Even as those in their respective disciplines and in their own rights as scientists, have sought to influence human\u2019s thought processes and behavioral patterns, human nature is just what it is. It is likened to \u2018Murphy\u2019s Law.\u2019 <\/strong>Those that believed in this adage, know that it speaks to a \u2018Pre-determined Destiny.\u2019<\/strong> It says; \u2018Anything that can go wrong, will go wrong.\u2019<\/strong> Still, there are some things that have \u2018Foreseeable Consequences,\u2019<\/strong> that can be averted. Still, there are some situations that are as inescapable as they are unavoidable. Even so, those that delight themselves in making life more difficult than nature, have caused for their fellow-men, adversities of all kinds, untold miseries and despair.<\/p>\n

MOST SCRUTINIZED<\/strong><\/p>

\"\"<\/a><\/div>
\"\"<\/a><\/div>\n

Likened to other jurisdictions, the \u2018Two Most Scrutinized\u2019<\/strong> government agencies<\/strong> have been (i) \u2018The \u2018Police Service; and (ii) Office of the Director of Public Prosecutions.\u2019 <\/strong>Though their role and functions are practically different, office holders know that key to successful \u2018Public Prosecutions\u2019<\/strong> are; (a) \u2018Proper criminal investigations; (b) Martialing the evidence; and (c) A functional approach; (d) Inter-agency cooperation; and (e) Respect for areas of responsibility.\u2019<\/strong> These agencies are headed by those that have commendably acquitted themselves, as to be seen as competent, efficient and behaviorally, exemplary.<\/p>

\"\"<\/a><\/div>\n

REEK OF SUSPICION<\/strong><\/p>\n

Not infrequently, there have been \u2018Changing Scenes of Life.\u2019<\/strong> There have been man-engineered adversities of one kind or another. Frequently, these are often \u2018Reek of Suspicion.\u2019 <\/strong>Through collaboration between the \u2018Police Services of Jamaica and Antigua and Barbuda and Jamaica,\u2019 needlessly,<\/strong> the global community has been made aware of the experiences of \u2018Antigua and Barbuda Director of Public Prosecutions (DPP), Anthony Armstrong.\u2019 <\/strong>When Jamaican-born national \u2018Anthony Armstrong\u2019 <\/strong>boarded an Airline from \u2018V.C Bird International Airport (VCBIA)\u2019 <\/strong>destined to his native Jamaica,\u2019 he knew not what lay ahead.<\/p>

\"\"<\/a><\/div>\n

PERSPECTIVE<\/strong><\/p>\n

This commentary seeks not to \u2018Defend Faith;\u2019<\/strong> nor is it intended to invite \u2018Fate\u2019<\/strong> upon the adversity-struck \u2018Director of Public Prosecutions (DPP) Anthony Armstrong.<\/strong>\u2019 Thus, it does not speak to the \u2018Merits or Demerits\u2019<\/strong> of the Case, of which he has been made the subject of criminal prosecutions. Its primary purpose is to lend a \u2018Professional Understanding\u2019<\/strong> of the seemingly misunderstood \u2018INTERPOL Red Notice entails.\u2019<\/strong> It also looks at the behavior and employable strategy of some criminal investigators. It is dedicated to attorneys with a criminal practice. That which suspects seem not to know is that they owe no obligation to no one to voluntary submit themselves to be questioned by any investigator. While some formalities are done, criminal investigation is generally not done at Police Stations or sitting at an office desk.<\/p>

\"\"<\/a><\/div>\n

It is dedicated to (i)<\/strong> \u2018An esteemed Attorney-at-law Charlesworth Tabor; and (ii) Dr. Dave Ray.\u2019<\/strong> The latter, an apparent objective, but seem more critical over the author\u2019s writing style, than of the content. At this juncture, none shall be reminded of what \u2018St. Paul\u2019 <\/strong>has said. For the benefit of those who do not remember, he was scripturally quoted saying; \u2018Every man to his own order\u2019 [1 Corinthians: 15: 23]. <\/strong>Congratulations to the partly despised\/loved \u2018J\u2019Truth.\u2019<\/strong> Not only for sticking to his \u2018Own Order,\u2019<\/strong> but also in lifting the coveted and prestigious \u2018Leonard \u2018Tim\u2019 Hector Award\u2019 [ANR: November 7, 2022]. <\/strong>Suffice to say, the prestigious \u2018Award\u2019 <\/strong>necessarily demands purity of expressions. Many shall find the contents serious, yet humorous.<\/p>\n

