Likened to many persons that have been graved and \u2018Posthumously Honored,\u2019 the living and actively serving members of the \u2018Police Service,\u2019 shall be treated no different. One of the \u2018Defining Moments\u2019 <\/strong>in the tenure and career of a serving law enforcement officer, organizational recognition. Though long transitioned, such moments shall come to the survivors of those that have performed their duties courageously and deserved to be meritoriously awarded. When two \u2018Investiture Ceremonies\u2019 were reportedly held at \u2018Government House,\u2019 jaded and despondent, rank and file officers of the \u2018Royal Police Force of Antigua and Barbuda (RPFAB),\u2019 had come to the realization that all two of the six \u2018Police Service Commission (PSC)\u2019 members wanted in their possession, was the \u2018Queen\u2019s Police Medal (QPM).\u2019<\/p>\n

CRITERIA \u2013 COST OF LIFE<\/p>

\"\"<\/a><\/div>\n

Moreover, the crowning moment invariably comes when the eligible officer was accorded a \u2018Meritorious Award.\u2019 Such had often been the case, when the \u2018Queen\u2019s Police Medal (QPM),\u2019 was so bestowed. Such a moment has always come when his\/her human dignity and worth have been respected and recognized. Though long forgotten, many officers would have, undoubtedly, met one of the two, or both criteria for bestowal of; (a) \u2018The King\u2019s Police Medal (KPM); and (b) Queen\u2019s Police Medal (QPM)\u2019 [1954-2022]. The given criteria speak to; (i)<\/strong> \u2018Acts of exceptional courage and skill, at the \u2018Cost of their Lives;\u2019<\/strong> and (ii)<\/strong> Exhibiting conspicuous devotion to duty\u2019 [Wikipedia: K & Q: P& FSM].<\/p>

PERSPECTIVE<\/p>\n

This commentary is not only intended to \u2018Evoke Memory,\u2019 but also intended to \u2018Inspire Abhorrence\u2019 to apparent blatant selectivity and \u2018Hypocrisy,\u2019 dogging the \u2018Queen\u2019s Police Medal.\u2019 It particularly looks at; (a)<\/strong> \u2018The London Gazette [1988]; (b)<\/strong> Acts of Courage\u2019 that meet the criteria set by \u2018St. James\u2019 Palace\u2019 for actively-serving members of the Police Service.\u2019 It shall show that such \u2018Criteria\u2019 speaks specifically to an officer\u2019s \u2018Eligibility\u2019 to be so recommended. It also looks at; (c)<\/strong> \u2018An imaginary \u2018Letter of Apology to Police Corporal Greg Grell\u2019 <\/strong>from \u2018Her Majesty; and (d)<\/strong> A \u2018Factual Letter of Commendation\u2019 to the said subordinate Police officer, from Commissioner of Police, Atlee Rodney QPM.\u2019<\/p>

ILLITERACY \u2013 IGNORANCE – STUPIDITY<\/p>\n

Within the social sphere, as humans interact with each other, very few occurrences ever seemed to have sprung up without surprises. Invariably, some are greeted pleasantly, and some with consternation. Such has always been, and continues to be the human nature, behavior and responses. Looked at from a different perspective, among man\u2019s gravest enemies have been \u2018Illiteracy; Ignorance; and Stupidity.\u2019<\/strong> These were often seen as being more costly than tertiary education. Though the more enlightened may frown when certain courses of action were taken and humans become incensed, there shall be an understanding that except that of \u2018Judas Iscariot,\u2019 \u2018Kissing\u2019 invariably goes by \u2018Favor.\u2019 In the wider society, this was when personal feelings influenced who shall be supported or helped, while organizationally, who might be awarded \u2018Medals.\u2019<\/p>

SENSE OF OBSERVATION<\/p>

\"\"<\/a><\/div>\n

It has been known that only the leadership position places the \u2018Commissioner of Police\u2019 in the unchallengeable position to make informed selections of those deserving to be recognized for honors. Such recognition not only brings satisfaction to recipients, but also helps to motivate and inspire others with such aspirations. Few people would deny that for the most part, it has been constantly seen through the eyes of those with a keen \u2018Sense of Observation,\u2019<\/strong> people with reasonable expectations. These are the professionals and career officers that would have been seen religiously and dedicatedly performing their assigned duties. These are the personnel that have been unrelenting in their efforts, particularly in bringing perpetrators to justice.<\/p>\n

POLICE LEADERSHIP<\/p>\n

The \u2018Police Leadership\u2019<\/strong> is well-positioned to know and make recommendations for those officers that he knew personally or through the \u2018Personnel Files\u2019 of those he then commands as having performed; (a) <\/strong>\u2018Acts of Courage; or (b) <\/strong>Meritorious Service to the field of law enforcement.\u2019 These have been the truly dedicated and devoted law enforcers.\u00a0 These officers desire not, and beg not for favors, nor kisses for their dedicated services. Though they make no such demand, the \u2018Police Leadership\u2019 has an administrative responsibility to ensure that they are accorded recognition for the role they continue to play, in ensuring that the \u2018Rule of Law\u2019 prevails within the society.<\/p>\n

SCHEME OF THINGS<\/p>\n

As it relates to \u2018Acts of Courage,\u2019<\/strong> this can be said of many other officers. Many have made the ultimate sacrifices with their time, effort and energy.\u00a0 Many have exhibited \u2018Acts of Courage,\u2019 thereby; (a)<\/strong> \u2018Sustaining life-threatening injuries; (b)<\/strong> Incapacitated: (c)<\/strong> Suffering immense pain; and (d)<\/strong> Loss of life\u2019 unwaveringly serving the people and nation, in among one of the most dangerous careers- \u2018Law Enforcement.<\/strong>\u2019 Then for effectiveness and achievement of non-organizational objectives or reasons of obscurity, there is the concept- \u2018Manipulation.\u2019<\/strong> Thus, when the end is to be used in justifying the means, the weak is often exploited, while the ignorant, dull and dotish, so positioned, were to be made exploitatively useful. Such has been human nature and the \u2018Scheme of Things.\u2019<\/strong><\/p>\n

