They were seen to have exercised power and usurped authority that resides only with the Commissioner.<\/p>\n

DESIRE BUT NO POWER<\/p>

Notwithstanding, that a \u2018Commissioner\u2019 \u2018fries,\u2019 den \u2018Police Service Commission (PSC),\u2019 has the better hand part of his independence, \u2018Commissioners\u2019 unless the \u2018Prime Minister\u2019 in whom the \u2018Constitution\u2019 allows \u2018Pleasure\u2019 to sack or kept in an environmental subservient position, he untouchable. Though the PSC\u2019 has tried\u00a0 to \u2018clip his wing, they may have the \u2018Desire, but not the Power.\u2019 If it was just to \u2018Call a Spade, a Spade; \u2018\u2026Eef\u00a0 weeing cyar klip; \u00a0Ahn cyr bruk; Den bruk ah phoot, ahr pluk awf de darn feddars\u2019(Vernacular). Though they understood his liking for \u2018Dancing and Flying,\u2019 appearing informally briefed, the \u2018Subordinates,\u2019 love him. This serves as a \u2018Congratulatory Message\u2019 to King\u2019s Police Medalist, Superintendent Dale Mercury KPM.\u2019 They could have been no \u2018Jostling\u2019 by members of \u2018Police Service Commission (PSC)\u2019 for this \u2018Medal.\u2019 Though it was going to be an uphill battle, rank-and-file members shall see such as an Award\u2019 was worth achieving. This, however, was to the extent that the remain committed in building s life time career, and be seen as acquitting themselves exceedingly well.<\/p>

Fundamental to this commentary, is that which has potential for impacting in a negative way, Law enforcement\u2019s commitment to; (a) \u2018The Rule of Law; (b) \u2018Devotion and responsiveness to the \u2018Call of Duty.\u2019 Most importantly; (c) Prevention and Detection.\u2019 Sadly, that which the \u2018Police Service Commission (PSC),\u2019 appeared not to have appreciation is these constitutional criteria for in their deliberations and considerations, when providing \u2018Opportunities for Advancement\u2019 are; (i) \u2018Merit; (ii) Ability; and (iii) Integrity\u2019 [CO: 1981: FCP: \u2018B\u2019].<\/p>\n

COMPREHENSIVE<\/p>\n

Readers may find it \u2018Comprehensive.\u2019 It is interspersed with some light moments. Dedicated to regular readers His Excellency and Retired Judge, His Lordship, Justice Keith Thom\u2019 [January 12, 2023]<\/p>\n

\u2019 HUMAN DIGNITY AND WORTH<\/p>\n

The day the \u2018PSC\u2019 caused members of the \u2018Police and Fire Services,\u2019 to resign or retire or adopt a pattern of behavior that \u2018Managers- Police and Fire Services,\u2019 shall know as \u2018Absenteeism,\u2019 it will be the day when citizens will \u2018Hop.\u2019 Not the childhood game called \u2018Hop-Scotch.\u2019 Already, the robbers appear to be on top of the jaded, weary and worn out\u2019 They have not stolen his human dignity and worth.<\/p>\n

HORNE AND PELLE<\/p>\n

During research and speaking to several persons, that which shall be stated here, were sentiments expressed about ; Inspector Theodore Horne; \u2018\u2026He appeared before me several times, and I was very impressed with way he gave his evidence; \u2026I admire his composure and truthfulness;\u2019 Of Senior Sergeant John Pell: \u2018\u2026He was service-oriented and a people person; \u2026He was cheerful and obliging, and \u2018extracted no personal benefits\u2019 [Justice Keith Thom: January 12, 2024].<\/p>\n

POLICE VICTIMIZING COMMITTEE- PVC<\/p>\n

The acronym \u2018PVC\u2019 has no relations to that which the plumber uses daily. It is neither a water service pipe, nor a catchment or drain-pipe. Though some may personnel possess plumbing skills, theirs is bout Policing. Informally, except for the \u2018Commissioner \u2018Police Victimizing Commission, (PVC),\u2019 in the context of that which plumbers used \u2018PVC\u2019 for, not a drop of water flowed through to them.<\/p>\n

CIRCUMVENTING – EXPLOITING<\/p>\n

That which shall also have been known were these; (i)\u2019 The recipients were no longer actively serving members, with\u00a0 Police Store-issued uniforms; (ii) No longer preventing and detecting crime;\u00a0 and (ii) No longer performing Traffic Control, and\/or other Police related-duties.\u2019 That which research has suggested was that the recipients may have been; (a) \u2018Navigating the corrupt environment; (b) Circumventing the process; and (c) Exploiting the office of Governor General.\u2019<\/p>\n

