thus, fortuitously escaped the wrath of her brother Calvin \u2018Burger\u2019 James\n52. Burger had found other targets. Thus, \u2018malice\u2019<\/strong>\nhe apparently harbored against his sister was opportunistically transferred to\nthree people with tragic and painful consequences.  With the element of surprise, he struck\nmercilessly and with deadly and mind-shattering. Unexpectedly, residents of the\ncommunity were reportedly greeted by the frightening \u2018…Sound of Gunfire.\u2019<\/strong> Those then in close proximity ran for cover.\nThose indoors, though frightened, yet curious to see what was happening, found\nno reasons to look or venture outside. They knew that such sound, though not\nfrequent in the community, often meant grief, sorrow and mourning. <\/p>\n\n\n\n

EXACTING VENGEANCE<\/strong><\/p>

Burger\u2019s\naction had caused somberness to be visited upon the Donovan community, thus sending\nshock wave across the nation. Driven to \u2018…Exacting\nVengeance\u2019<\/strong> on those that had caused him frustration and agony, developing\nan apparent killing instinct, Burger appeared to have been turned into a\ncold-blooded killer.  Two people were\nkilled; one instantly and the other subsequently in medical hands. A third was\nleft to nurse a serious facial gunshot injury. An unresolved land dispute had\ntriggered the incident. It was not revealed what he may have been saying to or\nabout his uncle, but clearly intended to silence his nephew Laurence James,\nBurger succeeded only in inflicting a \u2018…gunshot injury to his mouth\u2019 [October\n5, 2018]. Aware that justice shall be served, the accused killer reportedly took\nimmediate flight from the scene. <\/p>

PERSPECTIVE<\/strong><\/p>\n\n\n\n

One\nof the nation\u2019s most deadly killers, Calvin \u2018Burger\u2019 James that had moved his family\nto grieve and the public to anger, his capture has also prompted them to\nexpress their gratitude. While officials dished out commendations to the police\nfor their collective efforts and for public assistance, \u2018…gray areas or unexplained circumstances\u2019<\/strong> surrounding his arrest,\nnot seemed not to have occupied the pages of social media, but also the mind of\nthe nation. This commentary looks at the unfolding tragic events of (a)<\/strong> …the double-murder; and (b) …an administrative policy in offering\nReward for public assistance.\u2019<\/strong> This may not be complete without looking at\ntwo particularly troubling areas, (i)<\/strong>\n\u2018…Who actually captured of Burger;\n(ii) …Who is entitlement to disbursement of the reward of EC$25, 000.\u2019<\/strong> These\nhave provoked calls for law enforcement to provide clarity of understanding.\nHistory, therefore, shall never be repeated to reflect ill-advised disbursement\nof public funds to those who are charged with the prevention and detection of\ncrime and the apprehension of criminals, dangerous or otherwise.  <\/p>

PEACE OR WAR<\/strong><\/p>\n\n\n\n

There\ncomes a time in life when someone wants to give someone everything. This might\nbe better understood from the song \u2018…Tommy and Laura.\u2019 The song informs that\nboth were lovers and \u2018…he wanted to give her everything; …flowers;\n…presents and most of all a wedding ring.\u2019 In endeavoring to do so, tragedy\nstruck. Participating in a \u2018…stock car race\u2019 to earn the prize to shower her\nwith those things, \u2018…the car burst into flames, and he died [1960: Tell\nLaura: You Tube]. Ineta Liburd 53, and Burger\u2019 James 52, are brother and\nsister. Before tragedy struck he wanted to co-exist peaceably with his sister on\nfamily- inherited land in the Donavan\u2019s community. Likened to Tommy, \u2018Burger\u2019\nwanted to have and live in peace. She apparently wanted that which opposes\npeace. They both know that anything that precipitate misunderstanding is\nfriction. They also knew that anything that seeks to hinder or disturb peace is\nwar. <\/p>

