SOCIETAL AND SCHOOL VIOLENCE<\/p>

History continues to show human behavior as being violent, as it is vicious. That which was widely known, was that in some societies, members that were well-known to have caused violence to be visited upon others, had done so without fear of foreseeable consequences.\u2019 Such has been the nature of man. In most societies, that which was known of violence, was that in human socialization, it invariably flows from the streets of society into homes and learning institutions. It shall not be said that violence perpetrated on students within the learning institutions by others, has been the result of the laxity, or inability or unmanageability\u2019 of \u2018Principals and Teaching staff.\u2019<\/p>

\"\"<\/a><\/div>\n

TWIG AND TREE SYNDROME<\/p>

\"\"<\/a><\/div>\n

While not necessarily of their own making, \u2018Principals\u2019 are constantly faced with challenges of one kind or another. Among the staff, there is \u2018Absenteeism.\u2019 While among students, there is violence and mischief-making. While a \u2018Twig\u2019 might easily be bent into shape, it is virtually impossible to do the same to a grown \u2018Mahogany Tree.\u2019 When fell by some implement or machines, it requires a saw-mill to cut into desired lengths. Then by a joiner, shaped and made into furniture.<\/p>\n

PROFESSIONAL EDUCATORS<\/p>

\"\"<\/a><\/div>\n

Those assigned to shape young minds, and in the process, inculcate a sense of purpose, dignity and pride in students, are not joiners. They are professional educators. That which they do best, is to instruct students, that educationally, they may become knowledgably wealthy to be able, with some measure of success, able to navigate life\u2019s varying zones of torridity and difficulty.<\/p>\n

GUNSHOTS<\/p>

\"\"<\/a><\/div>\n

When \u2018Gunshots\u2019 was reportedly heard outside the \u2018YMCA Sports Complex,\u2019 they may have caused the citizenry to believe that students at the \u2018Ottos Comprehensive School (OCS)\u2019 had become \u2018Trigger-Happy.\u2019 In fact, research revealed no \u2018Student Gun Battle\u2019 at the sports complex. Besides, the incident that reportedly occurred outside the perimeter fence, only disquieted and disturbed students lawfully assembled. Criminal investigators appeared not to have properly positioned themselves to be familiar with other Legal provisions [Small Charges Act].<\/p>

\"\"<\/a><\/div>\n

PERSPECTIVE<\/p>\n

Until the next generation was born, present generations could now look into the pages of history to see the societally violent-prone adults and youth that have been accused of committing weaponized and \u2018Vicious Acts of Barbarism\u2019 against their fellow-men. This commentary primarily looks at \u2018Violence,\u2019 as it affected, and continues to affect some of the nation\u2019s schools and students and members of the wider society.<\/p>\n

THE EXPULSION<\/p>\n

It specifically looks at previous attempts by then \u2018Education Minister, Dr. Jacqui Quinn-Leandro,\u2019 in assisting Principals and educators in instilling, reinforcing and maintaining disciplinary control within the learning institutions. It also looks at; (a) \u2018The barbaric and gruesome \u2018Death\u2019 of a 10-year-old female of the \u2018T.N. Kirnon Primary School (TNKPS); and (b) A reflective look of the \u2018Expulsion\u2019 of 6-students from the \u2018Ottos Comprehensive School\u2019 for allegedly conducted reign of terror within the class room at the \u2018Ottos Comprehensive School.\u2019<\/p>\n

REMEMBERED: JEMUEL SAMUEL<\/p>\n

Not only the savage act exacted upon her continues to offend human civilization, but also continues to haunt the memory of the bereaved family, and those who knew female student \u2018Jemuel Samuel 10\u2019 [June 29, 2006]. Even after eighteen (18) years, the heinous crime still agonizes the family, as it torments the living spirit. Those feeling the effects of the heinous criminal act, have been no more distraught, as has been the teaching fraternity and the nation.<\/p>\n

MINISTERIAL CAPACITY<\/p>\n

Former \u2018Education Minister, Dr. Jacqui Quinn-Leandro [2004-2014],\u2019 knew that in civil society, as in learning institutions, modern civilization demanded that there shall be amicable ways in resolving conflicts. In her parliamentary tenure and \u2018Ministerial Capacity,\u2019 she would have been aware of violence within the wider \u2018Society,\u2019 as there has been within the \u2018Schools\u2019 environment. Given her responsibility for \u2018Education and Youth Affairs,\u2019 student violence, was concerning to her, as were to the principals and educators and parents and guardians.<\/p>\n

