Today, the leadership of the \u2018Caribbean Community (CARICOM),\u2019 appears to have become paralyzed both in their thinking and actions. Most appear to have been experiencing great difficulty, divorcing from the mind, that \u2018Despot Leaders\u2019 would readily change their ideologies and philosophical approach to \u2018Governance and Rule.\u2019 Seemingly, with calculated reluctance, the \u2018United Nations (UN)\u2019 has declined in reading the \u2018Riot Act\u2019 to the \u2018President and renegade nation of \u2018Haiti.\u2019 Such reluctance appeared to have prompted several nations to act unilaterally in declaring their intention to dispatch troops, either to subjugate or eliminate the suffering people of the troubled nation.\u00a0<\/span><\/p>\n

OVERNIGHT PEACEMAKERS<\/span><\/p>

\"\"<\/a><\/div>
\"\"<\/a><\/div>\n

Likened to these advocates and \u2018CARICOM,\u2019 those that have turned \u2018Overnight Peace-Makers,\u2019 knew of the \u2018Haitian Cause.\u2019 These advocates, scholars and intellectuals knew not only of its population of some 11.9 million people, but also of their perennial sufferings under the dictatorial system of governance. The overwhelming majority of the people- some 95% was said to be of African descent. They have endured their fair share of; Tyranny and Oppression.\u2019 For whatever, it was worth, they knew, and still know that the \u2018UDHR Preamble\u2019 has always been part of such advocacy.<\/span><\/p>

\"\"<\/a><\/div>\n

PERSPECTIVE<\/span><\/p>\n

The umbrella organizational body in its \u2018Universal Declaration of Human Rights (UDHR),\u2019provides two concepts; (i) \u2018Tyranny; and (ii) Oppression.\u2019 These, undoubtedly, speak to the predicament and plight of the \u2018Haitian\u2019 people. This commentary looks at the \u2018Haitian Crisis -Through the \u2018Lenses of CARICOM\u2019 and the regional leadership. More specifically, it looks at the \u2018Antigua and Barbuda Defence Act\u2019 and the complex nature of the arrangements before the dispatch of \u2018Troops\u2019 to the \u2018French-speaking nation. Now described as the most dangerous place within the Caribbean region, those so dispatched or visit otherwise may experience the \u2018Non-Cuisine Smoke\u2019 rising from the capital- \u2018Port-au-Prince.\u2019\u00a0<\/span><\/p>

\"\"<\/a><\/div>\n

EMBRACING ILLEGITIMACY – SPREADING HYPOCRISY<\/span><\/p>\n

While its \u2018English-speaking neighbors preached and practiced democracy, the leadership of \u2018CARICOM\u2019 has been widely seen as spreading hypocrisy, yet \u2018Embracing Illegitimacy.\u2019 While a few may deny, it shall not be considered absurd in asserting that the blood of the innocent and indigent \u2018Haitians,\u2019 could be visualized on the hands of the membership of \u2018CARICOM.\u2019 Today, the illegitimate government under the leadership of \u2018Ariel Henry,\u2019 seems virtually powerless, impotent and woefully ineffective.\u00a0<\/span><\/p>

\"\"<\/a><\/div>\n

SERVICE TO HUMANITY<\/span><\/p>

\"\"<\/a><\/div>\n

In their aspirations, humans of some intellect and sometimes questionable character have aspired and attained high public office. Back then, the emphasis was placed more on \u2018Service to Humanity,\u2019 than self-servingly and for reasons of wealth acquisition That may have been the era of populism and leaders with charisma and influence. Today, the modern belief has been the attainment of a \u2018Degreed Discipline.\u2019 Today, more than ever, the human ego, influenced by \u2018Self-gratification and Self- Actualization,\u2019 invariably driven by greed, have seen intellectuals and professionals abandoned lucrative practices and moved to areas beyond their capacity and skillsets.\u00a0<\/span><\/p>\n

