and its vision for the optimal health and<br \/>\nwell-being of the residents of Antigua and Barbuda joined ranks under the same<br \/>\nMinistry.<\/p><div id=\"antig-2919798470\" class=\"antig-content_5 antig-entity-placement\"><a href=\"https:\/\/www.facebook.com\/ablpag\" aria-label=\"ABLP_2026_Launch_English_Digital-BB\"><img for all sectors internationally, the assignment of the Directorate of<br \/>\nGender Affairs (DOGA) under the Ministry of Health provides a unique opportunity to<br \/>\nexamine the efficacy of public health services on the lives of women in<br \/>\ncommemoration of International Women\u2019s Day 2023.<\/p>\n<p>The public health space in Antigua and Barbuda is a sector largely used by<br \/>\nwomen. Of the roughly 49% of Antiguans and Barbudans who depend solely on public health services1, women particularly in lower- income or vulnerable households, have<br \/>\npredominately taken advantage of the ever- expanding services in the sector.<\/p><div id=\"antig-1771668997\" class=\"antig-content_4 antig-entity-placement\"><a href=\"https:\/\/discoverflow.co\/web\/antigua\" aria-label=\"ANU CVP \/>\nmany of which are free of cost for residents, the existence of primary and secondary care at the community clinics includes maternal, adolescent, and child health services, reproductive health services and the treatment and monitoring of sexually transmitted infections and diseases (STI\/STD) including HIV2, allowing women to easily access healthcareservices which are specific to their needs.<\/p><div id=\"antig-1164336142\" class=\"antig-content antig-entity-placement\"><a href=\"https:\/\/www.facebook.com\/ReggaeInTheParkAntigua\" aria-label=\"lucanio\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:864\/h:1080\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2020\/12\/lucanio.jpeg\" alt=\"\" width=\"1080\" height=\"1350\"   \/><\/a><\/div>\n<p>For example, 100% of women in Antigua and Barbuda can access, free of cost, a range of contraceptive options at the community clinics and the Antigua and Barbuda Planned Parenthood Association (APPA), including condoms, combined oral contraceptive pills, contraceptive injections and the Intrauterine device or coil (IUD).<\/p>\n<p>Another example is the Ministry of Health\u2019s Cervical Screening Project which launched<br \/>\nin September 2022 through collaboration with the Pan-American Health Organisation<br \/>\n(PAHO) and Basic Health International (BHI). This project was ideal for demonstrating<br \/>\nwomen\u2019s response to new and innovative methods in healthcare. The project was<br \/>\nbased on the World Health Organisation\u2019s (WHO) policy for the elimination of cervical<br \/>\ncancer through vaccination, screening, early detection, and the treatment of<br \/>\nprecancerous lesions.<\/p><div id=\"antig-3906002655\" class=\"antig-content_2 antig-entity-placement\"><a href=\"https:\/\/www.courts.com\/antigua\/\" aria-label=\"500X500 (1)\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:500\/h:500\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg\" alt=\"\"  srcset=\"https:\/\/mlavawteztbj.i.optimole.com\/w:500\/h:500\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg 500w, https:\/\/mlavawteztbj.i.optimole.com\/w:300\/h:300\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg 300w, https:\/\/mlavawteztbj.i.optimole.com\/w:150\/h:150\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg 150w\" sizes=\"(max-width: 500px) 100vw, 500px\" width=\"500\" height=\"500\"   \/><\/a><\/div>\n<p>The project screened nearly 1,600 women for the Human Papilloma Virus (HPV) in<br \/>\nfour (4) months, exceeding its target of 1,500 women in six (6) months. The traditional<br \/>\nmethod of cytology testing was replaced with the innovative and high-performance<\/p>\n<p>PCR HPV testing which proved more sensitive for detecting HPV in a shorter period.<br \/>\nThe delivery of screening at the local community clinics ensured that mostly women<br \/>\nfrom vulnerable households were able to access HPV testing and where necessary,<br \/>\nreceive treatment for precancerous lesions.