Given their \u2018Professional and Behavioral Standards,\u2019 it may have been for reasons of a desire to see more attention being focused on unseemly behavior and conduct associated with criminality, totally eradicated. In a world of crooked people and rampant crookedness, there shall be no difficulty differentiating <strong>\u2018Idealism from Realism.\u2019<\/strong> \u00a0Both retirees and disciplinarians, may have observed or further seized of information, pertinent to <strong>\u2018Police Actions\u2019<\/strong> starved of justification and begged for transparency and accountability.<\/p>\n<p><strong>BELIEFS AND RESOLVE<\/strong><\/p><div id=\"antig-3285507531\" class=\"antig-content_4 antig-entity-placement\"><a href=\"https:\/\/discoverflow.co\/web\/antigua\" to <strong>\u2018Public Corruption\u2019<\/strong> indictments <strong>[IWN: April 13, 2018]. <\/strong>They will have also known of another <strong>\u2018Senior Police officer [ANR: June 2, 2021]. and a Subordinate Police officer [Pointe Express: February 3, 2022]\u2019<\/strong> that have disgraced themselves and brought the <strong>\u2018Police Service\u2019 <\/strong>into disrepute<strong>.<\/strong> They have exhibited conduct capable of depriving them of <strong>\u2018Retirement Benefits.\u2019 <\/strong>Though not of the making of the former \u2018Assistant Commissioner and Inspector,\u2019 their <strong>\u2018Beliefs and Resolve\u2019<\/strong> may have been further strengthened by the convictions and incarceration of former subordinates;<strong> (i) \u2018A Police Corporal a<\/strong>nd<strong> Police Constable\u2019 on \u2018Public Corruption\u2019 indictments\u2019<\/strong> <strong>[ANR: March 25, 2022].<\/strong> Even with these, none, in whatever field of endeavor, may claim to be <strong>\u2018Paragon of Virtue.\u2019<\/strong><\/p><div id=\"antig-1592042524\" class=\"antig-content antig-entity-placement\"><a href=\"https:\/\/www.antiguabarbudaculinarymonth.com\/\" aria-label=\"culinary\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:1920\/h:843\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2025\/04\/culinary-scaled.jpg\" alt=\"\" of <strong>\u2018Human Rights Abuses.\u2019 <\/strong>These relate to<strong> \u2018Trending Police Shootings and Beatings.\u2019<\/strong> It particularly looks at the alleged <strong>\u2018Brutal Battering\u2019<\/strong> of <strong>Barbudan Residents Shackeal Yearwood 24; and<\/strong> <strong>Kenny Morris 22,\u2019 <\/strong>as well as that inflicted upon another <strong>\u201820-year-old Antiguan youth.\u2019<\/strong> It also looks at the predicament of the mother of the 22-year-old, \u2018<strong>Woman Police Constable Bonnilyn John-De Souza.\u2019<\/strong> Supporting these discussions, it looks at the behavior of \u2018Law Enforcement\u2019 toward investigation of complaints of \u2018Unnecessary Use of Police Force and methodologies.\u2019 It refers to two cases;<strong> (i) \u2018\u2026Vere Bird III v Attorney General et al\u2019<\/strong> [Antigua and Barbuda; and <strong>(ii) \u2026Michelle Andrew, Woman Police Constable v Director of Public Prosecutions\u2019 <\/strong>[St. Vincent and the Grenadines].<\/p><div id=\"antig-1558305822\" class=\"antig-content_2 antig-entity-placement\"><a href=\"https:\/\/www.courts.com\/antigua\/\" aria-label=\"500X500 (1)\"><img src=\"https:\/\/mlavawteztbj.i.optimole.com\/w:500\/h:500\/q:mauto\/f:best\/https:\/\/antiguanewsroom.com\/wp-content\/uploads\/2026\/03\/500X500-1.jpg\" alt=\"\" width=\"500\" height=\"500\"   \/><\/a><\/div>\n<p><strong>BURNETTE AND YOUNG<\/strong><\/p>\n<p>Most recently, retirees <strong>\u2018Burnette and Young\u2019<\/strong> will have seen manifestations of the disappearance and brutal death of <strong>\u2018Falmouth Resident, Bruce Greenaway.\u2019 <\/strong>Though a <strong>\u2018Police Constable\u2019<\/strong> was slapped with the charge of <strong>\u2018Murder,\u2019 <\/strong>the family and community still mourns the tragic loss of life<strong> [Loop: June 7, 2020].<\/strong> There may also have been concerns over other reputationally-tarnishing behavioral issues. As such, every <strong>\u2018Sitting Coroner\u2019<\/strong> shall be mindful of the need to expedite Inquisition proceedings for killings that have the potential for grieving families, the citizenry, Human Rights Organizations and the international community to deem <strong>\u2018Extra-Judicial Killings.