The Antigua and Barbuda Association of Persons with Disabilities (ABAPD<\/a><\/strong>) has welcomed the dismissal of criminal charges against 82-year-old Stedman \u2018Scottie\u2019 Scotland, following public outrage over his treatment by police. Scotland, who has a history of brain injury, was seen in a widely circulated video being forcibly handled by officers over an alleged parking violation.<\/p>
