In the ordinary course of human socialization, and in particular, the things people may wish for, many were invariably told; \u2018Be Careful.\u2019 Such, undoubtedly, shall be considered wise counsel. When a \u2018Commissioner of Police,\u2019 advocated, then seeks to influence the political directorate to use the \u2018Legislative Assembly\u2019 to provide \u2018Emergency Powers\u2019 to the office of \u2018Commissioner,\u2019 citizens shall be cautioned \u2018Be Careful.\u2019 Still, he\/she runs the risk of not only being subjected to public ridicule, but also exposing insensitivity and gross professional stupidity. That which was being advocated, could easily be found in the \u2018Public Order Act\u2019 [Chapter 357].<\/span><\/p>\n

REASON AND CONSCIENCE<\/span><\/p>

A \u2018Cabinet,\u2019 sensing adversities and rejecting the \u2018Advocacy,\u2019 speak to a body of persons of superior intellect, endowed with \u2018Reason and Conscience.\u2019 They may have reminded themselves of the social commentary, \u2018Sir MacLean Emmanuel, \u2018King Short Shirt\u2019 has \u2018Pledged\u2019 to the nation. They may have recollected the lyrical content; \u2018We want not just society, but a \u2018JUST\u2019 society\u2019 [Our Pledge: 1981].\u2019 Looked at from an administrative perspective, a \u2018Commissioner of Police,\u2019 anticipating futuristic community disturbances, may have been usefully engaged in either reading the \u2018Constitution Order,\u2019 or utilizing the time advocating for \u2018Limited States of Emergency,\u2019 addressing unsolved crime.<\/span><\/p>

\"\"<\/a><\/div>\n

POWER AND KNOWLEDGE<\/span><\/p>\n

The fact that criminal activities showed a prevalence or an uptick in particular communities, as to necessitate the use of \u2018Emergency Powers,\u2019 may have been ill-conceived. Among the dangers that seemed to have plagued humanity, has been a lesson taught by then, \u2018Training Commandant, Sir Wrigt Fitzhenly George KCN, MVO, QPM, CPM.\u2019 In a moment of enlightenment, he warned; \u2018Knowledge is power, but some people want \u2018Power without Knowledge.\u2019 He had encouraged reading among the \u2018Trainees.\u2019 Some did, and some did not. These were the ones that often \u2018Catch real hell\u2019 [Education: Slinger Francisco: \u2018Mighty Sparrow\u2019].<\/span><\/p>

PERSPECTIVE<\/span><\/p>\n

This commentary, in content, is lengthily extensive.\u2019 Those that believe that \u2018Morrocoy fly in the sky,\u2019 may ignore it. However, suffice to say, it primarily seeks to enlighten and educate. It looks at the apparent ill-advised \u2018Advocacy\u2019 for legislative empowerment\u2019 in implementing \u2018Limited States of Emergency\u2019 by; (i) \u2018Isolating a community in the event of affirmative actions; and (ii) Imposition of curfew and residential lock-downs; These are looked at from ; (iii) The Jamaica Experience; (iv) STRATCOM dissemination of the \u2018Police version of events, as they affect Police Killings.; It particularly looks at; (a) \u2018Implications for the citizenry; (b) Implications for constitutionally-enshrined rights and freedoms of the individual\u2019 [CO:1981]: and (c) The notorious; (a) \u2018Dominica Defence Force Behavior: and the then feared \u2018Dread Act\u2019 [1974]. To the knowledge of the students of history and those of posterity.<\/span><\/p>

FRATERNIZING WITH FANCY<\/span><\/p>

\"\"<\/a><\/div>\n

Every once in a while, a \u2018Commissioner of Police\u2019 comes along; Great confidence is reposed in his personality, more than of his capacity to manage and ability to lead. Then his ego is inflated, while his thoughts and imagination may influence courses of action, detrimental to the well-being of society, then it may urge utterances, capable of being described as; \u2018Utter nonsense\u2019 [Attorney Charlesworth Tabor]. The \u2018Constitution Order,\u2019 guarantees the rights and freedoms of every man, woman and child. If observed in practice, there shall be no reason not to eliminate that which \u2018Commissioner of Police, Atlee Rodney QPM,\u2019 had endeavored to achieve [ABS TV].<\/span><\/p>\n

NORMALCY- EMERGENCY<\/span><\/p>\n

Functionally, in Law enforcement, law enforcers are administratively managed and operationally deployed. Thus, they are the ones that decide the extent of power to be resided in \u2018State Agencies and Agents.\u2019 Hence, the \u2018Executive\u2019 decides, and agents of the State implement according to Law. Though not necessarily on the same level of docility, this appeared not to have been the \u2018Experiences\u2019 of former Commissioner of Police, \u2018Garry Griffith\u2019 [Trinidad and Tobago: 2018 -2020]. Conversely, every once in a while, a \u2018Prime Minister\u2019 devotes time to communicate to his constituents through \u2018Town Hall Meetings.\u2019<\/span><\/p>\n

OPEN CONFESSIONS<\/span><\/p>\n

Invariably, he\/she speaks to \u2018his trials and tribulations; his\/she cardinal sins; deeds or misdeeds.\u2019 Fundamentally, among the most important functions of any \u2018Commissioner of Police,\u2019 is endeavoring to strengthen and sustain reposed confidence. When \u2018Prime Minster, Dr. Keith Rowley\u2019 felt that the \u2018Commissioner\u2019 was behaving like \u2018an island unto himself,\u2019 he not only \u2018Told him so, but also \u2018Let Him Go.\u2019 Reflecting or reminiscing on his; (i) \u2018Satisfaction and dissatisfaction; His successes and failures; His decisional mistakes; and then he makes \u2018Open confessions.\u2019 The latter is not only good for his Soul, but also for constituents and public confidence.\u00a0<\/span><\/p>\n

LOST CONFIDENCE<\/span><\/p>\n

As working relations deteriorated, the \u2018Prime Minister\u2019 spoke fearlessly and forthrightly to the \u2018non-political decision\u2019 that he had taken. Respecting the appointment of the \u2018no-nonsense; tough-talking; pro-active crime combatant, \u2018Gary Griffith,\u2019 full confidence may have been reposed in him. Back then he was considered as the \u2018Best person for the job of Commissioner of Police.\u2019\u00a0 The media quoted him regrettably saying; (i) \u2018I lost confidence in Mr. Griffith as Commissioner\u2019 [Trinidad Express: 2018]. This is a paragraph, Prime Minister Gaston Browne\u2019 may wish to skip.<\/span><\/p>\n