HIDDEN ENVIRONMENTAL DANGERS<\/p>\n

Therefore, a \u2018Governor General, shall be particularly mindful of existing \u2018 Hidden Environmental Dangers.\u2019 That which can be factually and professional said is that \u2018Privilege Positions,\u2019 such as office of \u2018Governor General,\u2019 has been universally known as being subjected to \u2018Exploitability.\u2019 The \u2018Exploiters\u2019 flourish in the \u2018Environment.\u2019 Thus, likened to \u2018Foxes,\u2019 as; (i) \u2018Circumstances demand; and (ii) as Situations dictate, they operate by two concepts; (i) \u2018Expediency; and (ii) Necessity.\u2019 The \u2018Mighty Sparrow\u2019 sings and tells it as it is; \u2018They know \u2018NO\u2019 Law.\u2019<\/p>\n

INFORMED BESTOWAL DECISIONS<\/p>\n

Such diligence, with applicable intellect and wisdom, shall guide informed \u2018meritorious, proper and deserving \u2018Bestowal Decisions.\u2019 Such however, shall be verified, that the \u2018Monarchy\u2019 was not misled by information; (a) \u2018Not obtained by the \u2018Actively Serving Commissioner; or (b)\u00a0 Manufacture environmental \u2018Artificial Intelligence (AI); or (c) Obtained from sources with vested interested; and (d) That \u2018Horses not listed to be on the \u2018Royal Courses,\u2019 participate in \u2018Medal Races.\u2019<\/p>\n

COVETED CRAVINGS FOR MEDALS<\/p>\n

A \u2018Governor General\u2019 shall be mindful of the prestige associated with \u2018Her\/His Majesty\u2019s Medals.\u2019 He\/she shall know of the \u2018Coveted Cravings\u2019 of those that have not awaited in the \u2018Police and Fire Services.\u2019 He shall know that those left clearly had; (a) \u2018No Allegiance to the \u2018Crown\u2019 Thus, it has no incentivized obligations to extend \u2018Special Privilege; (b) They are no longer under \u2018Oath of office\u2019 to receive \u2018King\u2019s Police Medal.\u2019 The most \u2018Obstinate\u2019 calypsonian, sings; \u2018\u2026Plaice tief meh hag\u2019 (Vernacular). Then he sings again; \u2018\u2026Rad nay\u2019 cen \u2018Cabral\u2019 ah Pasa Pan, weh et ceme, e tief wan,\u00a0 a karyum bac geh Abstee.\u2019<\/p>\n

MOST MISBEGOTTEN<\/p>\n

The \u2018Most Misbegotten Fact\u2026? Indeed, there is such a word-Misbegotten. Its meaning is crude, but for this discussion, fittingly used. It befuddled the mind, that while John Pelle toiled for 43-years until he died, \u2018After 25-Years\u2019 back in \u2018Civilian Life,\u2019 the Retiree was \u2018Awarded Queen\u2019s Police Medal (QPM).\u2019 Some person or persons had allowed his service to slip into oblivion\u2019 [ANR: January 5, 2023].<\/p>\n

MEDDLE WITH POLICE MEDAL<\/p>\n

The \u2018Gazetted officers,\u2019 became suspicious, when there may have been \u2018One Ceremony,\u2019 there were two. Both, for the same purpose. They are ready to \u2018Meddle with Police Medal.\u2019 Still, they are accused of giving certain officers trouble (denying promotion). In perfectly-tailored suit, and Amazon-sourced dress, hat and shoes, \u2018Recipients\u2019 are considered immaculately and exquisitely attired.<\/p>\n

QUEER MEDAL<\/p>\n

Cologne and perfume fragrance filled the spotless \u2018Investiture Room.\u2019 It was not the occasion for the \u2018Governor\u2019s Ball.\u2019 Clarevue Psychiatric Hospital was too far away for any \u2018Mad Woman\u2019 to jump the wall to get \u2018a Queer Medal.\u2019 The use of this word defines; \u2018Strange\u2019 Beside with alert and vigilant soldiers at their post, no intrusion to cause confusion or commotion or disruption.\u2019 The gathering of the \u2018Recipients, families and specially-invited guests speaks to a less than pomp and ceremony occasion.<\/p>\n

TOP OF WORLD<\/p>\n

Though no precise geographic location or coordinates were known, the \u2018Recipients\u2019 are about to ascend to the \u2018Top of the World.\u2019 They had advanced knowledge of the unfolding events. It has gone beyond hope and expectation. In an environment, conducive to peace of mind, they are at the relaxed- \u2018At Ease\u2019 drill-position. They are about to be bestowed \u2018Awards,\u2019 said to have been \u2018Graciously considered by then- \u2018Her Majesty, The Queen.\u2019<\/p>\n

IMMINENT PRESENCE<\/p>\n

There are almost inaudible private-like jovial conversations between close-seated invitees. They are sufficiently composed, yet there is anxiety. Then indications are given of the \u2018Imminent Presence\u2019 of \u2018His Excellency.\u2019 The atmosphere now changes to a state of protocoled quietude. Such eminence, so dictates. With expected entry and without fanfare, \u2018His Excellency\u2019 enters. Observance to protocol and mark of respect, saw the gathering springs to their feet.<\/p>\n