SPIRIT OF FIGHTING<\/p>\n

Inherent in the nature of man is the \u2018Spirit of Fighting.\u2019<\/strong> Thus, it has been the nature of man to fight. Frequently, such fighting was occasioned over trivialities or vain glory. Intrinsically, that which has value and adds to the ego of man and woman, had often been said to be worth fighting for. That appears not to be all.\u00a0 Man\u2019s flirtatious behaviors have often exposed him to all kinds of danger. In its application to the \u2018Police Service,\u2019 when it was seen that certain members on the \u2018Police Service Commission (PSC),\u2019 may have been quietly fighting for the \u2018Queen\u2019s Police Medal (QPM),\u2019<\/strong> eligible and actively-serving \u2018Police Officers,\u2019 reportedly took umbrage. Such was against actively-serving Commissioner of Police, Atlee Rodney QPM and Governor General, His Excellency, Sir Rodney Errey Lawrence Williams KGN, GCMG.\u2019<\/p>\n

WAR:\u00a0 HAND AND MEDAL<\/p>\n

Interestingly, after some officers had retired decades ago from the \u2018Police Service,\u2019 and appointed membership to the \u2018Police Service Commission (PSC),\u2019 they were said to have been waging \u2018War For Medal.\u2019 <\/strong>Such may have been fought against actively serving members of the \u2018Police Service\u2019 [Antigua and Barbuda]. Now, when world renowned social commentator, \u2018Slinger Francisco, Might Sparrow,\u2019 sang about \u2018Vero and Lilian,\u2019<\/strong> he reveled that both had been fighting \u2018Big war over a one hand man.\u2019 Humorously, he said that it was the \u2018Short piece of hand they want in their possession.\u2019 Most pointedly, he described that part \u2018From the wrist to the elbow.\u2019 Then he said; \u2018Mama, they won\u2019t let go; Big war, piece of hand that they fighting for\u2019 [1968: Song: Piece of Hand: YouTube].<\/p>\n

WORK-ASSOCIATED PRIVILEGES<\/p>\n

In different jurisdictions, it has been the knowledge that \u2018Police Services\u2019 of mixed-nationalities have often faced with the issue of insularity. Almost always, this has been one of the demoralizing factors. Not infrequently, many personnel have been sidelined. Given that which invariably obtained, it will have left no unfounded assertions that organizational leadership will have been administratively selective and discriminatory. Those so environmentally positioned, will have either extended, or denied some members of \u2018Work-Associated Privileges.\u2019 <\/strong>Consequently, many competent and committed members will not only have been left \u2018disappointed, discontented and dejected, but left to descend into the \u2018Sea of Despair.\u2019<\/p>\n

PATRIOTIC – FAITHFUL – TRUE<\/p>\n

The lot professionally and psychologically that was often brought to bear upon individual officers was not only unbearable, but also inescapable. Yet for reasons of; (a) \u2018Loyalty; (b) Devotion; and (c) Commitment to the \u2018Rule of Law,\u2019 the overwhelming majority have persevered, and even when conditions are less than ideal, many have remained \u2018Patriotic; Faithful; and True.\u2019<\/strong> Organizationally, that which constitutes \u2018Rights,\u2019<\/strong> are usually that which have support in law. Conversely, that which constitute \u2018Privileges,\u2019<\/strong> are usually that which is left to the inherent discretion of the \u2018Commissioner of Police.\u2019 Not infrequently, when those that are \u2018hand-picked\u2019 to superintend Police Services, they are seen as being deprived of their independence in exercising \u2018Discretionary Powers.\u2019<\/p>\n

ACTIVELY-SERVING MEMBERS<\/p>\n

Specific to this jurisdiction, there have been those with such harbored, but erroneous belief that the \u2018Rank\u2019 of officers, has been stipulated as the criteria for eligibility for being bestowed the prestigious \u2018QPM.\u2019 That which has been uncontroverted facts, are that several \u2018Police officers\u2019 have been so awarded, while actively serving in the \u2018Police Service.\u2019 In support of such contention and in making the point, referral has been made of the \u2018London Gazette.\u2019 Research has revealed that four \u2018Actively Serving Members\u2019<\/strong> of the Police and Fire Service\u2019 were so recognized and honored by the \u2018Queen Elizabeth II\u2019 [London Gazette: ISBN: 0 11: 661:588 – 5 & ISSN 0374 \u2013 3721: December 31, 1988].<\/strong><\/p>\n

GRACIOUSLY PLEASED<\/p>\n

The \u2018Police Service\u2019 was allotted the maximum of four Medals. For the benefit of official knowledge and that of currently-serving members of the \u2018Police and Fire Services,\u2019 it states; \u2018The QUEEN has been \u2018Graciously Pleased\u2019<\/strong> on the advice of Her Majesty\u2019s Antigua and Barbuda \u2018MINISTERS\u2019 to approve the \u2018Queen\u2019s Police and Fire Service Medals\u2019 to the undermentioned: (i)<\/strong> \u2018Clement Mc Wilton Dunnah, Superintendent: (ii)<\/strong> Rupert Vestin Montgomery Charles, Superintendent; and (iii)<\/strong> Malcolm Alphonso Nicholas Assistant Commissioner; and (iv)<\/strong> George Belphester Thomas Superintendent.\u2019 That were to have been their \u2018Defining Moments.\u2019<\/strong><\/p>\n