BIGGEST MISTAKES<\/span><\/p>\n

Further research has revealed another quote: (ii) \u2018One year ago I wrote to the Police Service Commission (PSC), that I lost confidence in \u2018Garry Griffith as Commissioner of Police\u2019 [News Day: December 16, 2021]. Speaking at the \u2018Belmont Community,\u2019 he reportedly told community members that; \u2018Garry Griffith\u2019s appointment was the \u2018Biggest Mistake\u2019 of my life\u2019 [Daily Express: 2022]. Wherever, a \u2018Commissioner\u2019 places his\/her allegiance, he\/she still owes loyalty to the organization, subordinates and general public. Few \u2018Prime Ministers possess the testicular fortitude and the integrity to admit publicly, his \u2018Administrative Mistakes.\u2019<\/span><\/p>\n

STATE OF DERELICTION<\/span><\/p>\n

First, as it affects the well-being of Law enforcement, it shall do no harm speaking to the issues of; (a) \u2018Infrastructure; and (b) Administrative Behavior.\u2019 Administratively, these have always posed serious accommodation challenges. Thus, there shall be lawful and reasonable demands for the construction of more modern \u2018Infrastructure\u2019 to be used for both; (i) \u2018Police Stations; and (ii) Magistrate\u2019s Courts,\u2019 where they previously existed. None may deny that where those precincts were first, and well established to serve communities, have been in complete disrepair. None may argue that many became community eye-sore, before descending into a \u2018State of Dereliction.\u2019<\/span><\/p>\n

DEVOTION TO DUTY<\/span><\/p>\n

Moreover, none may deny that proper accommodation has been widely known to have a critical and positive impact on both morale, productivity and behavior that shall be seen as consistent with good discipline. Though gravely ignored, these have always been necessary to encourage inter alia: (i) \u2018Commitment to the \u2018Police Service; and (i) sustain \u2018Devotion to Duty.\u2019 Though, not necessarily the most influential factors, they have certainly helped in inspiring greater interest and commitment, productivity and a higher standard of discipline.\u2019<\/span><\/p>\n

CONSTITUTIONAL ANTIDOTES<\/span><\/p>\n

Fundamental to the infrastructure, are undoubtedly;(i) \u2018Adequacy of resources: (ii) An enabling environment; and (iii) Opportunities for professional development and advancement. Unlike the grievous practice of insularity, such shall be considered on the basis of; (a) \u2018Merit; (b) Ability; and (c) Integrity.\u2019 These as a \u2018Commissioner of Police\u2019 shall know, allow for both personnel and citizenry to \u2018Assert their conviction that their happiness and prosperity, can best be pursued in a \u2018Democratic Society\u2019 [CO: 1981: Principle: \u2018C\u2019]. Equally as much as Law enforcers have called for \u2018Limited States of Emergency,\u2019 in addressing \u2018Societal Lawlessness,\u2019 so too, are the \u2018Constitutional Antidotes\u2019 to address; \u2018Community disquiet; Social discontent\u2019 and Social Unrests.\u2019\u00a0<\/span><\/p>\n

ILLUSIONS OF POWER\/GRANDEUR<\/span><\/p>\n

That which shall be urged, is discontinuation of the apparent systemic practice of appointing personnel to positions beyond their professional competencies and managerial capacity. Thes often prompts the idiom; \u2018Placing square pegs in round holes.\u2019 Then they become \u2018Clock Watchers\u2019 and \u2018Moonlighters,\u2019 ever seeking way in shirking responsibility. Thus, when a \u2018Commissioner of Police\u2019 advocated, and sought to pre-empt legislation to empower him to exercise \u2018Emergency Powers, these speak to \u2018Illusions of Power and Grandeur.\u2019 That which were often associated with such power have been; \u2018Tyranny and Oppression; and Terror and Murder.\u2019\u00a0<\/span><\/p>\n

MOB RULE<\/span><\/p>\n

Clearly, with no evidence of; (i) Mob Rule; (ii) Gangsterism; and (iii) Gang violence; or (iv) Running gun battles with the criminal element,\u2019 makes it difficult for a \u2018political directorate and a citizenry to be convinced that their safety and security, were under serious and imminent threat. The day a \u2018Commissioner of Police,\u2019 surrenders his \u2018Dignity and Worth,\u2019 to become slave to docility and stupidity, is the day he becomes slave to exploitation. Moreover, it is the day that he shall know that without pomp and ceremony and fanfare, he would be trimmed from \u2018Size-plus,\u2019 to \u2018Size small.\u2019\u00a0<\/span><\/p>\n

NOVELTY OF OFFICE<\/span><\/p>\n

It is not necessarily good to tout that a \u2018Commissioner of Police\u2019 has been flying around and hiking about faster than he was solving crime. Even so, the citizenry shall know that these activities have always been part of the social and recreational life in a \u2018Police Services.\u2019 Though not necessarily Police personnel, those with oversized egos, have always considered it to be a \u2018Novelty of the office.\u2019 The apparently ill-advised public advocacy, that the \u2018Gaston-Browne-led administration\u2019 may amend the \u2018Police Act\u2019 to allow for the dastardly unthinkable, shall still position \u2018Commissioner of Police Atlee Rodney QPM,\u2019, to be credited for the brazen, yet citizen- provoke contempt for his apparent misguided utterances.<\/span><\/p>\n

BOY SCOUTS OR COMMISSIONERS<\/span><\/p>\n

In love as it is in war and peace, the things that a leader desires, could liken him\/her to a \u2018Fool.\u2019 It was to professional knowledge that the entire \u2018Organization of Eastern Caribbean States \u201cOECS),\u2019 have more \u2018Boy Scouts Commissioners,\u2019 than \u2018Cubs\u2019 in that organization. A small minority was more often \u2018toyed and buoyed; exploited and manipulated; then shaped and cultivated with a mindset akin to ancestral slaves. According to the \u2018Mighty Sparrow,\u2019 \u2018They like it so.\u2019 In such state of mind, these know not they are; \u2018Fools, breaking their own hearts.\u2019\u00a0<\/span><\/p>\n

FOOLS AND HEARTS<\/span><\/p>\n

Guided by the lyrical content and versatility and the unique version by the world-renowned social commentator, the artiste, sings to them; \u2018Only a fool breaks his own heart\u2019 [1964: Norman Bergen & Shelly Coburn]. Though a particular era of the nation\u2019s status under \u2018British Colonialism,\u2019 has been long passed, certain slave-like mentality continues its existence, up to this day.\u00a0 No \u2018Commissioner of Police,\u2019 shall be found, neither in wanting of \u2018character, intelligence and scruples, nor wanting of integrity and courage.\u2019 Equally as much as obtained in the \u2018State of Normalcy,\u2019 in the event of a declared \u2018State of Emergency,\u2019 the functions of Law enforcement remain the same applies.\u00a0<\/span><\/p>\n