\"\"<\/a><\/div>\n\n\n\n

OVERWHELMED<\/strong><\/p>

\"\"<\/a><\/div>\n\n\n\n

There may have been thoughts of\nreconciliation, mutual understanding and respect and a desire to live\npeacefully, but only to the extent that the matter was amicably resolved. Even\nso the lingering residual effects of war are usually open hostility and\npsychological warfare. It has been the human experience that after \u2018…War come\nPeace.\u2019 Burger appeared to have been preparing for either \u2018…Peace or War.\u2019 <\/strong>In the family feud with his sister Ineta Liburd,\nthere was no apparent resolution in sight. A constant reminder had been the two\nerected wall pillars. Though he was considered to have been endowed with reason\nand conscience, his tolerance for his sister appeared to have ebbed dangerously\nlow. He may have been \u2018…Overwhelmed\u2019<\/strong>\nby impatience. The mind often works in mysterious ways and invariably, people\nreacting to something being said or done, would say mindboggling things. <\/p>\n\n\n\n

BURGER\u2019S FIRE<\/strong><\/p>\n\n\n\n

After\nexacting teeth-gnashing vengeance upon his family and hunting for his sister\nIneta, to end either her life or a long-running feud over occupation of family\nland, \u2018Burger\u2019 kept running and hiding. Many residents became mortally afraid\nand allowed prevailing good sense to guide their curiosity and stayed away from\n\u2018…Burger\u2019s Fire.\u2019 <\/strong>He had been on\nthe run much longer that the \u201840 Days\nand 40 Nights\u2019<\/strong> Jesus Christ took in fasting [Matthew 4: 2], but much\nshorter than that of \u2018…robbery-accused and fugitive from justice, Anthony\n\u2018Tug\u2019 Life Govia\u2019 [30th<\/sup> June, 2018]. The \u2018…Deadly Burger\u2019<\/strong> successfully evaded police for \u2018…90 Days and 90 Nights,\u2019<\/strong> before his\napprehension [ANR: January 13, 2019]. Frail and weak, \u2018Burger was not only said\nto have been in poor physical condition that suggested that he had been starved\nof nourishing foods, but also in dire need of that which people had often\ndescribed as being \u2018…Next to Godliness.\u2019 He had been in a mixed-up mood and\nhad displayed a clearly deadly attitude, snuffing out the lives of two females\nand seriously wounded a male. <\/p>\n\n\n\n

NATURAL\nCONSEQUENCES<\/strong><\/p>\n\n\n\n

That which shall be understood,\nexcept lacking the spirit of discernment or misinterpretation, what was seen or\nheard is usually what was intended. The law is quite clear in presuming that a\nperson not only intends the \u2018…Natural\nConsequences\u2019<\/strong> of his action, but shall also \u2018…foresee the consequences of\nhis action.\u2019He may have been inching\ncloser to taking matters in his own hands. He possibly had been saying quietly,\n\u2018…If my sister wants peace, she should give it a chance, and if she wants war\nthat is exactly what Burger would declare.\u2019 These are not only everyday human\nexpressions, but also everyday occurrences. When these were expressed, those\nthat had provoked anger shall expect the wrath of man. A family feud developed\nthat had changed the relationship and eventually, living peacefully as\nsiblings. They became hostile toward each other. This was reportedly due to the\nconstruction of two wall pillars,\u2019<\/strong>\nthat had reportedly denied him easy access with his convertible motor car. He\nmay have this as a \u2018…covetous encroachment.\u2019<\/strong><\/p>\n\n\n\n

FRIENDLY\/LEGAL ADVICE<\/strong><\/p>\n\n\n\n

The\nLord had warned against this [NIV: Exodus 20: Ten Commandments]. In His book,\nthis was the tenth gravest sin. In \u2018Burger\u2019s mind the penalty for any act\nviewed as covetousness was death. They had reportedly quarreled bitterly.\nEqually as much, he had persistently pleaded for their removal. Likened to his\napparent refusal to take his earthly problems to the Lord in prayer, or to have\nthe Judiciary visited upon his sister Ineta, \u2018…confidential conversations\u2019suggested that Burger may have ignored\n\u2018…Friendly and Legal Advice.\u2019<\/strong> While\nmotive is not an element of a criminal act, it is still useful to know what\nmotivated a man to behave the way he allegedly did. In serious crimes, the\nbenefit of training in \u2018...Criminal\nPsychology\u2019 <\/strong>often lends investigative approaches to investigators.\nInvariably, the trained investigator seeks a theoretical understanding of what\nmay have possibly operated in the mind of a criminal. However, the main element\nthat constitutes most criminal acts is \u2018…intent.\u2019 Many criminal acts are\ncalled \u2018…Strict Liability\u2019 offences. No \u2018intent\u2019 is required.<\/p>\n\n\n\n