AN UNDERSTANDING<\/p>\n

Except for \u2018George B. Thomas QFSM,\u2019 his colleagues have all been deceased. The deceased officers had taken to their grave full knowledge that they had been so recognized by \u2018Her Majesty, Queen Elizabeth II,\u2019 while actively serving in these Services. That which shall be understood is that the actively-serving \u2018Commissioner of Police\u2019 may make representation to the \u2018Governor General.\u2019 Then \u2018His\/Her Excellency\u2019 is duty-bound to refer the \u2018Recommendations\u2019 to the \u2018Executive\u2019<\/strong> arm of Government, before dispatch to \u2018St. James\u2019 Palace: S.W.I.\u2019 The \u2018London Gazette\u2019 identifies the recipients of both the Police and Fire Services.\u2019<\/p>\n

TACT AND DISCRETION<\/p>\n

Today, such moments may come to those that in hind sight, could consider themselves lucky to see the imaginary waving of a \u2018Magic Wand.\u2019 Such wand saw their names magically popped up for the \u2018Queen\u2019s Police Medal.\u2019 Incidentally, this has not been the case for many serving or retired officers. These included then retired, (now deceased) \u2018Assistant Commissioner of Police Henry Greaux and \u2018Assistant Superintendent Ivason Athill.\u2019 He retired from the Police Service, while the latter retired from both the \u2018Police Service and \u2018Police Service Commission\u2019 without being awarded the \u2018Queen Police Medal\u2019 [PSC: 2005-2015]. Both were officers of great wisdom, integrity and impeccable character. They had been among the most loyal, dedicated and committed \u2018Career Police Officers.\u2019<\/p>\n

DESCENDED INTO OBLIVION<\/p>\n

During his tenure, \u2018Assistant Commissioner Henry Greaux\u2019 single-handedly employed, skills and tact in \u2018Crowd Control.\u2019 He had controlled scores of \u2018Football\u2019 enthusiasts, followers and fans at the \u2018Antigua Recreation Ground.\u2019 This he did, without having to effects arrest or employ force against anyone. He had not only earned their respect, but easily from a distance, ensured that there were no incursions on to the field of play. His approach speaks to an understanding of human nature and behavior. While he had been left to \u2018Descend into Oblivion,\u2019<\/strong> no amount of exaggeration of truth,<\/strong> or sentimental expressions, could ever justify bestowal of awards upon persons, immeasurable and incomparable to what he has done for \u2018Law Enforcement.\u2019<\/strong><\/p>\n

DAMNINGLY CONFUSED<\/p>\n

If there was any doubt as to those eligible for bestowal of the \u2018Queen\u2019s Police Medal,\u2019 this may have been cleared by the two recently held \u2018Investiture Ceremonies\u2019<\/strong> [Observer: January 5 & 12, 2023]. It was not clear who may have been \u2018Damningly Confused,\u2019<\/strong> but confusion appeared to have reigned at \u2018Government House.\u2019 Such may have been evident when those responsible for bestowing the prestigious \u2018Queen\u2019s Police Medal\u2019 upon those most deserving of recognition for \u2018Meritorious Service.\u2019 Clearly, they seemed to have experienced great difficulty distinguishing members of the \u2018Royal Police Force of Antigua and Barbuda (RPFAB)\u2019 from those of the \u2018Police Service Commission (PSC).\u2019<\/p>\n

DISTINCT CRITERA<\/p>\n

Factually, the two clear and \u2018Distinct Criteria\u2019<\/strong> are: (i) \u2018An Act of Courage\u2019<\/strong> performed by an officer; and (ii) For \u2018Meritorious Service\u2019<\/strong> [Wikipedia]. It has never been about rank, but of \u2018Acts\u2019 and Service\u2019 Whether or not officers that have left the \u2018Police Service\u2019 to find pastures, where the grass may have been greener or suspended from office into retirement for reasons of \u2018Dishonesty,\u2019<\/strong> these were not necessarily matters for the knowledge of \u2018Her Majesty\u2019s Representative.\u2019 Revelations may have militated against any consideration. Be that as it may, though bestowed out of active service, it was still commendable of those to be so thoughtful and considerate.<\/p>\n

ILLUSIVE QPM<\/p>\n

In the case of \u2018Assistant Commissioner, Henry Greaux and Assistant Superintendent Ivason Athill,\u2019 that which stands irrefutably true, have been their allegiance; loyalty; and integrity. <\/strong>Relating to the former, he was well known for the professional use of tact and discretion. The nation has not only come to respect him, but also admired him for his deportment and mannerism. He performed his duties and acquitted himself exceedingly well. Consequent upon the mandatory age of retirement, though he was not a member of the \u2018PSC,\u2019 he would have chuckled in the tomb. Before his transition, he knew that \u2018Medals- (i)<\/strong> \u2018Good Conduct; (ii)<\/strong> Long Service: (iii)<\/strong> Colonial Police Medal; and (iv) The \u2018Illusive Queen\u2019s Police Medal,\u2019<\/strong> were normally bestowed upon recipients, while in active service. If it were not so, the former may have been resting peacefully with his \u2018Medal.\u2019<\/p>\n

UNWAVERING LOYALTY<\/p>\n

These officers have been the ones that have stayed on in the \u2018Police Service,\u2019 not necessarily to be recognized for \u2018Longevity,\u2019 but to offer protection and service to the citizenry. These have been the faithful ones. Such speaks to their faithfulness and \u2018Unwavering Loyalty. <\/strong>As it affects their retention, the \u2018Police Leadership\u2019 shall know that mere occupation with the thought of \u2018Superintendence\u2019 of the agency, entails much more than answering to influential elements within the environment. They shall know that they also have a legal and moral duty for creating an enabling working environment. Such environment shall be conducive to inter alia; (a) \u2018Morale boosting; (b) Productivity; and (c) Achievement of organizational goals and\/or objectives.<\/p>\n