THE RECIPIENTS<\/p>\n

The \u2018Recipients\u2019 of the \u2018Belated Queen\u2019s Police Medal (QPM),\u2019 stand like a male\u2019s reproductive organ. Their heads and shoulders being held higher than \u2018 Standford Airport Tower and\u00a0 Mc Nish Mountain.\u2019 Expectedly, the recipients brace themselves, with chest held high. The \u2018QPM\u2019s are readied by the \u2018Aide-de-Camp\u2019 that passes them to \u2018His Excellency.\u2019 The bestowal process began and in short order completed.<\/p>\n

IMPOSTORS OR BRAWLA\u2019S<\/p>\n

The \u2018Governor General\u2019 has little familiarity with, or no idea of pertinent facts or information on the prospective recipients. Even so, at that point, it is of no consequence to objection or rejection. It made no difference if he was bestowing the \u2018QPM,\u2019 by formalizing the affixing to the chest of organizational miscreants;\u00a0\u00a0 \u2018Impostors or Brawla\u2019s.\u2019 Other than refined or Polished sentiments, Recipients are presented as \u2018Paragons of Virtue.\u2019<\/p>\n

ORGANIZATIONAL TREATMENT<\/p>\n

Their numbers worth \u2018No Praises\u2019 to the dead; They symbolize no heartrending gesture. The \u2018Organizational Treatment,\u2019 dished out to \u2018Senior Sergeant, John Pelle 61,\u2019 speaks to oppression and retardation of progress. Though they may look at his face, they shall not look into his eyes;\u00a0 Neither to foe, friends nor family, their presence inspires no pleasure; Their actions speak to \u2018oppressive wickedness;\u2019<\/p>\n

NO SOLACE \u2013 NO JOY<\/p>\n

Their sentiments are received with disdain and as they are despised for shame; They bring \u2018No Solace and No Joy;\u2019 Their flowers have neither intrinsic, nor worthwhile and memorable value; No matter how joyous they sing and melodious their voices,\u2019 they have left the hearts throbbing and families, in ceaseless excruciating pain.\u2019 Though will be remembered, these will eventually enter into the dark recesses of the mind, then descend into oblivion.<\/p>\n

LIVER WILL SHIVER<\/p>\n

Their hypocrisy, eliminates no sorrow and eases no grief; Their final salute, shall enter not his brain; They shall remorsefully repent for their iniquitous and discriminatory acts, before the name- \u2018John Pell\u2019 is; \u2018Called Up Yonder.\u2019\u00a0 Still, for treatment dished out to John Pelle; \u2018Satan\u2019 welcomes evildoers are waiting with a piercing dagger to penetrate into their evil liver. They shall not see his ever-smiling face gain; Though the earth remains stable, their bodies shall quake into everlastingness; Their \u2018Liver will Shiver\u2019 shrink into the shape of a \u2018Ball of Ochra Fungi.\u2019 There shall be no time for them to say; \u2018Lord, have Mercy.\u2019<\/p>\n

MOST SHOCKING<\/p>\n

Amazingly, if not outrageously after \u201929-Years of \u2018Police Service;\u2019 and into 25-years in retirement,\u2019 current members on the \u2018Police Service Commission (PSC),\u2019 were made recipients of the \u2018Craved Queen\u2019s Police Medal\u2019 from Government House.\u2019 Incidentally, such position, has a \u2018Longevity Membership,\u2019 spanning some 10-years began, following transitional governance in \u20182014 to present.\u2019\u00a0 Such Longevity has the same duration, as two other \u2018Retirees\u2019 on the \u2018PSC.\u2019 These are;\u2019 (i) \u2018Claudette Brathwaite-Mason; and (ii) James Hill\u2019 who took the \u2018Medal,\u2019 bestowed upon him by former Governor General, His Excellency, Sir James Carlisle KCN, GCMG\u2019 [2004].<\/p>\n

QUEEN\u2019S AND KING\u2019S MEDAL: MERITOCRACY<\/p>\n

Relate to the \u2018Queen\u2019s and King\u2019s Police Medal (KPM);\u2019 (i) \u2018Retired Deputy Commissioner, James Hill QPM,\u2019 had bestowal, while in active service without\u00a0 \u2018AI\u2019 [2004]; and (ii) The historic and prestigious Award\u2019 and bestowal of currently-serving \u2018Assistant Superintendent of Police Dale Mercury, he has exhibited exemplary conduct and deep commitment.\u2019 In his 37-years on active service, he has always responsive and dedicated. These bestowals were not only considered on \u2018Meritocracy,\u2019 but also transparency, legitimacy.\u2019 This is contained in the governing \u2018Police Act.\u2019<\/p>\n

LOW MORALE \u2013 LOW PRODUCTIVITY<\/p>\n

From professional knowledge and experience, there must be some serious problems resulting in (i) Demoralization; (ii) Demotivation; (iii) Reward and Award; (iv) Privileges with incentivization benefits, including; (a) Opportunities for advancement; (b) Personal development and professional growth.\u2019 Today, no rabbit may administrate efficiently or operate effectively, with a \u2018Police Victimizing Committee (PVC).\u2019 A Commissioner will bend just like that used by the plumber- PVC.\u2019 Application of \u2018Rules and Regulation\u2019 against dissatisfied and jaded subordinates, has never the answer to \u2018Indiscipline; Low Morale and Low Productivity.\u00a0 These were just in passing.<\/p>\n

