Antoine discussed challenges and opportunities with respect to mobilising financial resources to meet the development needs of the Eastern Caribbean Currency Union (ECCU).<\/p><div id=\"antig-3204283160\" class=\"antig-content_5 antig-entity-placement\"><a href=\"https:\/\/www.facebook.com\/ablpag\" aria-label=\"Full-ABLP-Team-Digital-Billboard-1920x1080px\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1920\/h:1080\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg\" alt=\"\"  srcset=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1920\/h:1080\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg 1920w, https:\/\/mlavawteztbj.i.optimole.com\/w:300\/h:169\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg 300w, https:\/\/mlavawteztbj.i.optimole.com\/w:1024\/h:576\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg 1024w, https:\/\/mlavawteztbj.i.optimole.com\/w:768\/h:432\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg 768w, https:\/\/mlavawteztbj.i.optimole.com\/w:1536\/h:864\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2023\/01\/Full-ABLP-Team-Digital-Billboard-1920x1080px.jpg 1536w\" sizes=\"(max-width: 696px) 100vw, 696px\" width=\"1920\" height=\"1080\"   \/><\/a><\/div>\n\n\n\n<p>The ECCB Governor, while participating in a Roundtable on Domestic Resource Mobilisation, highlighted the importance of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><em>Local capacity building<\/em><\/strong> in high-impact areas, such as physical and digital infrastructure, trade logistics and energy security, particularly <em>in respect of closing policy and regulatory gaps<\/em>, which act as barriers in attracting private capital to the table for these critical sectors.\u00a0<\/li>\n\n\n\n<li><strong>Encouraging multilateral development banks to get more creative in their deployment of <em>credit<\/em> <em>guarantees<\/em><\/strong>, which in large part are currently not going to low-income countries or to small island developing states (SIDS).\u00a0 \u201cWe have to push them to get more creative on that because, to me, that\u2019s the only way we are going to be able to bring additional private capital to the table,\u201d Governor Antoine said, noting that, \u201cOur countries need credit enhancement, and that has to come from the guarantees.\u00a0 I really feel this is a missed opportunity where we have to push the envelope to really bring this about.\u201d<\/li>\n\n\n\n<li><strong><em>Catastrophe Risk Pools<\/em><\/strong>: In the wake of the devastating passage of Hurricane Ivan in 2004, the Caribbean Catastrophe Risk Insurance Facility (CCRIF) commenced operations in 2007, becoming the first multi-country catastrophe risk pool in the world.