\u2019<\/strong><\/p>\n<p><strong>SANCTITY OF LIFE<\/strong><\/p>\n<p>Such <strong>\u2018Inquisitions\u2019<\/strong> not only provide for a <strong>\u2018Coroner\u2019s Jury&#8217;<\/strong> to look at the<strong> \u2018Circumstances Surrounding Death,\u2019 <\/strong>but also to make informed decisions as to<strong>: (a) \u2018Justifiability or Culpability\u2019 [Coroner\u2019s Act: Chapter 105]. <\/strong>The latter not only has the potential to keep <strong>\u2018Trigger-Happy Police officers\u2019 <\/strong>in check, but also to make indelible on violent minds, the need to exercise restraint and to show greater respect for the<strong> \u2018Sanctity of Life.\u2019 <\/strong>Compounding these<strong> \u2018Fatal Police Shootings\u2019 <\/strong>have undoubtedly, been the shortage of Coroners or inadequacy of time necessary for the holding of<strong> \u2018Inquisitions\u2019 <\/strong>and allow for the discharge of their<strong> \u2018Magisterial Duties.\u2019 <\/strong>Even so, some <strong>\u2018Magistrates\u2019 <\/strong>appear to be mortally afraid of holding these<strong> \u2018Inquisitions.\u2019 <\/strong><\/p>\n<p><strong>REPORTER\u2019S NARRATIVES<\/strong><\/p>\n<p>Today, in the minds of victims and by extension, members of the wider society, a very small minority of Law enforcement officers have given many citizens reasons to believe that a <strong>\u2018Culture of Violence\u2019 <\/strong>exists within the Police Service. Most troubling to some families has been the <strong>\u2018Reporter\u2019s Narrative\u2019 <\/strong>that has often been;<strong> \u2018The deceased was in confrontation with the Police.\u2019 <\/strong>As <strong>\u2018Dead man tell no Tale,\u2019 <\/strong>Then there have been the growing and vexing incidences of alleged acts of <strong>\u2018Police Brutality\u2019 <\/strong>by members of the<strong> \u2018Royal Police Force of Antigua and Barbuda.\u2019 <\/strong>The other <strong>\u2018Narrative\u2019<\/strong> has been,<strong> \u2018John Doe\u2019 <\/strong>was arrested and charged with<strong> \u2018Beating Police.\u2019 <\/strong>Even when he was hospitalized, some never check to find out what<strong> \u2018John Doe\u2019 <\/strong>got<strong>. <\/strong>Lacking a sense of intuitiveness and inquisitiveness often suggests, that these are all Reporters know.<\/p>\n<p><strong>BRUTALLY CRAZY<\/strong><\/p>\n<p>That which appears equally as troubling to the citizenry have been the frequency of media reports alleging <strong>\u2018Police Brutality.\u2019<\/strong> It has been made easy for the citizenry to believe that some members of the <strong>\u2018Police Service\u2019<\/strong> have gone \u2018<strong>Brutally Crazy.\u2019<\/strong> From professional knowledge, no one needs psychiatric evaluation to be helped back to reality that the situations have become grave and untenable. Given professional understanding of the word <strong>\u2018Violence,\u2019<\/strong> relating this to Police behavior, it might be na\u00efve of any <strong>\u2018Commissioner of Police\u2019 <\/strong>not to understand the associated words,\u2019<strong> Police Excesses.\u2019<\/strong><\/p>\n<p><strong>VIOLENCE-PRONE RANK<\/strong><\/p>\n<p>From recent public complaints, the <strong>\u2018Violence-Prone Rank\u2019<\/strong> has been identified as that of <strong>\u2018Constables.\u2019<\/strong> Incidentally, though rarely, <strong>\u2018an Assistant Superintendent\u2019<\/strong> has also been identified as recently exhibited behavior associated with<strong> \u2018thugs, rogues and vagabonds.\u2019 <\/strong>Such was said to have been exhibited at a <strong>\u2018Gated Party for Farmers\u2019 [May 8, 2022].<\/strong> This was confirmed by several attorneys-at-law. Several have been reportedly engaged either in the capacity of <strong>\u2018Watching Brief\u2019 <\/strong>in those incidents of <strong>\u2018Police Killings,\u2019 <\/strong>particularly those said to be; <strong>(a) \u2018Awaiting \u2018Coroner\u2019s Inquisition;<\/strong> or <strong>(b) Completion of \u2018Professional Standards\u2019 <\/strong>investigations.