REAKING HEARTS<\/span><\/p>\n

This said, \u2018Commissioners\u2019 with even one or more of these virtues, could never last as long as a \u2018Hot Cup of Blue Mountain Coffee.\u2019 Suggestively, there appears to be \u2018More Fools\u2019 with intellectual degrees, than are people afflicted with illiteracy, and affected by abject poverty. They do not \u2018Break their own hearts,\u2019 infrequently, the system does. Public administrators, often set up the citizens, as well as the electorate, against them. That which some \u2018Commissioners\u2019 may not know, policy-makers are the ones given the electoral mandate.<\/span><\/p>\n

PROTECT AND SERVE<\/span><\/p>\n

In this jurisdiction, \u2018Commissioner\u2019 is guided by law, \u2018Protect and Serve\u2019 the people [Police Act: Chapter 330]. For others, by the influences in the environment. This necessarily means that none shall; (i) \u2018Be a \u2018Law\u2019 unto him\/herself; or Operate outside the realm of law; or (iii) Seen as being above Law,\u2019 then to be treated as \u2018straw.\u2019 Moreover, none shall, unto himself, offer unsolicited \u2018Legislative Dictation,\u2019 to the \u2018Parliamentary Representatives,\u2019 against the \u2018Will and Wishes\u2019 of the people.\u00a0<\/span><\/p>\n

BRAIN MATTER<\/span><\/p>\n

When \u2018Cabinet,\u2019 uncompromisingly, unhesitatingly and unanimously, rejected the \u2018Commissioner\u2019s\u2019 quest of \u2018States of Emergency,\u2019 and exercisable attendant powers, members of \u2018Cabinet\u2019 may not only have seen smoke, but may also have wondered, if anything, just what he may have been puffing. Though not necessarily in these words, the membership may have said; \u2018That which you have advocated, led us to believe that taking such legislative course of action, could spell public administration and political disaster of epic proportion. Without much bruhaha, they may simply have suggested that the \u2018Commissioner\u2019 requests of their \u2018Parliamentary colleague, \u2018Sir Robin Yearwood,\u2019 a \u2018Cubana Cigar\u2019 that may assist him with more \u2018Brain Matter.\u2019<\/span><\/p>\n

POWER – EMERGENCY – CALAMITY<\/span><\/p>\n

Clearly not in desperate want of wielding legislative power, yet anticipating future societal disquiet; community unrest and gross lawlessness, \u2018Commissioner of Police, Atlee Rodney QPM,\u2019 may have seen trends that that necessitated him to secure the crime fighting requisites. Seemingly, sourcing difficulties than of his ego, subtly, yet unwittingly impelled him to call upon the present administration to avail him power of declaring \u2018Limited States of Emergency\u2019 in trouble-prone communities. That which he may not have considered was that he had no such mandate to determine that which is \u2018Emergency; or (b) That which is \u2018Calamity.\u2019<\/span><\/p>\n

LEGACIES<\/span><\/p>\n

Notwithstanding changes in criminal and anti-social behavior, in modern societies, if such powers were so required, then he would have inherited \u2018Legacies\u2019 left by \u2018former Commissioner of Police, Sir Wright Fitzhenly George KCN, CVO, QPM.\u2019 Pre-dating his enlistment into the \u2018Police Service,\u2019 Sir Wright\u2019 fought the criminal element with his managerial and leadership skills, complemented by the professional competencies of his deeply, committed loyal, highly motivated and \u2018Meritoriously Rewarded\/Awarded and \u2018Devoted-to-Duty\u2019 subordinates. At every level, there shall be functional cooperation between the; (a) \u2018Gazetted; (b) Inspectorate; (c) Subordinate; and (d) Constable ranks.\u2019<\/span><\/p>\n

STAY IN YOUR LANE<\/span><\/p>\n

Though the advocacy appeared not to have resonated with citizens and public officials, \u2018Commissioner of Police, Atlee Rodney QPM,\u2019 continues to face mounting \u2018Embarrassing Administrative Challenges\u2019 within the \u2018Police Service.\u2019 The \u2018Cabinet\u2019s\u2019 swift public rejection of the call for \u2018Limited States of Emergency,\u2019 speaks to a clear understanding by its membership. Inferentially, it means that no lesser mortal shall attempt to prepare a \u2018Road Map\u2019 for policy-making on which to give legislative consideration. Quite luckily, \u2018Cabinet Minister and Spokesperson and a \u2018House Majority member, Melford Nicholas,\u2019 appeared to have forgotten his famous line to \u2018Pathologist, Dr. Lester Simon;\u2019 \u2018Stay in your Lane.\u2019<\/span><\/p>\n

ADMINISTRATIVELY ENGAGED<\/span><\/p>\n

Except the people, no \u2018Commissioner of Police,\u2019 that sits not in the \u2018Cabinet,\u2019 shall attempt to shape the thinking of the political directorate in swaying them against the electorate. A \u2018Commissioner of Police\u2019 may have been so \u2018Administratively Engaged,\u2019 yet finding time in lobbying; (i) \u2018The Justice; Law and order and Police Minister;\u2019 and (ii) \u2018Police Service Commission (PSC)\u2019 to appoint more competent \u2018Gazetted Officers.\u2019 These are among that which may provide effective leadership to those seemingly starved of supervision.\u00a0<\/span><\/p>\n

PROFOUNDLY IMPORTANT<\/span><\/p>\n

The competence and supervisory efficiency by those so positioned, often help in; (a) Ensuring that trucks reportedly laden with citizen-recovered building material and tools were properly secured; and (b) Ensuring safety and accountability by \u2018Custodians of Police Court Exhibits,\u2019 held for; (i) \u2018Criminal trials; or (ii) Forfeiture proceedings.\u2019 This may have been among the purposes, for the ranks; (i) \u2018Deputy Commissioner; and (ii) Assistant Commissioner\u2019 to assist the Commissioner of Police.\u2019 Even more \u2018Profoundly Important,\u2019 are those critical matters of \u2018Police Welfare.\u2019\u00a0<\/span><\/p>\n