AFFAIRS: EDUCATION\/YOUTH<\/p>\n

Today, it appears that senior public officials may be so taxed with \u2018Affairs\u2019 that were neither \u2018Educational\u2019 nor of interest to the \u2018Youth.\u2019 As \u2018Education Minister,\u2019 there was to be clear understanding of two fundamentals; (i) \u2018Children at home were to be under parental control; and (ii) Within the school\u2019s environment, they were to be students, obedient and well-mannered and well-behaved.\u2019 In addressing \u2018School Violence,\u2019 the \u2018Minister\u2019s\u2019 zero tolerance stance appeared not to have been fully pursued. The \u2018stance, may have been short-lived. This may have fell through after an unsuccessful bid to continue in public administration [March 13, 2014].<\/p>\n

FLOW OF VIOLENCE<\/p>\n

It was to societal knowledge that \u2018Violence\u2019 which \u2018Flowed\u2019 from the nation\u2019s streets, had often \u2018Flowed\u2019 into \u2018broken homes.\u2019 Conversely, that which flowed from homes, often flowed into institutions for learning. Even those with institutionalized residency, such as the Prisons, were known to have inflicted upon the person of fellow-residents, violence with unspeakable brutality and savagery. The victims were often the defenceless, weak and vulnerable, institutionalized for their alleged societal transgressions.<\/p>\n

SCOURGE OF VIOLENCE<\/p>\n

Learning institutions, seemed not to have escaped the \u2018Scourge of Violence.\u2019 Frequently, the violently-troubled students were either the product of \u2018Indigent Families.\u2019 The overwhelming majority of students were known to have come from economically-depressed, or environmentally-neglected communities. Most were in social-isolation, and living at the \u2018Edge of Poverty.\u2019 That being irrefutable, likened to parents\/guardians, with dreams that appeared illusive, indigent families were not positioned to transform poverty into prosperity.\u2019 \u00a0Thus, for these students, life meant a constant struggle for survivability, pronounced by \u2018Violence.\u2019<\/p>\n

WEAPONIZED VIOLENCE<\/p>\n

Members of society appeared to have learned more about inflicting \u2018Weaponized Violence\u2019 upon each other, than of praying and living in peace. In some societies, \u2018Violence\u2019 has been a developed culture. In others, it has been the innate nature of man. Still, in others, it has been a necessity for human survivability. The strong must fight to survive. These have always been part of ancient and modern civilization. The \u2018Constitution of Antigua and Barbuda,\u2019 provides for all to be guaranteed protection of oneself; defence of persons from violence; property; and the prevention of crime\u2019 [CO: 1981: Section 4].<\/p>\n

ANGER AND WRATH<\/p>\n

It was to societal knowledge that when students were seen as being consumed by \u2018Anger\u2019<\/strong> and vexingly troubled, that which was often seen descending upon fellow-students and educators, was vengeful \u2018Wrath.\u2019<\/strong> Invariably, \u2018temper tantrums\u2019 had led to skirmishes. These were often progressed to attacks with weapons. Though consequences were foreseeable, the violence exacted often speaks to bodily injuries. That which principals, educators and parents and guardians often found incomprehensible, was that which may have provoked such violence.<\/p>\n

MINISTERIAL VIEW<\/p>\n

As it relates to \u2018Violence at School,\u2019 this was often occasioned or instigated by; (a) \u2018The pressure of attending students, diametrically opposed to each other; or (b) Block-headed drop-outs; or (c) Students from other learning institutions.\u2019 Taking the personal and \u2018Ministerial View\u2019 that students\u2019 safety and protection and learning, were best guaranteed in a violence-free environment,\u2019 then \u2018Education Minister, Dr. Jacqui Quinn-Leandro\u2019 took the decision, thereby stamped the \u2018Ministry\u2019s Authority.\u2019 Thus, wherever violence showed a trending prevalence in the learning institutions, it is to be stamped out completely.<\/p>\n