\u2019<\/p>\n<p><strong>EXERCISE OF AUTHORITY<\/strong><\/p>\n<p>In respect to <strong>\u2018Police Excesses,\u2019<\/strong> every reading \u2018Police officer\u2019 knows that which is contained in the <strong>\u2018Police Disciplinary Regulations.\u2019 <\/strong>Though the language is written different to the way victims call it, the \u2018Statute\u2019 defines this as; <strong>\u2018Unlawful or Unnecessary Exercise of Authority.\u2019 <\/strong>This appears to have been a daily feature by those seen as not particularly obligingly helpful to the citizenry. Instead, a small minority of officers seemed more transfixed on \u2018Extra-Judicial Punishment.\u2019 The <strong>\u2018Disciplinary Code,\u2019<\/strong> not only provides for every member of the Police Service to know, but also every <strong>\u2018Commissioner of Police\u2019<\/strong> to enforce and maintain effective \u2018Force Discipline.\u2019<\/p>\n<p><strong>MEAN AND BRUTISH<\/strong><\/p>\n<p>Parliament knew that some Law enforcement personnel may become <strong>\u2018Mean and Brutish.\u2019<\/strong> Cognizance of this, in anticipation, they Legislators enacted some measures for disciplinary control. Thus, they inserted this regulation that states; <strong>\u2018If a member of the Police Force, without good or sufficient cause, makes; (i) \u2018An unlawful arrest; or (ii) &#8230;Uses any \u2018Unnecessary Violence\u2019 to any prisoner or other person<\/strong> with whom he\/she may be brought into contact in the execution of duty,\u2019 commits a disciplinary offence\u2019 [Paragraph (h): Police Act<strong>: Chapter 330: Volume 12].<\/strong> The Constitution Order also anticipates that some officers may exercise authority not reside with their office <strong>[CO: 1981: Section 5 (7)].<\/strong> These might be better understood in the referred case hereunder.<\/p>\n<p><strong>BRUTALIZED AND BATTERED<\/strong><\/p>\n<p>Though not necessarily unprecedented, the Claimants, allegedly <strong>\u2018Brutalized and Battered,\u2019<\/strong> took their beating and battering to the <strong>\u2018High Court of Justice.\u2019<\/strong> The case of <strong>\u2018Attorney-at-law, Vere Bird III and Jim Galloway (deceased before hearing).<\/strong> Seeking redress and <strong>\u2018Compensatory Damages,\u2019<\/strong> the practicing attorney instituted litigious proceedings against the Defendants; <strong>(i) \u2018Attorney General: (ii) Commissioner of Police; and (iii) Alvin Thomas Superintendent of Police (Arresting officer).\u2019<\/strong> The litigants Claimed inter alia, that they were <strong>(i) \u2018Beaten; (ii) Unlawfully arrested; (iii) Falsely imprisoned; and (iv) Maliciously prosecuted.\u2019<\/strong><\/p>\n<p><strong>CHARGES OF EXPEDIENCY<\/strong><\/p>\n<p>Practicing attorney <strong>\u2018Vere Bird III and fellow-picketer Jim Galloway\u2019<\/strong> were forcefully removed and crudely manhandled. Then likened to common criminals, both were caged in an unhygienic Police cell. At the time of arrest, he and another, were peacefully picketing outside the residence and place of business of non-resident<strong> \u2018Chinese Ambassador Sir David Shoul\u2019<\/strong> [<strong>January 2013]. <\/strong>The apparent \u2018Charges of Expediency\u2019 or invention, included;<strong> (i) \u2018Obstructing Police; and (ii) Resisting Police\u2019<\/strong> were dismissed at Summary trial.\u2019 The Police Prosecutor had failed to adduce evidence necessary to establish a prima facie case. \u00a0adjudicating Magistrate, necessary to prove that the <strong>\u2018Picketing\u2019<\/strong> by the Defendant was <strong>\u2018Unlawful.\u2019<\/strong><\/p>\n<p><strong>COMPENSATORY DAMAGES<\/strong><\/p>\n<p>Seemingly starved of professional knowledge of \u2018Evidence and Procedure,\u2019 the invented Charges were duly dismissed by the adjudicator. There may have been scant regard to the rights of <strong>\u2018Picketer\/Claimant Vere Bird III.\u2019<\/strong> Thus, the action of the \u2018Arresting Officer,\u2019 may have his human dignity and worth. He revealed that he had filed \u2018Criminal Complaints\u2019 on \u2018January 15 and 25, 2018,\u2019 against the \u2018Arresting Officer.