Preparations to protect life and property should be rushed\r\nto completion.\r\n\r\nA Tropical Storm Warning means that tropical storm conditions are\r\nexpected somewhere within the warning area.\r\n\r\nA Tropical Storm Watch means that tropical storm conditions are\r\npossible within the watch area.\r\n\r\nFor storm information specific to your area, please monitor\r\nproducts issued by your national meteorological service.\r\n\r\n\r\nDISCUSSION AND OUTLOOK\r\n----------------------\r\nAt 800 PM AST (0000 UTC), the center of Hurricane Tammy was located\r\nnear latitude 17.5 North, longitude 61.6 West.  Tammy is moving\r\ntoward the north-northwest near 10 mph (17 km\/h) and this general\r\nmotion is expected through Sunday, followed by a turn toward the\r\nnorth on Monday.  On the forecast track, the center of Tammy will\r\nmove near or over portions of the Leeward Islands tonight, and then \r\nmove north of the northern Leeward Islands by Sunday afternoon.\r\n\r\nMaximum sustained winds are near 85 mph (140 km\/h) with higher\r\ngusts.  Slow strengthening is possible during the next few days.\r\n\r\nHurricane-force winds extend outward up to 25 miles (35 km) from\r\nthe center and tropical-storm-force winds extend outward up to 125\r\nmiles (205 km).\r\n\r\nThe minimum central pressure estimated from Air Force and NOAA \r\nHurricane Hunter aircraft observations is 989 mb (29.20 inches).\r\n\r\n\r\nHAZARDS AFFECTING LAND\r\n----------------------\r\nKey messages for Tammy can be found in the Tropical Cyclone\r\nDiscussion under AWIPS header MIATCDAT5 and WMO header WTNT45 KNHC\r\nand on the web at hurricanes.gov\/text\/MIATCDAT5.shtml\r\n\r\nWIND:  Hurricane conditions are expected over portions of the \r\nnorthern Leeward Islands tonight.  Tropical storm conditions are \r\nexpected within the tropical storm warning areas through tonight.  \r\nTropical storm conditions are possible in the British Virgin Islands \r\ntonight and Sunday.\r\n\r\nRAINFALL: Tammy is expected to produce the following storm total\r\nrainfall:\r\n\r\nLeeward Islands: 4 to 8 inches with maximum amounts of 12 inches\r\n\r\nMartinique and Dominica: Additional 2 to 4 inches with maximum\r\namounts of 6 inches\r\n\r\nBritish and U.S. Virgin Islands into eastern Puerto Rico: 1 to 2\r\ninches with maximum amounts of 4 inches\r\n\r\nThese rains may produce isolated flash and urban flooding, along\r\nwith isolated mudslides in areas of higher terrain.\r\n\r\nSTORM SURGE:  Storm surge could raise water levels by as much as 1\r\nto 3 feet above normal tide levels near where the center of Tammy\r\nmoves across the Leeward Islands.  Near the coast, the surge will\r\nbe accompanied by large and dangerous waves.\r\n\r\nSURF:  Swells generated by Tammy will continue to affect portions of\r\nthe Lesser Antilles during the next few days.