ADMINISTRATIVE ADVENTURISM<\/span><\/p>\n

Given this view, the call for \u2018Situational Powers\u2019 to address future \u2018Police-Determined Emergency\u2019 and the exercise of such powers, appear destined to run-counter to the \u2018Principles of Democracy,\u2019 and the \u2018Supreme Law- The Constitution Order\u2019 [No. 1106: 1981]. Not infrequently, egoism, zeal and anxiety, were known to have encourage \u2018Administrative Adventurism.\u2019 Many \u2018Police High Commands\u2019 were known to have grown egos, larger than their heads, with feet to step \u2018Commissioner of Police, Garry Griffiths\u2019 [Trinidad and Tobago].<\/span><\/p>\n

POLICY DECISIONS<\/span><\/p>\n

It may have been for very good reasons that the \u2018Framers of the Constitution\u2019 have placed the declaration of \u2018States of Emergency\u2019 into the considerations of: (i) \u2018The Prime Minister: and (ii) The \u2018Governor General,\u2019 acting on the advice of the \u2018Prime Minister\u2019 [CO: 1981: Section 20]. starved for knowledge,\u2019 could hear a \u2018Commissioner of Police\u2019 saying the wrong things. That which \u2018Commissioner of Police, Atlee Rodney QPM,\u2019 may have imprudently ignored, was that those that govern the nation, by the \u2018Will and Mandate\u2019 of the people,\u2019 were formidably positioned in making \u2018Policy Decisions,\u2019 not only for the electorate, but also the common good.\u00a0\u00a0<\/span><\/p>\n

PRUDENT THINKING<\/span><\/p>\n

That which appeared not to have informed \u2018Prudent Thinking\u2019 and\/or misguided public utterances on matters not of urgent public importance. While \u2018Commissioner of Police \u2018Atlee Rodney QPM,\u2019 may not necessarily have been \u2018Fraternizing with Fancy,\u2019 it might reasonably be inferred that \u2018Administrative Stupidity,\u2019 may have led him into areas that could have angered \u2018National Security Minister, Prime Minister Gaston Browne\u2019 and Police Minister Steadroy Cutie\u2019 Benjamin,\u2019 and by extension the \u20189-Member of Cabinet.\u2019<\/span><\/p>\n

MODEL NATION<\/span><\/p>\n

In comparison to neighboring \u2018Organization of Eastern Caribbean States (OECS),\u2019 such as: (i) \u2018St. Lucia; and (ii) St. Vincent and the Grenadines,\u2019 the twin-island nation of \u2018Antigua and Barbuda,\u2019 has not only been a \u2018Model Nation,\u2019 but also has been described as a \u2018Visitor\u2019s Paradise.\u2019 This may have been made evident by; (i) No public disorder; and (ii) There were no identifiable renegade communities within the nation. Besides, with the continuing combined \u2018Police\/Military Operations (PMO\u2019s),\u2019 the \u2018Security Forces,\u2019 has shown a deep resolve in making the nation safe and secure from the criminal element.<\/span><\/p>\n

COMMONALITY OF UNDERSTANDING<\/span><\/p>\n

Inferentially, to the extent that \u2018Members of Cabinet,\u2019 appeared to have shared \u2018Commonality of Understanding\u2019 of possible implications for that which may have been seen as a ridiculous call, it may have been sufficient to have fueled contempt within the nation\u2019s Cabinet. Thus, when the public lobbying\u2019 for empowerment through the Parliament for \u2018Limited States of Emergency,\u2019 was contemplated, a \u2018Commissioner of Police,\u2019 shall always seek the advice of the \u2019Heads of Special Branch and Criminal Investigations Department (CID).\u2019 They ought to be so positioned to speak to the currency of the \u2018State of Affairs,\u2019 as it affects; (a) National Security; and (b) Crime and Violence.\u2019\u00a0<\/span><\/p>\n

COMMUNICATIONS PROTOCOL<\/span><\/p>\n

Moreover, a \u2018Commissioner of Police\u2019 shall be prudently guided by \u2018Communications Protocol.\u2019 Most importantly, no matter how mindboggling, such shall also be shared with the \u2018Heads of the \u2018Security Forces- Defence Force and ONDCP.\u2019 Such, by, and of itself, speaks to \u2018Agency and functional cooperation.\u2019 Equally as important, he\/she shall know that likened to other jurisdictions, there exists a \u2018National Security Council (NSC).\u2019 Mindful of the \u2019Golden Rule\u2019 that advises; \u2018Only who needs to know.\u2019 Thus, those that need to know,\u2019 are members of this body.\u00a0<\/span><\/p>\n

CABINET SKEPTICISM<\/span><\/p>\n

Hence, they shall always be apprised, yet to be hearing the concern or request through the \u2018Journalistic Exploits\u2019 of \u2018Garfield Burford\u2019 [ABS]. One never knows who may guide a journalist\u2019 s knowledge. Looked at from the call reportedly made to the \u2018Legislative Assembly\u2019 and \u2018Cabinet\u2019s Swift Response,\u2019 it might very well be viewed as a \u2018Ridiculous Call\u2019 for \u2018Limited States of Emergency.\u2019 When State-owned \u2018ABS Tv\u2019 host, \u2018Garfield Burford\u2019 unsuspectingly, but skillfully pulled out from \u2018Commissioner of Police Atlee Rodney QPM,\u2019 the legislative consideration considered as a \u2018Crime Fighting Measure,\u2019 he had no idea that; (a) \u2018Cabinet would have harbored \u2018skepticism\u2019 over his motive.\u2019<\/span><\/p>\n

GANGS AND MOBS<\/span><\/p>\n

Had the nation been over-run by \u2018Criminal Gangs and Mobs,\u2019 and that the \u2018Police Service\u2019 was overwhelmed by a drastic increase in acts of criminality, then it may not have been considered prudent for the \u2018Police and National Security Ministers\u2019 to dispatch \u2018Police and Military\u2019 personnel to \u2018St. Lucia.\u2019 A member-nation within the \u2018Organization of Eastern Caribbean States (OECS),\u2019 it has reportedly seen a spate of violent crimes that have plagued that nation. Still, its \u2018Commissioner of Police\u2019 appear not to have made an open request to be statutorily empowered to use \u2018Emergency Powers\u2019 that inevitably will affect the freedoms and liberties of \u2018St. Lucians.\u2019<\/span><\/p>\n

ACCEPTABLE RATIONALE<\/span><\/p>\n

Members of \u2018Cabinet\u2019 may just have been looking at the impact on \u2018Social cohesion\u2019 as reported on social media\u2019 [Carib Daily News: August 25, 2023]. That which may very well have guided their collective response, may have been: (i) \u2018Abrogation; (ii) Infringement; and (iii) Abridgment of the constitutionally entrenched and protection-guaranteed rights, freedoms and liberties of the people. Seemingly, rather than presenting an \u2018Acceptable Rationale,\u2019 he has cited; (i) \u2018Barbados: (ii) Belize; and (iii) Jamaica,\u2019 as among other territories that have legislation that provides for the implementation of \u2018Limited State of Emergency.\u2019<\/span><\/p>\n