\u2019 He said; \u2018No investigation was done\u2019 [ANR: October 4, 2018]. He described the Police organization as \u2018Corrupt\u2019 In the administration and dispensation of justice, \u2018His Lordship, <strong>\u2018Justice Brian Cottle Judgment,\u2019<\/strong> ordered <strong>\u2018Compensatory Damages\u2019<\/strong> of <strong>\u2018EC$150, 000 [Claim No. ANUHCV2013\/ 0578: ANR: October 4, 2018]. <\/strong><\/p>\n<p><strong>SHOOTINGS OR BEATINGS<\/strong><\/p>\n<p>In recent times, the <strong>\u2018Police Service\u2019<\/strong> has come under very close public and media scrutiny. This has resulted from several incidents of either; <strong>(a) \u2018Police Shootings; or (b) Police Beatings.\u2019<\/strong> In the case of the former, several shootings were known to have been fatal. In others, victims were left nursing serious <strong>bodily injuries.\u2019 <\/strong>In cases where no firearm was used, <strong>\u2018Rogue officers\u2019<\/strong> were often alleged to inflicted blows with whatever was available to hand. These encounters were either in the course of performing duty or while socializing at private\/public parties in open public spaces or gated for entry of invitees or patrons paying for socialization.<\/p>\n<p><strong>ANGRILY BRUTAL<\/strong><\/p>\n<p>Now resident on <strong>\u2018Antigua,\u2019<\/strong> <strong>Woman Constable Bonnilyn John-De Souza\u2019<\/strong> an inhabitant of \u2018Barbuda\u2019 has been recently assigned to the well-known stressful environment at the <strong>\u2018Grays Farm Police Station.\u2019 <\/strong>Even before the litigants and residents could have internalized the <strong>\u2018Appellate Privy Council Decision,\u2019<\/strong> her<strong> \u2018Barbudan Family\u2019<\/strong> has been forced to take to social media. This was to complain openly of <strong>\u2018Vicious Body Blows\u2019 <\/strong>allegedly inflicted on the person of her son \u2018Kenny Morris 22. Somewhat faced with a predicament, she may have been forced to take a closer look at the term <strong>\u2018Police Brutality.\u2019<\/strong> She must now be convinced that to a very small minority of the <strong>\u2018Violence-Prone Police officers,\u2019<\/strong> it means just what it connotes; that Police could become <strong>\u2018Angrily Brutal.\u2019<\/strong><\/p>\n<p><strong>MUD-ROLLING PIG<\/strong><\/p>\n<p>Undeniably true that persons that have reached the <strong>\u2018Age of Majority,\u2019<\/strong> shall have the <strong>\u2018Freedom of Socialization.\u2019 <\/strong>It has been the experience that where there will be <strong>\u2018Lots of Liquor,\u2019<\/strong> know that at any such social gathering, some persons are either not going to behave soberly walk straightly or stand erectly. Seemingly, as the <strong>\u2018Liquor\u2019<\/strong> went in, the <strong>\u2018Wit\u2019 <\/strong>went out. Conversely, the highly inebriated person, male or female, is always likely to say or do the unthinkable. Thus, one is likely to hear things not normally heard, while one will also see things not normally see. A spectacle occurred when a <strong>\u2018Police officer\u2019<\/strong> reportedly video-taped as a transformed <strong>\u2018Mud-Rolling Pig.\u2019 That was apparently when the \u2018Liquor Soaked In,\u2019<\/strong> [July 9, 2022]. Contrastingly, yet most noteworthy, was that in his uncontrolled drunken stupor, party patrons reportedly rendered assistance to him. He suffered no battering nor beating.<\/p>\n<p><strong>FOOD \u2013 LIQUOR \u2013 MUSIC \u2026?<\/strong><\/p>\n<p>Unfortunately, it was not the same for <strong>\u2018Barbudan residents Shackeal Yearwood 24\u2019 and \u2018Kenny Morris 22\u2019<\/strong> and <strong>\u2018a 20-year-old Antiguan resident.<\/strong>\u2019 For these youthful patrons, they appeared to have received much more than <strong>\u2018Food; Liquor; and Music.\u2019<\/strong> Those on the receiving end were said to have been brutally beaten, battered and left bruised and painfully sore. They shall now regard as the two most dangerous parties they may have ever attended, might be the <strong>\u2018River Dock Party\u2019 [Barbuda: June 26, 2022], <\/strong>and the<strong> \u2018Farmers\u2019 Party\u2019 [Antigua: May 8, 2022].<\/strong> Those harboring the misguided belief, would have been seen or heard <strong>\u2018Inflicting Blows\u2019<\/strong> when there may no need to act in retaliatory manner.