ECCB <\/a>Governor\u2019s Residence Controversy: PM Browne Calls for Governance Reforms<\/strong><\/h3>\n\n\n\n

Prime Minister Gaston Browne<\/strong> has addressed the controversy surrounding the Eastern Caribbean Central Bank (ECCB<\/a>) governor\u2019s residence<\/strong>, calling for stronger governance and oversight<\/strong> in financial institutions following revelations that the property cost $22 million EC<\/strong>.<\/p>\n\n\n\n

\u201cThere are governance failures there, and we\u2019re going to have to strengthen the reporting mechanisms and the accountability mechanisms,\u201d<\/strong> Browne said.<\/p>

\"\"<\/a><\/div>\n\n\n\n

While acknowledging the concerns raised by St. Vincent and the Grenadines Prime Minister Ralph Gonsalves<\/strong>, Browne said he does not have enough details to make a final determination on the issue.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cAt this point, until we get a proper report, we may have to set up some independent committee to look at this issue,\u201d<\/strong> he said. \u201cI feel it may be a little injudicious for me to come to any conclusion at this point other than to say that the amounts that were spent on the building have raised concerns.\u201d<\/strong><\/p>\n\n\n\n

Browne confirmed that the ECCB Monetary Council<\/strong>, which includes finance ministers from the eight Eastern Caribbean Currency Union (ECCU) countries<\/strong>, has not yet met<\/strong> to discuss the matter.<\/p>

\u201cThe Monetary Council has not met as yet. I\u2019m sure we\u2019ll have to meet at some point to look at this issue,\u201d<\/strong> he stated.<\/p>\n\n\n\n

Browne said that while the spending appears excessive<\/strong>, there is no evidence of corruption<\/strong> or personal wrongdoing by ECCB Governor Timothy Antoine.<\/p>

\u201cI don\u2019t know that we can escape the responsibility,\u201d<\/strong> he noted. \u201cMaybe perhaps it\u2019s a little premature for me to make any definitive statements at this time other than to say that the matter has to be dealt with and resolved.\u201d<\/strong><\/p>

\"\"<\/a><\/div>\n\n\n\n

He added, \u201cAt this point, there\u2019s no evidence that the governor himself had sought to be excessive, and certainly, I don\u2019t know that I have seen any case of corruption.\u201d<\/strong><\/p>\n\n\n\n

However, Browne insisted that better governance structures must be put in place<\/strong> to prevent similar situations from occurring in the future.<\/p>\n\n\n\n

The $22 million cost<\/strong> of the residence has sparked significant public debate, with Gonsalves describing the project as \u201cexcessive and lavish\u201d<\/strong>. Critics have questioned why such a large sum was allocated for housing while many Eastern Caribbean nations face economic challenges<\/strong>.<\/p>\n\n\n\n

Browne acknowledged these concerns and said that the Monetary Council will have to address the matter publicly<\/strong> once a full review is conducted.<\/p>\n\n\n\n

Browne also revealed that he has been asked to take over as chairman of the ECCB Monetary Council<\/strong> earlier than expected, following a change in government in Anguilla.<\/p>\n\n\n\n

\u201cThe Monetary Council has not met as yet. I should add here too\u2014just a little caveat\u2014I am not the chairman of the Monetary Council, although there has been a request for me to serve,\u201d<\/strong> he said.<\/p>\n\n\n\n

Browne explained that while he was expected to take up the position in July<\/strong>, he has been approached to assume the role immediately<\/strong> but has not yet accepted<\/strong>.<\/p>\n\n\n\n

\u201cI have been asked to take it up from now, but I have not accepted,\u201d<\/strong> he clarified.<\/p>\n\n\n\n

As discussions continue, Browne said the main priority should be ensuring stronger financial oversight at the ECCB<\/strong> moving forward.<\/p>\n\n\n\n

\u201cWhat I will say is that at some point, the Monetary Council will meet and discuss this issue, and certainly we\u2019ll have to keep the public informed as to how this matter is ultimately resolved,\u201d<\/strong> he concluded.<\/p>\n\n\n\n