PRUDENT THINKING<\/span><\/p>\n

It has been an undisputed fact, that except for \u2018Barbados,\u2019 the latter two regional countries and non-members of the \u2018Organization of Eastern Caribbean States (OECS),\u2019 have been identified and listed as among \u2018six members of the international community with the \u2018Highest Murder Rates-Jamaica- 2<\/span>nd<\/span> and Belize- 5<\/span>th<\/span>\u2019 respectively. Excluding Barbados, those countries have been identified, as among the \u2018Most Dangerous Places\u2019 for \u2018Intentional Homicide\u2019 [WIO News.com: July, 2023]. The statistical data speaks to scant regard to the \u2018Sanctity of Life,\u2019 by cold-blooded killers in those jurisdictions.<\/span><\/p>\n

HIGHEST MURDER RATES\u00a0<\/span><\/p>\n

Statistically, research has shown that only two regional nations have very troubling \u2018Murder Rates\u2019 of; \u201937. 8 murders per 100, 000: and 56. 4 murders per 100, 000 people.<\/span>\u2019\u00a0 <\/span>Given the advocacy by \u2018Commissioner of Police, Atlee Rodney QPM\u2019 for \u2018Limited States of Emergency,\u2019 undoubtedly, as reported, those are nations that require the \u2018Toughest Cop\u2019 on Crime.\u2019 They need legislative measures, in restricting the movement of; (a) \u2018Gangsters; and (b) Combatively, neutralize the cold-blooded and merciless killers.\u2019 The mantra of \u2018Civil Authority\u2019 has always been to enlist the assistance of the Military,\u2019 and not the responsibility to takeover and curb or stop serious and violent crimes.\u00a0<\/span><\/p>\n

NSC MEMBERSHIP<\/span><\/p>\n

It was not clear what may have spurred the imagination or guided the thinking and belief that \u2018State of Emergency\u2019 is a \u2018Crime Fighting Measure.\u2019 If only for academic reasons, the currency of the membership of the \u2018National Security Council,\u2019 includes: (i) \u2018Prime Minster Gaston Browne- Chaiman; and members; (ii) Attorney General and Police Minister, Steadroy \u2018Cutie\u2019 Benjamin: (iii) Chief of Defence Staff, Colonel Telbert Benjamin: (iv) Commissioner of Police, Atlee Rodney QPM; and (v) Director of the \u2018ONDCP,\u2019 Colonel Edward Croft.\u2019\u00a0<\/span><\/p>\n

IMPLICATIONS: CITIZEN AND GOVERNMENT<\/span><\/p>\n

Instructively, that which \u2018Commissioner of Police Atlee Rodney QPM,\u2019 appeared to have lacked sufficient familiarity of, may have been that which necessitated the declaration of \u2018States of Emergency,\u2019 however \u2018Limited.\u2019 To appreciate the \u2018Nature\u2019 of the call for \u2018Limited States of Emergency,\u2019 is to understand the \u2018Implications\u2019 for the \u2018Freedoms and Liberties\u2019 long before entrenched and guaranteed protection by the \u2018Constitution Order\u2019 [CO: No: 1106: 1981]. Be it \u2018Limited\u2019 or full, looked at from the \u2018Belize and Jamaican perspective, \u2018States of Emergency\u2019 always have very \u2018Serious Implications\u2019 for both \u2018Citizen and Government.\u2019<\/span><\/p>\n

SOE: MODERN HISTORY<\/span><\/p>\n

In \u2018States of Emergency,\u2019 a \u2018Commissioner of Police\u2019 shall be considered reckless not to know, or be mindful of the unsupervised and unresisted trigger-happiness, invariably exhibited by personnel. More importantly, is an un-mindfulness of respect the \u2018Sanctity of Life,\u2019 demands. In the history of the nation of \u2018Antigua and Barbuda,\u2019 except for the declared \u2018State of Public Emergency (SOPE)\u2019 to quell) the riotous situation, occasioned by a \u2018Labour Union Rift\u2019 [1968: New York Times: March 21, 1968]. Several innocent citizens, said to have been in the safety of their homes, reportedly sustained \u2018multiple non-life-threatening gunshot wounds to their bodies.<\/span><\/p>\n

INCENSED AND IMPELLED<\/span><\/p>\n

These were reportedly inflicted upon relatively peaceful protestors. Most were said to have been \u2018Imperiled,\u2019 as to be so incensed, that they felt \u2018Impelled\u2019 into a \u2018Rioting Mode,\u2019 by the apparent; (a) \u2018Drastic Emergency Measures: and (b) High-handed tactics and methodologies adopted by law enforcers. Then in more modern times, and for reasons of the \u2018National Health,\u2019 the declared \u2018Emergency Measures\u2019 were considered of utmost necessity. It was primarily concerned not with criminal activities, but with controlling the spread of the dangerous and infectious \u2018Corona Virus-19 Pandemic\u2019 [SI: No. 16 of 2020].\u00a0<\/span><\/p>\n

EMERGENCY POWERS<\/span><\/p>\n

A \u2018Commissioner of Police\u2019 shall be so read, as to be informed through familiarization, the constitutional provision that Law enforcement actions shall not, in an adverse way, affect the lawful movement and the legitimate conduct of business by the populace. Advocacy for \u2018Emergency Powers,\u2019 necessarily demands consideration not only that which it hopes to achieve, but most importantly, comports with that which the \u2018People\u2019 have proclaimed for enjoyment and protection.\u00a0 Fundamental to such enjoyment, is the provision that states; \u2018If any other Laws is inconsistent with the Constitution,\u2019 to the extent of such inconsistency, the \u2018Constitution\u2019 shall prevail and that any other Law, whether or not requested by Law enforcers, shall be void\u2019 [CO: 1981: Section 2].\u00a0<\/span><\/p>\n

DOMINICA SYNDROME<\/span><\/p>\n

Though no evidence confirms or suggests otherwise, \u2018Commissioner of Police, Atlee Rodney QPM,\u2019 could never have been \u2018an infant in arm.\u2019 Though he may not necessarily have been mature to understand the \u2018Dominica Syndrome,\u2019 there may be no excuse for not knowing its history. He shall have known when the dual-positioned former \u2018Dominican Prime Minister\u2019 and Defence Force Commander Patrick John\u2019 enacted the notorious \u2018Dread Act\u2019 [1974]. Long titled; \u2018Prohibited and Unlawful Societies and Association Act,\u2019 the enactment appeared \u2018Mighty Dread.\u2019<\/span><\/p>\n

