Experts within the Ministry of Finance<\/g> have proposed a freeze in public sector hiring to help curb government spending.<\/p>

\"\"<\/a><\/div>\n\n\n\n

At Wednesday\u2019s Cabinet\nmeeting the Financial Secretary proposed freezing employment to control growth\nin the wage bill and requiring statutory corporations and other authorities to\nbecome net contributors to the Consolidated Fund.<\/p>\n\n\n\n

Prioritizing spending\nacross Ministries to achieve 15% savings through a reduction in expenditure\nand\/or increase in revenue collection was also proposed.<\/p>

\"\"<\/a><\/div>\n\n\n\n

The government says the\nincreased expenditure was related to millions of dollars spent to provide\nshelters, services, food, transport, contract labour in Codrington, and other\nexpenses connected to the Hurricane Irma after September 2017.<\/p>

\"\"<\/a><\/div>\n\n\n\n

\u201cAdditional employment to\nmeet increased demand for professionals and others within the Government\u2019s\nservice also accounted for the escalation during the January to June 2018\nperiod,\u201d a Cabinet statement said.<\/p>\n\n\n\n

The\nFinancial Secretary presented a report that focused upon three broad\ncategories: a) The fiscal performance of the government from January to June\n2018; b) The critical challenges which the administration faces; c) The options\nfrom which the administration may choose in order to adjust for imbalances.<\/p>

\"\"<\/a><\/div>\n\n\n\n

Total Revenue Collections, including non-tax revenue, during the\nJanuary to June 2018 period, is estimated at $394.14 million dollars. Total\nexpenditure during the same period rose to $464.15 million dollars.<\/p>\n\n\n\n

There was a questioning of\nthe amount of non-tax revenue reported under the Citizenship by Investment\nProgram (CIP) line, during the period. The amount reported stands at $14.65\nmillion dollars, when the Cabinet is persuaded that the amounts totaled as many\nas three times the sum reported.<\/p>

\"\"<\/a><\/div>\n\n\n\n

The Financial Secretary\nreported that by the end of 2018, expected end-of-year net position will likely\nresult in total Budget Expenditure exceeding published 2018 Budget by less than\n$5 million dollars, if certain options are applied.<\/p>

Those corrective measures, in the form\nof options, were proposed by the Financial Secretary: d) Freezing employment to\ncontrol growth in the wage bill; e) Requiring statutory corporations and other\nAuthorities to become net contributors to the Consolidated Fund; f)\nPrioritizing spending across Ministries to achieve 15% savings through a\nreduction in expenditure and\/or increase in revenue collection.<\/p>\n\n\n\n

The Cabinet agreed to study the\nrecommendations and to devise a three-pronged strategy that would include all\nproposed measures.<\/p>\n