SERVICE YEARS<\/p>\n

While \u2018John Pelle 61,\u2019 labored, deprived of; (i) \u2018Opportunities for advancement up the ranks; and (ii) Awarded a \u2018Queen Police, Medal and \u2018Catch Organizational Hell,\u2019 some had jostled to \u2018deprive \u2018Everton Jeffers 61; Desmond Dinard 62; and John Pelle.\u2019 The \u2018Contrasting Chronological Facts,\u2019 strongly and irrefutably 1suggested. Only consumers of \u2018Chicken from the Mountain,\u2019 may so deny; NOW: Fact; (i) \u2018Both deceased officers have combined \u2018Service Years\u2019 of -72\u2019 (29+ 43).\u2019 They were not \u2018Rookies.\u2019 They were \u2018Veterans.\u2019 There is ; (i) \u2018One retired male \u2018Police officer\u2019 with membership on the Police Service Commission (PSC).<\/p>\n

COMPARATIVE ACHIEVEMENTS<\/p>\n

In comparison to the \u2018Achievements\u2019 of; (a) \u2018Fellow-training colleagues; and (b) Subordinates of less than \u2018two (2) decades,\u2019 appears consistent with his \u2018Treatment\u2019 over \u20184-decades. Though he knew that when his demise visited upon, and that he could not request time to achieve, either; (i) \u2018A \u2018Queen\u2019s Police Medal; or (ii) A Queer Police Medal,\u2019\u00a0 John Pelle\u2019 cared\u00a0 more about his \u2018Salvation than of \u2018Queen or Queer Medal,\u2019 or who\u00a0 saw him \u2018Fell\u2019 or \u2018Ring Bell\u2019 or who, eventually, end up in Hell.\u2019<\/p>\n

SAVING FACE<\/p>\n

For academic interest, those he was subordinated to, included: (i) Inspectors: (ii) Assistant Superintendents; and (iii) Superintendents of Police; and (iv) Assistant Commissioner-Elvis Weaver (Retired). Though not necessarily \u2018Bringing Glory,\u2019 given these revelations, in \u2018Saving Face\u2019 or \u2018Giving Grace,\u2019 for parading him as a \u2018Bunny Inspector\u2019 before \u2018Governor General, His Excellency, Sir Rodney Errey Williams KGN; GCMG, MBBS,\u2019 he shall be accorded the decency to be laid quietly to rest in the \u2018Inspectorate Uniform,\u2019 he was caused to be worn as \u2018an Impersonating Inspector\u2019 [Real News: November 5, 2021].<\/p>\n

HORRIBLY TROUBLING<\/p>\n

Some \u2018Facts,\u2019 though not necessarily new or baffling, some appear organizationally, \u2018Horribly Troubling.\u2019 The treatment before the earthly demise of two \u2018Service-Oriented \u2018Subordinate Police officers (SPO\u2019s),\u2019 may be cause for concerns by many. Whatever, their successes may be. Whatever their achievements may be, are members that seemed more fortunate than; (i) \u2018Corporal Clifton Common 51; and (ii) Senior Sergeant John Pelle.\u2019<\/p>\n

ORGANIZATIONAL DISCRIMINATION<\/p>\n

From personal knowledge of the \u2018Organizational Behavior,\u2019 such would have favored; (i) \u2018Deputy Commissioner Everton Jeffers 61; and (ii) \u2018One of three \u2018Assistant Commissioners.\u2019 This may have been the order as; (i) \u2018The Commissioner Atlee Rodney QPM 61,\u2019 had bestowal of the \u2018QPM\u2019 [November 25, 2019] and (ii) Deputy Commissioner Albert M.P. Wade QPM 61\u2019 [ANR: December 30, 2017].\u00a0 Instructively, all were in the same age range, yet in Service, he was way ahead. If this was not \u2018Organizational Discrimination,\u2019 then what is?\u2019<\/p>\n

JOHN PELLE: FROM THE RECORDS<\/p>\n

There was neither dialogue with present, nor past \u2018Commissioners.\u2019 The contents reflect researched facts, and written from professional knowledge and practical administrative experience. Nothing else was desirable. Irrespective of where they may go, be it \u2018Heaven or Hell,\u2019 this is left to their choosing. Whether or not, it was for some specific or unspecified reasons, the members on the august body- \u2018PSC,\u2019 that may have neglected to treat him well, shall tormentingly hear the \u2018Bell of John Pelle, Toll and his story Told,\u2019 but only to the extent, the membership listens to: \u2018From the Records.\u2019<\/p>\n

DEPRIVATION AND RETARDATION<\/p>\n

While he remained in that rank until his demise, he had been \u2018Deprived of Opportunity for Advancement.\u2019 How can \u2018Commissioner Atlee Rodney QPM,\u2019 when he was appointed \u2018Commissioner; with \u201837-years-service?\u2019 These suggested that the two deceased have been subjected to \u2018Deprivation and Retardation,\u2019 even as they have shown unquestionable allegiance and unwavering loyalty.<\/p>\n