<\/p>\n<p><strong>DEN OF LIONS<\/strong><\/p>\n<p>Sorrowful feelings came upon her, over allegations that in the wee hours of \u2018Sunday morning [June 26, 2022], four Police officers, said to have been highly inebriated, invaded the privacy of her son\u2019s <strong>\u2018Barbuda Home.\u2019<\/strong> They reportedly arrested and carted him off to the <strong>\u2018Barbuda Police Station\u2019<\/strong> to the <strong>\u2018Den of Lions.\u2019<\/strong> Allegedly placed under handcuff-restraint and hooded, blows were said to have rained down upon his body more than rain needed by the residents. Moreover, blows were said to have rained down, sufficient to fill in the house cisterns of <strong>\u2018Commissioner of Police Atlee Rodney QPM\u2019<\/strong> and <strong>\u2018Justice and Police Minister, Steadroy \u2018Cutie\u2019 Benjamin.\u2019<\/strong><\/p>\n<p><strong>DRAWING BATTLE LINE<\/strong><\/p>\n<p>Forced to take a stand against fellow-colleagues stationed on her hometown, <strong>\u2018Sister-Island -Barbuda,\u2019<\/strong> the time came upon a <strong>\u2018Mother\u2019<\/strong> to <strong>\u2018Draw the Battle Line.\u2019 <\/strong>This term was first articulated in a social commentary by <strong>\u2018King Smartie Jr.\u2019<\/strong> She may have been reminded of the clich\u00e9; <strong>\u2018Blood is thicker than Water.\u2019<\/strong> This life-sustaining commodity, hardly flowing through the pipes of the <strong>\u2018Antigua Public Utilities Authorities,\u2019<\/strong> has never been the same as <strong>\u2018Blood\u2019<\/strong> flowing through the veins.<strong> Woman Police Constable Bonnilyn John-De Souza\u2019 <\/strong>may have adopted the philosophy- <strong>\u2018My Son\u2019 <\/strong>first and<strong> \u2018My Colleagues\u2019 <\/strong>after.<\/p>\n<p><strong>QUARTERLY FIXTURED SITTING<\/strong><\/p>\n<p>Incidentally, the <strong>\u2018Second Quarterly Fixtured Sitting\u2019<\/strong> on <strong>\u2018Barbuda,<\/strong>\u2019 as commanded by the Court, the jurisdictional Court of;<strong> (a) \u2018Summary; (b) Civil: and (c) Criminal jurisdictions<\/strong>,\u2019 the Sitting reportedly promptly commenced sitting at 9 o\u2019clock in the forenoon. Two youthful Defendants, alleged to have been \u2018Brutally Battered,\u2019 reportedly appeared before <strong>\u2018Chief Magistrate Joanne Walsh.\u2019<\/strong> When their names were called, one of the Defendants, <strong>\u2018Kenny Morris\u2019<\/strong> was reportedly assisted up the staircase to the Court Room by officers that had custody of him. Likened to the brutality allegedly inflicted upon kidnapped <strong>\u2018Antiguan and Barbudan Billionaire, Mehul Choksi\u2019 [Dominica],<\/strong> both <strong>\u2018Defendants Shackeal Yearwood and Kenny Morris\u2019<\/strong> <strong>\u2018Brutally Pummeled\u2019<\/strong> were reportedly denied medical attention by the Police.<\/p>\n<p><strong>MARKS OF VIOLENCE<\/strong><\/p>\n<p>There were said to be <strong>\u2018Marks of Violence\u2019<\/strong> that showed a swollen face. Observed in excruciating and unbearable pain, the, presiding Magistrate appeared well- positioned to observe and <strong>\u2018Take Judicial Notice\u2019<\/strong> of the physical appearance of the Defendants. \u00a0Both reportedly denied medical attention by the arresting officers, appeared not to have reflected concerns for their health and comfort. Taking <strong>\u2018Judicial Notice\u2019<\/strong> of the several visible<strong> \u2018Marks of Violence,\u2019 <\/strong>reportedly, compelled <strong>\u2018Chief Magistrate Joanne Walsh\u2019<\/strong> to disposed of the <strong>\u2018Filed Complaints,\u2019<\/strong> then directed immediate conveyance to the medical facility on \u2018Barbuda\u2019 for medical attention.<\/p>\n<p><strong>BARBUDANS: CAREER PATH<\/strong><\/p>\n<p>Encouraged to choose a career in <strong>\u2018Law Enforcement,\u2019<\/strong> she applied for, and gained enlistment into the <strong>\u2018Royal Police Force of Antigua and Barbuda.<\/strong>\u2019 She would have followed several other Barbudans in their career-path. These officers have been identified as; (i) <strong>\u2018Former Commissioner of Police, Truehart O.M. Smith QPM: (ii) Inspector Hudley Walker (both deceased): (iii) Superintendent Alvin Thomas:<\/strong> <strong>(iv)<\/strong> Constable Paul Hopkins; <strong>(v)<\/strong> \u2026Constable Kenella Jeffrey (all retired): <strong>and (vi) First Female Corporal, Carla Teague.