MYSTERY AND SECRECY<\/strong><\/p>\n\n\n\n

The\napprehension of one the nation\u2019s most vengeful and evasive killers and the\napparent surreptitious involvement\u2019 of three active police personnel, ranks\n\u2018…Assistant Superintendent; …Senior Sergeant; …a female Corporal,\u2019\ntogether with a…retired Superintendent of Police\u2019to the citizenry,<\/strong>\nappeared to have been shrouded in \u2018…Mystery\nand Secrecy.\u2019<\/strong> The circumstances of their involvement of the three\nnon-assigned active personnel not only seemed to have defied operational logic,but also would have been a personal\nrendezvous that may also have suggested more of a \u2018…pre-arranged surrender\u2019\nunder pretext of an informed operational plan. Given that which had been\nrevealed, Acting Commissioner of Police Atlee Rodney and Justice, Public Safety\nand Police Minister Steadroy \u2018Cutie\u2019 Benjamin may have been fed with\ninformation likened to an infant in arms, fed with a formula prepared by its\nmother. <\/p>\n\n\n\n

CAPTURE\nOR SURRENDER <\/strong><\/p>\n\n\n\n

There\nappears to have been twists and turns in stories surrounding \u2018Burger\u2019s capture.\nTheorists have it that luck may have run out on the evasive \u2018Burger.\u2019 Still\nothers harbored the view that he may have surrendered in a way and\ncircumstances that demand close scrutiny. Revelations regarding his \u2018…Capture or Surrender,\u2019<\/strong> have not\nonly been seen as full of intrigues and suspicion, but have also provoked\nwidespread national and social media discussions. While some police personnel\nmay have been eying a portion of the police-offered reward,\u2019 many out of \u2018…innocent\nignorance\u2019 [Martin Luther King Jr, seemed not to know that police officers do\nnot give information to themselves. As a consequence, this has made police\nofficers ineligible for consideration. Personnel might be eligible for\nconsideration of a \u2018…Meritorious Award\u2019 for service to law enforcement, but\ncertainly not financial reward offered by them to the public. <\/p>\n\n\n\n

WRATH OF SATAN<\/strong><\/p>\n\n\n\n

A\ndeadly fugitive was then at-large. So dangerous was he, that law enforcement\nquickly issued a warning to members of the public. They knew the fugitive was\narmed with a firearm and could become deadly. More frightening, they knew he\nwas hunting for his sister Ineta Liburd 53, to exact upon her, the \u2018…Wrath of Satan.\u2019<\/strong> He had done so to\nhis niece; a female friend and his nephew. They knew that public assistance was\nneeded for his immediate apprehension. Consequent upon such need, they have not\nonly made appeals for public assistance, but also offered an incentivized\nreward.Except \u2018…sincere ignorance\nor conscientious stupidity\u2019 [Martin Luther Jr], organizational or\nadministrative collusion in skullduggery, police officers know that they are\nnot to open their palms to receive that which has been given fiduciary approval\nand intended for public informants. <\/p>\n\n\n\n

OPERATIONAL QUESTION<\/strong><\/p>\n\n\n\n

Not\ninfrequently, appeals to the public for assistance have been helpful. If it\nwere not so appeals for public for assistance in \u2018…crime prevention;\n…detection and apprehension of persons accused of criminal acts,\u2019 when\nat-large, it would not have been necessary in gathering (a) …Information on a\nfugitive\u2019s whereabouts; and (b) …Information on sightings.\u2019If it were so, then it begs the \u2018…Operational Question\u2019<\/strong> Why would a\nsingle officer hide himself in the dense Hermitage Mangrove to capture who the\npolice had described as armed and extremely dangerous?\u2019 That which\nunfortunately, appeared not to have been supported by operational facts or\nconsistent with reason had prompted this response to the media that \u2018…The police had been able to capture\nJames in a plan executed professionally and successfully\u2019<\/strong> [Caribbean News\nService: January 14, 2019]. <\/p>\n\n\n\n