EVENT OF NATURE<\/strong><\/p>\n

It shall do no harm reflecting upon the \u2018Wrath\u2019 nature descended upon<\/strong> \u2018Port Royal.\u2019<\/strong> Historians appeared not to have been descriptively kind to that \u2018Ancient City.\u2019<\/strong> They have described it as \u2018One of the wickedest places on earth\u2019<\/strong> [June 7, 1692]. <\/strong>That which descended upon the City, saw some two-thirds of the land mass disappeared. Seemingly, without the advent and benefit of \u2018Information and Technology,\u2019<\/strong> before residents shall have been advised; (a) \u2018Drop; (b) Cover; and; Hold on,\u2019<\/strong> likened to a torpedoed ship, it was left listless and helpless by an estimated \u20187.5 Magnitude Quake\u2019 [Wikipedia].<\/strong><\/p>\n

MORNING SUN<\/strong><\/p>\n

Historical accounts, revealed that; \u2018The morning that opened brilliantly fine; There was said to have been glorious sun shining down on the earth from a cloudless sky; \u2026There was no indication, neither to man, nor beast of the coming disaster.\u2019 <\/strong>Under the blazing, yet tolerable morning Sun, and just before midday-11.43 am,<\/strong> there were said to be roaring sounds. Without a Zoo, residents obviously knew they were not sounds of hungry lions. Though it had nothing to do with \u2018Inclemency of Weather,\u2019<\/strong> the sounds were said to have roared like thunder. Still, they were not preceded by lightning.<\/p>\n

WRATH OF NATURE<\/strong><\/p>\n

Eerie feelings gripped those inside. No attempts were made to venture outside. Instead, residents on the outside reportedly scampered inside. In the instant situation, the nearest building was good for shelter. For a great many of the frightened and disoriented residents, it spelled disaster of a magnitude that was never before experienced. To the survivors, it marked the \u2018Changing Scenes of Life.\u2019<\/strong> Violently the city rocked, and instantaneously, it submerged beneath the ocean by a \u2018Tidal Wave.\u2019<\/strong> Today, it may have been called a \u2018Tsunami.\u2019<\/strong> So was the destructive attitude of nature. This appeared evident from the wrath<\/strong> descended upon it by one of the \u2018Forces of<\/strong> Nature.\u2019<\/strong><\/p>\n

WATERY GRAVES<\/strong><\/p>\n

The earth shook with such violence, that buildings collapsed. Dust rose to the heavens, while debris fell down. The earth opened up with rents that took in everything. Men, women and children\u2019 submerged under a turbulent wave, leaving some \u20182,000 residents\u2019<\/strong> to rest quietly in \u2018Watery Graves\u2019<\/strong> [Wikipedia].<\/strong> Whatever their hopes and dreams and aspirations, in the twinkle of an eye, the occupiable land mass of the \u2018City of Port Royal\u2019<\/strong> disappeared. in the twinkle of an eye, a sizeable portion of the \u2018City of Port Royal\u2019<\/strong> became non-existent. So too, were their hopes, dreams and aspirations. For in the twinkle of an eye, the occupiable land mass disappeared from view. The experiences of \u2018Director of Public Prosecutions (DPP), Anthony Armstrong,<\/strong>\u2019 bears no comparison. Yet, he bears witness to his world being collapsed, firstly by an embarrassing \u2018Red Notice,\u2019<\/strong> and secondly, by \u2018Apprehension\u2019<\/strong> [November 6, 2022].<\/strong><\/p>\n