SLAVES TO VICTIMIZATION<\/p>\n

Their organizational treatment speaks to neglect discrimination and \u2018Malady of Victimization.\u2019 They have made the faithful to \u2018Slaves to Exploitation,\u2019 as they have trafficked during the \u2018Middle Passage,\u2019 While, \u2018John Pelle 61\u2019 continued to serve, and faithfully rendering Service of \u201843-Years,\u2019 his former \u2018Superiors;\u2019 Cosmas Marcelle and Claudette Brathwaite\u2019 were actively, and continue to be active-members of the civilian-body called \u2018Police Service Commission [2014–].<\/p>\n

CONTRASTING PERSPECTIVE<\/p>\n

As in every sphere of human affairs, where the \u2018Grass appears Greener,\u2019 animals tether. Some will do well and some would catch hell. Looked at from a \u2018Contrasting Perspective; (a) \u2018 Former member of the Police Service, Cosmas Marcelle was enlisted in the service in 1969; (b) Graduated, posted, applied and conducted himself, and performed his duties exceedingly well; (ii) Commendably and satisfactorily, he made rapid professional progress\u2019 through the coveted ranks.\u2019<\/p>\n

OPPORTUNITIES FOR ADVANCEMENT<\/p>\n

Provided opportunities for advancement, he was elevated from the rank of \u2018Police Constable\u2019 through to; \u2018Corporal; (ii) Sergeant; (iii) Senior Sergeant; (iv) Inspector; (v) Assistant Superintendent; and (vi) Superintendent of Police.\u2019 Maybe, had he not opted to pre-maturely leave the \u2018Police Service,\u2019 he sure would have been merited with the \u2018QPM.\u2019 Dedicated to the enlightenment of \u2018National Security and Police Ministers (i) Prime Minister Gaston Browne; and (ii) Sir Steadroy \u2018Cutie\u2019 Olivero Benjamin KCGM.\u2019<\/p>\n

BLUES AND MISERIES<\/p>\n

Though painful, John Pelle\u2019s \u2018Organizational Blues and Miseries\u2019 are now over. While concerns have been raised, respecting (a) \u2018Conditions of Service; (b) Accommodation; and (c) Their Upward mobility through the ranks,\u2019 the most recent of concerns, has been \u2018Incentivized Privileges.\u2019 These are looked at from; (a) \u2018.Comparability; and (b) Incomparability,\u2019 respecting (i) \u2018Longevity of Service; (ii) and Achievements.\u2019<\/p>\n

VICTIMS OF THE SYSTEM<\/p>\n

There was no conversation with the \u2018Commissioner.\u2019 The contents do not necessarily reflect his personal or official views. It was known to rank-and-file members, that among the \u2018PSC,\u2019 membership were persons, though seen as unconscionable,\u00a0 they showed no \u2018brawling hostility or evil animosity. f dubious, devious; divisive and devilish behavior. If it was to be viewed from the perspective of \u2018Integrity or Behavior,\u2019 then one may direct his\/her thinking of doubtful honesty. And if calls for professional and administrative understanding of the indiscrete behavior, then \u2018former Commissioner Vere Browne,\u2019\u00a0 who had\u00a0 superintendence, command and control of the \u2018Police and Fire Services,\u2019 may lend testimony to \u2018These Truths\u2019 [Service: 2010 – 2015].<\/p>\n

BRIGHTER MOON AND SUNSHINE<\/p>\n

Those that showed no interests in waiting for the arrival of \u2018QE II,\u2019 laden with its treasured cargo of \u2018QPM,\u2019 resigned and left the \u2018Police Service\u2019 to where the \u2018Moon, Sun and Stars\u2019 were shining brighter. Membership on the Police Service Commission (PSC),\u2019 as \u2018Sir James; Sir James; and Dame Louise\u2019 knew, and still know subject no member to subscription to \u2018an Oath of office.<\/p>\n

POLICE ACT: SECTION 18: UNSPECIFIED PRIVILEGES<\/p>\n

CALL OF DUTY<\/p>\n

A \u2018Commission\u2019 that overlooks those devoted, committed and showed constant willingness in responding to the \u2018Call of Duty,\u2019 is a \u2018Commission\u2019 with hearts saturated with vindictiveness, acrimony and animosity. This might be discerned when some \u201845-discontented officers,\u2019 some 6 % of the active membership have either run, or about to run from the \u2018Police and Fire Services.\u2019 Many have reportedly attributed the situation to the despisable and abhorred behavior of the collective membership of the \u2018PSC.\u2019<\/p>\n

Crime Registers, if now exist, shall show acts of criminality being spread from \u2018St. John\u2019s to Red Hill and from \u2018Piccadilly to Crab Hill.\u2019<\/p>\n

