REAL NEWS: The United Progressive Party (UPP) is calling for a transparent and\u2028fair investigation into the extra-judicial killing of Bendals resident\u2028Mannie James.<\/p>

Leon Chaku Symister, the Party\u2019s spokesperson on legal matters,\u2028says that James is reportedly the ninth person to have been killed by\u2028the Police over a nine-year period, that is, since 2014. And from a\u2028public standpoint, Symister says, there has not been any\u2028investigations into these killings or any subsequent findings.<\/p>\n

James, a 45-year-old father of two, was shot in the back by law-\u2028enforcement officers following a high-speed chase from one side of\u2028the island into the Grays Farm community.<\/p>

\"\"<\/a><\/div>\n

Having not being present, Symister says, neither he nor the Party is\u2028not in a position to say whether the killing of James was justified.\u00a0\u2028But, on the face of it, and since James was shot in the back while\u2028running away, the attorney says there is no way this could be a\u2028justifiable killing by lawmen.<\/p>

\"\"<\/a><\/div>\n

Accordingly, the UPP spokesman says the Party is calling for a fair,\u2028impartial and transparent investigation by the Police and for the\u2028findings to be made public.<\/p>\n

Symister notes that Antigua and Barbuda is a signatory to several\u2028treaties and member of commissions, including the Inter-American\u2028Commission on Human Rights, which is a body charged with\u2028independently investigating this sort of killing.\u2028\u2028While Antigua is a member of this international body, Symister\u2028observes, it has never been called upon to investigate such extra-\u2028judicial killings \u2013 even though the deputy governor-general, Sir Clare\u2028Roberts, chaired the organization for a time.<\/p>

\"\"<\/a><\/div>\n

Sir Clare, he says, sat in hearings\u00a0related to such investigations in\u2028other jurisdictions; and, yet, ironically, no such probe has ever been\u2028undertaken in Antigua and Barbuda where, in nine years, nine\u2028similar killings have taken place.<\/p>\n

The UPP spokesperson says it is not for the Police alone to\u2028investigate what happened in this latest instance. Rather, Antigua\u2028and Barbuda must inform the Commission of the incident, and that\u2028body will conduct an investigation into what transpired.<\/p>

While any individual may write to the body, asking for its\u2028intervention if the Government fails to do so, Symister says it might\u2028not trigger the Commission\u2019s response, since these treaties are\u2028usually based on government-to-government interaction.<\/p>

The attorney says this issue was raised with him just days ago, and\u2028he has begun research to see which channels, outside of\u2028government, can be utilised.<\/p>\n

According to Symister, the Nation cannot continue to foster a society\u2028in which the Police, in whatever circumstances, can take the life of a\u2028citizen without consequences.<\/p>\n

He acknowledges that the UPP is not in the position to make any\u2028judgment at this time \u2013 and none is being made. Rather, the Party is\u2028simply asking for an investigation of a particular calibre.<\/p>\n

Meanwhile, the Police have said that its investigations will be\u2028conducted in accordance with the Coroners Act and will be\u2028undertaken in a transparent and fair manner.<\/p>\n