DEPRIVE AND DESTROY<\/strong><\/p>\n

The unpredictable \u2018Nature of Man,\u2019<\/strong> has been no different. Man continues to \u2018Deceive; Deprive; and Destroy.\u2019 <\/strong>Though he has peacefully transitioned to another place, the name and social commentaries of \u2018Sir Rupert Philo, Dean of Calypso,<\/strong>\u2019 lives on in the memory. Whether or not a fan or follower, friend or foe, his social commentaries are stark reminders of man\u2019s evilness and wickedness to man. Many shall recall the lyrical contents of one of his most telling commentaries; \u2018Man to Man.\u2019<\/strong> Sharing his experience, he said; \u2018They say man to man is so darm unjust; \u2026You don\u2019t know who the hell to trust.\u2019 <\/strong>The deceased artist appeared to have been prompted to perform this song when, through \u2018Deception and Treachery,\u2019<\/strong> friends and work-colleagues; \u2018Bad-talk me to an Airline company; \u2026In the end they make \u2018LIAT\u2019 fire me.\u2019<\/strong> [1978: Mighty Swallow].<\/strong><\/p>\n

DEVIOUS AND DANGEROUS<\/strong><\/p>\n

There have been some developments that have been seen as \u2018Stranger than Fiction.\u2019<\/strong>\u00a0 Conversely, there have been human behaviors, though not fictional, when exhibited, have often boggled the mind. The \u2018Creative Miracles of God,\u2019<\/strong> saw humans being born of flesh and blood. Each is presumed to be endowed with \u2018Reason and Conscience.\u2019<\/strong> In men and women of the attained age of majority, these combined, are said to guide human behavior. Today, as has been in the distant and recent past, humans have been exhibiting behaviors that are as \u2018Devious,\u2019<\/strong> as they are \u2018Dangerous.\u2019 <\/strong><\/p>\n

SEEDS OF DECEPTION<\/strong><\/p>\n

When criminal investigators, seemingly sown \u2018Seeds of Deception\u2019<\/strong> in his mind, and wooed him back to Jamaica for \u2018an Interview,\u2019<\/strong> they had successfully disguised their prosecutorial intentions. Moreover, when factually and unprofessionally, law enforcers with \u2018Reckless Abandon\u2019 <\/strong>breached \u2018INTERPOL Protocols,\u2019 <\/strong>by sharing \u2018Confidential Electronic Mail\u2019 <\/strong>with those in whom no \u2018Police Powers,\u2019 <\/strong>reside, know that the \u2018Die of Criminal Prosecutions\u2019<\/strong> had been cast. When Jamaican-born national \u2018Anthony Armstrong\u2019 <\/strong>boarded an Airline from \u2018V.C Bird International Airport (VCBIA), <\/strong>destined to the \u2018Norman Manley International Airport (NMIA)\u2019[Jamaica],<\/strong> he knew not what lay ahead [November 6, 2022].<\/strong><\/p>\n

LONG ARM OF LAW<\/strong><\/p>\n

Whether or not \u2018Director of Public Prosecutions (DPP), Anthony Armstrong\u2019<\/strong> traveled to Jamaica, China or India,\u2019 on the premise of being interviewed by criminal investigators, criminal suspects know that the wind blows from the four cardinal points of the earth. Some East: some West; Some North; and some South. On the ocean, there are usually \u2018Choppy Seas.\u2019<\/strong> In the open airspace, there are usually \u2018Turbulences.\u2019<\/strong> On terra firma, people are blown all over. Some to Church and some to jail.\u2019 Clearly and emphatically, there was no evidence or even suspicion that he has been on the run from \u2018Jamaican Justice.\u2019 <\/strong>Factually, the world now a \u2018Global Village,\u2019 and with the advent of \u2018Information and Technology,\u2019 <\/strong>it certainly does not allow him to have been that elusive for very long before the \u2018Long Arm of Law\u2019 <\/strong>pulled him in.<\/p>\n

FORFEITING LIBERTY<\/strong><\/p>\n

Privilege information revealed he was officially informed that his travel was specifically for the purposes of \u2018Criminal Interviews.\u2019 <\/strong>\u00a0He appeared not to have been alerted that he run the risk of \u2018Forfeiting his Liberty.\u2019 <\/strong>Informally, he may have been given an inkling. Though he was destined to his homeland, with such inkling, true or false, even \u2018Angels\u2019<\/strong> would have been fearful to leave \u2018VC Bird International Airport (VCBIA),\u2019<\/strong> let alone travel to his \u2018Twice-Yearly Itinerant Destination- Jamaica.\u2019<\/strong> Inflight restrictive movements, may have been extended only by visits to the onboard sanitary facility. These may either have been due to gripping fear and\/or \u2018Calls of Nature.\u2019<\/strong><\/p>\n