RUTHLESS BEHAVIOR – BRUTAL EVENTS<\/span><\/p>\n

While some \u2018Brutal Events\u2019 of yesteryear often evoke bitter memories, if only one historical fact that shall not descend, neither into obscurity, nor into the dark recesses of the mind. The people of the \u2018Commonwealth of Dominica\u2019 shall be credited for their steely-resolve and perseverance that the \u2018Ruthless Behavior of Prime Minister, Patrick John,\u2019 shall cease. They knew then that the \u2018Tree of Liberty\u2019 shall be watered by the \u2018Blood of the innocent.\u2019 Through the years, such resolution and determination have stood the test of time. Giving the \u2018Cabinet Ministers\u2019 and enforcers of Law the \u2018Benefit of Knowledge,\u2019 there may have been many that may have positioned themselves to understand certain constitutional provisions.<\/span><\/p>\n

DREADED \u2018DEFENCE FORCE\u2019\u00a0<\/span><\/p>\n

Research and history have identified him holding the dual-positions of; (i) \u2018Commissioner of Police\u2019 and (ii) Chairman of the notorious, and equally disbanded and \u2018Dreaded Dominica Defence Force (DDF).\u2019 The \u2018Mischief Aimed\u2019 by Parliament\u2019 and the \u2018Legislative Powers\u2019 vested in the \u2018Commissioner of Police,\u2019 speak to unchecked and unpunishable ruthlessness. It (a) Abrogated: (b) Infringed: and (c) Abridged\u2019 the \u2018Fundamental Rights and Freedoms\u2019 of the then emerging \u2018Rastafarian Community.\u2019<\/span><\/p>\n

EXPLOITATION BY OFFICIALDOM<\/span><\/p>\n

Wikipedia will show, inter alia, that which was intended and in actuality brutally, savagely and mercilessly done to the minority group. The Prime Minister,\u2019 reportedly placed \u2018Dread Act Power\u2019 in the hands of \u2018Commissioner of Police, Oliver N. Phillips\u2019 [1974]. Those so positioned, were often subjected to \u2018Exploitation by Officialdom.\u2019 The historical annals shall show no other declaration of \u2018States of Emergency in the life of the independent nation of \u2018Antigua and Barbuda.\u2019 That which research appears to have coincidentally shown, has been the \u2018Dominica Syndrome.\u2019\u00a0<\/span><\/p>\n

SIGNIFICANT EVENT<\/span><\/p>\n

Instructively, it revealed; (i) \u2018A declared \u2018State of Public Emergency;\u2019 and (ii) A deadly armed attack on the \u2018Police Headquarters of the \u2018Commonwealth of Dominica\u2019 [1981]. Thus, the \u2018Year-1981\u2019 bears three \u2018Significant Events;\u2019 (i) \u2018The People\u2019s uprising in the Commonwealth of Dominica; (ii) A declaration of a \u2018State of Emergency\u2019 by a ruthless Prime Minister, Patrick John: and outside of that jurisdiction, the attainment of Political Independence of Antigua and Barbuda\u2019 [November 1, 1981]. In the face, and under no veil threat of the use of Tear Gas: Rubber bullet; and Metal bullet\u2019 by the dreaded combination of the \u2018Police and Defence Forces.\u2019<\/span><\/p>\n

DOMINICA DREAD ACT<\/span><\/p>\n

\u00a0A notorious piece of legislation called the \u2018Dominica Dread Act\u2019 [1974], saw the most dreadful occurrences.\u2019 That unfolded, speaks to; (i) A collapsed Government; and (ii) An attack on the Police left \u2018Police Constable Matthias Alexander\u2019 fatally wounded.\u2019 It was also revealed that \u20186-convicted cold-blooded murderers, all ex-Dominica Defence Force (DDF) personnel were indicted and convicted for the \u2018Jointly and common purpose\u2019 \u2018Deadly Escapade\u2019 [June 24, 1983: Criminal Appeal: Docket No: 10: 11: 12: 13: 14: and 17 of 1983]. They were all convicted by a mixed-Jury. The numbers represent the convicted murder-accused.\u00a0\u00a0<\/span><\/p>\n

JOURNALISTIC QUIZZING<\/span><\/p>\n

The evidence as dictaed by then \u2018Jamaican Jurist and Eastern Caribbean Supreme Court (ECSC) Chief Justice, His Lordship Justice, Sir Lascelles Lister Robotham [ECSC: 1984 – 1991],\u2019 is graphic. It was the \u2018Journalistic Quizzing\u2019 by Garfield Burford,\u2019 that had prompted research into the \u2018Advocacy for Limited States of Emergency\u2019 [ABS Tv]. That which was instructive, were; (i) \u2018The \u2018Judicial Notice; and (ii) A seemingly \u2018Corruptible Evidential Omission.\u2019 The \u2018Learned Chief Justice\u2019 wrote: \u2018Although no evidence was led of this at trial, it is a matter of record that on the fateful morning of \u2018December 19, 1981,\u2019 the deceased Constable came to an untimely death\u2019 [Paragraph 3].<\/span><\/p>\n

CAUSE OF DEATH: MOST GRAPHIC<\/span><\/p>\n

His Lordship continues; \u2018On February 13, 1981,\u2019 a \u2018State of Public Emergency\u2019 had been declared following on political unrest.\u2019 The evidence that appeared \u2018Most Graphic\u2019 may have been that of \u2018Pathologist, Dr. Kareemulo.\u2019 Unlike the apparent \u2018wishy-washy\u2019 Pathologists Reports obtained in some jurisdictions, the \u2018Pathologist\u2019 has shown a \u2018Professional Thoroughness.\u2019 His evidence states; \u2018The \u2018Cause of Death\u2019 was; (a) \u2018Abdominal hemorrhage and shock; (b) Resulting from a devastating shotgun blast; (c) Leaving a 5cm round wound in the left lower quadrant of the abdomen.\u2019<\/span><\/p>\n

GUNSHOT INJURIES: MOST HORRIFIC<\/span><\/p>\n

This may have had profound effect on the mind of the Jury.\u2019 The \u2018Most Horrific\u2019 in the \u2018Report\u2019 graphically states; (d) \u2018It mutilated the abdominal organs; and (e) Fragmented the lumbar spine at the level of the 3<\/span>rd<\/span> and 4<\/span>th<\/span> lumbar vertebra.\u2019 In \u2018States of Public Emergency,\u2019 however \u2018Limited,\u2019 and where \u2018Constitutional Rule\u2019 is suspended and \u2018Military Rule\u2019 supersedes, and due regard to the \u2018Sanctity of Life\u2019 could not be guaranteed, these are the deadliest of \u2018Inescapabilities\u2019 (new-used word).<\/span><\/p>\n