DEGREED DISCIPLINES<\/span><\/p>\n

While \u2018Public office,\u2019 has not been willed to particular individuals and family dynasties, the trained; \u2018Legal practitioner; Teacher; Economist; Medical Doctor; and Neurosurgeon,\u2019 all desire to play some role in government. Some with hopes and dreams, wish to become \u2018President or Prime Minister; while some beg to be appointed \u2018Minister of; \u2018This; That\u2019 and the Other.\u2019 Likened to tigers in the wilds, these leaders are as much dangerous to humanity and human existence. After being so positioned, that which had often been seen as confrontational to the people, were either grave disappointment; frustration and misery. The \u2018Haitian Crisis\u2019 vividly makes the point.<\/span><\/p>\n

WRATH OF MAN<\/span><\/p>\n

The regional leadership has been very much aware of the volatile situation currently exists on that nation. The French-speaking nation has been daily making headlines on every social media news portal and mainstream media. The \u2018Impoverished People,\u2019 fighting and struggling to survive. They have experienced the \u2018Wrath of Nature,\u2019 in various forms. There was wrath of hurricanes, floods and earthquakes. They continue to experience the \u2018Wrath of Man.\u2019 They have been pauperized; (a) Seen violence in all forms, and vicious crimes of all classifications.\u00a0<\/span><\/p>\n

HARSH REALITIES OF LIFE<\/span><\/p>\n

They have seen; (b) A reign of street terror; (c) They have seen as many murders\u2019 as there have been kidnappings; Traceless disappearances of persons; and (d) Had been afflicted with \u2018Dangerous Infectious Diseases,\u2019 including \u2018Cholera.\u2019 Yet, they have shown resilience and a will to survive and endure the \u2018Harsh Realities of Life\u2019. These \u2018Crises\u2019 came, not only upon the \u2018Haitian\u2019 population, but also upon the \u2018Caribbean Community (CARICOM,\u2019 and by extension, the \u2018Organization of Eastern Caribbean States (OECS).\u2019\u00a0<\/span><\/p>\n

TYRANNY AND OPPRESSION<\/span><\/p>\n

None, among \u2018Haiti\u2019s regional neighbors shall feign ignorance of the \u2018Atrocities,\u2019 then being perpetrated by the \u2018State and Presidents\u2019 against the \u2018Haitian\u2019 people. They knew, and still know that universally, man loathes; (a) \u2018Tyranny; and (b) Oppression.\u2019\u00a0 These were long anticipated by the \u2018United Nations.\u2019 These, they know have caused unceasing human suffering. These nations knew of the inevitability of consequences for \u2018Autocratic Rule\u2019 and \u2018Ruthless Governance.\u2019 Thus, allowing for appropriate and\/or measured response in bringing respite to the populace, the \u2018UN\u2019 issued its own \u2018Preamble.\u2019\u00a0<\/span><\/p>\n

KITTITIAN OPPRESSOR \u2013 GRENADIAN TYRANT<\/span><\/p>\n

For these discussions, that \u2018Preamble\u2019 pellucidly states; \u2018Whereas it is essential, if man is not to be compelled to have recourse, as a last resort to rebellion against; (a) \u2018Tyranny; and (b) Oppression,\u2019 that human rights shall be protected by the \u2018Rule of Law\u2019 [UDHR: December 10, 1948]. Universally, history has recorded human responses to these cruel behaviors. Except the \u2018Anguillans and Grenadians,\u2019 that which the regional leadership seemed not to have known, was how to tackle the \u2018Tyrants and Oppressors.\u2019\u00a0<\/span><\/p>\n

CONTINENTAL AFRICA<\/span><\/p>\n

The only \u2018Continent\u2019 on which these categorized rulers have been removed with increasing frequency, has been \u2018Continental Africa.\u2019 That which the regional leadership also knew, and still knows, is that from \u2018Africa to the Caribbean, the \u2018Rebellious Nature of Man\u2019 was historically known. The regional leadership knows that when the Kittitian oppressor, former \u2018Federation Minister Llewlyn Bradshaw,\u2019 wielded \u2018Power with Terror,\u2019 the \u2018Anguillan Rebellion\u2019 was born\u2019 [Wikipedia: July 11, 1967- March 19, 1969]. The leadership also know that when the \u2018Grenadian Tyrant\u2019 and Prime Minister, \u2018Sir Eric Matthew Gairy,\u2019 tyrannized, and with impunity, trampled upon the rights, freedoms and liberties of the \u2018Grenadian\u2019 people, their salvation was derived from a \u2018Gary and Mongoose Gang\u2019 induced rebellion\u2019 [Wikipedia: March 13, 1979].\u00a0<\/span><\/p>\n

