St. John\u2019s, Antigua<\/strong> \u2013 The Consumer Protection<\/a> Bill 2025 has received bipartisan support in Parliament, with both government and opposition MPs emphasizing the need for strong enforcement and consumer education to ensure its effectiveness.<\/p>

During the debate, MP Paul Chet Greene<\/strong> outlined the bill\u2019s extensive provisions, highlighting its comprehensive updates<\/strong> compared to the Consumer Protection<\/a> and Safety Act of 1988<\/strong>. He noted that the bill, which aligns with CARICOM regulations<\/a><\/strong>, introduces a Consumer Guidance Council<\/strong> and a Consumer Faith Tribunal<\/strong> to oversee consumer rights and dispute resolution.<\/p>\n\n\n\n

\u201cThe bill is replete with protections for consumers, covering issues such as deceptive advertising, unfair trade practices, misleading pricing, and product recalls,\u201d Greene stated. He stressed that businesses would be legally required<\/strong> to provide clear product information, accurate pricing, and ensure fair contractual terms. The bill also introduces regulations for online shopping<\/strong>, ensuring that consumers who purchase from overseas vendors are not left without recourse.<\/p>

However, opposition MP Richard Lewis<\/strong> raised concerns about the practical implementation<\/strong> of the bill, emphasizing that enforcement must be a top priority.<\/p>

\u201cMany times we pass legislation, but enforcement becomes a problem,\u201d Lewis stated. \u201cEnforcement agencies will be critical in this. Consumers must be educated about their rights, and businesses must be properly informed about their obligations.\u201d<\/p>\n\n\n\n

Lewis pointed to Clause 49<\/strong>, which mandates that all product labels must include English descriptions, as a particularly significant provision. \u201cWe see items in supermarkets labeled in foreign languages with no English translation. This bill ensures that consumers can make informed choices,\u201d he said.<\/p>

He also highlighted Clause 55<\/strong>, which requires businesses to honor the lowest displayed price<\/strong> if multiple prices appear on an item. \u201cToo often, consumers get to the checkout only to be told that the price on the shelf was incorrect. This bill now protects them,\u201d Lewis added.<\/p>\n\n\n\n

Both MPs agreed that while the bill is a step forward<\/strong>, its success depends on rigorous enforcement<\/strong> and public education campaigns<\/strong> to inform consumers and businesses about the new regulations.<\/p>