DIRECTORS AND MINISTERS<\/p>\n

These officials shall know that students exhibiting a propensity for violence, shall not only attract the attention of educators, but also that of \u2018Directors and Ministers of Education.\u2019 They also have a pivotal role to play. Their voices shall be heard in disciplinary-troubled learning institutions. By virtue of their positions, these senior \u2018Ministry officials\u2019 shall always show leadership. Hence, they shall be seen as having; (a) \u2018Stakes in education; (b) Students\u2019 safety and physical well-being.\u2019 They shall be seen as reckless not to know that they have as much a \u2018Collective Responsibility,\u2019 as have been \u2018Principals and the teaching staff.<\/p>\n

DISCIPLINARY CONTROL<\/p>\n

When students sought to unleash violence against others, and officials authoritatively positioned to assist \u2018School Principals,\u2019 but remained deafeningly silent, they run the risk of being seen as inactive and impotent. They shall be reckless not to know that they too, share responsibility with members of the teaching fraternity for \u2018Disciplinary Control\u2019 within the learning institutions. They shall know the difference between sitting behind a desk and standing before a class with even \u2018One disruptive school Bully.\u2019<\/p>\n

NUCLEUS OF TEACHING FRATERNITY<\/p>\n

These officials, shall know that at all material times, they form the \u2018Nucleus of the Teaching Fraternity.\u2019 Consequently, both shall always endeavor to encourage the creation of an environment that shall not only be seen as conducive to teaching and learning, but also for the exhibition of acceptable disciplinary student behavior. They shall not allow any learning institution, principal, teaching staff, nor student body with tainted image or left to stigmatism for reasons of uncontrollable and abhorrent and intolerable student violence.<\/p>\n

ABIDE – STEP-ASIDE<\/p>\n

That which appeared to have been most troubling to the learning institutions, has been the apparent disruptive, misguided, recalcitrant and ill-mannered students. These, seemingly in the minority, were reported to have often exhibited behaviors, with a consistency and proneness to violence. Seemingly, that which \u2018former Education Minister, Dr. Jacqui Quin-Leandro\u2019 had embarked upon, saw no further implementation. Left to speculation, had it been, it may very well have resonated among educators and student bodies.<\/p>\n

SAVAGERY AND BARBARISM<\/p>\n

That which often appeared most troubling to \u2018Principals, educators, student bodies, parents and guardians,\u2019 were misunderstandings that invariably progressed to \u2018Weaponized Fights.\u2019 That which was to be understood, was that when students fought, it reflected no fault, neither of the learning institutions, nor the inability of principals and teaching staff. Societally, speaking to brutally extreme violence, this shall be the juncture to focus on two acts of \u2018Savagery and Barbarism.\u2019 These have been unleashed upon two hapless, innocent and defenceless females several decades ago. Readers are advised that some researched contents might be distressing.<\/p>\n

GARDEN OF DEATH- 2006<\/p>\n

On the fateful morning, it began with using a \u2018Short-Cut\u2019 in getting to her \u2018TN Kirnon School. It saw one of the most \u2018Gruesome Killings,\u2019 ever to have been criminally recorded in the nation. The body of \u2018Jemuel Samuel,\u2019 lay half-alive, in the \u2018Garden of Death.\u2019<\/strong> Rushed for emergency medical attention, even the consummate \u2018Medical officers,\u2019 including \u2018Dr. Bertrand O\u2019Marde (deceased), were unsuccessful in a desperate surgical attempt to saving her life. News of the vicious killing jolted the school community into revulsion, while shock and awe reverberated across the entire nation.<\/p>\n

SAVAGELY AND MERCILESSLY<\/p>\n

Some eighteen (18) years ago, in cold-blood, a murderer struck. Sorrow and grief descended upon \u2018Corporal Dwayne Samuel\u2019 and his family. When the lifeless body of his \u201810-year-old daughter, Jemuel Samuel\u2019 was discovered at the \u2018Botanical Gardens,\u2019 Medical officers confirmed that her \u2018Throat\u2019 had been \u2018Savagely and Mercilessly Slit.\u2019 Her body laid motionless. Her blood not only drenched her school\u2019s uniform, but also saturated the soil on which it fatally and profusely flowed [June 29, 2006].<\/p>\n