DECEIVED AND TRICKED<\/strong><\/p>\n

Inescapably, he was \u2018Entrapped and Nabbed\u2019<\/strong> by a \u2018Jamaica Constabulary Force (JCF) female detective. <\/strong>Reportedly exhibited behavior that seem neither to have reflected professional knowledge, nor professionalism.\u2019 Such exhibition was said to speak to scant respect for \u2018Human Dignity.\u2019<\/strong> Fully cooperative, the unsuspectingly tricked, lured and nabbed Antigua and Barbuda Director of Public Prosecutions (DPP), Anthony Armstrong,\u2019 <\/strong>was reportedly left \u2018Dejected and Flabbergasted\u2019 over the unexpected turn of events<\/strong> He maintained both self-control and his mental faculties. Then irate, befuddled-brain \u2018Attorney Hugh Wildman\u2019 appeared not to have concealed his emotions.<\/strong> Embarrassingly, he too felt \u2018Deceived and Tricked.<\/strong>\u2019 In -pre-arrival discussions, he may have taken a \u20186 for a 9.\u2019 <\/strong><\/p>\n

SPIDER AND FLY<\/strong><\/p>\n

Likened to the fabled story of the \u2018Spider and the Fly;\u2019 <\/strong>he saw his client flew carelessly into a \u2018Police Web.\u2019<\/strong> Then all flying was over. Though clearly not a fable, he shall have been mindful of the \u2018Spider\/Fly Story<\/strong>.\u2019 He could never have been na\u00efve in believing that such exercise, he would have been airborne on the Army helicopter to take in a spectacular view of \u2018Waurika Hills.\u2019 <\/strong>When he traveled out of \u2018Antigua and Barbuda,\u2019<\/strong> for reasons then best known to \u2018INTERPOL\u2019 and himself, it shall have been obvious that it was a \u2018Cardinal Mistake.\u2019<\/strong> He may have taken a \u2018Calvin Ayer Chopper\u2019 <\/strong>and fly right here over \u2018Antigua and Barbuda.\u2019 <\/strong><\/p>\n

BEWARE OF SUBTERFUGE<\/strong><\/p>\n

There might be a lesson to be learnt from \u2018Law Enforcement Instructional Guide.\u2019 <\/strong>It states; \u2018Beware of Subterfuge.\u2019 <\/strong>Notwithstanding his constitutional prosecutorial role, where citizens either perceived or harbored belief that there were some courses of action may have been influenced by the environment, he is still owed; (i) \u2018The protection of law; (ii) Presumption of innocence [CO: 1981: Section 15]; (iii) Due process; (iv) Equality of treatment; and (v) Fair and public trial before the Court\u2019 [1948: UDHR: Article 10]. <\/strong>From a strictly professional perspective, the apparent \u2018Ill-advised and Ill-Fated\u2019<\/strong> return to \u2018Jamaica\u2019 of \u2018Director of Public Prosecutions (DPP), Anthony Armstrong\u2019 <\/strong>appeared merely for the completion of arresting formalities.<\/p>\n

INVESTIGATIVE STRATEGIES<\/strong><\/p>\n

Today, as has always been the case, given certain employable \u2018Investigative Strategies,\u2019<\/strong> persons shall know that \u2018Red Notices\u2019 <\/strong>or not, law enforcers have never been starved of \u2018Investigative Ploys.\u2019<\/strong> This is so, whether or not a \u2018Notice\u2019<\/strong> exists or cancelled. That which occurred on arrival at \u2018NMIA,<\/strong>\u2019 speaks more to the \u2018Corruptible Influence\u2019<\/strong> of the environment, than of want of professional and procedural training. Even so, the \u2018Jamaican-counterparts of certain members of the \u2018Royal Police Force of Antigua and Barbuda,\u2019<\/strong> appeared to have exploited \u2018Confidentiality Chinks\u2019<\/strong> within the local chapter of \u2018INTERPOL.\u2019<\/strong><\/p>\n