MAKING NATIONAL AMENDS<\/span><\/p>\n

By its recent \u2018Declaration of Intent,\u2019 on dispatching \u2018Troops to Haiti,\u2019 this nation, has sought to \u2018Make Amends.\u2019 Such declaration was intended to provide \u2018Security Coverage,\u2019 that the \u2018Haitian President\u2019s Humanitarian Programme\u2019 may not be imperiled. Even so, the nation may still feel embarrass by the appointment of a former \u2018United Nations Human Rights Commissioner\u2019 to certain \u2018Privilege Position.\u2019 Pundits have viewed the appointee\u2019s expertise on the sensitive issue of \u2018Human Rights Abuses,\u2019 could better serve the national interest in a role recently played by \u2018Prime Minister Gaston Browne\u2019 [UNGA: 78<\/span>th<\/span> Session: September 18, 2023].<\/span><\/p>\n

DOCTORS DIFFER \u2013 PATIENTS DIE<\/span><\/p>\n

It may be no idle talk, when pundits say; \u2018When \u2018Doctors differ, Patients die.\u2019 It was made clear that the \u2018Vincentian Prime Minister, Dr. Ralph Gonsalves\u2019 has made clear distinction of the \u2018Train\u2019 that carries \u2018Tyranny and Oppression,\u2019 and the one that carries \u2018Gravy.\u2019 He appeared only interested to go aboard the \u2018Gravy Train\u2019 [US Ambassador: Wikileaks]. The one to \u2018Haiti\u2019 did not have any such thing as \u2018Gravy.\u2019 He had assessed the situation. Even with the \u2018President\u2019s para- military might, with gun violence and a reign of terror, the populace has been placed under double-subjection to \u2018Tyranny; Oppression and Terror and Horror.\u2019 On the one hand, are the \u2018Security Forces,\u2019 while on the other, are the dangerous and merciless \u2018Haitian\u2019 gunmen.\u2019\u00a0<\/span><\/p>\n

LOVE OF HUMANITY<\/span><\/p>\n

Undoubtedly, it may have been more out of \u2018Love of Humanity,\u2019 the nation\u2019s leadership, having boldly and bravely taken the interventionist position. Yet, it runs the risk of being seen as taking critical national \u2018Foreign Affairs\u2019 decisions with apparent reckless abandon. Though not necessarily so described, the citizenry, appearing displeased, has taken umbrage that the nation shall act unilaterally outside of the collective wisdom of the region\u2019s umbrella body, the \u2018Caribbean Community (CARICOM).\u2019 The citizens, with mixed reaction have expressed themselves on both social and mainstream media. Many have harbored fear that there will be grave-digging, singing and wreath-laying at the nation\u2019s cemeteries.<\/span><\/p>\n

DESPOT PRESIDENTS<\/span><\/p>\n

The \u2018Haitian nation has been among the few foreign language members of the \u2018Caribbean Community (CARICOM). Through the years, and \u2018President\u2019 after \u2018President,\u2019 with the rigidity of dictatorial rule, \u2018members of this body appeared not to have known or remembered anything of the concept called \u2018Democracy.\u2019 Even as the regional leadership was cognizance of the repressive laws, oppression, brutal and deadly rule, the leaders, individually and collectively, have given support that have galvanized these \u2018Despot Presidents.\u2019 Though a member of \u2018CARICOM,\u2019 its membership represents only \u2018Numerical Value.\u2019\u00a0<\/span><\/p>\n

HAITIAN MONSTER<\/span><\/p>\n

There was little or no trade with its regional neighbors. Chronic poverty and oppression, have seen its population reduced by marine tragedies, as they fled from \u2018Haitian Miseries.\u2019 Though regional leadership may not necessarily have assisted in the creation of a \u2018Haitian Monster,\u2019 with membership in, and under the umbrella body \u2018CARICOM,\u2019 they have given these \u2018Despot Leaders\u2019 oxygen with which to breathe. Thus, giving them a lease on governmental life, allowed them to hold tightly to the reign of, and autocratically wield illegitimate power. They were reported to have used the \u2018Haitian Military and Police\u2019 in suppressing reasonably held protestations for the betterment of that which the leaders within \u2018CARICOM and OECS\u2019 had either protested for, or against in their respective nations.\u00a0<\/span><\/p>\n