MERCILES SAVAGERY<\/p>\n

Likened to the family, principals, educators and student bodies of the nation\u2019s learning institutions, were all left horrified and petrified. Moved to action, then \u2018Education Minister Jacqui Quinn-Leandro\u2019 the mobilization and protestation by interest groups and general public. Be it physically or psychologically, she moved quickly into denouncing violence in all shape or form. Bringing national consciousness of the troubling issue, she rallied with family and concerned and distraught citizens.<\/p>\n

FATEFUL SHORT-CUT<\/p>\n

That which was most horrifying, a family was left traumatized and grief-stricken. The school-attending days of an innocent female Primary School student ended suddenly and tragically. Taking an early morning \u2018Fateful Short-Cut\u2019<\/strong> through the \u2018Botanical Gardens.\u2019 The regularly-used \u2018Short-Cut\u2019 by general public and students attending schools in the environs, had conveniently provided \u2018through-access.\u2019 Such access may have been encouraged by a perimeter fence, that appeared starved for mending.<\/p>\n

SOCIETAL VIOLENCE<\/p>\n

The violence unleashed upon this student, had clearly prompted the personal and ministerial concerns of \u2018Education Minister, Dr. Jacqui Quinn-Leandro. Expressing intolerance for \u2018Societal Violence\u2019 and that affecting learning institutions, she reportedly\u2019 took a \u2018Ministerial Policy-Decision.\u2019 She was mindful of the vulnerability and defencelessness of women and girls. Clearly, with delirious fury, she whipped-up community, constituency and national support. The criminal act, saw an organized and adequately responded to, public march and \u2018Candle-Light Vigil.\u2019<\/p>\n

MINISTERIAL SUPPORT<\/p>\n

This was aimed at lending \u2018Ministerial Support\u2019 to her family, the principal and teaching staff. This was not only suggestive of a testimony of her personal concerns, but also speaks to her abhorrence of violence within the society and learning institutions. Such was to be extended to students, whether at home, or on the way to, or at school and back to their respective homes. It was also intended to sensitize parents and guardians of that which shall obtain for students exposed to societal influences and associated danger within the non-school environment.<\/p>\n

SPIRIT OF GOODNESS<\/p>\n

In today\u2019s society, not only the \u2018Legal\u2019 cultural landscape appears to have drastically changed, but also the human \u2018Spirit of Goodness.\u2019 Though they may still be a few practitioners among the \u2018Pro Bonoers,\u2019 those that remain in the memory under a shining light were; (i) \u2018The Henson Stevens; (ii) Ralph Francis\u2019; (iii) John Fullers; (iv) Dane Hamiltons KC; and Sylvia O\u2019Mardes.\u2019 In their heydays, they have always endeavored to render assistance to the \u2018unrepresented defendants.\u2019 They appeared not to have been in it only for a \u2018Retainer\u2019s Fee.\u2019 They understood the plight of humanity, particularly, that of society\u2019s indigent families.<\/p>\n

INVESTIGATIVE CLOSURE<\/p>\n

Undoubtedly, \u2018Shared Sorrow,\u2019 may have influenced the personal involvement of then \u2018Education Minister.\u2019 \u00a0There were immediate calls to then \u2018Commissioner of Police, Delano Christopher\u2019 in bringing \u2018Investigative Closure\u2019<\/strong> to the heinous criminal act. That which public and environmental pressure appeared to have done, was not only troubling, but also educationally destructive. From a professional perspective, this was to be seen by the clearly \u2018Unlawful Arrest\u2019 of an innocent 14-year-old male student of the said school.<\/p>\n

RUMORED ALLEGATION<\/p>\n

In heightened grief, it was most heart-rending for another family. A \u2018Rumored Allegation\u2019 and apparent impotent team of criminal investigations, saw the criminalization of a 14-year-old student. Arrested and remanded to then \u2018Her Majesty\u2019s Prisons (HMP)\u2019 appeared as psychologically-painful as has been for the bereaved family. Careful perusal of an apparent \u2018slap-dash prepared Case File,\u2019 saw then \u2018Director of Public Prosecutions (DPP), Anthony Armstrong,\u2019 avoided public and environmental pressures. Evidentially, he determined that; \u2018There was not even an iota of evidence\u2019 to proceed against the accused [Antigua Sun: 2007].<\/p>\n