DEADLY ATTACK<\/span><\/p>\n

Researching for this commentary, it revealed a \u2018Deadly Attack\u2019 launched by irate members of the brutal and deadly disbanded \u2018Dominica Defence Force.\u2019 In the Case; \u2018State of Dominica v Newton et al,\u2019 speaks to horrors that may come to the innocent citizen.\u2019 The call for \u2018Situational Powers,\u2019 appeared misguided. It may have brought no amusement to members of the \u2018Antigua and Barbuda Cabinet.\u2019 Still, they could have believed that \u2018Commissioner pf Police, Atlee Rodney QPM,\u2019 had an overfill of the \u2018featherless and wingless, grassy-marine four-legged- resident called- \u2018Mountain Chicken.\u2019<\/span><\/p>\n

FROG DELICACY<\/span><\/p>\n

Condimented with \u2018Chili pepper, cooked and consumed as a delicacy, the \u2018froggy-delight\u2019 reportedly came very close to extinction. Even so, Attorney-at-law \u2018Charlesworth Tabor\u2019 spoke to his delight at the famous \u2018Papillote Rain Forest Restaurant\u2019 [OECS: Commonwealth of Dominica]. Given his sanity and intellect, and a mind that appeared not to have been \u2018Froggily Befuddled,\u2019 he described the call for \u2018Limited States of Emergency,\u2019 as \u2018utter nonsense\u2019 [ABS TV: August 23, 2023].<\/span><\/p>\n

PAPILLOTE OR MARIGOT<\/span><\/p>\n

However, be it at \u2018Papillote or Marigot;\u2019 Mountain with, or without frog or chicken; or Delicacy or ecstasy, likened to call for \u2018States of Emergency Powers,\u2019 neither; (i) \u2018National Security Minister, Prime Minister Gaston Browne: (ii) Police Minister Steadroy \u2018Cutie\u2019 Benjamin; nor (iii) The \u20189-member Cabinet\u2019 were prepared to give legislative consideration to anything called \u2018Limited Emergency State of Emergency.\u2019 Instructively, in spite of the several \u2018Dreadful Hurricanes\u2019 that have left trails of destruction on both \u2018Antigua and Barbuda,\u2019 have seen no declaration of \u2018States of Emergency.<\/span><\/p>\n

STATISTICALLY EVIDENT<\/span><\/p>\n

Neither has any been so declared for reasons of; (b) \u2018A drastic increase in crime.\u2019 Asserting these \u2018Truths,\u2019 none may claim a \u2018Major Uptick\u2019 in crimes have prompted the advocacy. It cannot be said that such an uptick\u2019 was \u2018Statistically Evident.\u2019 Neither in the economically-marginalized and indigent communities on the periphery of the City of St. John\u2019s, nor in rural and suburban communities. Having referred to \u2018Emergency Measures\u2019 obtained in \u2018Jamaica,\u2019 it shall offend enlightenment to look closely at that which was reportedly advocated by \u2018Commissioner of Police Atley Rodney QPM.\u2019<\/span><\/p>\n

JAMAICA EXPERIENCE<\/span><\/p>\n

Research has shown that which were obtained in the \u2018Jamaica Experience.\u2019 For \u2018SOE,\u2019 The \u2018National Security Council (NSC)\u2019 gave considerations to specific situations such as: (i) \u2018Natural disasters; (ii) Catastrophic fires; (ii) Outbreak of infectious diseases; and (iv) Drastic increase in crime\u2019 [JIS]. That which were widely known are that; (a) \u2018Likened to the rest of the international community, that nation was w stricken by the \u2018Corona Virus-19 Pandemic: and (b) Constantly and continuously plagued by the rampancy of \u2018Crime and Violence,\u2019 the most prevalent of which have been; \u2018Murders,\u2019 including \u2018Extra-Judicial Killings\u2019 by members of the \u2018Security Forces.\u2019 Amnesty International\u2019 has reported yearly statistics of \u2018146 victims\u2019 [AI].<\/span><\/p>\n

PUBLIC EMERGENCY<\/span><\/p>\n

Speaking to <\/span>\u2018Public Emergency,\u2019<\/b> the authorities explained this as; \u2018An extraordinary situation that poses a threat to the safety and security of a country\u2019 [Jamaica Information Service (JIS): July 1, 2022]. The \u2018JIS\u2019 further explains this as; \u2018A period during which a period which a government declares that a \u2018Public Emergency\u2019 necessitates \u2018State\u2019 empowerment to initiate actions and implement policies not normally permitted\u2019 in a constitutional democracy. Cognizance of the violence-prone \u2018Gun-toting gangsters and robbers,\u2019 the \u2018Jamaican\u2019 authorities have published for the information and knowledge of nationals at home, as well as those in the \u2018Diaspora.\u2019<\/span><\/p>\n

ARREST WITHOUT WARRANT<\/span><\/p>\n

Logic therefore, dictates that responsible Governments shall always embark upon formulating measures to avert catastrophic situations.\u2019 This has always been to gain control of the situation, that it allows for mitigation, even at the inconvenience of the citizenry. Unlike some regional \u2018Strategic Communication Units,\u2019 intending not to mislead or deceive, that which the \u2018JIS\u2019 provided for public information and knowledge\u2019 on \u2018States of Emergency,\u2019 were these: (i) \u2018When an \u2018SOE\u2019 is called, the Government grants the Security Forces \u2018Temporary Additional Powers to; (ii) \u2018Exercising \u2018Emergency Powers,\u2019 persons, buildings and homes were subject to search \u2018Without Warrant.\u2019<\/span><\/p>\n

DETENTION – FOR 7 DAYS<\/span><\/p>\n

It appeared obvious, that very little of these were factored into the \u2018Commissioner\u2019s Advocacy\u2019 for \u2018Limited States of Emergency.\u2019 As obtained in that jurisdiction, persons suspected of acts of criminality; (i) May have been arrested \u2018Without Warrant;\u2019 (ii) They shall have been detained for 7 days;\u2019 and (iii) Operational business hours shall have been curtailed.\u2019 The authorities provided the physical areas in which the provisions for \u2018SOE had applied.\u2019\u00a0 Among the \u2018Emergency Measures; the most restrictive were reported to have been; (a) A \u2018Curfew\u2019 during \u2018SOE;\u2019 and (b) Persons in the stipulated areas were required to remain inside\u2019 [Jamaica Information Service].\u00a0<\/span><\/p>\n

