Redefine How We Select Boards In The Interest Of Good Governance<\/strong><\/p>\n

In just a little over a week, the people of Antigua and Barbuda will be going to the polls to elect a government to run the affairs of state for\u00a0the next five\u00a0years.\u00a0 It is a crucial election for more reasons\u00a0than\u00a0one. Good luck\u00a0to all the candidates.<\/p>

\"\"<\/div>\n

 <\/p>\n

Regardless of who wins the January\u00a018th General Elections, the incoming government and the\u00a0new house of representatives must quickly\u00a0enact laws and rules governing\u00a0the nomination, selection, management and accountability of Boards.\u00a0 This process represents\u00a0a seminal tool towards achieving improved Corporate Governance in respect to public\u00a0bodies.<\/p>

\"\"<\/a><\/div>\n

 <\/p>\n

There is an urgent need for a more transparent and structured approach to the process\u00a0of public\u00a0body appointment.\u00a0 All citizens have a vested interest in seeing our public\u00a0bodies meeting and fulfilling\u00a0their mandates.<\/p>\n

 <\/p>\n

Every single public body in Antigua impacts the lives of ordinary citizens on a daily basis and their Boards and Managers have control\u00a0and Management of vast amounts of State resources.<\/p>

\"\"<\/a><\/div>\n

 <\/p>\n

There need to be greater and more transparent regulation of the process of Board appointment given the implications for achieving good public\u00a0governance.<\/p>\n

The names, knowledge, skill and experience of prospective directors must be subjected to a due diligence check and suitability for the post selected.<\/p>

\"\"<\/a><\/div>\n

 <\/p>\n

Public\u00a0bodies are integral\u00a0to the development and implementation of governments key policy objectives.\u00a0 They are held accountable in relation to various statutory\u00a0requirements.<\/p>

\"\"<\/a><\/div>\n

 <\/p>\n

Public\u00a0bodies are NOT\u00a0 the government\u00a0of the day money chest and the Directors\u00a0and Management must look out for their stakeholders interest.\u00a0 The Board plays a supervisory’s\u00a0 role, overseeing corporate activities and assessing\u00a0performance.<\/p>\n

 <\/p>\n

Given the things that have been allowed\u00a0to happen over the years at many of these Statutory\u00a0bodies, it is clear\u00a0that\u00a0 many of them lack the competence and the independence that is required in order to function independently and\u00a0 properly..\u00a0 Over the years,\u00a0 State\u00a0bodies’ Board of Directors have reneged on their responsibility and have allowed the Central Government\u00a0 to plunder the resources of one body or another in a most reckless\u00a0 and callous manner.<\/p>\n

 <\/p>\n

If we simply just\u00a0turn a blind eye to this and allow the status quo to continue, we would be leaving a country and a legacy for our children that is far from healthy.\u00a0 We also cannot continue to have Cabinet\u00a0 Ministers and other sitting Parliamentarians sit on public\u00a0boards.\u00a0 It is a conflict of interest and sends the wrong message.<\/p>\n

 <\/p>\n

We also\u00a0need to undertake a\u00a0 process of rationalisation of the public bodies\u00a0 as we\u00a0seek to identify their relevance, the effectiveness of their roles and functions and\u00a0 determine the best modality by which those functions should be conducted.. The rationalisation or public bodies will result in fewer public bodies, increased efficiency in public service operations and better governance of the sector. It will also free up resources to pursue development of priority areas such as Health, Education, Public Works and Public Utilities.<\/p>\n