PROVOKING NO OFFENCE<\/p>\n

Among law enforcers, seeking to dispel certain widely held belief, it has been researched and shown that \u2018St. James\u2019 Palace\u2019<\/strong> made no stipulations that only \u2018High-ranking Police officers\u2019 shall be considered eligible to be awarded the \u2018Queen\u2019s Police Medal (QPM).\u2019 Through this medium, except evoking memories, it shall \u2018Provoke No Offence\u2019 in contending that now that \u2018Members of the Police Service Commission (PSC),\u2019 with no specific \u2018Acts of Courage,\u2019<\/strong> were considered for such \u2018Medal,\u2019 it shall provoke no consternation nor animosity that other \u2018Retirees,\u2019 – Dead or Alive,\u2019 that have made outstanding and meaningful contributions to the \u2018Rule of Law,\u2019 shall also be so recognized.<\/p>\n

STATUS OF MEMBERS<\/p>\n

The statutory provisions have made it sufficiently clear that him\/her that superintends the Police Service, shall be familiar as to be well-positioned to recognize that; \u2018Every person for the time being serving in the \u2018Police Service\u2019 shall be deemed a \u2018Member of the Force,\u2019 and shall have and enjoy; (a)<\/strong> \u2018All the rights; (b)<\/strong> Powers; (c)<\/strong> Authorities; and (d)<\/strong> Privileges.\u2019 In recent times, as may be courageously attested, this not only appears to have been frequently overlooked, but also the most demoralizing to personnel. Among these, are two fundamentals; (i) \u2018Rights; and (ii) Privileges\u2019 [Section 18: Police Act: Chapter 330]. Even after personnel may have served on the \u2018Police Service, there is absolutely \u2018No Status\u2019<\/strong> in this Act for members of the \u2018Police Service Commission (PSC).\u2019<\/p>\n

POSTHUMOUSLY HONORED<\/p>\n

Through this medium, except evoking memories, it shall provoke no offence to say that if \u2018Members of the Police Service Commission (PSC),\u2019 with no specific feat or \u2018Acts of Courage,\u2019<\/strong> are considered for such \u2018Medal,\u2019 it shall provoke neither consternation, nor animosity that other \u2018Retirees\u2019 – Dead or Alive,\u2019 that have made outstanding and meaningful contributions to the \u2018Rule of Law,\u2019 not to be so considered. Since it has been long been established, where persons that have made meaningful contributions to nation building had been \u2018Posthumously Honored,\u2019<\/strong> such precedence shall not be made illusive to other \u2018Retirees. In attempting to dispel certain widely held belief, it has been researched and shown that \u2018St. James\u2019 Palace\u2019<\/strong> has made no stipulations that only \u2018High-ranking Police officers\u2019 shall be considered eligible to be so awarded.<\/p>\n

SOVEREIGN IMMUNITY<\/p>\n

As it affects the doctrine of \u2018Sovereign Immunity\u2019<\/strong> that states; \u2018The King can do no wrong,\u2019 such doctrine had applied to \u2018Her Majesty, Queen Elizabet II.\u2019 It also follows that those appointed in a \u2018Royal Representative\u2019 capacity, they too, can do no wrong. This has not been totally embraced by members of the Police Service. When the \u2018Governor General\u2019 reportedly awarded the \u2018QPM\u2019 to two members of the \u2018Police Service Commission (PSC);\u2019 (i)<\/strong> \u2018Former Superintendent Cosmas Marcelle [1969-1998]; and (ii)<\/strong> Former Inspector of Police, Claudette Brathwaite-Mason [May 3, 1972 – 2014], actively serving members on the \u2018Police Service Commission (PSC),\u2019 rank and file Police personnel respectfully saw \u2018His Excellency,\u2019 as having committed a \u2018Cardinal Wrong.\u2019<\/p>\n

BELATELY OR POSTHUMOUSLY<\/p>\n

Those \u2018Awards\u2019 have established a precedence for others to be \u2018Belatedly or Posthumously\u2019<\/strong> honored. Even so, the \u2018Governor General, His Excellency, Sir Rodney Errey Lawrence Williams KGN, GCMG,\u2019 still runs the risk of: (a)<\/strong> \u2018Possibly being seen as susceptible to environmental influence or pressure; (b)<\/strong> Failing to seek, or blatantly ignored administrative guidance: (c) <\/strong>Being submissively guilty of acts of docility: and (d) Unwittingly exposing himself to organizational ridicule, and consequences bordering treason.\u2019 Now, brazenly, many have asked; \u2018What may have informed the apparent \u2018Suspect Decisions?\u2019 <\/strong>The simple answer is; \u2018Though deceased, still, \u2018The Queen\u2019 can do no wrong.\u2019<\/p>\n

DISPIRITED THE COMMITTED<\/p>\n

Though many actively-serving \u2018Police officers, accepted no such doctrine, none shall be overly-officious as to be seen as inept in venturing to say that \u2018His Excellency\u2019 had not only seemed to have \u2018Dispirited the Committed,\u2019<\/strong> but also committed a \u2018Treasonable Wrong\u2019 in denying his \u2018Deputy Everton Jeffers\u2019 the privilege of being awarded the prestigious \u2018Queen\u2019s Police Medal.\u2019 Their \u2018Awards\u2019 have established a precedence for that which might now be followed. BACK DOOR DELIVERY<\/p>\n

Rightly or wrongly, the rank and file have seen the \u2018QPM\u2019 being diverted from the realm of actively-serving Police officers. Through the door of the \u2018Police Service Commission, \u2018Santa\u2019 seemed to have dropped off two \u2018Queen\u2019s Police Medals\u2019 for two of its currently-serving members. Though it may not have been seen as \u2018Big War,\u2019 it was made clear that it was the \u2018Queen\u2019s Police Medal,\u2019 those members had been fighting for. Though many Police personnel seemingly had no qualms with the \u2018Back Door Delivery,\u2019 <\/strong>some harbored the belief that \u2018Santa\u2019 <\/strong>was a brute.<\/p>\n