MISERIES AND LAWLESSNESS<\/span><\/p>\n

Seen as second to none, the \u2018Haitian\u2019 citizenry, gripped by criminal terror and the horror of unceasing \u2018State\u2019 violence, has seen their nation being described as one of the most dangerous countries within the \u2018Caribbean Community (CARICOM),\u2019 and by extension, across the \u2018Eastern Caribbean.\u2019 The unfolding turn of events, saw the hatched and orchestrated \u2018Foreign Mercenaries\u2019 assassination of \u2018President Jovenel Moise 53\u2019 [July 7, 2021]. The tragic occurrence, appeared to have caused its \u2018CARICOM\u2019 neighbors to be looking more at the perpetrated act and its \u2018Effects,\u2019 than of the \u2018Causes\u2019 of Haitian people\u2019s prolonged \u2018Miseries\u2019 and resultant \u2018Lawlessness.\u2019\u00a0<\/span><\/p>\n

FULL MILITARY FUNERALS\u00a0<\/span><\/p>\n

The nation, through its leadership has revealed its commitment in sending \u2018Troops in Government Boots\u2019 to its domestically-troubled regional and \u2018CARICOM\u2019 neighbor, \u2018Haiti\u2019 [PM Browne: UNGA: 78<\/span>th<\/span> Session].\u00a0 Citizen displeasure and expressed umbrage may have been observed on social media. These may have been particularly observed through a commentary, partially captioned; \u2018Do not put our men in uniform at risk\u2019 [Audley Phillip: ANR: September 27, 2023]. Though lives might be lost or tragically ended, they shall not go in vain. They will not only be accorded \u2018Full Military Funerals,\u2019 but also their deeds, good or evil, shall be interred with their bones.\u00a0<\/span><\/p>\n

PATRIOTISM OR NATIONALISM<\/span><\/p>\n

Situationally, respecting the proposed deployment, viewed outside \u2018Patriotism and Nationalism,\u2019 such could be likened to \u2018Fools rushing in where, even for \u2018Love,\u2019 wise men fear to go\u2019 [Fools Rush In: Ricky Nelson: YouTube]. Clearly not necessarily what the \u2018Antigua and Barbuda National Anthem\u2019 Sir Novelle Richards KCN: November 1, 1981], intends, deployment of \u2018Troops\u2019 to the volatile \u2018Haitian\u2019 capital, means lending support to a \u2018Government\u2019 surviving on illegitimacy, with assistance from collaborators and perpetrators of evil. The \u2018Neurosurgeon, \u2018Ariel Henry 73,\u2019 turned politician, by reason of tragedy assumed the position, void of the \u2018Will and Mandate of the electorate and popular support of the \u2018Haitian\u2019 people.<\/span><\/p>\n

HAITIAN SECURITY STRUGGLE<\/span><\/p>\n

Though such deployment would never be seen as the \u2018sons and daughters\u2019 defending national \u2018Liberty,\u2019 those to be dispatched shall be psychologically prepared to \u2018Gird the Loin\u2019 and \u2018Join the \u2018Battle.\u2019 In reality, in that jurisdiction, it appears more of a \u2018Haitian Security Struggle\u2019 with \u2018Lawless Gunmen,\u2019 than an insurrection against those that govern. All a sundry shall appreciate the enormity of the currency of the situation on \u2018Haiti.\u2019 Moreover, all shall understand the seriousness and gravity of the \u2018Powder-keg like\u2019 situation the \u2018Troops\u2019 are expected to be sent into. Though not knowing exactly what lies ahead, \u2018Troopers\u2019 may not only feel a \u2018Sense of Duty and Service\u2019 to humanity, but also a \u2018Sense of Hope.\u2019<\/span><\/p>\n