INCENTIVIZED REWARD<\/strong><\/p>\n\n\n\n

 The significant interest to the police was\n\u2018Burger\u2019s arrest, while that of the public was receiving the irrestible offered\n\u2018…Incentivize Reward of EC$25, 000.\u2019<\/strong>\nOn the run from police for three serious crimes, there had to be no visibility.\nThere were frequent reports of sightings in numerous places, including city\nbanks and night clubs-\u2019 almost everywhere. Burger was not so idiotic to\nposition himself where someone could have benefitted from the reward before\nachieving his \u2018…Fatal Objective.\u2019 <\/strong>Even\nas the feared ace crime fighter, Assistant Superintendent Ray John has been\nsuspended from active duty, for several reasons, \u2018Burger\u2019 had to be on the run\nfrom the law. Thus, he had to stay out of (i) … harm\u2019s way; (ii) …avoid\nimmediate arrest; and (iii) \u2018…eliminating Sister Ineta from occupied land at\nDonavan\u2019s.\u2019 Police had two objectives (i) …protecting the life of his sibling;\nand (ii) …capturing Burger\u2019 before he exacted further vengeance upon her.<\/p>\n\n\n\n

ARMED AND DANGEROUS<\/strong><\/p>\n\n\n\n

The\n\u2018Burger\u2019 then being sought by police was a double-murder accused, \u2018…a highly\nvisible character; …facially clean shaven; …dapper; …loud and aggressive\ntalking and very street smart.\u2019 Neither of these was of interest to the police.\nThey had made \u2018…public appeals for\ninformation on sightings or whereabouts,\u2019<\/strong> leading to his arrest for the\nfatal shooting of two females. He was not only a fugitive, but also officially\nconsidered \u2018…Armed and Extremely\nDangerous.\u2019 <\/strong>Undoubtedly, he was armed, but may have been more dangerous to\nhis prime target sister Ineta Liburd and her family, than he was to his\nDonavan\u2019s community and society as a whole. Thus, to those that had not\noffended him, he was harmless. Even so, a man with a deadly weapon was equally\nas dangerous as the treacherous Atlantic Ocean successfully crossed by the\n\u2018…extraordinary display of courage and determination of four females called \u2018…Island Girls or IG\u2019s,\u2019 <\/strong>accomplishing\ntwo mariner\u2019s feats rowing back to terra firma and into the annals of history.<\/p>\n\n\n\n

MYSTERY AND SUSPICION<\/strong><\/p>\n\n\n\n

In\nthe jungle certain carnivorous animals roam in packs or singly in quest of a\nmeal. Dependent upon the size of prey, they instinctively know that numbers\nmatters. Police personnel knew that \u2018Burger\u2019 was armed with a stolen firearm.\nThey also knew that he could become dangerous and deadly, if confronted. Though\nhe may have been so armed, he was certainly not \u2018…dangerous\u2019 to at least a\nsingle police officer, \u2018…Senior\nSergeant Barry Stowe.\u2019 <\/strong>How the fugitive was captured, not only appeared\nshrouded in \u2018…Mystery,\u2019<\/strong> but also\naroused \u2018…Suspicion.\u2019<\/strong> That which\nremains an indisputable fact is that he was captured and his hunted Sister\nIneta Liburd, may have thanked the Lord for this particular blessing. While no\nofficial release had identified them, only these two people can appease minds\nand help public understanding of the unfolding events leading to Burger\u2019s\ncapture.  <\/p>\n\n\n\n

COMMENTATORS VIEWS <\/strong><\/p>\n\n\n\n

Now the capture is over and\nprosecutions are near, all that have been reported or not reported, it was\nobvious that the dust has not been finally settled. Likened to members of the\npublic, certain personnel seemingly starved of honesty, appeared to have one\nobjective in mind- \u2018…receiving part of the incentivized reward.\u2019 This would\nhave been in breach of administrative policy and best practice. While\ncommentators on the \u2018…Sketchy News\nStory\u2019<\/strong> had not used certain terminologies, there were two comments of\nnoteworthy interest. Writing under pseudonyms \u2018…Strange Story<\/strong> and Rastaman,<\/strong>\u2019\nthe former wrote \u2018…Whilst I am glad that the accused-killer is now in police\ncustody, the story of how he was caught sounds bizarre and hard to believe; …This look like a set-up.\u2019<\/strong> The latter\nwrote, \u2018…Certainly, an investigation\nmust be had on how he was captured…\u2019 [ANR: January 13, 2019]. <\/strong>Operationally,\nthere might be merit in these two comments.<\/p>\n\n\n\n