ERAS OF HISTORY<\/strong><\/p>\n

Notwithstanding, there was something fundamental about the different \u2018Eras of History.\u2019<\/strong> Law enforcement officers shall remember that humans were known to have delivered \u2018Gifts\u2019 to special people on special occasions or for special events and for special reasons. Firstly, that which continues to be scripturally taught was that; \u2018Three wise men travelled from the East.\u2019 They bore gifts of \u2018(a)<\/strong> Gold; (b)<\/strong> Frankincense: and (c)<\/strong> Myrrh.\u2019 These had special significance to the people of that era. Such \u2018Gifts\u2019 marked the birth of the \u2018Christ Child, Jesus\u2019 [ESV: Matthew 2: 11]. Then at the \u2018Yuletide Season,\u2019<\/strong> the story has been told that \u2018Santa Clause\u2019<\/strong> travelled through the Wintery snow. He was said to have been on a sleigh, pulled by reindeers without \u2018Red Noses.\u2019 He too, bore Gifts for children at \u2018Christmas.\u2019<\/p>\n

BACK DOOR SANTA<\/p>\n

For many currently serving members, and several that have since retired from the \u2018Police and Fire Services,\u2019 whether riding on; (a) \u2018Sleigh; or (b) Sliding down chimneys; or (c) Walking through back doors, many that have transitioned knew, and many that are alive, know that for them \u2018Santa\u2019 will never come,\u2019 neither with Christmas gifts, nor medals from the \u2018Queen.\u2019 As far as \u2018Gift Bearing\u2019<\/strong> was concerned, though many serving members of the \u2018Police Service,\u2019 have, and continue to work faithfully, the only \u2018Medals\u2019 some will see are those worn by Commissioner Atlee Rodney: Deputy Commissioner Albert Wade: and Members of the \u2018PSC.\u2019\u00a0 However, an American singer has it that \u2018Santa\u2019 came through the \u2018Back Door\u2019 before the break of day.<\/p>\n

CREDIBILE ATTESTATIONS<\/p>\n

The artist described and depicted him as the \u2018Back Door Santa\u2019<\/strong> [1968: Clarence Carter]. As he may have done for others, that is most likely to be the \u2018Santa\u2019 to drop off a \u2018QPM\u2019 at their residence, if the gate was left open. Consequent upon recent developments, it now begs the logical question; On the question of \u2018Credible Attestations\u2019<\/strong> on performance appraisal and eligibility<\/strong> of actively-serving Police officers, none more credible than that of an actively-serving \u2018Commissioner of Police.\u2019 Such attestations would have been based upon; (a)<\/strong> \u2018Personal knowledge of prospective \u2018Subordinate Awardees; and (b) Those that fall under his\/her command.<\/p>\n

FAITHFUL AND TRUE<\/p>\n

Some persons came into the organization with humility, honesty and dignity. Diligently, professionally, satisfactorily and admirably, they have performed their duties. Conversely, some have either acted unprofessionally, or in a manner viewed as prejudicial to organizational discipline. Those remaining \u2018Faithful and True,\u2019<\/strong> will have seen several of their colleagues prostituting upon the \u2018Police Service.\u2019 Likened to tethered animals, those that remained will have seen many of their colleagues leaving to make hay where the sun was seen as shining brighter. Then for reasons of professional misconduct or conduct bordering criminality, some would have been given \u2018Coercive Options\u2019 to quit.<\/p>\n

PEACEFULLY AND DISGRACEFULLY<\/p>\n

Organizationally, there were some things that were better dealt with internally. To those so coerced, this necessarily meant; (i)<\/strong> \u2018Tendering resignations; or (ii) Apply for \u2018Voluntary Retirement.\u2019 They would have left \u2018Peacefully.\u2019<\/strong> Such is provided for in the law. Those that were alleged to have exhibited conduct deemed to have offended honesty left under dark clouds of suspicion. Those that were seen not fitting the \u2018Vision of the Organization\u2019<\/strong> or likely to have brought discredit to the \u2018Police Service.\u2019 had left \u2018Disgracefully.\u2019<\/strong> There were caveats for resisting and remaining. Dependent upon the gravity of the misconduct, \u2018Internal\/External Caveats\u2019 were made sufficiently clear to offending officers.<\/p>\n

TESTAMENT OF TRUTHS<\/p>\n

The \u2018Police Disciplinary Code,\u2019 so provides. Administratively, offending officers were informed of being subjected to; (a)<\/strong> \u2018Internal organizational discipline; or (b) <\/strong>External c<\/strong>riminal prosecutions.\u2019 Many had taken one of the first two options. Some offenders were to be considered very lucky. Some were appointed constitutional positions on some national Commissions. Those that were given no options, had faced criminal prosecutions and incarcerated at the penitentiary. These provide \u2018Testament of Truths.\u2019<\/strong> These have been among the professional and unprofessional experiences within most disciplined organizations.<\/p>\n

RISKING LIVES<\/p>\n

Now, if there were ever three \u2018Retirees\u2019 from the \u2018Polices Service\u2019 that have met the \u2018King\u2019s Criteria\u2019 for award of the \u2018King\u2019s Police Medal (KPM,\u2019 then it shall have been: (i)<\/strong> \u2018Inspector Ashton Lewis: (ii)<\/strong> Corporal Austin Otto; and (iii)<\/strong> Corporal Daniel Charles.\u2019 Just after the \u2018Sir George H. Walter KCN-led administration\u2019 became administrators of \u2018Public Affairs,\u2019 dissatisfied and irate citizens became arsonists. Th e target had been the \u2018Sugar Industry.\u2019 Night after night, the desolate \u2018Diamond Estate Sugar Cane Plantation,\u2019 saw the night sky glowed from reapable sugarcanes. By their patriotism and devotion to duty, these officers, under cover of darkness showed unprecedented \u2018Acts of Courage\u2019 by positioning themselves in the fields [1971]. These officers, \u2018Risking their Lives,\u2019<\/strong> setting up ambush within the \u2018Sugar Belt.\u2019<\/p>\n