PREDICTABLE AND INEVITABLE<\/span><\/p>\n

In military term, in combat, as in combatting crime and confronting criminals, some occurrences are as \u2018Predictable\u2019 as they are \u2018Inevitable.\u2019 That which was universally known, was that there can be no armed conflict or intervention, without casualties. These are to be expected on any soil, foreign or otherwise.\u00a0 As it affects military duties and discipline, neither in service men, nor women, shall there be any sign suggestive of \u2018Cowardice.\u2019 That which families, friends and loved ones, were somewhat, or may not have been aware, will have been certain statutory provisions to govern such operational tendency. This has been made clear in the \u2018Defence Act.\u2019\u00a0<\/span><\/p>\n

FEAR OF DEATH<\/span><\/p>\n

Whether on the home front, or foreign soil, no military personnel shall harbor \u2018Fear of Death.\u2019 They know what obtains career in militarism. Thus, no personnel need any reminder that in; (i) \u2018When combatively engaged, they shall either; (a) \u2018Kill; or (b) Capture the enemy.\u2019 Be it the choice weapons, such as; (a) \u2018The Russian-made AK47; or The United States-made M-16 rifle,\u2019 to; Soldiers; Police; and Gunmen.\u2019 These are among the finest weapons. As much as they have brought about tragic consequences, they have also saved lives.\u00a0<\/span><\/p>\n

INTERVENTIONISTS AND ENEMIES<\/span><\/p>\n

In active combat or in fighting crime and criminals, these weapons are their only friends and guardians. A wink could make the difference between continued wearing of \u2018Government Boots,\u2019 or a flight back to their country of domicile in \u2018Body Bags.\u2019 They shall not only know that they will not only be seen as \u2018Interventionists,\u2019 but also \u2018Enemies\u2019 of the overwhelming majority of the \u2018Haitian\u2019 people. If in their youth \u2018Antigua and Barbuda Military and Police\u2019 personnel, never attended \u2018Sunday School,\u2019 no \u2018Gospel\u2019 will be preached. In the \u2018Zone of Combat,\u2019 there is neither peace, nor comfort. Even with service weapons in hand, the enemy shall know that the \u2018Scripture\u2019 has never been taught in such zone.<\/span><\/p>\n

SUNDAY SCHOOL<\/span><\/p>\n

Looking at the \u2018Haitian Crisis,\u2019 former Assistant Commissioner of Police, Nuffield Burnette, neither utter optimism, nor pessimism.\u2019 Given their expected role, the existing situation could prove more unnerving, than comforting. Conscious of, and concerned for safety and survivability, of the \u2018Troops,\u2019 be they composed of military and\/or police, spontaneously chuckled and said; \u2018I do hope they know they are not going to \u2018Sunday School\u2019 [September 29, 2023]. And should any \u2018Trooper\u2019 so believed, before dispatch to \u2018Haiti,\u2019, there may be no reason not to be also armed with the \u2018Holy Bible.\u2019 However, in combat, they shall not call the name of the \u2018Lord\u2019 in vain.<\/span><\/p>\n

GUNMEN\/TROOPERS: OWN ORDER<\/span><\/p>\n

The \u2018Holy Scripture\u2019 edifies that; \u2018Every man in his own order\u2019 [I Corinthians: 15: 22]. In other words,\u2019 Haitian Gunmen\u2019 shall be in their own order, and the \u2018Foreign Troopers,\u2019 in their own order. Consequent upon \u2018Survivability,\u2019 while on the \u2018Haitian Mission,\u2019 whether or not they; (a) \u2018Provide humanitarian service; (b)_Security assistance; or (c) Assist in the restoration and maintenance of order; or (d) Bolster the image of the embattled \u2018Haitian President, Ariel Henry,\u2019 prior to their \u2018Mission,\u2019 the \u2018Troopers\u2019 shall all sing; \u2018Que- Sera-Sera\u2019 [1955: Doris Day: YouTube]. All \u2018Interventionist Forces\u2019 know that it was not always where \u2018Smoke was seen rising, food was cooking.\u2019<\/span><\/p>\n