CONNIVINGLY TREACHEROUS<\/p>\n

It has been the experience that in \u2018Law Enforcement,\u2019 as it has been in other professional careers, some ill-advised \u2018Administrative Decisions\u2019 had made some \u2018Commissioners of Police\u2019 look either docile, ignorant or professionally incompetent.\u2019 It has also been to the knowledge that some had made some administrative decisions influence by the environment, looked as \u2018Connivingly Treacherous.\u2019 These decisions, when channeled out externally into the hands of \u2018Governors General,\u2019 with deceptively fed \u2018Artificial Intelligence,\u2019 could make any decision-maker, look exploitably crooked and stupid.\u2019<\/p>\n

EXPLOITABLY CROOKED<\/p>\n

This can easily be explained by a simple, by logically and rationally look at the \u2018Service Years\u2019 of \u2018Actively, competently and efficiently-serving subordinates. The decisions that have made third parties, for reasons of deception, also made the source, \u2018Crooked.\u2019 Given; (i) \u2018The \u2018Service Years; and (ii) Reasonably-inferred; (a) \u2018Organizational allegiance; (b) Loyalty to organizational leadership; and (c) Commitment and responsiveness to \u2018Call of Duty, such now dictates a contrasting look. The abhorred influences of; Internal practices of cronyism; nepotism; insularity,\u2019 appear to be making rifts everywhere within these Services.\u2019 Compounding these have been reports of; hostility and divisiveness. Then there have been complaints of threats and victimization and discrimination,\u2019 evidenced by some of the most \u2018irrational, outrageous and distressing decisions the \u2018Selective promotion.\u2019 What Commissioner of Police. and for long can standby and his\/her disintegrate under their watch, or to show no intolerance, or express abhorrence? What turns on this for \u2018Rank-And-File Members of the \u2018Police and Fire Services? Well, read on. You may find \u2018Truth.\u2019<\/p>\n

NO HALF PREGNANCY -NO HALF TRUTH<\/p>\n

The concept \u2018Truth, is not divisible\u2019 [Retired Chief Justice Keneth Benjamin: Mag: Antigua: Author: His Worship\u2019s Court Prosecutor:1991- 1995]. In making the point, he said; \u2018There was no \u2018Half Truth.\u2019 Bringing clarity of understanding, he said; Likened to pregnancy, a woman cannot be half pregnant. Just like a \u2018Whole\u2019 pregnancy, so too is \u2018Truth\u2019- ;The Whole Truth.\u2019 When \u2018Magistrates\u2019 found evidence inconsistent wit, and was \u2018NOT\u2019 the \u2018Whole in Truth,\u2019 for fear of \u2018Miscarriages of Justice,\u2019 they have a \u2018Judicial Way\u2019 of telling \u2018Police Court Prosecutors, \u2018You only brought \u2018Half\u2019 to trial; Where is the other Half?\u2019<\/p>\n

SUPERINTENDENT DALE MERCURY: TRUTHFULNESS<\/p>\n

Media reports reported such in a recent interview with \u2018King\u2019s Police Medal (KPM) Awardee, Superintendent Dale Mercury KPM,\u2019 as most \u2018Sincere and Truthful\u2019 [G. Handy].\u00a0 Actively serving officers may wish to eliminate their superiors. Instead of being perceived\u00a0 as being \u2018aggressively brutal, uncouth, uncivil, roguish and stupid,\u2019 personnel could be \u2018Polite and courteous and be consistently \u2018Truthful.\u2019 These help to; \u2018Build Character; Image; and a reputation for Truthfulness.\u2019 Congratulations to \u2018His Excellency.\u2019<\/p>\n

QPM: CALLED INTO QUESTION<\/p>\n

There has been not just grave consternation in serving rank-and-file members, but also controversy over recent bestowals on two members of the \u2018PSC,\u2019 called into question\u2019 Meritocracy.\u2019 Never again is any innocent and unsuspecting \u2018Governor General,\u2019 shall be \u2018Deceived and Exploited,\u2019 in bestowing \u2018QPM\u2019s\u2019 on individuals on the basis that; (i) \u2018They are \u2018Retirees\u2019 from the \u2018Police and Fire Services; or (ii)<\/p>\n

QPM:\u00a0 BRAWLING AND BAWLING<\/p>\n

In the \u2018Police and Fire Services,\u2019 some were known for \u2018Brawling and some for \u2018Bawling.\u2019 Whether or not the \u2018King\u2019 was in transition to \u2018Glory\u2019 to be with His King, \u2018Never Again,\u2019 a \u2018Governor General\u2019 shall say to recipients \u2018Her Majesty, The King\u2019 Graciously gave consideration to the \u2018KP Medal; Never again a 2\u2018Reigning King of The Monarchy,\u2019 shall say through his Representative, the \u2018Governor General\u2019 to; (i) \u2018A \u2018Quarter of a Century Retiree; and (ii) A \u2018Decade\u2019 Police Retiree; \u2018His Majesty, The King\u2019 \u2018Graciously\u2019 gave considerations for the \u2018King\u2019s Police Medal,\u2019 to be bestowed on civilians; and (iii) Never Again will a Governor General be deceived and misled by \u2018Artificial Intelligence (AI).\u2019<\/p>\n

