Antigua and Barbuda, the Caribbean nation with a population of just 100,000, is making waves on the global stage. In May, it hosted the 4th UN Summit on Small Island Developing States (SIDS4). Then, in June, the nation welcomed cricket fans from across the world for the T20 World Cup. It\u2019s attracting new workers as well.<\/p>\n\n\n\n

\u201cSIDS4 was a resounding success,\u201d said Gaston Browne, Antigua and Barbuda\u2019s urbane prime minister. Held only once a decade, the fourth summit attracted over 5,000 delegates and featured 230 side events. It culminated in a new 10-year action plan, the \u2018Antiguan and Barbudan Agenda for SIDS: A Renewed Declaration for Resilient Prosperity\u2019 (ABAS).<\/p>

\"\"<\/a><\/div>\n\n\n\n

The summit took place not long after a legal victory for Antigua and Barbuda and other SIDS: the International Tribunal for the Law of the Sea (ITLOS) ruled in May that greenhouse gas emissions are a form of marine pollution under the UN Convention on the Law of the Sea and countries in violation could be held liable.<\/p>

\"\"<\/a><\/div>\n\n\n\n

SIDS4 was therefore an opportunity to build upon that success and saw the launch of the Centre of Excellence for Oceanography and the Blue Economy (COBE) – a collaboration between the government of Antigua and Barbuda, the University of the West Indies, the Commonwealth Secretariat and the Association of Commonwealth Universities. COBE will provide education and vocational training and produce research on areas such as marine renewable energy, coral reef restoration, and maritime policy and law. With the Commonwealth Enterprise and Investment Council (CWEIC), the organization\u2019s global business arm also on the Advisory Board, it\u2019s clear that the future of marine jobs and employment is at the forefront of the COBE agenda.<\/p>\n\n\n\n

\u201cThe whole idea is to make sure that SIDS achieve the UN Sustainable Development Goals (SDGs) within the next decade, helping them to develop jobs in industries that are currently underexploited, including our marine sector, to provide sustainable opportunities so that our people can achieve resilient prosperity\u201d said Browne.<\/p>

The SIDS agenda will take centre stage at another intergovernmental event this autumn, the Commonwealth Heads of Government Meeting (CHOGM) 2024, which will be hosted by Samoa in October and themed \u2018One Resilient Common Future: Transforming our Common Wealth\u2019. Samoa was also a party to the ITLOS case, and its commitment to protection and growth of its fellow SIDS is clear. Dozens of heads of state and government from across this 56-nation club of equals will attend including Head of the Commonwealth King Charles III and British Prime Minister Sir Keir Starmer.<\/p>\n\n\n\n

Another result of SIDA4 was the launch in Antigua and Barbuda of the \u2018SIDS Global Data Hub\u2019\u2014 a data, technology, and innovation organization to serve all 39 SIDS nations. Its aim is to bridge the data gap across SIDS and improve the world\u2019s understanding of them, while building capacity in data collection and information for government planning and to improve business practices.<\/p>

The new hub will directly lead to new employment opportunities, said Browne. \u201cAs the world stands on the brink of the Artificial Intelligence revolution, with data as its feedstock, it is critical to create a level playing field for workers and employers alike,\u201d he said. \u201cWe want to make sure that SIDS are not left behind. Through the Hub, they will have access to technology, innovation, and supporting data so that they can develop new products and expand existing ones. At the same time, it will ensure they have timely and accurate data to effectively plan their development.\u201d<\/p>

Part of the Hub\u2019s remit will be a biennial SIDS Island Investment Forum, which will connect global capital with SIDS. Though SIDS land areas are small, Browne explains they are vast marine states ripe with untapped opportunities in the blue economy. The inaugural summit is set for next March in Antigua and Barbuda.<\/p>\n\n\n\n

It also reveals how for Browne, climate justice and damages aren’t abstract concepts. In 2017, Hurricane Irma levelled 95% of the island’s buildings. Scientists found climate change fuelled the storm’s intensity. Building back stronger became essential.<\/p>\n\n\n\n