TROUBLES AND DISCOMFITURE<\/span><\/p>\n

As in other jurisdictions, the \u2018Silence\u2019 on certain atrocities known to have been perpetrated against the unarmed, presumptive sane and suspected insane, remains \u2018Deafening.\u2019 Those with international voices shall know that they have been among the cause of much of the \u2018Haitians\u2019 troubles and discomfiture. As some leaders sought refuge by smarting under the \u2018Cop-Out Excuse of \u2018non-interference in domestic or internal affairs,\u2019 the people rapidly descend into the depth of despair. These have not only been the reasons given by most of the regional leadership, but often in avoidance of useless squabbles, public spats, entanglement and strained relations.\u00a0<\/span><\/p>\n

REGIONALISTS AND ADVOCATES<\/span><\/p>\n

Though many people were not \u2018Haitian\u2019 nationals or residents, as \u2018Regionalists and Advocates\u2019 of \u2018Human Rights,\u2019 their advocacy shall have prompted citations of the horrifying \u2018Atrocities\u2019 being perpetrated or caused to be inflicted against the \u2018Haitian\u2019 people. Many have taken flight to escape the repressive administrations. For instance, in forums where \u2018former Human Rights Commissioner, Sir Clare Roberts KCN;\u2019 and \u2018Our own passionate Safiya Roberts\u2019 [Website: Roberts and Co], may have made representations or presentations, they too, may have voiced concerns over the abuses meted out to the \u2018Haitian\u2019 population. Research has failed to show any such concern were ever expressed and\/or documented. The annals of history, appear not to have been updated.\u00a0<\/span><\/p>\n

ABYSS OF ANARCHY<\/span><\/p>\n

Undoubtedly, the most troubled-spot across the \u2018Eastern Caribbean,\u2019 has been universally known as \u2018Haiti.\u2019 The nation, being ineffectively governed by a non-elected body of persons. This has resulted from the tragic assassination of its \u2018President Jovenel Moise\u2019 [July 2021]. Among the international community, it has not only been starved for \u2018Democracy,\u2019 but also void of governance that has legitimacy. As it descends deep into \u2018an Abyss of Anarchy,\u2019 some regional leaders appeared compulsorily empathetic in offering \u2018Troop Assistance.\u2019 In fact, this may bring neither solace, nor comfort\u2019 to the estimated \u20184.7 million poverty and acute-hungry-stricken\u2019 citizens [The Guardian: 2023].\u00a0<\/span><\/p>\n

WILL AND MANDATE<\/span><\/p>\n

Fortuitously, such governance was being undertaken by an interim leader in the persona of \u2018Ariel Henry.\u2019 The \u2018Neurosurgeon, turned politician, by reason of tragedy assumed the position, void of the \u2018Will and Mandate of the electorate and popular support of the \u2018Haitian\u2019 people. This development and state of affairs has rendered his rule and administration illegitimate. These are development within the knowledge of the leadership of the Caribbean Community (CARICOM.\u2019 Then over time, the nation has rapidly descended into chaos and confusion, then anarchial rule.\u2019 These allow for; (a) \u2018Complete breakdown of law and order; (b) Unchecked lawlessness; (c) Gangsterism; and (d) Mobsterism\u2019 throughout the nation.<\/span><\/p>\n

OVERSEAS MISSIONS<\/span><\/p>\n

Though not necessarily for successful missions, there are complexities in arrangements for \u2018Overseas Missions.\u2019 Thus, administratively, such necessitates a workable approach. This allows for mutual understanding and functional cooperation. The \u2018Defence Act (DA)\u2019 has made it sufficiently clear of the authoritative person and body that shall exercise \u2018Command and Control\u2019 of the \u2018Antigua and Barbuda Defence Force (ABDF).\u2019 There obviously will be risks, whether or not \u2018Combative or Peace-keeping.\u2019 Many citizens share the view that there shall be moral justification, and legitimacy for any \u2018Troop Mission\u2019 on \u2018Haiti.\u2019\u00a0<\/span><\/p>\n

OUTSIDE: DUTY\/EMPLOYMENT\u00a0<\/span><\/p>\n

The concepts; (a) \u2018Duty; and (b) Employment,\u2019 appear not to have connotative meanings. LOGISTICAL FORMALITIES<\/span><\/p>\n