UNLAWFUL ARREST – FAMILY INDIGENCE<\/p>\n

Even as the innocent student had been released from a \u20189-month prison remand, the \u2018Unlawful Arrest,\u2019 effectively brought an end to his school-attending days. Incidentally, \u2018Family Indigence\u2019 appeared to have been the militating factor against litigious proceedings and consequences against law enforcers [CO: 1981: Section 5 (7)]. The well known \u2018Pro Bono Attorneys\u2019 have either transitioned or have shelved criminal practice.<\/p>\n

SENSELESSNESS AND BRUTALITY<\/p>\n

The heinous nature of the crime, was not only viewed as reminiscent, but also comparably marginal to the reported \u2018Beheading\u2019 of an adult female identified as \u2018Ethlyn Richards.\u2019 Highlighting her killing in a social commentary, was her brother, \u2018Sir Paul Richards KCN.\u2019 Singing to the \u2018Senselessness and Brutality,\u2019 the widely known artist, fondly called \u2018King Obstinate\u2019 appeared neither to have been impressed, nor satisfied with Police investigations.<\/p>\n

BEHEADED: SISTER, ETHLYN-1977<\/p>\n

Equally as much as the savagery descended upon the \u2018Student Jemuel Samuel,\u2019 has been the gruesome beheading of \u2018Ethlyn Richards.\u2019 Earnestly, but graphically \u2018Sir Paul Richards KCN,\u2019 as \u2018King Obstinate\u2019 sang; \u2018They chop off she head from she body; And send she to eternity; So much Police in the place; Police up and down in van; They locking up rasta man; Government money going to waste; and Murders, they can\u2019t find a trace.\u2019 He then asked; \u2018Wright George, tell me, who killed me sister Ethlyn?\u2019 [1977]. Then some twenty (20) years later [1997], the nation saw much more than human savagery.<\/p>\n

FIERY DEATHS-1997<\/p>\n

Then there was a common law relationship, said to have been marked with constant physical and psychological abuse. Threats that were never taken lightly, reportedly produced constant fear. Eventually, with a checkered history, it saw the alleged abuser, \u2018Atley Alexander,\u2019 being jilted. The populace then saw the \u2018Fiery Deaths\u2019 of; (i) \u2018A 9-month pregnant mother, Jacqueline Simon; and a teen and pre-teen daughter; (ii) \u2018Amber James 13; and (iii) Sophia Jones 10.\u2019 The extremely burned fourth member of the family, and eldest daughter Jackelyn James 19,\u2019 narrowly escaped from the inferno and horrific tragedy.<\/p>\n

DEVIL CUT LOOSE<\/p>\n

Mercilessly vengeful, eyewitnesses accounts spoke to a \u20181. 30 Am Inferno.\u2019 They were all victimized by a notorious and most dangerous and deadly arsonist, Attley Alexander.\u2019 Given the alias \u2018Devil,\u2019 under cover of darkness, the \u2018Devil Cut Loose,\u2019 and was in burning mood. The wooden tenement that housed the family of four, be daughters, became engulfed. It was razed to the ground. A heat-awakened the eldest daughter, though disoriented, yet seemingly with presence of mind, with head and clothing ablaze, she reportedly jumped through a fire-damaged window [December 17, 1997].<\/p>\n

CUSTODIAL SENTENCE- 42 YEARS<\/p>\n

Narrowly, she escaped death, having sustained serious bodily injuries. Amazingly, on a single indictment of Murder, tried and convicted, the mandatory sentence of death, was commuted to a \u201842-year \u2018Custodial Sentence.\u2019 The triple-murder-convict, continues to languish at \u2018His Majesty\u2019s Prisons.\u2019<\/p>\n

COLLECTIVE RESPONSIBILITY<\/p>\n

While school discipline and orderliness have always been part of the educator\u2019s \u2018Collective Responsibility,\u2019 risking physical injuries through weaponized attacks, has neither part of the teaching process, nor an obligation legally imposed on educators in subjecting themselves to violence, be it in the wider society or by students. Even so, the teaching fraternity is not only looked upon to create an enabling environment, but also to affect behavioral change in the violence-prone student,\u2019 an unachievable objective by even the most senior educational officials.<\/p>\n