RESTRICTIVE MEASURES- \u2018AB\u2019<\/span><\/p>\n

From the \u2018COVID-19 Pandemic,\u2019 such restrictions were well known to residents of \u2018Antigua and Barbuda.\u2019 Apart from the imposed restrictions, many residents have experienced the wrath of some members of the \u2018Security Forces.\u2019 Some families were left distraught over the behavior of the \u2018Security Forces,\u2019 one family had to; (a) Prepare for a funeral to bury the dead; and (b) Medical officers had to dress the wounds of the injured, as they cared for the dying and \u2018Corona Virus\u2019 victims. The declaration of \u2018States of Emergency,\u2019 horribly reminds of the experiences, during the infectious deadly virus.\u2019\u00a0<\/span><\/p>\n

FLIRTING WITH REJECTION<\/span><\/p>\n

A \u2018Commissioner of Police\u2019 shall ever be mindful and ever seeking to represent the \u2018Police Service,\u2019 not only of its statutory responsibilities as contained in the \u2018Police Act [Sections 22 and 23: Chapter 330]. Moreover, matters that shall engage the attention of the \u2018National Security Council (NSC),\u2019 shall be formally channeled as \u2018Procedural Protocols\u2019 dictates. As it affects \u2018States of Emergency,\u2019 the moods of this body, and to a lesser extent, the \u2018Cabinet, shall always be ascertained or assessed, before public disclosure. A \u2018Commissioner\u2019 in breach of this, or any other breach, runs the risk of being seen as \u2018Flirting with Rejection.\u2019\u00a0<\/span><\/p>\n

EGO-SHATTERING BLOW<\/span><\/p>\n

Though there may have been situations that speak to certain acts of criminality, the populace appeared not to have been disposed to throng the streets in protestations. Neither can it be contradicted that general public and members of the wider society, have been so provoked as to have been driven to \u2018Affirmative Action.\u2019 Sensing societal anger, outrage and wrath, the \u2018Cabinet,\u2019 led by its Chairman, Prime Minister Gaston Browne,\u2019 incidentally, the \u2018Chaiman of the NSC,\u2019 inferentially, sided with his \u2018Cabinet\u2019 colleague in delivering an apparent \u2018Ego-Shattering Blow\u2019 to \u2018Commissioner of Police, Atlee Rodney QPM.\u2019\u00a0<\/span><\/p>\n

IMPLICATIONS AND IMPACT<\/span><\/p>\n

Obviously, more concerned with \u2018Implications and Impact\u2019 on; (a) \u2018Good Governance; (b) Ensuring a peaceful stable society; and (c) Maintaining a stable Government,\u2019 be it on \u2018State-owned or social media, it was evident that \u2018Cabinet Executives\u2019 would have no imps or lesser mortals dictating matters, neither of; (a) \u2018Governmental Policy; nor (b) National Security.\u2019 A \u2018Commissioner\u2019 shall know that matters of \u2018Public Emergency\u2019 the power to determine and decide, has been vest, reserve and reside in; (i) \u2018The Prime Minister; and (ii) The \u2018Governor General.\u2019\u00a0 Sharpened knowledge and quick wit may only come from familiarity with that contained in the \u2018Constitution Order\u2019 [CO: 1981: Section 20].\u00a0<\/span><\/p>\n

CONSTITUTIONAL POWER<\/span><\/p>\n

While there are; (i) \u2018Common Law; and (ii) Statutory Power,\u2019 none is more powerful than \u2018Constitutional Power.\u2019 It might reasonably be inferred that members of \u2018Cabinet\u2019 have devoted time, either to read or listen to programme. It was suggesting that he became \u2018Felo-De-Se\u2019 or Felon of himself (Suicide).\u2019\u00a0<\/span><\/p>\n

STRATEGY ON COMMUNICATIONS<\/span><\/p>\n

The \u2018Strategic Communication (STRATCOM),\u2019 the most perfect name for disseminating \u2018Law enforcement Accounts,\u2019 has made a name for itself. It has often omitted the \u2018Deceased Versions.\u2019 But then, everyone knows that; \u2018Dead men tell no tales.\u2019 In Law enforcement, there comes a time when Law enforcement spokesperson shall present the \u2018Police Version of Events.\u2019 There has to be devised \u2018Strategies on Communicating\u2019 to the media. This was particularly so as the relate to; (i) \u2018Crime fighting; and (ii) Police Killings.\u2019 The latter has often escaped; (i) \u2018Coroner\u2019s Inquisitions; (ii) Attention of the Director of Public Prosecutions (DPP); and (iii) \u2018Trials at the Criminal Assizes.\u2019\u00a0\u00a0<\/span><\/p>\n

DEAD MEN<\/span><\/p>\n

None were told by: (i) \u2018Bruce Greenaway 43\u2019 [April 9-13, 2020]: (ii) Unarmed prison farm- escapee, Shanell Thomas 34\u2019 [ANR: February 9, 2022]; (iii) Suspected mentally-deranged Andrew Noyce 40\u2019 [ANR: April 22, 2022]: and (iv) Gainfully self-employed jet ski-operator, Mannie James 45\u2019 [August 5, 2023]. These were either killed under a \u2018State of Public Emergency,\u2019 or in the \u2018State of Normalcy.\u2019 In whichever state, one thing that appears certain, is that at the hands of some members of the \u2018Security Forces,\u2019 there will be grief and sorrow and burials near to the \u2018National Heroes Park\u2019 at Tomlinson.\u2019<\/span><\/p>\n

GUNNED-DOWN VICTIMS<\/span><\/p>\n

Seemingly, as \u2018Mannie James\u2019 fled from the hot-pursuit \u2018JTF\u2019 members, likened to a boomerang, his bullet circled around and struck him in the back.\u00a0 This was the latest of reports, and may very well be the last of such pronouncements. Even more intriguing, has been the information that the shot victims were \u2018rushed to the \u2018Sir Lester Bird Medical Center (SLBMC)\u2019 where they were \u2018pronounced dead.\u2019 Incidentally, unlike those \u2018Gunned-Down Victims\u2019 that were never seen on the run, \u2018Mannie James\u2019 could have been seen \u2018Running Like a Hare,\u2019 from its prey. Subsequently, his apparent lifeless body was seen being dragged along the \u2018Grays\/Green Street.\u2019\u00a0\u00a0<\/span><\/p>\n