Though not necessarily popular among the \u2018Antigua and Barbuda\u2019 citizenry, it has been a universal phenomenon for nations to render security assistance to those afflicted, by armed conflict, natural disaster or overwhelming acts of criminality. POSITIONS INTERNATIONALLY TAKEN<\/span><\/p>\n

Still, it shall be said that; \u2018Where there is no vision, the people perish.\u2019 The \u2018French-speaking nation, \u2018Haiti,\u2019 has seen the positions taken by; (i) \u2018Antigua and Barbuda; and (ii) Jamaica.\u2019 The \u2018President of Haiti, Ariel Henry\u2019 would have long been apprised of the position of; (iii) St. Vincent and the Grenadines.\u2019 Through their individual \u2018Lenses,\u2019 the leadership of \u2018Antigua and Barbuda and Jamaica\u2019 appear to have narrowed its vision to a \u2018Humanitarian Crisis.\u2019 Thus, these nations have declared their intention to dispatch \u2018Troops\u2019 in providing some assistance.\u00a0<\/span><\/p>\n

VINCENTIAN LEADERSHIP<\/span><\/p>\n

The \u2018Vincentian Leadership\u2019 appeared to have widened its lenses and zoomed in on two critical issues; (i) \u2018Humanitarian; and (ii) Political.\u2019 Taking a contrary and contrasting position, he assessed and offered rationalized explanations. Though not necessarily hypocritical, this leader, cognizant that at some point in life, humans shall inevitably and inescapably experience and endure some form of hardship. Given the crises facing the un-elected \u2018Haitian President Ariel Henry,\u2019 the \u2018Vincentian Prime Minister,\u2019 on principle, lends no support to \u2018Governance,\u2019 starved for legitimacy, thereby begging for a mandate and the will of the \u2018Haitian\u2019 people [IWN: November 18, 2022].\u00a0<\/span><\/p>\n

VINCENTIAN TROOPS<\/span><\/p>\n

As pragmatic, as he has often been seen, \u2018Prime Minister, Dr. Ralph Gonsalves\u2019 was adamant that no \u2018Vincentian Troops\u2019 were to be dispatched to the gang warfare-stricken and turmoil-troubled nation of \u2018Haiti.\u2019 The regional leader may have done the \u2018SWOT Analysis.\u2019 Few leaders understand this \u2018Theoretical Approach\u2019 to sensitive and tactical operations. This allows for certain operational initiatives, both on home and foreign soil to be undertaken with the least of sorrow and grief.<\/span><\/p>\n

SPIRIT OF PERCEPTION<\/span><\/p>\n

It could be perceived that foreign troops were intended to keep a non-mandated administration in government. That was never a call for \u2018Vincentians,\u2019 but a call for the \u2018United Nations.\u2019\u00a0<\/span><\/p>\n

SWOT ANALYSIS<\/span><\/p>\n

Seemingly, where some leaders may have seen \u2018Strength,\u2019 he saw \u2018Weaknesses;\u2019 where some may have seen \u2018Opportunities,\u2019 he appeared not only to have seen serious risks, but also grievous \u2018Threats.\u2019 In hotspots and hostile environments, these were to be expected. Undoubtedly, he was mindful that the crises facing \u2018Haitian\u2019 authorities, were purely domestic and purely internal. Given this perspective, he may have become even more resolute. He made his nation\u2019s position clear that no \u2018Vincentian Troops in Government Boots\u2019 will set foot on \u2018Haitian\u2019 soil.\u00a0<\/span><\/p>\n

INTERVENTIONIST FORCES\u2019<\/span><\/p>\n

The \u2018Haitian\u2019 people had become mortally afraid, not only of the vicious gunmen, but also of the brutal \u2018Security Forces.\u2019 As gunmen rule, today, these \u2018Forces\u2019 appear ineffective in bringing respite to the millions of poverty-stricken citizens. As apparent dominant rulers, \u2018Prime Minister, Dr. Ralph Gonsalves\u2019 will have looked at the troubling situation and predicament facing \u2018Interventionist Forces.\u2019 He reportedly remarked; \u2018A country that size, it is about 2 police officers for 1, 000 persons, while in \u2018St. Vincent and Grenadines\u2019 there are 10 police officers for every 1, 000 people.\u2019\u00a0<\/span><\/p>\n