PRIVILEGED\nINFORMATION<\/strong><\/p>\n\n\n\n

Though\nnone may harbor or impute ulterior motive, \u2018Burger\u2019s\n<\/strong>capture\u2019 has provoked circumspection by the reported non-involvement of a\nspecially selected team of personnel then tasked with his apprehension. Law\nenforcement administrators know of the importance of making public appeals for\nassistance in apprehending dangerous criminals. Combining \u2018…Privileged Information\u2019<\/strong> and confidential discussions with\nprofessional knowledge and practical operational experience in law enforcement\noperations, if retired Superintendent\nColbert \u2018Gaddafi\u2019 Francis<\/strong> played no part in the capture of the wanted\nfugitive, then it might be easy to believe that \u2018…A pig danced a jig for a fig\u2019<\/strong> [Mighty Sparrow: Dan is the Man\nin the Van: You Tube]. Not only has the role of the Police includes the\nprevention and detection of crime, but also to conduct investigation with the\nview of apprehending person reasonably suspected or reported to have committed\ncriminal acts that they shall be made amenable to law.\u2019 <\/p>\n\n\n\n

FLIRTING WITH DANGER<\/strong><\/p>\n\n\n\n

What\nmight be scrutinized in this perspective is that although \u2018Burger\u2019 was believed\nto have been armed with a stolen, but legitimately licensed firearm from its\nregistered owner, a single officer was prepared to hunt for him. In short, he\nmay have been \u2018…Flirting with Danger.\u2019\n<\/strong>Instructively, those searching for him just did not know his whereabouts.\nHowever, with sheer irony and strangeness, a member of a particular Unit who\nwas reportedly ditched, surreptitiously, if not suspiciously surfaced. Though\nhe claimed \u2018…non-cooperation,\u2019 <\/strong>was\ncited for his removal, sources close to the Unit cited \u2018…non-productivity.\u2019<\/strong> His claimed involvement in the capture of\nthe double-murder accused,\u2019 appeared to have confused an understanding of the\ncircumstances surrounding the capture of the nation\u2019s most dangerous criminals,\nrevealing serious inconsistencies with \u2018…Standard\nOperation Procedures (SOP\u2019s).\u2019 <\/strong>Burger may have been too weak to fight or\ntoo frightened to offer resistance. <\/p>\n\n\n\n

MAN\u2019S MOTIVE<\/strong><\/p>\n\n\n\n

Though\n\u2018…Man\u2019s Motive\u2019<\/strong> remains the same\nas \u2018…Judas Iscariot,\u2019<\/strong> in order to\ndefraud the innocent and unsuspecting, man continues to devise schemes to\ndeceptively obtain money. Relate these activities to law enforcement personnel;\na very small minority has caused members of society to see them as corrupt cops;turning agencies into schools for\ncultivating depravity in usually good officers. While a few personnel\nundeniably became crooked, though speculations were rife, crookedness may not\nnecessarily be said in the instant case. In most Police Service when dangerous\ncriminals were reported to be at-large; there have always been contingency\nplans for their apprehension. Such contingencies necessarily include the\nselection of a team of specially trained personnel; …properly briefed inter\nalia, on tactical approach with emphasis on safety of the citizens and of equal\nimportance, that of personnel. <\/p>\n\n\n\n

DISPUTED OR REFUTED<\/strong><\/p>\n\n\n\n

From\ntime immemorial and known administrative policy and professional knowledge, the\ndictates of best practice precludes active members of the Police Service to be\nbeneficiaries of a public-offered reward. There is to be no exception, neither\nto such policy, nor practice. For the avoidance of doubt, that which shall be\ninformed at this juncture is simply this, \u2018…Police\nofficers are not informants and informants are not police officers.\u2019 <\/strong>Though\nunofficially associated with \u2018Burger\u2019s apprehension, retired Superintendent of Police Colbert \u2018Gaddafi\u2019 Francis\u2019 <\/strong>name\nhad been prominently featured in his capture. For reasons best known to\nadministrators, law enforcement has not disputed or refuted suggestions of his\ninvolvement. For reasons of transparency and accountability, the reported\u2018…Delano Forbes Reward Shenanigan,\u2019<\/strong>\nshall not only guide administrative accountability, but also transparency and\nfiduciary responsibility in meritoriously disbursing public-offered funds to\nthose members of the public that had rendered meaningful assistance to law\nenforcement personnel. <\/p>\n\n\n\n