THE AMBUSHERS<\/p>\n

The primary objective was the apprehension of persons determined to destroy the \u2018Sugar Industry.\u2019 Then one night as they have been doing in other areas, they secluded themselves and concealed a \u2018Blue Bedford Truck\u2019 at an area deep into the \u2018Diamond Estate Sugar Cane Plantation.\u2019 They lay quietly in ambush. That which may have been audible to the ears were the nocturnal sounds and that of the blood-sucking mosquitoes pesteringly buzzing around. At any given moment, \u2018The Ambushers\u2019<\/strong> expected to hear human movements within the immediate vicinity. They anticipated that the arsonists will advance toward them. The silence was disturbed by a sudden inferno. There was raging fire heading toward them and with no place to run, they knew they were doomed.<\/p>\n

PATRIOTICALLY NAIVE<\/p>\n

However, with presence of mind and courage the driver, \u2018Corporal Daniel Charles,\u2019 instinctively decided that there was only one way out of the inferno, was the one way he had entered with the truck. Though the roadway had been completely obscured, with his colleagues aboard, he sped through the fire. Heat intensity was said to have caused the \u2018Fuel Tank\u2019 to be ignited, thus it burst into more flames. Partially trapped in the cab of the truck, the trio sustained multiple burns about their bodies. The most severely injured was \u2018Corporal Austin Otto\u2019 [1971].<\/strong> He is currently resident at Willikies. He was left with visible and \u2018Irremovable Scars\u2019 that constantly reminds him of how they may have been \u2018Patriotically Naive.\u2019<\/strong> Inspector Ashton Lewis migrated to the United Kingdom, but was said to be presently residing in the \u2018United States.\u2019 The courageous driver, \u2018Corporal Daniel Charles\u2019 has since been transitioned to another place.<\/p>\n

WIT\/SKILL\/COURAGE<\/p>\n

If there was one notable act that epitomizes \u2018Courage,\u2019 then it must be one performed by him as a \u2018Police Constable.\u2019 Some twenty-five years ago, assigned and deployed for escort duties with one of the nation\u2019s indigenous Banks, he was aware of the \u2018Risk and Danger\u2019 involved. He knew that such assignment necessitated alertness and good \u2018Powers of Observation.\u2019 These were employed when \u2018an Allan Dowdy-led armed band of robbers,\u2019 daringly attempted to relieve the \u2018Antigua Commercial Bank (ACB)\u2019 personnel of hundreds of thousands of local and foreign currencies.<\/p>\n

RAPIDITY OF GUNFIRE<\/p>\n

Conscious of that which he was up against, using his wit, skill and courage, he successfully repelled the brazen highway robbery attack. The thwarted hoist were monies intended to facilitate banking transactions by international travelers to the \u2018VC Bird International Airport (VCBIA). Sensing imminent danger and with presence of mind, the Bank\u2019s assigned-driver drove at a speed safe and sufficient to evade the hotly-pursued armed robbers. Composed and alert for such eventuality, being driven at high speed, the escort officer had reportedly peppered the pursuing vehicle with rapidity of gunfire. Shattered glass was left strewn across the then \u2018Coolidge\u2019 public road, now \u2018Sir George Walter Highway\u2019 [1997].<\/p>\n

ACTS OF COURAGE<\/p>\n

It has been the widely held view that \u2018<\/strong>Governors General\u2019 need no advice on that which is the call for <\/strong>\u2018Commissioners of Police.\u2019 Neither, shall they be told that which is not necessarily the call for the political directorate. Though not necessarily so, but for official purposes, only the actively serving \u2018Commissioner of Police\u2019 shall speak to \u2018Acts of Courage,\u2019 performed by Police Personnel, \u2018Dead or Alive.\u2019<\/strong> A \u2018Governor General\u2019 shall not only know that difficulties may come against the \u2018Backdrop\u2019 of several Police officers; (a)<\/strong> \u2018Deceased: (b)<\/strong> Alive and retired: and (c)<\/strong> Alive and currently serving within the Police Service,\u2019 but also the history behind the various \u2018Acts of Courage.\u2019<\/strong> The first to be mentioned was the tragedy that occurred while Police Constable Snagg reportedly got entangled by submerged marine ropes as he dived in a futile attempt to clear the propeller of the then lone \u2018Coastguard Vessel-Liberta\u2019 of the \u2018Police Marine Unit\u2019 [1990\u2019s].<\/p>\n

ACT OF FAITH<\/p>\n

There were two particular officers that shall not be forgotten. Their names are; (i)<\/strong> \u2018Police Constable Wentworth Darroux; and (ii) Assistant Superintendent Dale Mercury.\u2019<\/strong> The latter, currently the \u2018Aide-de-Camp (ADC) to the \u2018Governor General,\u2019 by the \u2018Act of Faith,\u2019<\/strong> saw a \u2018Protective Angel\u2019<\/strong> looking down over him. Both officers responded to a robbery report. This was then in progress at the \u2018Cassada Garden\u2019s Kennedy Enterprise (Ken\u2019s Club).\u2019 The \u2018Constable,\u2019 moving to take up a secure position was shot dead at close range. The latter narrowly escaped serious gunshot injuries, or possible death. He lived to tell tales of the deadly encounter with two armed robbers. The irony of it all, was that on the night \u2018When Tragedy Struck,\u2019<\/strong> the \u2018Shift\u2019s Sergeant\u2019 had been currently-serving \u2018Commissioner of Police, Atlee Rodney QPM.\u2019<\/p>\n

UNTIMELY DEMISE<\/p>\n

More recently, has been the tragic death of \u2018Corporal of Police, Clifton Common.\u2019 It was even more ironical that a suspected mentally-deranged youth he had safely escorted to the \u2018St. John\u2019s Police Station\u2019 would be the one to have brought about his \u2018Untimely Demise.\u2019<\/strong> Securely placed into one of the \u2018Police Detention Cells,\u2019 a subsequent visit to ensure that he was alive and well, saw tragedy struck. In an unprovoked sudden violent rage, the unsuspecting Corporal was reportedly knocked to the floor. In a state of unconsciousness, blows were reportedly rained down upon his almost lifeless body. By the time other officers arrived to render assistance, his life had been completely snuffed out [February 21, 2021].<\/p>\n