WEAPONIZED VIOLENCE<\/p>\n

In the wider society, that which often follows was that at social gatherings, when violence erupted, the highly inebriated often provoked the wrath of others. At sports facilities, an accidental or deliberate kick, elbow or heads often precipitated fights. Other interests, were known to have provoked the same. Among students, that which was most feared, were those that showed no hesitation in resorting to inflicting \u2018Weaponized Violence\u2019 against each other. The armed students had often caused students and teaching staff to take evasive action.<\/p>\n

TRANSFERRED MALICE<\/p>\n

As it affects fist fights among students, these were often occasioned by the aggressive and lack of self-control students. In fact, \u2018Bullying Students,\u2019 always appeared inclined to create \u2018Mayhem.\u2019 It has been the experience that violence intended for others, was inflicted upon interventionists. Fights that have escalated beyond an educator\u2019s intervention, was for reasons of \u2018Transferred Malice.\u2019 Hence, it was not necessarily that educators had been cowed into being mere eyewitness.<\/p>\n

SECRETARY RAN \u2013 PRINCIPAL COWED<\/p>\n

That which the \u2018Education Minister\u2019 knew then, and shall know now by \u2018Education Minister, Darell Matthew,\u2019 is that only fools rushed in where angels feared.\u2019 In the vicious \u2018Ottos Comprehensive School (OCS), \u2018Weaponized Attack,\u2019 then \u2018Education Minister, Dr. Jacqui Quinn-Leandro\u2019 told Parliament; \u2018Somewhere in the brawl, under attack, the victim\u2019 reportedly stabbed the cutlass-wielding attacker in the head; The Secretary ran into an inner office, while the female Principal cowered in a corner, hoping that she might be spared serious injuries\u2019 [Antigua Nice.com: November 4, 2011].<\/p>\n

SCHOOL VIOLENCE<\/p>\n

Removing oneself from physical harm has been a natural human response to danger. This was particularly the case when a person seemed angered and moved to inflict weaponized violence against his fellow-men. In the case of \u2018School Violence,\u2019 \u2018Weaponized Attacks\u2019 on fellow-students have all been documented. That which appeared obvious, was that \u2018Education Minister, Dr. Jacqui Quinn-Leandro\u2019 was acutely aware that there would have been student rivalry.<\/p>\n

MINISTERIAL INTERVENTION<\/p>\n

She also knew that there was always the likelihood of retaliatory and counter attacks. A ministerial reflection on the that which had potential to develop into an institutionalized scourge,\u2019 showed a pragmatic and decisive approach by \u2018former Education Minister, Dr. Jacqui Quinn-Leandro.\u2019 Aware of, but clearly not necessarily concerned about the concept called \u2018Micro-Management,\u2019 she sought to assist principals and educators with \u2018Ministerial Intervention.\u2019<\/p>\n

FORESIGHT AND PURPOSIVENESS<\/p>\n

Mindful of the societal and socializing influences, she appeared well-positioned to address that which had potential to affect student\u2019s discipline, grades and educational achievements, and sought to ensure a stable learning environment.<\/p>\n

From a diverse background, among a student body, conflicts were inevitable. Clearly, with \u2018Foresight and Purposiveness,\u2019 she had taken a \u2018Policy-Decision.\u2019 Such was intended to encourage resolution of conflicts among violence-prone students.<\/p>\n

MINISTERIAL MEASURES<\/p>\n

She was fully aware that \u2018Bullying and Violence,\u2019 were having negative impact on the student\u2019s education and had vowed to stamp these out completely, be it on premises; class rooms; field-trips; or at sports facilities. Envisioning and devising rationally-considered \u2018Ministerial Measures,\u2019 for school bullies, was to be a correctible \u2018Regimental programme. This was geared toward; (a) \u2018Instilling a sense of civic pride and responsibility; and (b) An environment for \u2018Team-spiritedness\u2019 among students, with mutual respect for each other.<\/p>\n

NOVEMBER- 2011<\/p>\n

That which had captured national attention, had been the senseless and brutal \u2018Weaponized Attack\u2019 within a learning institution. Ministerially-obligated to sensitize parliamentary colleagues, she stated; \u2018On Friday 4, November 2011, <\/strong>there was a major incident at the \u2018Ottos Comprehensive School (OCS).\u2019 With an awareness that attacks with weapon could create \u2018Mayhem,\u2019 she sought to discourage fights, with or without offensive weapons. Though pens and pencils were capable of being weaponized, these, in school bags would have been legitimately possessed.<\/p>\n

