Seemingly, for reasons of inadvertence or mal-administration, or none of these, a \u20187 Day period on remand at \u2018His Majesty\u2019s Prison (HMP),\u2019 was allowed to be extended from \u2018January 2022 to December 2022.\u2019 Instructively, for the particular breach of law, the statutory penalty is an imposable fine of EC$ 500; or (b)Without the option of a fine, a maximum custodial sentence of \u2018One Month,\u2019<\/p>

INDIGENT BAIL- BULLSHIT<\/p>

This has not provoked widespread national discourse among the law-abiding citizens, but also reportedly distressed an indigent family. Former Attorney General, Kings Counsel Justin \u2018L. Simon\u2019 graphically describes a system that Prison authorities called \u2018Indigent Bail,\u2019 both for the \u2018Sane and Insane\u2019 accused or defendants as \u2018\u2026Bullshit\u2019 [ABN: December 23, 2022].<\/p>\n

RADICALLY<\/p>

They so obliged.\u2019 The \u2018Computer\u2019 became as \u2018Radically Crazy\u2019 as the contents of this commentary. Tuned to \u2018BBC\u2019 to hear \u2018Steven Sakar,\u2019 but that \u2018Hard Talk\u2019 programme had passed. The thoughts then went \u2018Wildly Imaginary.\u2019 Woke computer up. Seems sleepy. WILD AND CRAZY<\/p>\n

This commentary would not have been considered without \u2018an Anecdote.\u2019 It is humorous and imaginatively \u2018Wild and Crazy.\u2019 Stretching the imagination, crazy thoughts came. Just typed them in. Now, it looks at the situation facing \u2018Magistrates and Prison authorities. Seems best explained anecdotally.\u00a0 Looked at the nation\u2019s \u2018Penal and Psychiatric Institutions,\u2019 that seem to have gone (a) \u2018Decisionally; (b) Administratively; and (c) Procedurally Crazy.\u2019<\/p>\n

CRAZY PEOPLE<\/p>\n

The \u2018Prison Superintendent\u2019 now seemed inescapably wedged between a \u2018Rock and a \u2018Hard Place.\u2019 Among the \u2018\u2026prisoners; \u2026inmates; \u2026residents\u2019 are people that appear to like the taste of \u00a0blood; Cause funerals; and love guns.\u2019 That which research has revealed suggests that \u2018Prison\u2019 does not want \u2018Crazy People\u2019 and \u2018Clarevue\u2019 does not want those said to be \u2018Mentally-deficient. \u00a0He should have no problems, if they are placed safely under \u2018lockdown.\u2019 Have a couple of friends in there; (i) \u2018\u2026Devil; (ii) \u2026Delano; Marvin; (iii) \u2026Mel: (iv) \u2026Ziggy; and \u2026Shabazz.\u2019<\/p>\n

CLEAR VIEW FROM CLAREVUE<\/p>\n

An identifiable few seems to be \u2018Out of touch with reality\u2019 Some going out of touch as well. Those that qualified to be where they can have \u2018Clear View\u2019 of the Basket Ball Court\u2019 from \u2018Clarevue,\u2019 seem to have harbor thought that could also make them feel they are going \u2018Crazy.\u2019\u00a0 Here is wishing them all, and of course, the general Prison population; Superintendent and Staff and Ancillary workers; \u2018A Happy New Year.\u2019<\/p>\n

PRISON ENVIRONMENT<\/p>\n

Now, \u2018Prison Environment, likened to other jurisdictions is \u2018Controlled.\u2019 Thus, the prisoners are kept controlled. The four walls keep those that are to be kept in, safe from the rest of society. Such environment is \u2018Dangerous and Deadly\u2019 to every man and woman within the \u2018Limited Space.\u2019 \u00a0There is no place to run, and there is no place to hide. So, everyone is at risk. In quiet times, the Officers are in control. In other times, the officers are under prisoner\u2019s control. The problem has never been the environment. People confined often \u2018Create and Dictate;\u2019 (a) \u2018What should happen; (b) Why it should happen; (c) Why it should happen; and (d) When it should not happen. Good networking:<\/p>\n

STAMPING AUTHORITY<\/p>\n

Nothing happens by chance. They shape and influence, not only people, but also what the environment should be. It often starts with \u2018Fear Injecting\u2019-the most critical factor in close confines.\u2019 It is usually that which was created by: (i) \u2018Prisoners with prisoners: (ii) Prisoners and Officers and vice versa: and (iii) \u2018Officers and Superintendents and versa. It has always been the responsibility of \u2018Prison Superintendents\u2019 to \u2018Create an Enabling Environment.\u2019 Firstly, is to \u2018Stamp Authority.\u2019 Why?\u00a0 Superintendents and Officers are, are neither dealing with \u2018Saints, nor Sinners.\u2019 \u2018The Lord inspires and lead the former, and \u2018Priests, Preachers and Pastors\u2019 deal with the latter.<\/p>\n