RED NOTICES – RED FLAGS<\/strong><\/p>\n

It is also widely known that most \u2018Commonwealth Nations\u2019<\/strong> have international obligations that as requests are formally made, they shall discharge those obligations. None shall feign ignorance of these. Whether or not persons are seen as \u2018Fleeing Justice,\u2019<\/strong> they shall, with utmost suspicion, take all \u2018Red Notices\u2019 <\/strong>serious. They shall always regard them as \u2018Red Flags.\u2019 <\/strong>As in the case of \u2018danger,\u2019 <\/strong>they shall see such \u2018Notices\u2019 <\/strong>as indicating the ultimate, but inescapable- Arrest.\u2019 <\/strong>Given his \u2018professional adversities and legal troubles,\u2019 <\/strong>inferences might reasonably be drawn that \u2018Director of Public Prosecutions (DPP) Anthony Armstrong\u2019<\/strong> may have been unsuspectingly deceived and tricked. \u00a0<\/strong>Then likened to a length of invisible thread, \u2018Lured and Entrapped\u2019 <\/strong>for the \u2018Jamaican Nab\u2019 [November 6, 2022]. <\/strong><\/p>\n

ADMINISTRATIVE WORRY<\/strong><\/p>\n

Consequent upon the initiated course of action, it could hardly escape reasonably drawn inferences that shall cause \u2018Administrative Worry\u2019 <\/strong>to \u2018Commissioners of Police Atlee Rodney KPM and Major General Antony Anderson CD, JP, MDA, BEng (Hons).<\/strong>\u2019 That which shall so cause worry, shall be their supposedly \u2018Confidentially Impenetrable INTERPOL Units\u2019 within their respective \u2018Police Service.\u2019<\/strong> Whether or not acting collaboratively, one or both of these \u2018Units\u2019 seemed to have been \u2018Environmentally Exploited.\u2019<\/strong> Thus, without explicable and\/or justifiable reasons from \u2018Law enforcement Heads,\u2019<\/strong> an openly shared observation was an apparent organizational activity, capable of being identified as \u2018Corrupt Practice.\u2019<\/strong><\/p>\n

FLIGHT FROM JUSTICE<\/strong><\/p>\n

Those familiar with law enforcement and have dealt with \u2018Cross-border or organized-crimes,\u2019 shall rely upon the assistance of the \u2018International Police Organization (INTERPOL).<\/strong>\u2019 Whether or not from \u2018China or India; or Antigua and Barbuda or Jamaica,\u2019<\/strong> the membership of this organization may seek such assistance by requesting the issuance of a \u2018Red Notice.\u2019<\/strong> This has brought internal terror, but only to those taking \u2018Flight from Justice.\u2019 <\/strong>The often misunderstood, \u2018Notice\u2019 has never been \u2018an International Arrest Warrant.\u2019<\/strong> Among the primary purposes are (a) \u2018<\/strong>Alerting every Law enforcement jurisdiction of sought-after notorious criminals on the run; and (b) Ascertaining the whereabouts of fugitives.\u2019 <\/strong><\/p>\n

CASES ON POINT<\/strong><\/p>\n

In fact, it silently speaks to apprehension when a \u2018Request for Extradition\u2019<\/strong> has been formally made; and (d) A Provisional Arrest Warrant\u2019 has been duly issued by the \u2018Appropriate Authority\u2019 [ANU: No.12 of 1993: Section 9 (4)]. <\/strong>The Cases against; (i) \u2018Convicted former Financial Services Regulatory Commission (FSRC), Leroy King; (ii) The wealthy-lucky Indian Billionaire, diamantaire Mehul Choksi; and (iii) Convicted rapist former British Police officer, Lee Martin-Cramp\u2019 <\/strong>make the point. In the case of both convicts, no \u2018Red Notices\u2019<\/strong> were necessary to be circulated to the universal membership of \u2018INTERPOL<\/strong>.\u2019<\/p>\n