HUMAN HUNTER<\/strong><\/p>\n\n\n\n

While\nthe incomparable social commentator Slinger Francisco, \u2018Mighty Sparrow\u2019 socially\nspeaks to his envy of an African Head Hunter called the \u2018…Congo Man\u2019<\/strong> for other reasons, for another reason double-murder\naccused Calvin \u2018Burger\u2019 James 53, had turned himself into a \u2018…Human Hunter.\u2019<\/strong> Burger who had\nmissed the prime target, was then on the hunt for his sister Ineta. Accordingly,\nlaw enforcement had warned the public to keep away from a \u2018Burger\u2019 that may use\na deadly weapon against anyone confronting or challenging him. This saw a\nmassive manhunt being launched for his capture. With an offered reward, the sum\nwas more than enough to treat the entire membership of the police force, their\nfamilies and friends with palatable hamburgers available at \u2018…Burger King.\u2019 <\/p>\n\n\n\n

CATCHING A BURGER<\/strong><\/p>\n\n\n\n

When\nan officer informs a superior that in seeking to apprehend a double-murder\naccused frighteningly described as \u2018…Armed\nand Dangerous,\u2019 <\/strong>and that unaccompanied he positioned and concealed himself\nin bushes in the Hermitage Resort area, he might be able to convince other\nserving members to prepare themselves for the \u2018…Second Coming of the Second\nLord.\u2019 Except there exists another person whose identity shall not be revealed\nto the public, the circumstances whatever they may be, even with\nuncertainties,\u2019 should never complicate disbursement of the reward to the\nretired Superintendent. That which might complicate matters could be a claim by\nan active Senior Sergeant had \u2018…single-handedly nabbed the fugitive.\u2019 In\nholding a \u2018hamburger,\u2019 the appetite must so demands. Catching \u2018Burger\u2019 <\/strong>is really not the same as going into a fast food\nrestaurant to purchase hamburgers. There, patrons regularly placed orders then\nsat and wait for service.<\/p>\n\n\n\n

PUBLIC PERCEPTIONS<\/strong><\/p>\n\n\n\n

Invariably,\nthe public is called upon for assistance. The \u2018cooperative success\u2019 of such\nappeals is often contingent upon an enabling environment in which information\nflows freely and explanations are manifestly truthful. They are presented with\nforthrightness and allow for full public trust and full cooperation.\u2019 Invariably,\nthey have helped to shape \u2018…Public Perceptions\u2019\n<\/strong>of the reputation of the pa police service and the integrity of its\nmembers. This would have been helpful in\nreplenishing expended energies for the long trail and extensive search for a\nfugitive named Calvin \u2018Burger\u2019 James. <\/p>\n\n\n\n

What role he\nmay have played is left to speculation or until he provides a version of the\nevents. The murder-accused was slapped with two \u2018…Murder Charges\u2019<\/strong> for the apparent cold-blooded murder of \u2018…niece Tahisha Thomas 27 and Sanchezca\nCharles, and Attempted Murder\u2019 <\/strong>of his nephew.<\/p>\n\n\n\n

PRESUMPTION OF\nINNOCENCE<\/strong><\/p>\n\n\n\n

In\nthe instant case, it was a family feud and a targeted killing. With a brain\nenergized by an uncontrolled desire for vengeance \u2018…an intent\u2019 would have\nbeen formed. While citizens had concerns, there was no dreaded fear that the\ndouble-murder accused would have trained his gun on, or attack them. None may\nharbor illusions about the unpredictable nature and behavior of man. In every\nsphere of human endeavor, there are \u2018…the good; …the bad; …the ugly and\nthe indifferent.\u2019 In the case of \u2018Burger\u2019s wrath on his family, it was obvious that\nhis heart may have been saturated with malice. Thus, as the feud continued, it\ncould be easily inferred that it had fuelled a desire to kill. Even as prima\nfacie evidence may suggest, the murder-accused enjoys the constitutional\npresumption of Innocence\u2019 [CO: 1P81: Section15].  <\/p>\n\n\n\n

90 DAYS OF HORROR<\/strong><\/p>\n\n\n\n

Appeals\nfor him to surrender were either ignored or not heard.