BLOOD-SPILLING EFFECT<\/p>\n

She was aware that in the event of disagreement, the aggressive students would most likely brandish, and wield these weapons with \u2018Blood-Spilling Effect.\u2019 She was adamant that exacting violence against fellow-students was neither the way, nor the answer in resolving conflicts. Providing details of weapons unsuspectedly concealed among \u2018Textbooks\u2019 in school bags, she identified them as; (i) \u2018Cutlass; (ii) Knives; and (iii) A pair of scissors.\u2019<\/p>\n

PARLIAMENTARY STATEMENT<\/p>\n

The weapons identified were those being daily domestically used in the \u2018homes; by farmers; butchers; bush and wattle-cutters; seamstresses; barbers; and nurses and doctors.\u2019 Continuing the \u2018Parliamentary Statement,\u2019 she stated; \u2018Teachers, students and parents scampered, as the student who brandished the cutlass, ultimately corned a student in the Secretary\u2019s office and chopped him. He was further chopped in several places. This student sustained several wounds about the body, including; (a) \u2018Head; (b) Hand; and (c) Back.\u2019<\/p>\n

BLOOD-CURDLING DESCRIPTION<\/p>\n

In graphic and \u2018Blood-Curdling Description,\u2019 she continued; \u2018There was blood everywhere. Then \u2018Two male teachers\u2019 either fearing, but risking serious harm intervened.\u2019 Stated the \u2018Minister;\u2019 The teachers desperately tried to restrain the attacker and prevented further bloodshed.\u2019 Speaking to the \u2018Brutal\u2019 nature of the attack, she posited; \u2018The extremely \u2018Brutal Afternoon\u2019 appeared to be \u2018Gang-Related\u2019 [November 16, 2011].<\/p>\n

BRUTAL AFTERNOON<\/p>\n

This incident led to brief industrial action by the Teachers. The as a consequence, \u2018The Ministry sought and obtained Police presence at the school.\u2019 At the end of a \u2018Ministry\u2019s investigation into the incident, it was determined that the circumstances warranted the expulsion of six (6) students in accordance with the \u2018Education Act\u2019 [ Section 54 (1) (e): No. 27 of 2008]. Consequently, six (6) male students were expelled from further attendance at the educational institution.\u2019<\/p>\n

MINISTERIAL DECISIVENESS<\/p>\n

While there was mixed-reaction to her \u2018Ministerial Decisiveness,\u2019 the implemented course of action, had brought some measure of respite to parents and guardians, Principals and other educators. The overwhelming majority believed that only an environment that was conducive to teaching and learning could come from being decisive and pro-active. She had as much concerns about \u2018Violence\u2019 at school, as has been that of the teaching staff at every institution for learning.<\/p>\n

While none shall harbor, or entertain thoughts that \u2018Societal and School Violence,\u2019 speaks to little prevalence, none shall also publish news stories in a manner that could influence the thought process of general public.<\/p>\n

LAW: PROTECTORATE<\/p>\n

In civil society, it has been accepted by the overwhelming majority of people that (a) \u2018The Law shall be the protectorate for the law-abiding; (b) The \u2018Medical\u2019 facilities shall be the caring place for the seriously injured; (c) The \u2018Prison\u2019 shall be the holding place for the violently-prone; while (d) Likened to the defenceless victims, the \u2018Grave\u2019 shall be resting place for even those that have perpetrated violence against his fellow-men. Frequently, media personnel were seen to delight in sensationalism and dramatization.<\/p>\n

CONCLUSION<\/p>\n

Law enforcement training guides professional knowledge that; \u2018Law\u2019 is a \u2018Rule of Conduct\u2019 prescribed by some superior, by which an inferior shall obey.\u2019 Thus, for the wider society, \u2018Parliament,\u2019 as the \u2018Superior,\u2019 legislates \u2018Laws\u2019 for societal control. This means that both the people and State are considered the \u2018Inferior.\u2019 Both are not only legally required to show allegiance, but are also bound to obey the Law\u2019 [Founding Constitutional Principle: \u2018D\u2019]. Legal sanctions loom for the reckless, violent and disobedient. \u00a0***<\/p>\n
