The J\u2019Ouvert celebration takes place ahead of the massive West Indian American Day Carnival Parade on one of Brooklyn\u2019s major thoroughfares, Eastern Parkway.<\/p>

\u201cWe learned, with last year\u2019s success, that each of us has the ability to make J\u2019Ouvert a safe and highly enjoyable event,\u201d NYPD Commissioner James P. O\u2019Neill told reporters.\u00a0<\/p>

\u201cThrough the evolution of this passionate celebration of Caribbean culture, the NYPD has built trust and strengthened relationships with many of the stakeholders, and we know we\u2019re always stronger and more effective together,\u201d he added.<\/p>\n\n\n\n

New York City Mayor Bill de Blasio noted that \u201cJ\u2019Ouvert is one of the most vibrant cultural celebrations in our city, and we\u2019re working with the community to make the festivities are enjoyable for all.<\/p>

\u201cIn the safest big city in America, no one should have to choose between ensuring their safety and celebrating their heritage,\u201d he said.\u00a0<\/p>\n\n\n\n

The NYPD said hundreds of additional uniformed officers will provide security at 13 secure entry points\u00a0\u00a0and along the two-mile parade route, where participants and spectators will be screened for weapons and alcoholic beverages.\u00a0<\/p>

In 2015, the Caribbean J\u2019ouvert was marred by gun violence in 2015, when the\u00a0\u00a0\u00a0former legal aide to New York Governor Andrew Cuomo, Carey Gabay, 43 \u2013 a Jamaican, died, after being shot in the head in a crossfire, while walking home.<\/p>