\u2019<\/strong> Except those of the lower ranks, those then of the upper echelon, have not only acquitted themselves admirably, but also exceedingly and appreciatively well in the field of <strong>\u2018Law Enforcement.\u2019 <\/strong><\/p>\n<p><strong>VICIOUS AND BRUTAL BEATING<\/strong><\/p>\n<p>A <strong>\u201814-year veteran, Woman Police Constable (WPC) Bonnilyn John-De Souza\u2019<\/strong> will have heard stories of atrocities committed by her colleagues against the citizens. Not so positioned to have intervened, she will have quietly confided and conveyed her concerns to superiors and people she trusts. Today, she is distraught and distressed and openly expressed her concerns over the alleged <strong>\u2018Battering and Arrest\u2019 of her son \u2018Kenny Morris 22.\u2019<\/strong> Provoking a particular state of mind<strong>,<\/strong> was said to have been the alleged <strong>\u2018Vicious and Brutal Beating\u2019<\/strong> unleashed by her colleagues on her son and another <strong>fellow-Barbudan, Shackeal Yearwood 24.\u2019<\/strong> These incidents were said to have been officially reported to the <strong>\u2018Police High Command,\u2019<\/strong> some three weeks ago.<\/p>\n<p><strong>SOMETHING TO REMEMBER<\/strong><\/p>\n<p>Laboring at the <strong>\u2018Rank of Stagnation,\u2019 <\/strong>the <strong>\u2018WPC\u2019<\/strong> appeared not to have commanded the attention of <strong>\u2018Commissioner of Police Attlee Rodney QPM.\u2019 <\/strong>Had this been evident, he would have been assisting career development, necessary for aspiration and achievement. This would have been consistent with the line, <strong>\u2018Prime Minister Gaston Browne\u2019s Grandfather, \u2018Sir Novell Richards,\u2019 <\/strong>purposefully and encouragingly inserted into the <strong>\u2018National Anthem.\u2019<\/strong> That line says; <strong>\u2018Each endeavoring; All Achieving\u2019 [NA: 1981].<\/strong> As if the <strong>\u2018Retardation of Progress\u2019<\/strong> was not sufficiently demoralizing, and such environment was not psychologically harmful, her very own colleagues, with <strong>\u2018Thuggish and Brutish Behavior,\u2019 <\/strong>have given her<strong> \u2018Something to Remember.\u2019<\/strong><\/p>\n<p><strong>BEATING AND BATTERING<\/strong><\/p>\n<p>These social gatherings were reportedly held on <strong>\u2018Sister Island Barbuda\u2019 <\/strong>and on <strong>\u2018Mainland Antigua.\u2019<\/strong> It is instructive to note that the <strong>\u2018Beating and Battering\u2019<\/strong> reportedly took place at the respective <strong>\u2018Barbuda and St. John\u2019s Police Stations.\u2019<\/strong> These were alleged to have been dished out on these youth by officers who were also said to be in attendance. The victims reportedly sustained <strong>\u2018facial and bodily injuries\u2019<\/strong> that necessitated medical attention. In the case of that which transpired at <strong>\u2018St. John\u2019s Police Station,\u2019<\/strong> the irate father of the <strong>\u201820-year-old youth\u2019 <\/strong>was also caged in a Police cell. This occurred when he reportedly visited the station to enquire of his son\u2019s whereabouts and well-being <strong>[May 8, 2022]. A merciful Arthur Edwards, an Assistant Superintendent of Police (ASP), <\/strong>ensured that the son who reportedly sustained<strong> \u2018Internal Injuries,\u2019 <\/strong>was reportedly rushed and immediately warded at the<strong> \u2018Sir Lester Bird Mount St. John Hospital.\u2019<\/strong><\/p>\n<p><strong>STONEWALLING INVESTIGATION<\/strong><\/p>\n<p>Likened to responsibilities undertaken by others,<strong> \u2018Commissioner of Police Atlee Rodney,\u2019 <\/strong>needs no reminder, no matter how gentle or noble. Very recently, media reports indicated that the Police were<strong> \u2018Stonewalling the Police Brutality Investigation\u2019 [ANR: July 13, 2022]. <\/strong>Even as family members have found it disconcerting those formal investigations have not yet started, media reports suggested that<strong> \u2018Police Press Liaison officer, Inspector Frankie Thomas\u2019 <\/strong>reported that investigations were underway. This was researched and found not to be consistent with administrative truth.