<\/p><div id=\"antig-2322709229\" class=\"antig-content_3 antig-entity-placement\"><a href=\"https:\/\/www.antiguabarbudaculinarymonth.com\/\" aria-label=\"CM key_WEB 1300x300_1\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1301\/h:301\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2021\/04\/CM-key_WEB-1300x300_1.jpg\" alt=\"\"  srcset=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1301\/h:301\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2021\/04\/CM-key_WEB-1300x300_1.jpg 1301w, https:\/\/mlavawteztbj.i.optimole.com\/w:300\/h:69\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2021\/04\/CM-key_WEB-1300x300_1.jpg 300w, https:\/\/mlavawteztbj.i.optimole.com\/w:1024\/h:237\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2021\/04\/CM-key_WEB-1300x300_1.jpg 1024w, https:\/\/mlavawteztbj.i.optimole.com\/w:768\/h:178\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2021\/04\/CM-key_WEB-1300x300_1.jpg 768w\" sizes=\"(max-width: 696px) 100vw, 696px\" width=\"1301\" height=\"301\"   \/><\/a><\/div>\n<p>This feat is not to be underestimated due to the high rates of cervical cancer in the<br \/>\ntwin island state. According to Chair of the Cervical Cancer Task Force and Lead on<br \/>\nthe HPV Implementation Project, Dr. Cherie Tulloch, cervical cancer is the most<br \/>\ncommon gynaecological cancer being treated at the Sir Lester Bird Medical Centre<br \/>\n(SLBMC) Oncology Department and Antigua and Barbuda is reported to have one of<br \/>\nthe highest rates of cervical cancer in the Eastern Caribbean region.<\/p><div id=\"antig-2244235602\" class=\"antig-content_6 antig-entity-placement\"><a href=\"https:\/\/discoverflow.co\/web\/antigua\" aria-label=\"ANU CVP Digital Broadband 1200x400_1\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1201\/h:401\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg\" alt=\"\"  srcset=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1201\/h:401\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 1201w, https:\/\/mlavawteztbj.i.optimole.com\/w:300\/h:100\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 300w, https:\/\/mlavawteztbj.i.optimole.com\/w:1024\/h:342\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 1024w, https:\/\/mlavawteztbj.i.optimole.com\/w:768\/h:256\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/11\/ANU-CVP-Digital-Broadband-1200x400_1-1.jpg 768w\" sizes=\"(max-width: 696px) 100vw, 696px\" width=\"1201\" height=\"401\"   \/><\/a><\/div>\n<p>Only 13% of women seeking treatment at SLBMC were Stage One, meaning that over 80% of women were in advanced stages when seeking treatment for this preventable cancer.The approach for essentially universal healthcare not only benefits women but also<br \/>\nthe Ministry of Health. With most women able to access maternal health services<br \/>\nthroughout their pregnancy thus allowing medical professionals to identify and treat<br \/>\nearly complications, Antigua has been able to consistently reduce its maternal and<br \/>\ninfant mortality rate yearly, resulting in maternal mortality of less than 70 per 100,000<br \/>\nlive births, and achieving a target under the Sustainable Development Goals (SDG)<br \/>\nfor ensuring healthy lives and promoting well-being.<\/p>\n<p>In addition, universal access to sexual and reproductive healthcare services and the<br \/>\nresulting increase in women accessing early maternal care has contributed to Antigua<br \/>\nand Barbuda\u2019s certification as one of eight (8) Caribbean territories and states to<\/p>\n<p>eliminate mother-to-child transmission of HIV and Syphilis10 and has maintained this<br \/>\ncertification as of 2022. Initiatives such as free access to contraceptives at the<br \/>\ncommunity clinics may also be considered a contributory factor to the decreasing rates<br \/>\nof adolescent fertility in the twin island state, which has seen a 36.8% decrease<br \/>\nbetween 2000 and 2022.11 In addition, Antigua and Barbuda stands as the first country<br \/>\nto undergo comprehensive training for the elimination of cervical cancer through the<br \/>\nWHO\u2019s HPV Manual.<\/p>\n<p>12 In addition to international recognition, these programs serve<br \/>\nas a smart investment for the government. The programs can reduce incidences of<br \/>\nfinancial catastrophic and medical impoverishment among vulnerable households as<br \/>\nwell as reduce health and social government expenditure on catastrophic health<br \/>\nincidents as well as social welfare programs caused by unwanted and unplanned<br \/>\npregnancies or reproductive health emergencies which the government may be forced<br \/>\nto pocket.<\/p>\n<p>Initiatives in health sectors not specific to women but for which women tremendously benefit must not be ignored. Antigua and Barbuda now has two (2)<br \/>\nresident psychiatrists as well as immediate access to other<br \/>\npsychiatrists within the Eastern Caribbean.<\/p>\n<p>The country has also appointed psychiatric nurses in the community clinics<br \/>\nwhich has helped reduce the burden on the island\u2019s sole<br \/>\npublic mental facility.This has allowed increased access to mental health services in<br \/>\ngeneral and for women.