JOHN PELL: EARLY YEARS<\/p>\n

That which he knew and discussed, and would now not know, is that; (i) Commissioner of Police Atlee Rodney QPM; (ii) Deputy Commission M.P. Wade QPM,\u2019 though he served longer than both, were the only three-actively-serving members of the \u2018Police Service;\u2019 and (iii) On the Police Service Commission (PSC) former Deputy Commissioner James Hill\u2019 that had \u2018Legitimate and Meritorious\u2019 bestowals; (iv) He knew that two other members; (i) Cosmas Marcelle QPM; and (ii) Claudette Brathwaite-Mason QPM.\u2019<\/p>\n

IGNITED SPARK -FLAME<\/p>\n

An ignited spark has turned into an unextinguishable \u2018Flame.\u2019 It seems more overwhelming that currently faced by members of these services, and much more than what fans of, and music lovers, could get from the \u2018Burning Flames.\u2019\u00a0 As it affects the bestowing the craved and prestigious \u2018Queen\u2019s Police Medal (QPM)\u2019 upon actively serving members of the \u2018Police and Fire Services.\u2019<\/p>\n

EARLY RETIREMENT<\/p>\n

In the case of one of the \u2018Three Police Retirees\u2019 the individual had \u2018Service Years of- 29; FACT (ii) This Retiree, deservedly so, had attained the respectable rank of \u2018Superintendent of Police; FACT (iii) The Retiree opted, and applied for, and was permitted to proceed \u2018Early Retirement; FACT (iv) The Retiree has received his \u2018Gratuitous and Retirement Benefits; FACT (v) The Retiree currently receives two monthly pensions\u2019 (Government\/Social Security).<\/p>\n

STIPENDIARY MEMBERSHIP<\/p>\n

The Retiree has \u2018Stipendiary Membership,\u2019 as to be seen as; FACT; (vi) \u2018remuneratively and fortuitously, receiving a \u2018Monthly Salary\/Stipend\u2019 for his work on the \u2018PSC.\u2019 FACT (vii)\u00a0 The Retiree was among two other serving members on the \u2018Police Service Commission\u2019 when death visited on both veterans tragically and expectedly. That which was widely known was that \u2018Hypocrites\u2019 have no tolerance \u2018Bluntness and Truth.\u2019 At least, three of the members on the \u2018PSC,\u2019 are no strangers to this\u00a0 disposition.<\/p>\n

CCJ OF THE \u2018PSC\u2019<\/p>\n

Coined together as a synonym, they are the \u2018CCJ\u2019 of the \u2018PSC.\u2019 In service, the trio attained ranks in order of mention; (i) \u2018Inspector; (ii) Superintendent; and (iii) Deputy Commissioner of Police.\u2019 Should it be keenly observed, it could be passing strange that a member of the \u2018Police Service Commission,\u2019 became the recipient of the \u2018Queen\u2019s Police Medal (QPM).\u2019<\/p>\n

WHA DE HELL DE POLICE CAN DO<\/p>\n

The musicians\/artist, have more \u2018Flames\u2019 than what the \u2018Antigua and Barbuda Fire Services\u2019 could extinguish. In the lyrical contents of most of their songs, though crude and provocative, they are innovative, gravitating crazy; and irresistibly catchy. The group, except to ask; \u2018Wha De Hell De Police Can do? [1995], the closet it\u00a0 group came to the \u2018Devil,\u2019 was the song; \u2018Debblish Rage\u2019 [2004].<\/p>\n

SATANIC RESPONSES<\/p>\n

Fans seemingly possessed, appeared always driven to exhibit behavioral \u2018Satanic Responses.\u2019 Not only did they get into, but all kinds of \u2018Rage\u2019 that were more than outrageous. They drank and jammed; Pushed; and jumped and pranced into a frenzy. Then to the song, they \u2018Stampede jammers to the ground\u2019 [1995: YouTube]. Maybe he had listened to the \u2018Mighty Sparrow.\u2019 He made it clear, expressing fear of \u2018Pussy Cats.\u2019 \u2018Commissioner of Police, Atlee Rodney QPM;\u2019 and John Pelle\u2019 are afraid of \u2018Hell,\u2019 as \u2018Cats are \u2018fraid of Holy Water\u2019 [Neighbor: Fields Mc Ewen: Retired Assistant Superintendent of Police].<\/p>\n

Curiously and inquisitively, he asked if \u2018Kitchener\u2019 fed the \u2018Poussin\u2019 with \u2018Salad.\u2019 The neighbor replied; \u2018Ask Robin.\u2019 My Poussin? SECOND \u2018QPM\u2019 CEREMONY<\/p>\n

Instructively, the news reported; \u2018For the second time in a week, Governor General, Sir Rodney Williams presented the Queen\u2019s Police Medal to a retired Royal Police Force of Antigua Barbuda officer\u2019 [Point Ville: ANR: January 12, 2023]. Actively-serving members of the \u2018Police and Fire Services,\u2019 more angered\u00a0 and outraged, reportedly tried to reach him through the \u2018Public-paid-for cellular phone; \u2018464-8901.\u2019 Seeming, he wanted to have \u2018NOTHING,\u2019 to do with that which, the \u2018Minions\u2019 had arranged.<\/p>\n