ENTANGLED WITH CRIMINAL LAW<\/strong><\/p>\n

Both nations knew where the accused had residency. Instructively, the young \u2018British Bobby,\u2019<\/strong> then vacationing on \u2018Antigua and Barbuda\u2019<\/strong> was said to have been on a \u2018Social Rendezvous\u2019<\/strong> with a female medical student. She was then pursuing medical studies within the jurisdiction. Seemingly overwhelmed by desires of a sexual nature, and with apparent reckless abandon, got \u2018Entangled with the Law\u2019<\/strong> He was accused of committing a sexual act of against her. [May 2015].<\/strong> However, before completion of criminal investigations, the accused reportedly made his way back to the \u2018United Kingdom\u2019 [May 2015]. <\/strong><\/p>\n

FORMAL REQUEST<\/strong><\/p>\n

In respect to the e \u2018Fraudster (King) and Rapist (Cramp),\u2019<\/strong> the \u2018United States and Antigua and Barbuda\u2019<\/strong> complied with requirements of the \u2018Extradition Law.\u2019<\/strong> Both nations made \u2018Formal Requests\u2019 <\/strong>for their return to face prosecution. Ironically, the \u2018Extradition Request\u2019<\/strong> for the return of the alleged rapist was made by \u2018Director of Public Prosecutions (DPP), Anthony Armstrong.\u2019<\/strong> Seemingly satisfied and overjoyed with his \u2018Prosecutorial Performance,\u2019 <\/strong>an ecstatically happy \u2018Attorney General, Steadroy \u2018Cutie\u2019 Benjamin\u2019 <\/strong>was quoted in media reports saying that he was \u2018pleased with the hard work of the DPP<\/strong>, who is determined to ensure that all delinquent persons are brought to justice\u2019 [Observer: September 4, 2018].<\/strong><\/p>\n

RISKILY AND UNWITTINGLY<\/strong><\/p>\n

From a professional perspective, it was never said; could never, and could never have been said that the \u2018Antigua and Barbuda DPP,\u2019<\/strong> had been a \u2018Fugitive-at- Large.\u2019<\/strong> Though it may not be necessarily so, likened to many other \u2018Global Police Services,\u2019<\/strong> some personnel seem to savor that which appeared to be a \u2018Clique Culture of Corruption.\u2019 <\/strong>Research has shown that he was never accused of committing a cross-border crime. Neither has he been evasive or has opportunistically taken fight from justice, thereby sought \u2018Haven\u2019<\/strong> in the jurisdiction of \u2018Antigua and Barbuda.\u2019 <\/strong>Though \u2018Jamaica\u2019<\/strong> has been his country of domicile, and he enjoys \u2018Freedom of Movement,\u2019<\/strong> he may have been the victim of \u2018Unsafe Advice,\u2019<\/strong> Conversely, if he acted on his own volition, then it shall be seen that he \u2018Riskily and Unwittingly\u2019<\/strong> traveled back to Jamaica.<\/p>\n

SPIRIT OF DISCERNMENT<\/strong><\/p>\n

Moreover, \u2018Sir Ron\u2019<\/strong> may have known that whether or not considered a \u2018Suspected Person,\u2019 no one is obliged to incriminate him\/herself in any criminal wrongdoing.\u2019 He had not employed or relied on his special skills. That which may have distinguished \u2018Diplomatic Skills\u2019<\/strong> from \u2018Prosecutorial Skills,\u2019<\/strong> may very well have been the \u2018Spirit of Discernment.\u2019<\/strong> A local news portal reported that \u2018Detective, Superintendent Nuffield Burnette\u2019<\/strong> made a \u2018Media Request\u2019<\/strong> for the former Ambassador to \u2018present himself to the Police.\u2019 <\/strong>Investigators not only had sight on him as a \u2018Person of Interest,\u2019<\/strong> but also wished interview him on the \u2018Controversial Ishikawa Jima Heavy Industries (IHI) Fraud Investigations\u2019<\/strong> [Martina Johnson: Antigua Observer: January 4, 2012].<\/strong><\/p>\n

REASON OR REQUEST<\/strong><\/p>\n