WEAK AND CORRUPT<\/span><\/p>\n

Most telling, he said; \u2018So you have a Police Force, which is numerically \u2018Weak,\u2019 but more than that, it is riddled with \u2018Corruption\u2019 [Iwitness News: November 18, 2022]. Additionally, he said; \u2018People associated with the gangs are inside the Police Force; So, you have to address the security situation, and people from outside will have to go in to help.\u2019 Looked at from these perspectives, the leadership of; (i) \u2018Antigua and Barbuda: (ii) Bahamas; and (ii) Jamaica,\u2019 may have wittingly or unwittingly; obligingly or obligatory, revealed intention to embarking upon \u2018Military Interventionism\u2019 in \u2018Haiti.\u2019<\/span><\/p>\n

BLOOD OF VINCENTIAN TROOPS<\/span><\/p>\n

Intended that no family shall be sorrowfully bereaved, as to be left to mourn and grieve over tragic circumstances, he took the position that no \u2018Blood of Vincentian Troopers\u2019 shall be spilled in futility, or flow or stain the streets of \u2018Haiti\u2019, nor soak or saturate its soil. The news portal continues; \u2018Gonsalves who is also the Minister of National Security said such a move by any country, could be seen by the \u2018Haitian\u2019 people as propping up a government, that the majority of Haitians see as illegitimate.\u2019 Advancing further rationale, he said; \u2018Haiti has a \u2018Humanitarian Crisis\u2019 at the moment, exacerbated by the recent \u2018Outbreak of Cholera.\u2019 [CMC: November 18, 2022].<\/span><\/p>\n

MILITARY OBJECTIVES<\/span><\/p>\n

Enraged as the gunmen and mobsters then became, they continue to rule city streets and towns, urban and rural communities by the nozzle of their guns. Justice\u2019 upon the lawless and mercilessly brutal \u2018Mixed-up Units.\u2019\u00a0<\/span><\/p>\n

STRUCTURAL REFORM – DEFINED OBJECTIVES<\/span><\/p>\n

The brutal behavior of the \u2018Police,\u2019 had forced \u2018Structural Reform\u2019 and \u2018Defining Operational Objectives\u2019 [1995]. The \u2018Act\u2019 states; \u2018The \u2018Antigua and Barbuda Defence Force\u2019 is responsible for; (a) \u2018The defence of Antigua and Barbuda; and (b) Such other duties as the \u2018Defence Board\u2019 determines.\u2019 It provides for \u2018Employment Outside Antigua and Barbuda.\u2019 It states; \u2018The Governor General may order that the whole, or any part of the \u2018ABDF\u2019 to be \u2018Employed Outside Antigua and Barbuda.\u2019 [DA: No:10 of 2006: Sections 7: and 8]. Except in combat in \u2018Defending\u2019 the nation and its subjects and liberty, the \u2018Act\u2019 appears not to have envisaged deployment overseas to be engaged in \u2018Combative Duties.\u2019<\/span><\/p>\n

AID TO CIVIL COMMUNITY<\/span><\/p>\n

DEFENCE BOARD<\/span><\/p>\n

Given the reference to the \u2018Defence Board,\u2019 the benefit of knowledge demands that its members be identified, ex officio. The membership includes: (i) \u2018The Prime Minister; (ii) The Minister responsible for \u2018Defence and National Security;\u2019 (iii) Such other Minister as appointed by the Prime Minister; (iv) Chief of Defence Staff; and (y) Permanent Secretary- Ministry of Defence.\u2019 This is the \u2018Board\u2019 that may determine what; (a) \u2018Officer\u2019 or (b) Soldier\u2019 may be ordered and assigned \u2018Military Duties Outside Antigua and Barbuda\u2019 [DA: Section 11].\u00a0<\/span><\/p>\n

BARRIERS TO COMMUNICATION<\/span><\/p>\n

Whether thoughtful or thoughtless, the two reginal nations offering to send \u2018Troops\u2019 may or may not have taken as critical a look at the situation on the ground in \u2018Haiti.\u2019 There was no indication that an advanced \u2018Reconnoitering Team\u2019 had been dispatched. CONSTITIONAL SOCIAL PRINCIPLE<\/span><\/p>\n