<\/p>\n<p><strong>ADMINISTRATIVE DUTY<\/strong><\/p>\n<p>Credibly sourced and <strong>\u2018Privilege Information,\u2019<\/strong> revealed that an investigator has encountered administrative difficulties in having <strong>\u2018Flight Arrangements\u2019<\/strong> completed. If only for academic interests, but specifically for the benefit of the distraught mother \u2018Woman Police Constable Bonnilyn John-De Souza and <strong>\u2018Justice and Police Minister, Steadroy \u2018Cutie\u2019 Benjamin,\u2019 <\/strong>that an<strong> \u2018Administrative Duty\u2019 <\/strong>to investigate or caused to be investigated to the satisfaction of an aggrieved party. This is so, whether or not the conduct alleged is criminal, or that which has, or likely to have brought discredit on the reputation of the \u2018Police Service\u2019 [Chapter 330].<\/p>\n<p><strong>REPORT \u2013 ALLEGATION &#8211; COMPLAINT<\/strong><\/p>\n<p>The disciplinary provision states; \u2018Where a; <strong>(i) \u2018Report; (ii) Allegation; and (iii) Complaint\u2019<\/strong> is received by the Commissioner of Police, from which it appears that a <strong>\u2018Member of the Force\u2019<\/strong> committed an offence, <strong>the matter shall be referred to an investigating officer who shall cause it to be investigated\u2019<\/strong> <strong>[Section 4 (1):<\/strong> Police Discipline: Chapter 330: Volume 12]. The purpose of <strong>\u2018Internal Investigation\u2019 <\/strong>has always been to unearthed evidence that shall enable the institution of disciplinary proceedings. It appears such has been the focus of attention. However, in view of that which was publicly known and observed by the<strong> Magistracy, <\/strong>supported by \u2018<strong>Medical Evidence,\u2019 a <\/strong>criminally conducted investigation, shall point to a <strong>\u2018Grievous Bodily Assault.\u2019 <\/strong><\/p>\n<p><strong>ALTERNATIVE WAY<\/strong><\/p>\n<p><strong>S<\/strong>uch represents the gravity of the punishable criminal offence as stipulated in the law. [Offences Against the Person Act: Chapter 300]. Since there have been media reports of \u2018Stonewalling the investigation, there has always been <strong>\u2018an Alternative Way.\u2019<\/strong> Where the Police show no urgency in responding to a criminal complaint, an aggrieved citizen reserves the right to institute proceedings, <strong>\u2018Civil or Criminal,\u2019<\/strong> against any person offending them. The Case of <strong>\u2018Woman Police Constable Michelle Andrew 36\u2019 <\/strong>makes the point. She had alleged that a regional \u2018Prime Minister <strong>\u2018Sexually ravaged her,&#8217;<\/strong> while assigned <strong>\u2018Security Duty\u2019<\/strong> at his \u2018<strong>Prime Ministerial Residence\u2019<\/strong> <strong>[January 3, 2008].<\/strong><\/p>\n<p><strong>VICTIMIMIZED BY INVESTIGATORS<\/strong><\/p>\n<p>Having made a formal report to her <strong>\u2018Commissioner of Police\u2019<\/strong> [SVG], the apparent high-profile nature of the accused, saw slow and meaningless criminal investigations underway. In fact, the <strong>\u2018Rastafarian Community,\u2019<\/strong> saw as the real <strong>\u2018Threat to Liberty,\u2019<\/strong> were officers prone to inflict <strong>\u2018Extra-Judicial Punishment\u2019<\/strong> on the innocent, hapless, defenceless, poor and lowly citizens. While it shall be understood that individual officers may react differently in the environment or situations faced, those that command Police Services, shall know that responsibility is not delegable.<\/p>\n<p><strong>COURTEOUS AND POLITE<\/strong><\/p>\n<p>Thus, Police Commanders, shall know that; <strong>\u2018The responsibility of the Police Department is not merely to upgrade the attitude and behavior of individual officers, but also to identify and use community resources which will help to influence the attitudes and behavior of the citizens\u2019<\/strong> [IACP: Vol. 8: 11]. Some officers were said to be religiously looking for ways to start trouble. These are always the ones that were of seen as displaying arrogance, incivility and insensitivity. These are the officers that often destroy public trust, confidence and respect for the Police organization. Contrastingly, there are those that are <strong>\u2018Courteous and Polite.