ORGANIZATIONAL CULTURE<\/p>\n

Most organizations are cultural. Among the membership are; \u2018\u2026Cells; \u2026Cliques; \u2026Upstarts; and Agitators; and Trouble makers.\u2019 These are problematic, not only among themselves, but also for those that manage and supervise. Indicators: (i) \u2018Wielding influence; (ii) Most are \u2018Street Smart; (iii) Some have the most \u2018Sentimental Lyrics\u2019 (coined); (iv). Some are \u2018Exploitative and Manipulative.\u2019 The Manager must win the confidence of the one observable exhibiting the \u2018Power of Influence.\u2019 This is one that shall be made \u2018Trustee.\u2019 Respect their human dignity and worth, and reward with \u2018Ego-boosted Privilege.\u2019<\/p>\n

PERSPECTIVE<\/p>\n

Some hills are steep; Some seas are stormy: Some rivers run deep; and Some mountains are tall. The \u2018Mohammad Principle advises; \u2018If the mountain won\u2019t come to Mohammad, the Muhammad must go to the Mountain\u2019 [Free Dictionary]. This commentary is strictly \u2018Anecdotal.\u2019 It speaks to issues, cursorily, as they have affected the efficient management and control of \u2018Her Majesty\u2019s Prison (HMP). For some time now, and long before the tenure of \u2018Prison Superintendent Jermaine Anthony,\u2019 one or two \u2018Mentally Unstable,\u2019 were being accommodated within the penal institution. They have shared that which the \u2018State has provided for the institutionalized convicted \u2018Sane\u2019 residents, as the temporarily ordered \u2018Prison Remandees.\u2019<\/p>\n

PROBLEMATIC<\/p>\n

Looked at from two perspectives, this appears problematic. These are; (i) \u2018Inadequacy of space due to over-population: (ii) Quality of food: (iii) Hygiene; and (iv) Intolerance, due to frustration and stress and anxiety.\u2019 Then there a gamut of other issues -individually and administratively, that seemed to have been plaguing the penal institution. Those that are most likely to develop to the level of \u2018upheavals are; \u2018Friction; Tension; and Commotion.\u2019 This was said to have been for reasons of either structural dilapidation, irreparability and\/or inadequacy of space. These were said to have been among difficulties faced by Prison Superintendent, Jermaine Anthony, his support staff and restless residents.<\/p>\n

SPORADIC TURMOIL<\/p>\n

Consequent upon these likened to clich\u00e9, \u2018Any port for a storm.\u2019 Though not necessarily that which is desirable, those within its confines, will have experienced the \u2018Winds of Change.\u2019 Now, revolutionizing the thinking, since the \u2018Prison\u2019 population appears to be facing \u2018exponential increase; and cellular inadequacy \u2018Internal sporadic turmoil,\u2019 a \u2018Prison Superintendent\u2019 might wish use his \u2018Wit; Initiative and \u2018Creativity.\u2019 Though not necessarily wishing to emulate, he would be likened to \u2018former Education Minister, Michael Browne.\u2019 He may wish him to guide his thinking in \u2018Creative\u2019 in seeking to create an enabling environment.\u2019<\/p>\n

MAD HOUSE JAMS – GOVERNOR\u2019S BALLS<\/p>\n

Thus, he may seek to ease, inter alia; Discontent and reduce the potential for disaffection and upheaval.\u2019 In creating such an environment, likened to previously held concerts and dramatic performances, within the confines of Prison, he may discretely allow institutionalized residents to use it for \u2018Mad House Jams and Governor\u2019s Balls.\u2019<\/p>\n

DUSK TO DAWN<\/p>\n

From \u2018Dusk to Dawn,\u2019 they shall be recreated, and among themselves, entertain each other. Keeping the \u2018Sane\u2019 from becoming \u2018Insane,\u2019 the \u2018Superintendent, Prisoner officers and prisoners\u2019 would freely get to socialize, mingle and interact on issues affecting the administration, and the residents, their welfare and well-being. For those events, attendees- officers and residents shall be called \u2018Mad Men and Mad Women.\u2019<\/strong> Those considered \u2018Super-Mad,\u2019 erratic as to be disruptive, shall be cellularly confined. As a last resort \u2018mechanically controlled. They shall be entertained from their cells, and given attention only by the \u2018Crazy Women. Should fights ensue, they shall be assisted by able-bodied \u2018Crazy Men.\u2019<\/p>\n