\u201cWhen we rebuilt a significant amount of homes, we made sure that the concrete was well-reinforced, and that infrastructure, including roads, were far more resilient than in the past,\u201d he said, \u201cWe no longer expect such devastating consequences from these ferocious storms.\u201d<\/p>\n\n\n\n

Alongside rebuilding damaged houses and infrastructure, which has created jobs on the island nation, Browne has also been diversifying the economy away from tourism and finance \u2014 industries that have sustained the country in the past but proved highly cyclical. Medical tourism is thriving, attracting Americans, including high-profile athletes such as Tampa Bay Buccaneers centre Ryan Jensen, who underwent stem cell therapy in the Antigua in 2023. This year, NFL quarterback Kirk Cousins also received treatment there. Of course, there is no shortage of links between the Caribbean and the NFL.<\/p>\n\n\n\n

\u201cMedical tourism is part of our diversification strategy,\u201d said Browne. \u201cWhether through educational opportunities at universities, stem cell therapy, or novel cancer treatments, these are areas we hope to take advantage of from an employment perspective. Antigua and Barbuda will continue to attract the very best.\u201d<\/p>\n\n\n\n

For any worker or investor, accessibility is key. Direct flights link Antigua and Barbuda to New York, London, Toronto, Frankfurt and Paris, with more routes planned. \u201cIncreasing interconnectedness is important for any economy in the 21st century and we are working on improving everything from transhipment to helicopter travel,\u201d Browne said. \u201cWe now have the largest helicopter firm in the Eastern Caribbean operating from Antigua and it allows the very wealthy to visit easily and we have individuals coming from St. Barts just for a meal. The Nobu on Barbuda is one the most famous in the Caribbean.\u201d<\/p>\n\n\n\n

As with other Nobu restaurants, it is partially owned by Robert De Niro. Antigua and Barbuda has also attracted Mike Tyson, who invested in a cannabis farm, where it is decriminalised. Richard Branson, Giorgio Armani, and Oprah Winfrey have also purchased homes in the country.<\/p>\n\n\n\n

Browne also says his nation is also looking to take advantage of a global shift to remote working: \u201cWe have a well-developed ICT infrastructure, including broadband services. During COVID, we established a nomad programme in which individuals who want to live here and work remotely can gain residency for two years for $1,500 per year.\u201d<\/p>\n\n\n\n

Sara Kazimi is an example of a business leader who has taken advantage of the opportunity. Originally from Los Angeles, Kazimi first came to Antigua in 2020 for what was supposed to be a short vacation. Then the pandemic hit and borders closed. Kazimi decided it would be safer to stay and started running her high-end accessories and design business LeoBella remotely.<\/p>\n\n\n\n

\u201cI have kept coming back since and feel very much part of Antigua community,\u201d said Kazimi. \u201cIt\u2019s a very welcoming country and I think that entrepreneurs are giving it another look.\u201d<\/p>\n\n\n\n

She also contributed thousands to COVID related humanitarian efforts and assistance to children with special needs. For expats like Kazimi, who prefer to take their shoes off for a dip in the ocean rather than at an airport security line, the temporary COVID move to Antigua and Barbuda became a permanent residence. With the country\u2019s 365 beaches \u2014 one for each day of the year \u2014 the government hopes others will follow in her footsteps on the shore.<\/p>\n\n\n\n

Antigua and Barbuda\u2019s ambitious global agenda is just beginning. Through COBE, the SIDS Global Data Hub, the T20 World Cup, and the first SIDS Island Investment Forum \u2014 combined with a thriving medical tourism sector and strategic efforts to attract high-net-worth individuals, the country is diversifying its economy and building a resilient future. This island nation will continue to build its international leadership role. As Gaston Browne said: \u201cThis is a small country, making big waves\u201d.<\/p>\n