FROM THE GRAVE<\/p>\n

Privilege information revealed that having been apprised of the \u2018Medal Investitured Ceremony\u2019 Deputy Commissioner, Everton Jeffers\u2019 called \u2018Government House\u2019 to inquire if \u2018Her Majesty\u2019 had returned \u2018From the Grave.\u2019 \u00a0Then as \u2018Satan\u2019 sought to \u2018Defrock\u2019 him of his \u2018Pastorship\u2019 by causing to be visited upon \u2018Temptations\u2019 through a \u2018Temper Tantrum.\u2019 He also attempted to insert one of \u20187-Devils\u2019 into him.<\/p>\n

Through these discussions the citizenry may discern that apart from the approximately \u201945 rank-and-file members\u2019 that have either submitted; (a) Resignations; or Applications for \u2018Early Retirement,\u2019 the \u2018over- 4-decades \u2018Longevity Service – 43 John Pelle,\u2019 nay have \u2018Catch the most Hell.\u2019 He may have been attentively and diligently performing his assigned duties, thus, may not even have been following developments in the news.<\/p>\n

CONFUSION WITH MEDALS BAG<\/p>\n

Seemingly, \u2018Her Majesty,\u2019 mindful of the \u2018Royal Functions\u2019 to be performed, appeared meticulous. She had\u00a0 a \u2018Police-colored \u2018Khaki uniform \u2018Medals Bag\u2019 with the names of actively-serving; (i) \u2018Deputy Commissioner, Everton Jeffers; and (ii) Assistant Commissioner, Desmond Dinard.\u2019 That Bag was worded; \u2018QUEEN.\u2019 The other was a \u2018Royal Leather Red Medals Bag,\u2019 with the capital-lettered word \u2018QUEER.\u2019<\/p>\n

ROYAL DRAW<\/p>\n

That bag reportedly contained \u2018Medals\u2019 with the names; (i) Police Retirees Cosmas Marcelle\u2019 [Retired: May 18, 1998]; and (ii) Retiree, Claudette Brathwaite-Mason\u2019 [2014]. Her Majesty,\u2019 looking drowsy and\u00a0 breathlessly panting made a \u2018Royal Draw.\u2019 With quaking hands and closed eyes, \u2018Her Majesty\u2019 opened the \u2018Royal Paper\u2019 and read the names of the \u2018Two Police Retirees.\u2019<\/p>\n

Seemingly, \u2018Invisible Presence of Death,\u2019 visited upon \u2018Her Majesty\u2019 and took Her \u2018Breadth\u2019 away. Though such had not bothered \u2018Senior Sergeant John Pelle,\u2019 \u2018Death\u2019 also visited upon him, and\u00a0 took his as well.\u2019 It has been the belief of rank-and-file members that the \u2018Retirees\u2019 took his, along with that for \u2018Everton Jeffers\u2019 Medals\u2019 away.\u2019 Both, \u2018Jeffers and Pelle,\u2019 wish them well. RINGING BELL: CHURCH AND SCHOOL<\/p>\n

He would have remembered many things, particularly at; (i) \u2018Church; (ii) School; and (iii) Membership in, and Service of \u201843-years\u2019 in the \u2018Royal Police Force of Antigua and Barbuda.\u2019 Joys and happiness he had, and \u2018Treatment meted out and hardship and sadness, he experienced and endured during his \u2018Chosen Career.\u2019<\/p>\n

RINGING SOUND<\/p>\n

He may not have remembered much in the early stages of life, beginning from infancy. At \u2018Childhood,\u2019 likened to today\u2019s children, he would have heard the \u2018Ringing of Bells.\u2019 At the infancy stage, though they knew not what the word \u2018Bell\u2019 meant, nor the significance of the audible \u2018Ringing Sound,\u2019 would have attracted their attention. Yet, it spurred no interest and prompted no curiosity.<\/p>\n

RESPONSIVE SENSE<\/p>\n

As they grew and attended \u2018Church and School,\u2019 they would have developed; (i) An understanding and meaning; (ii) Responsive sense; and Obedience\u2019 to the \u2018Ringing of the Bell.\u2019 The deceased knew before \u2018Divine Service\u2019 began, the \u2018Church Bell,\u2019 was heard \u2018Ringing,\u2019 it meant Church-goers were notified that Service would begin at the appointed time.<\/p>\n

BEST TIME FOR PLAYING<\/p>\n

They knew when given a short break or recess, when it was heard ringing, it was time to go back inside. They knew\u00a0 when inside and they became too noisy, when they heard the \u2018Bell Ringing,\u2019 it was for them to be quiet Then late afternoon, when the final \u2018Ringing of the Bell,\u2019 was heard, it was time to say prayers, dismiss and to return to their respective homes.