ANECTDOTALLY CRAZY<\/p>\n

One is reminded that this is \u2018Anecdotally Crazy.\u2019 The \u2018Prison Superintendent,\u2019 may make representation on behalf of residents for the occasional holding of \u2018Entertainment\u2019 at a designated place within \u2018His Majesty\u2019s Prison.\u2019 Such entertainment shall be for legally confined residents and lawfully remanded persons. Their mental state shall not be a bar to their attendance.\u2019\u2019 He may, himself, hold \u2018Balls ???\u2019 Ah-ah \u2013 \u2018Governor\u2019 holding \u2018Balls?\u2019 Ah-ah! The Governor shall do no such thing. In informing residents, he shall use the word \u2018Dance\u2019 (Governor\u2019s Ball)\u2019 [Mighty Sparrow: YouTube]. Lest it might be misconstrued, view this Video.\u2019<\/p>\n

SPECIAL ORDERS<\/p>\n

When \u2018Jamming,\u2019 nothing shall be exposed; (a) Jamming that is suggestive, may warrant ejection; (b) When addressing the \u2018Governor,\u2019 stand erect at attention; (c) Nothing shall be seen as imitating or mimicking any of the \u2018Jammer\u2019s\u2019 action or behavior; (d) Look at the Governor straight to the face. His countenance, might show just what his \u2018Foot\u2019 is thinking, whether dancing or kicking; (e) A \u2018Puffing Area\u2019 shall be designated; (f) Grammes shall be reduced to 10; (g) If nothing is weighable, have \u2018High Leaf\u2019 available; (h) There shall be no sniffing; That shall be left to the Police Canine; (i) Still no dogs shall be invited to sniff anything while Jamming (j) Serve no alcoholic beverages; (k) The \u2018ADC\u2019 shall be keenly observant; (l) He shall take the first drink; (m) If he speaks incoherently or walks wobbly or dance \u2018Crazy,\u2019 check for the \u2018Alcohol Proof.\u2019 It might just be \u2018Spanish Fly;(n) If he says he feels like he is going \u2018Crazy\u2019 dispatch him to \u2018Clarevue; (o) Should he refuse or resist, and suddenly dies, then call \u2018Barnes or Straffie\u2019s.<\/p>\n

DRESS CODE<\/p>\n

NOW: For these \u2018Jams; (i) \u2018A Dress Code shall be \u2018Jam\u2019 clothes- wear anything.\u2019 The \u2018Governor General\u2019 shall so \u2018Proclaim. The \u2018Crazy Men,\u2019 might wear something that looks crazy with jacketless sleeves. The \u2018Crazy Women\u2019 may do the same, but long skirts. The Governor shall not see their ankles nor elbows. He may see their toes None shall expose anything to cause excitement nor embarrassment. No apparel that may confuse the \u2018Governor\u2019s\u2019 mind. Nothing to addle or befuddle his brain, nor lights to dazzle his eyes. For he might think that he is going \u2018Crazy,\u2019 too. There shall be no outrageous Jamming;(<\/p>\n

SPANISH FLY<\/p>\n

Ensure that no \u2018Spanish Fly\u2019 is used to lace his drink. Personal safety, dictates no obedience or compliance to compromise the Governor\u2019s personal safety; (x) If the drinks were so laced, privately advise him that when he return to his residence, he shall kill the Fly, when he retires to bed; (xi) Notwithstanding, pay him compliments and extend courtesies; (xii) Maintenance of Order: At the \u2018Jams and Balls\u2019<\/strong>\u00a0 there is no \u2018Law\u2019 but \u2018Order\u2019 shall be maintained; (xiii) Other than those with residency status within the institution, no Police officer shall be called to lock down, neither \u2018Jams nor Balls;\u2019 (xiv) Those that are already convicted residents, they may be called upon to assist with order and internal security.<\/p>\n

TEARGAS\/ RUBBER BULLETS<\/p>\n

None shall use hazardous-emitting \u2018Teary-Eyes Gas Fumes; and Rubber Bullets at the Governor\u2019s Balls; (xv) Those prosecutorally-proven corrupt, lock away all guns and drugs; (xv) Those with desires of flesh- Animal or Human,\u2019 if preference is \u2018Pork,\u2019 they shall be \u2018Scripturally edified of \u2018Forbidden Flesh;\u2019 (xvi) If they have eaten other flesh, let them not be seen as cannibals; (xvii) Should they become agitated, request a \u2018Hog\u2019 from \u2018King Obstinate;\u2019 (xviii); They shall share it with other residents, as well as Officers accused of smuggling in contraband; (xix) Mindful of his appetitive delight; (xx) The intestinal parts shall not be disposed to dogs: (xxi) These shall be returned to him that for making \u2018Rice Pudding;\u2019(xxii) There shall be no \u2018thieving\u2019 or bragging, after\u00a0 eating \u2018Obsti\u2019s Hog,\u2019 as he will sing about it at Christmas\u2019 [Song: Police Thief Me Hog].<\/p>\n

