CBC News \u2014 Prime Minister Justin Trudeau is accusing the government of India of involvement in the fatal shooting of a Canadian Sikh leader \u2014 a claim that will have seismic effects on an already shaky bilateral relationship.<\/p>

Canadian citizen Hardeep Singh Nijjar was brazenly shot dead outside a Sikh temple in Surrey, B.C. on June 18.<\/p>

Nijjar, a supporter of a Sikh homeland in the form of an\u00a0independent\u00a0Khalistani state, had been branded by the Indian government as a \u201cterrorist\u201d and accused of leading a militant separatist group \u2014 something his supporters have denied.<\/p>

<\/div>\n

Now, Trudeau said, Canada\u2019s national security apparatus has reason to believe that \u201cagents of the Indian government\u201d carried out the killing of this Canadian citizen, who also served as the president of Surrey\u2019s Guru Nanak Sikh Gurdwara.<\/p>\n

<\/div>\n

\u201cCanadian security agencies have been actively pursuing credible allegations of a potential link between agents of the Government of India and the killing of a Canadian citizen, Hardeep Singh Nijjar,\u201d Trudeau said Monday in a speech to the House of Commons.<\/p>

\u201cA involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty. It is contrary to the fundamental rules by which free, open and democratic societies conduct themselves.<\/p>

\"\"<\/a><\/div>\n

\u201cAs you would expect, we have been working closely and coordinating with our allies on this very serious matter.\u201d<\/p>

\"\"<\/a><\/div>\n

A senior government source told CBC News that Trudeau has briefed the leaders of some of Canada\u2019s closest allies about the case, including U.K. Prime Minister Rishi Sunak, French President Emmanuel Macron and U.S. President Joe Biden.<\/p>\n

Trudeau also urged\u00a0the Indian government to participate in the ongoing investigation\u00a0and \u201ccooperate with Canada to get to the bottom of this matter.\u201d<\/p>\n

He said some Indo-Canadians are feeling \u201cangry\u201d and \u201cperhaps frightened right now.\u201d<\/p>\n

\u201cLet us not allow this to change us,\u201d he said.<\/p>\n

Foreign Affairs Minister M\u00e9lanie Joly said she has ordered the expulsion of \u201ca senior Indian diplomat.\u201d<\/p>\n

Joly\u2019s office said that\u00a0diplomat is\u00a0Pavan Kumar Rai,\u00a0the head of the Research and Analysis Wing (RAW),\u00a0India\u2019s\u00a0foreign intelligence agency,\u00a0in Canada.<\/p>\n

\u201cMy expectations are clear. I expect India to fully collaborate with us and get to the bottom of this,\u201d Joly said.<\/p>\n

Public Safety Minister Dominic LeBlanc said the RCMP is leading the murder investigation.<\/p>\n

\u201cWe\u2019ll hold the perpetrators accountable and bring them to justice,\u201d he said.<\/p>\n

The World Sikh Organization of Canada, a group that represents Sikh interests, said\u00a0Nijjar spoke of \u201cthreats to his life\u201d before his alleged murder.<\/p>\n

He also claimed he was being targeted by India\u2019s intelligence agencies, the WSO said in a media statement.<\/p>\n

The WSO said \u201cseveral other Canadian Sikhs are also understood to be under threat\u201d and are on\u00a0Indian \u201chit lists.\u201d<\/p>\n

\u201cThe significance of today\u2019s announcement cannot be understated for Sikhs,\u201d the WSO said.<\/p>\n

\u201cToday, the Prime Minister of Canada has publicly said what Sikhs in Canada have known for decades \u2014\u00a0India actively targets Sikhs in Canada.\u201d<\/p>\n

Trudeau said he raised the matter with\u00a0India\u2019s Prime Minister Narendra Modi\u00a0last week at the\u00a0G20 summit in New Delhi.<\/p>\n

Trudeau and Modi have long had a frosty relationship.<\/p>\n

After the bilateral meeting between the two leaders on the sidelines of that summit, the Indian government released a tersely worded communique that said Modi raised with Trudeau \u201cstrong concerns about continuing anti-Indian activists of extremist elements in Canada.\u201d<\/p>\n

The statement said there are elements in Canada \u201cpromoting secessionism\u201d and \u201cinciting violence against Indian diplomats, damaging diplomatic premises\u00a0and threatening the Indian community in Canada.\u201d<\/p>\n

The Indian government called on the two countries to cooperate in dealing with \u201csuch threats.\u201d<\/p>\n

The Canadian communique on the same meeting made no mention of \u201csecessionism.\u201d It\u2019s now clear why.<\/p>\n

Last Tuesday, Trudeau and the\u00a0Canadian delegation left India after an extended stay caused by a technical problem on the prime minister\u2019s plane.<\/p>\n

One member of the delegation was absent.<\/p>\n

National Security Adviser Jody Thomas quietly left India for London, U.K. instead, a government source told CBC News.<\/p>\n

She informed the U.K. government that Canada\u2019s relations with India were about to get worse now that Canada had credible evidence linking\u00a0India\u2019s government to\u00a0Nijjar\u2019s death, the source said.<\/p>\n

Trudeau also briefed the Opposition leaders personally Monday before rising to tell Canadians about this\u00a0development.<\/p>\n

Conservative Leader Pierre Poilievre said it\u2019s \u201coutrageous\u201d that India may be behind Nijjar\u2019s killing.<\/p>\n

\u201cOur citizens must be safe from extrajudicial killings. Canadians deserve to be protected on Canadian soil. We call on the Indian government to act with utmost transparency as authorities investigate this murder.<\/p>\n

The truth must come out,\u201d Poilievre said.<\/p>\n

\u201cLet us lock arms and join hands in condemning\u00a0this murder, standing with the family and the friends of this victim. Let\u2019s put aside our difference to stand up for the rule of law. One law for all our people.\u201d<\/p>\n

In his own speech, NDP Leader Jagmeet Singh blasted the Indian government under Modi, a Hindu.<\/p>\n

Singh said the Modi-led government has been \u201cone of division, violence, persecution\u201d with a known pattern of \u201cattacking those who are critical\u201d of its actions.<\/p>\n

Singh said he\u2019d use \u201cevery tool\u201d at his disposal to \u201cbring those responsible to justice.\u201d<\/p>\n

\u201cWe will ensure that no rock is unturned, that every possible link is examined,\u201d Singh said.<\/p>\n

He said that the public inquiry into foreign interference, which was prompted by allegations of Chinese meddling, should also look at India and its actions in Canada.<\/p>\n<\/div>\n