NEAR TRAGEDIES<\/p>\n

The other \u2018Near Tragedies\u2019<\/strong> were; (i)<\/strong> \u2018\u2026Then Corporal Novell Gore. Luckily, he was left nursing a gunshot wound to the arm: (ii<\/strong>) \u2026Corporal Richard Nelson, left wheel-chaired as he was maimed from the waistline to his feet: while (iii)<\/strong> \u2026Inspector Kelvin Fredericks was left with two steel-ribs.\u2019 These officers, then responding to a \u2018Threatening Language Report,\u2019 was unexpectedly greeted with a hail of bullets, as they arrived at the West Bus Station. The shooter, a \u2018Mad Texas Gunman, Gary Martin\u2019<\/strong> [June 18, 1972]. Except for \u2018Corporal Richard Nelson\u2019 who has since transitioned to another place, the other two survivors, though descended into oblivion, remains very much alive to speak of their painful experiences.<\/p>\n

COURAGEOUS AND DEVOTED<\/p>\n

The list is inexhausted. There were the other \u2018Courageous and Devoted\u2019 <\/strong>personnel. These included: (i)<\/strong> \u2018Police Constable Wendell Audain.\u2019 Responding to a rapist attack on a female resident in the Grays\/Green Community, a gunshot injury left him hopping on one foot, then hobbling around on crutches: (ii)<\/strong> Police Constable Dennis Warner.\u2019 In the most vicious way, he was attacked and left warded at the then Holberton Hospital. He was seriously wounded on the left side of his face and chest by a \u2018knife-wielding robber\u2019 [ANU Observer: June 11, 1998]: (iii)<\/strong> Police Constable Trevor John, who was also viciously attacked and wounded on the hand. That limb was left in a partial state of paralysis. He had responded to a \u2018Domestic Report\u2019 [1997].<\/p>\n

MERITORIOUS SERVICE<\/p>\n

Then there was the \u2018Courageous Act\u2019 of then; (iv) <\/strong>Police Constable \u2018David Cockburn\u2019 (now Senior Sergeant). Deployed on duty at \u2018Heritage Quay,\u2019 he reportedly observed an elderly motorist accidentally drove his motor vehicle into the sea at the \u2018Jolly Roger Pier.\u2019 Responsively, he jumped into the sea to rescue the victim. Incidentally, it appeared he had suffered a \u2018Massive Heart Attack.\u2019 Within seconds, his lifeless body was reportedly fished from the water\u2019 [1998]. This will have been the same year in which some members on the \u2018Police Service Commission (PSC), would have retired from the \u2018Police Service.\u2019<\/p>\n

COURAGEOUS CRIME FIGHTERS<\/p>\n

Additionally, there was also the painful experience of; (v)<\/strong> \u2018Corporal Rohan \u2018Roti\u2019 Richardson.\u2019 Responding to a \u2018Burglary Report\u2019 at Winthorpes, and attempting to apprehend a suspect, the knife-wielding burglary-suspect, resisted and inflicted a vicious slash upon his hand.\u2019 Then there were the experiences of two \u2018Courageous Crime Fighters.<\/strong>\u2019 They were (iv & v)<\/strong> \u2018Assistant Commissioner of Police Nuffield Burnette; and Assistant Commissioner of Police Clayton Davis.\u2019 Both have now been retired from the \u2018Police Service\u2019 [2018]. Though not then considered, both are as eligible to be considered for the \u2018King\u2019s Police Medal (KPM)\u2019 for \u2018Meritorious Service,\u2019 <\/strong>as those that have been recently awarded the \u2018Queen\u2019s Police Medal (QPM)\u2019 [ABS: January 5 &10, 2023].<\/p>\n

CONSCIENTIOUSLY IMPELLED<\/p>\n

Both criminal investigators have shown \u2018Extraordinary Courage\u2019 in taking the fight to the criminals. Instructively, the latter saw his residence \u2018fire-bombed.\u2019 The attack necessitated requiring a \u2018Dusk-to- Dawn\u2019 armed security protection. They pursued the criminal elements unrelentingly, until their retirement from the Police Service] February 3, 2018]. Clearly, if a \u2018Governor General and a Commissioner of Police\u2019 speak to \u2018Eligibility\u2019<\/strong> for the \u2018Queen\u2019s Police Medal (QPM)\u2019 and diligently ascertains the Police officers that meet the \u2018Queen\u2019s Criteria\u2019<\/strong> of: (a)<\/strong> \u2018Act of Courage; and (b)<\/strong> Meritorious Service,\u2019 then the \u2018Queen\u2019s Representative\u2019 might be \u2018Conscientiously Impelled\u2019<\/strong> to ask himself; \u2018Lord, what have I not done right to \u2018Her Majesty\u2019s loyal and faithful subjects?\u2019<\/p>\n

DISCRIMINATORY PRACTICES<\/p>\n

In more recent times, the deeply \u2018committed and competent; faithful and loyal personnel were often the ones given reasons to feel victimized and made to fight against institutionalized \u2018Discriminatory Practices.\u2019 <\/strong>These were either often compounded by nepotism or cronyism. When \u2018Corporal Greg Grell\u2019 reportedly took a dive into the sea, it was not just \u2018an Act of Courage,\u2019 but one deliberately and specifically taken to rescue a potential drowning man. The victim, \u2018Captain Jos\u00e9 Gillis 80\u2019 was rescued from a depth of water estimated at between \u201810 to 15 feet.\u2019<\/strong> The Corporal knew not what object then submerged beneath the murky water at the \u2018Shell Beach Marina.\u2019<\/strong> That appeared to have been the least of concerns for his own safety.<\/p>\n