FIRE EMERGENCIES<\/p>\n

Now Fire\/Emergencies: Prior adopted precautions, as the \u2018Prison Rules\u2019 obligate to the Superintendent shall be followed\u2019 [Rule 12]; Therefore, in the event of fire or other emergencies; (a) \u2018Immediate activation of Alarm Systems; (b) Escort Governor to safety; (c) Immediately summon new \u2018Fire Chief.\u2019 Notwithstanding their societal indiscretions, \u2018Sane or Insane,\u2019 \u2018Prison Residents,\u2019 shall quickly remove themselves from the inferno; (e) Such removal shall not be called \u2018Escape from Lawful Confinement or Lawful Custody.\u2019 There is no criminal offence call; Running from Fire,\u2019 be it the ones that burn and sometimes kill, or the ones involving the use of guns.<\/p>\n

FIRE AND GUNFIRE<\/p>\n

None shall be confused with; (a) Escaping Legal Confinement or Lawful Custody; with (b) Running from \u2018Fire or Gunfire.\u2019\u00a0 It is to be understood that; (i) \u2018Only those that see fire, run; and (c) Only those that hear \u2018Gunfire,\u2019 scamper. Managing Prisons or not, even \u2018Soldiers\u2019 must run from \u2018Gun Fires and Prison Fires; \u2018Captains Dunnah and Phillip\u2019 ran. \u2018Sane or Insane\u2019 it is normal for people to run from both. Brave people do run to fire. Likened to Fire Brigade personnel, they go to Fires. Should \u2018Lieutenant Colonel Trevor K. Pennyfeather be assigned to the \u2018Her Majesty\u2019s Prison,\u2019 know that he may be going to ascertain just from where smoke is still being emitted.<\/p>\n

RUNNING FROM FIRE <\/strong><\/p>\n

Still on the subject of \u2018Fire\/Emergencies,\u2019 should Fire breaks out at the Prison, except to hell, they can, and will be running from Fire, Gunfire and all; Some might run for other reasons.\u2019 Those running out of harm\u2019s way, shall be assembled at the \u2018Antigua Recreation Ground.\u2019 Residents shall be under the temporary supervision of \u2018Devil; Marvin; and Mel.\u2019 (i) \u2018Unruly residents shall still be subject to \u2018Prison Discipline; (ii) Punishment shall not be \u2018severely brutal, nor demising- Fatal; (iii) Discipline is imposable<\/strong>, only as the \u2018Superintendent\u2019 may direct; ((iv) Whatever may be the reason, no resident shall re-enter, until \u2018Fire Chief\u2019 declares it safe, so to do; (5) In avoiding agitated indiscipline, they shall be served \u2018Plastic-bottled water and promptly fed; (l) \u2018Bun, Butter and\u2019 Cheese\u2019 shall not be the menu; (6) Provide a radio that they may listen to \u2018BBC; (7)If snot sanctioned by the \u2018Governor,\u2019 no violent US Rapper and Jamaican music shall be played. NOW:\u00a0 When the \u2018Jamming and Balls\u2019 come to an end, residents\u2019 status shall be restored to \u2018Prisoners; (8) Sane and insane, they shall all sing; \u2018We are jolly good \u2018Prisoners;(9) Lead by \u2018Devil,\u2019 all Prisoners shall sing: \u2018God Save the King;\u2019 (x) From hereon, this shall be the \u2018Doxology of Prison.\u2019 These shall be strictly observed and obeyed. End of \u2018Anecdotes.\u2019 It has been said; \u2018A little nonsense, now and then is relished by the wisest men.<\/p>\n

ADVANTAGES<\/p>\n

From the perspective of \u2018Prison administration, superintendence, management and control\u2019 perspective, these \u2018Jail Jams and Governor\u2019s Balls,\u2019 could significantly help to reduce resident\u2019s frustration and Prison officers\u2019 discontent and dissatisfaction. The \u2018Advantages\u2019, inter alia are; (a) \u2018Elimination of Prison violence; (b) Protestations; (c) Enhancing harmonious Officer\/resident relations; (c) Strengthening functional cooperation with Superintendent and Prison Officers; (d) Maintaining and sustaining institutional stability; and (d) Improving internal Prison Security.\u2019 These, however, are attainable only to the extent that all \u2018serving-sentenced residents and remandees,\u2019 are received in a \u2018State of Mental Fitness.\u2019<\/p>\n