<\/p>\n<p>According to Superintendent of Public Health Nurses (SPHN),<br \/>\nMs. Almarie Roberts-Coates,the increased access to mental health services has not only been ideal for the early detection or onset of mental and emotional challenges but<br \/>\nparticularly among women, has opened conversations on postpartum depression, a condition often misunderstood, as well as conversations on the impact of self-care and<br \/>\nself-love on women\u2019s health.<\/p>\n<p>Women have not only served as the major beneficiaries of the public health sector but<br \/>\nare also agents of change in the sector. While the initial image of healthcare is often<br \/>\na man in a white coat with a stethoscope around his neck, the \u2018motor\u2019 of the sector is<br \/>\na woman in white attire and orthopaedic shoes, consistently interacting with patients,<br \/>\nmonitoring vitals and providing 24\/7 bedside care to the residents of the sole public<br \/>\nhospital.<\/p>\n<p>This was particularly evident during the height of the coronavirus disease<br \/>\n2019 (COVID-19) pandemic where nurses provided 24-hour primary care in the face<br \/>\nof increased exposure, no vaccines, and limited treatment for an obscure virus in this<br \/>\narea of the world. According to Nurse Almarie Roberts-Coates, the COVID-19<br \/>\npandemic publicly displayed not only the importance of nurses but their resilience in<br \/>\nundertaking the role of health provider, therapist, activist, and supervisor for the<br \/>\nthousands of persons infected and affected while maintaining their other healthcare<br \/>\nduties. Over the past ten (10) years, women have even begun to dominate as the persons in<br \/>\nthe \u201cwhite coat with the stethoscope\u201d as well as adjudicating figures in the sector.<br \/>\nBased on data from Antigua and Barbuda\u2019s Medical Association, most licensed<br \/>\nmedical practitioners in Antigua, particularly those who live and work continuously on<br \/>\nthe island, are women.16 The Chief Medical Officer (CMO), Deputy CMO, and<br \/>\nPermanent Secretary of the Ministry of Health, key personnel in the development and<br \/>\npush of public health policies are women, signalling that higher educational attainment<br \/>\nat the tertiary level by women is now translating into equal access to economic<br \/>\nopportunities and decision-making positions.<\/p>\n<p>The public health sector has certainly made significant strides in women\u2019s health and<br \/>\nleadership; however, the work is far from over, particularly when maintaining<br \/>\nmomentous achievements.<\/p>\n<p>CMO, Dr. Rhonda Sealey-Thomas who also chairs<br \/>\nPAHO\u2019s regional validation committee responsible for the validation and revalidation<br \/>\nof countries of the EMTCT of HIV and Syphilis, noted that the Ministry of Health\u2019s<br \/>\npriorities over the next five years will be the updating of its National Strategic Health<br \/>\nPlan (NSHP) which expired in 2019, and the physical improvement of healthcare<br \/>\nfacilities.<\/p>\n<p>Whereas the NSHP previously included limited reference to sexual and<br \/>\nreproductive health services, an updated plan will include a greater focus on these<br \/>\nservices, particularly in light of Antigua\u2019s elimination of mother-to-child HIV and<br \/>\nSyphilis transmission and the island\u2019s intention to maintain this certification. From the<br \/>\nNSHP will emerge other critical policies including updated policies on NCD, HIV\/AIDS<br \/>\nreduction as well as Mental Health Access, and an improved system of monitoring and<br \/>\nevaluation to track the success of the policies.<\/p>\n<p>The improvement of healthcare facilities will include the building of modern purpose-<br \/>\nbuilt facilities and the continued introduction of technologies, particularly in community<\/p>\n<p>clinics. One such immediate facility is the Fiennes Institute19, a plan no doubt<br \/>\nwelcomed by the women working and residing in the current facility.<\/p>\n<p>2023 has been a critical year for the future of Antigua and Barbuda. The recent election<br \/>\nand the newly appointed government mean the establishment of new priorities, some<br \/>\npolicies, and plans for the continued development of the country. This reflection on the<br \/>\nimpact of public health services on the lives of women demonstrates the importance<br \/>\nof mainstreaming gender in public health policy.<\/p>\n<p>This means ensuring that the needsof women and men are identified and accurately reflected in public health policies and<br \/>\nservice options, considering intersectional factors of poverty, income, disability,<br \/>\nlocation, and other indicators of vulnerability. Current initiatives show that women will<br \/>\naccess healthcare services once such initiatives are, accessible, affordable and<br \/>\nappropriate to their specific needs.