PERILS OF THE SEA<\/p>\n

Freak accidents have always brought inescapable difficulties to \u2018non-swimmers.\u2019 Seemingly, his one difficulty was an inability to swim. They were almost always exposed to the \u2018Perils of the Sea.\u2019<\/strong> Corporal Greg Grell had, in fact, averted unexpected sorrow and grief. Determined to save the elderly man that lacked skills in swimming, his quick response and timely intervention averted tragedy. Interestingly, research has revealed that the rescued elderly man, previously held the position of \u2018International Maritime Consultant with the \u2018Antigua Department of Marine Services (ADOMS) [1996-2012].<\/strong> Instructively, he was a licensed Mariner in the \u2018Merchant Shipping\u2019 field for some fifty years. He was \u2018Deputy Director and Registrar of Ships and Marine Surveyor.\u2019<\/p>\n

CLUTCHES OF DEATH<\/p>\n

Responding to the frantic voice and desperate call of an unidentified female, as his official duties then dictated, he felt more than an obligated duty to risk his own life. At a fleeting glance, he had reportedly seen a man\u2019s head in partially submerged motor vehicle. It was reported to have hitched to the rear an already submerged trailer. The dangerous plunge had not only rescued a drowning from the \u2018Clutches of Death,\u2019<\/strong> but also from a watery grave. The \u2018Act of Courageous,\u2019 had provoked positive social and mainstream media remarks. A commenter, writing under the name \u2018Tracy Thomas\u2019<\/strong> states; \u2018You gave protection and serve renewed meaning\u2019<\/strong> [ANU: October 14, 2019].<\/p>\n

LETTER OF COMMENDATION<\/p>\n

The rescued man, reportedly grabbed and held onto his rescuer much tighter than a wrestler. He knew what obtains on earth and much preferred to have people singing around his grave than to imagine fish curiously swimming around his ears. Clearly, having lived for at four scores, he had no desire to go under on earth, nor beneath the sea. Th e \u2018Act of Courage\u2019 and media glorified sentiments appeared to have compelled \u2018Commissioner of Police Atlee Rodney QPM\u2019 to commit his thoughts to writing. In a \u2018Letter of Commendation,\u2019<\/strong> the contents partially states; (i)<\/strong> \u2018The act of heroism and selflessness which you exhibited during that life-threatening encounter, now label you a \u2018Modern-Day Superhero.\u2019<\/strong><\/p>\n

ACT OF COURAGE<\/p>\n

The Police administration extends gratitude; (iii)<\/strong> You sprang into action and went into the water and rescued \u2018Mr. Gillis\u2019<\/strong> who was trapped in the vehicle; (iv) You have earned greater respect among the citizenry; and (v) The \u2018Royal Police Force of Antigua and Barbuda, salutes you\u2019 [HQ\/C-58\/19: December 17, 2019]. \u00a0Even as honors continue to be bestowed, still a faithful serving member, \u2018Corporal Greg Grell,\u2019 has never taken umbrage over the non-recognition of the noteworthy \u2018Act of Courage.\u2019<\/strong> When he appeared not to have been considered for the \u2018Queen\u2019s Police Medal (QPM) for the \u2018Act of Courage,\u2019 through this medium, \u2018Buckingham Palace\u2019 hastened to inform that \u2018Her Majesty\u2019 may have unwittingly acted upon misrepresented, distorted, hidden or withheld \u2018Facts.\u2019<\/strong><\/p>\n

COMMUNIQUE FROM HER MAJESTY<\/p>\n

The \u2018Royal Communique\u2019<\/strong> reads; \u2018Dear Corporal Grell, writing in my personal capacity, Her Majesty expresses grave displeasure over the omission of your name from recommendation of your good yourself for approval of the \u2018QPM.\u2019 Her Majesty takes no blame for, nor delight in the bestowal of the \u2018QPM\u2019 to non-serving members of the \u2018Police Service.\u2019 Her Majesty, not only viewed the omission of your name as gross administrative neglect, but also one of grievous organizational betrayal of the actively-serving members.<\/p>\n

DUTIFULLY AND TRUTHFULLY<\/p>\n

Her Majesty expected that those superior to you to have \u2018Dutifully and Truthfully\u2019<\/strong> submitted only the names so eligible for consideration. With deep humility, \u2018Her Majesty\u2019 apologizes for any discomfiture you may have experienced. It is to be understood that \u2018Her Majesty, Queen Elizabeth II\u2019 not only prides \u2018Herself\u2019 in the Monarchy, but also considers the highest attributes it represents. These include; (a)<\/strong> \u2018Integrity: (b)<\/strong> Equality; (c)<\/strong> Justice for all loyal subjects; and most importantly, (f)<\/strong> Love of humanity.\u2019 Your Majesty gives it clearly to be further understood that only \u2018Acts of Almighty God,\u2019 may naturally descend upon those that have shown unwavering allegiance. ER: Buckingham Palace\u2019 [1953 -2022].<\/p>\n

CONCLUSION<\/p>\n

It now pleases \u2018Her Majesty\u2019 to extend \u2018Greetings,\u2019<\/strong> as well as \u2018Assurances\u2019<\/strong> that although some disloyal subjects shall suffer perilous consequences for treasonous and treacherous conduct, the loyal subjects shall fear no \u2018Monarchial Perils.\u2019 Through this further communique, \u2018Her Majesty\u2019 wishes to \u2018Apologize\u2019 to those fittingly deserving of her prestigious and coveted \u2018Queen\u2019s Police Medal (QPM),\u2019yet, had found no favor. Your acts of exceptional courage and skill, and at the cost of lives, shall be accorded the \u2018King\u2019s\u2019 consideration. The currently serving members of the \u2018Royal Police Force of Antigua and Barbuda\u2019 shall not only be recognized, but also honored. There shall also be opportunities for advancement on the constitutional criteria. These are; (a) \u2018Merit; and (b) Ability: and (c) Integrity\u2019 [CO: 1981: Founding Constitutional Principle: \u2018B\u2019].
