Dominica has revoked the citizenships of 68 individuals who obtained their status through the Citizenship by Investment Program (CIP), citing fraud and false representation. <\/p>

The Citizenship Deprivation Order, signed by Minister for Citizenship Miriam Blanchard and published on June 6, 2024, states that it is not conducive for these individuals to remain citizens of Dominica.<\/p>\n\n\n\n

The order, listing names, nationalities, and citizenship dates, reveals that the majority of those affected are of Iraqi origin (53%), followed by Pakistanis (21%), Egyptians and Iranians (6% each), Nigerians and Syrians (4% each), Afghans (3%), and one Sudanese and one Jordanian national (1% each). These individuals obtained citizenship between November 2019 and May 2022.<\/p>

This move follows a warning by Prime Minister Roosevelt Skerrit at the Caribbean Investment Summit about revoking citizenships obtained for less than the permitted minimum investment.<\/p>

It also aligns with a Memorandum of Agreement (MoA) signed by Caribbean CIP jurisdictions in March, aiming to standardize investment thresholds and enhance information sharing.<\/p>\n\n\n\n

Philippe May, CEO of EC Holdings, supports Dominica’s action against fraudulent applicants, who he says were often mishandled by rogue service providers offering low fees.<\/p>

Dominica’s decision to revoke these citizenships could lead to repercussions for the named individuals, including difficulties with visa applications and banking.<\/p>\n\n\n\n

The MoA mandates a minimum investment of US$200,000 and commits to improved screening and information sharing among CIP countries. May believes this will discourage future fraud and hold unlicensed agents accountable.<\/p>
