\nsue its officials for the destruction of a caretaker\u2019s billboard.<\/p>

On the morning of Holy Thursday, March 28, DCA officials demolished and removed a billboard that had stood on the Whenner Road premises of the
\nParty\u2019s St. Mary\u2019s North constituency branch.<\/p>\n

The billboard was the property of UPP Senator Johnathan Joseph.<\/p>

\"\"<\/a><\/div>
\"\"<\/a><\/div>\n

Accordingly, attorney Leon \u201cChaku\u201d Symister, the Party\u2019s spokesperson on legal matters, says the action taken by the DCA will be challenged in the High Court of Justice.<\/p>

\"\"<\/a><\/div>\n

Calling the action illegal and politically motivated, Symister confirmed to REAL News that UPP Political Leader Jamale Pringle has directed that this matter be taken before the court right away.
\nThe January 18, 2023 General Election came and went and the October
\n2023 by-election in St. Mary\u2019s South, as well.<\/p>\n

But, apparently, it has only just come to the attention of DCA head
\nFrederick Southwell, the town and country planner, that political billboards
\nare still in place.<\/p>

\"\"<\/a><\/div>\n

In a letter dated March 25, 2024, and addressed to Senator Shawn
\nNicholas, the general secretary of the UPP, Southwell writes that<\/p>\n

permission was granted to the Party on December 15, 2022, for the
\ntemporary erection of political billboards for the 2023 General Election.
\nAccording to him, the UPP entered into an agreement in which it was
\n\u201cexplicitly\u201d stated that all political material should be removed within 14
\ndays following the election.<\/p>

\"\"<\/a><\/div>\n

Southwell says it has come to the DCA\u2019s attention that political materials for
\nthe Party remain displayed well beyond the stipulated time frame granted \u2013
\nwhich is an oversight on the Authority\u2019s part \u2013and this contravenes the
\ncondition of the agreement.<\/p>

\"\"<\/a><\/div>\n

He adds that this failure also impacts regulatory compliance, as stipulated
\nin Section 51 of the\u00a0Physical Planning Act, 2003.<\/p>\n

The town and country planner therefore instructed the Party to take
\nimmediate action to remove all political paraphernalia \u201cwithout further
\ndelay.\u201d<\/p>\n

Failure to do so \u201cwill leave the DCA with no other option but to proceed with the demolition\u201d of the associated political materials, the letter says; so the
\nUPP should act promptly to avoid any unnecessary actions.<\/p>\n

That letter was received yesterday, March 27, one day before \u00a0the
\ndemolition of the St. Mary\u2019s North caretaker\u2019s billboard.<\/p>\n

Tellingly, Southwell appears to be focused only on billboards belonging to
\nUPP politicians, since those of the Antigua Labour Party\u2019s candidates
\nremain in place, undisturbed.<\/p>\n

On Whenner Road, mere yards from Senator Joseph\u2019s branch office, a
\nbillboard displaying Sir Molwyn Joseph and Prime Minister Gaston Browne
\nremained upright after the demolition of the UPP property.<\/p>\n

In the prime minister\u2019s constituency of St. John\u2019s City West \u2013 14 months
\nafter the General Election \u2013 a canvas of his image still stands on a plot of
\nland reportedly owned by his relatives, while \u201cpolitical\u201d billboards are said to
\nremain on display in St. Paul, as well.
\nThis arbitrary removal of Senator Joseph\u2019s billboard appears to have been
\nsparked by a canvas that was displayed there two Fridays ago.<\/p>\n

That canvas showed a photo of Brian Stuart-Young, Global Bank of
\nCommerce\u2019s chief executive officer; quoted a statement from Prime
\nMinister Browne; and referred to the millions of United States dollars the
\noffshore bank owes businessman Jack Stroll.<\/p>\n

With zero notice for removal or appeal, the DCA destroyed and removed
\nthe poster, leaving the original display \u2013 an image of Senator Joseph \u2013
\nintact and the billboard upright.<\/p>\n

Then, last Friday, another canvas bearing Stuart-Young\u2019s image and a call
\nfor the bank to pay Stroll was summarily removed from a billboard owned
\nby UPP parliamentarian Kelvin \u201cShugy\u201d Simon, in Bolans.<\/p>\n

Simon has since said he intends to sue the DCA for trespassing on private
\nproperty.<\/p>\n

Residents have been critical of the DCA\u2019s actions and accused the agency
\n\u2013 which falls within the portfolios of the prime minister\u2019s wife, Maria Browne
\n\u2013 of being politically directed.<\/p>\n

They contend that these actions are in breach of the constitutional right to
\nfreedom of expression and that the DCA has no legal authority to regulate
\nthe content, or message, of billboards.<\/p>\n

Others have alleged that the destruction of the messages are Prime
\nMinister Browne\u2019s heavy-handed attempts to shield Stuart-Young from
\npublic criticism.<\/p>\n
