Former Prime Minister Dr. W.\nBaldwin Spencer has accepted the nomination to serve as Deputy Chair of the Constitutional Review Committee\nthat is to be inaugurated by Prime Minister Gaston Browne.\u00a0\u00a0 <\/p>\n\n\n\n

United Progressive Party (UPP)\nPolitical Leader Harold Lovell confirmed the nomination this afternoon, and\nOpposition Leader Jamale Pringle enthusiastically endorsed Dr. Spencer as \u201cthe\nbest person to fill the position.\u201d\u00a0 <\/p>

\"\"<\/div>\n\n\n\n

By way of a letter received from\nthe Prime Minister yesterday, Thursday, Lovell was invited to \u201cnominate someone\nwho is capable of serving\u201d in the position of Deputy, on behalf of the\nUPP.\u00a0\u00a0 <\/p>

\"\"<\/a><\/div>\n\n\n\n

In his letter Browne says that\nhe \u201cintends to inaugurate that body shortly after November 6, 2018,\u201d which is\nthe date of the Referendum on the Caribbean Court of Justice.<\/p>\n\n\n\n

However, in his response, the\nUPP Political Leader calls for the Committee to be established \u201cno later than\nOctober 31, 2018 … in light of the concerns expressed by the public.\u201d<\/p>

Lovell also reminds Browne that\n\u201caccession to the CCJ was but one aspect\u201d of the Party\u2019s overall position, and\ncalls for action on the five other reforms proposed in his March 18, 2016\nletter to Dr. Francis Alexis.<\/p>\n\n\n\n

He asks that the three which do\nnot require a referendum be published for discussion and tabled as Bills before\nParliament in a timely manner.<\/p>

These include removing the bar\non persons who hold dual citizenship and ministers of religion from being\nelected to Parliament, and making \u201ccitizens of Antigua & Barbuda the\nprimary holders of the franchise\u201d \u2013 i.e., the primary category of persons\nentitled to vote.<\/p>

\"\"<\/a><\/div>\n\n\n\n

Lovell further proposes that the\nother two reforms \u2013 the merger of the Electoral Commission with the\nConstituencies & Boundaries Commission and the replacement of the\nGovernor-General with a President \u2013 \u201cshould form the basis for the work of the\nproposed Committee.\u00a0 The 2002 Sir Fred Phillips\nReport would serve as the working document,\u201d he adds.<\/p>\n\n\n\n

The Prime Minister, in his\nletter, reiterated his pledge \u201cto ensure the broadest possible inclusion of\ncivil society groups.\u201d\u00a0 To that end,\nLovell\u2019s recommends that Antiguans and Barbudans for Constitutional\nReform and Education (ABCRE); The Movement; the Bar Association; and the trade\nunions, the business community, and the clergy be represented on the Committee.<\/p>\n\n\n\n

He also calls on the Prime\nMinister to establish clear Terms of Reference, a budget allocation, and a\ntimetable for the completion of the work by the Committee.<\/p>\n