\u2019<\/strong> They are ever mindful that apart from enforcing the law, that they shall also render lazy and whenever situations arise. Unfortunately, these are the ones that have often been overlooked, while the incompetent flourished.<\/p>\n<p><strong>PERFORMANCE PRINCIPLES<\/strong><\/p>\n<p>With a sense of understanding on the part of the Police, those with contact with members this emerging <strong>\u2018Rastafarian Group,\u2019<\/strong> may have been intolerant and overzealous. There may have been very little need to be seen as intimidatory by those fearful of men and women who have subscribed to the<strong> \u2018Oath of Office.\u2019 <\/strong>Those that framed the <strong>\u2018Oath\u2019,<\/strong> prudently and purposefully inserted,<strong> \u2018With knowledge and skill.\u2019 Those without these tenets, are often a threat to \u2018liberty and citizen safety.<\/strong> Those familiar with the <strong>\u2018Performance Principles,\u2019<\/strong> know that duties shall be performed; (a) \u2018Faithfully and without f<strong>avor or affection: and (b) \u2026Without malice or ill-will\u2019 <\/strong>[Section 17: Police Act: Chapter 330].<\/p>\n<p><strong>HOOLIGANISM -HOODLUMISM<\/strong><\/p>\n<p>Now, of the <strong>\u201952 Weeks<\/strong> in the year, a \u2018Police Commander\u2019 shall know that <strong>\u2018Good Public Relations,\u2019<\/strong> cannot be packaged in the <strong>\u2018One Week,\u2019 s<\/strong>et aside to repair damage done to the image and reputation of the \u2018Police Service.\u2019 They shall also know that after the <strong>\u2018Week\u2019<\/strong> is over, that was often the time when those exhibiting <strong>\u2018Hooliganism and Hoodlumism\u2019<\/strong> and thuggish behaviors, slipped right back into the same routine in upping the ante with <strong>\u2018Brutality.\u2019<\/strong> Police Commanders, therefore, shall also know that apart from uncontrolled international influences, those of that group, this small minority were usually the ones responsible for creating environment conducive to societal lawlessness, crime and violence.<\/p>\n<p><strong>FROM FORCE TO SERVICE<\/strong><\/p>\n<p>Long before his transition from this life, <strong>\u2018Rastafarian Elder Franklyn Francis \u2018King Frank I,\u2019<\/strong> advocated an organizational name change. In public forums and on \u2018Talk-Radio Programme,\u2019 he suggested the name <strong>\u2018Royal Police Force of Antigua and Barbuda (RPFAB)\u2019 <\/strong>be changed to the <strong>\u2018Antigua and Barbuda Police Service (ABPS).\u2019 <\/strong>That which the <strong>\u2018Rastafarian Elder\u2019<\/strong> appeared not to have considered is that while a name can be easily changed, it has never been so with a \u2018Culture, mindset and practice.\u2019 The <strong>\u2018Rastafarian Elder,\u2019<\/strong> believed unto his death, that Law enforcement officers would have better understanding of social and behavioral change within a dynamic society.<\/p>\n<p><strong>CULTURAL CHANGE<\/strong><\/p>\n<p>He was adamant that <strong>\u2018Cultural Change\u2019<\/strong> in any <strong>\u2018Societal Groups,\u2019 including \u2018Rastafarians\u2019 <\/strong>across the globe, was an emerging phenomenon. In the early days of \u2018Rastafarianism\u2019 he spoke disconcertingly to encounters where the group\u2019s members either complained of <strong>(i) \u2018Police Brutality; and\/or (ii) \u2026Illegal barbering of Dreadlocks.\u2019 <\/strong>Their only crime, was growing <strong>\u2018Locks\u2019<\/strong> that <strong>\u2018Looked<\/strong> <strong>\u2018Dread\u2019<\/strong> and consuming the partially decriminalized vegetable substance scientifically called <strong>\u2018Cannabis Sativa.\u2019 <\/strong>That era of \u2018fear and brutality has not yet completely passed. Law enforcers and administrators shall not be unmindful of their mandate, which has always been to <strong>\u2018Protect and Serve\u2019 <\/strong>the citizenry.<\/p>\n<p><strong>CONCLUSION<\/strong><\/p>\n<p>In conclusion, that which Police Commanders shall know is that the success of the Police, depends not only the development of their own skills and capabilities, but also the creation of an enabling environment in which the citizens see them as service-oriented and rendering assistance where situations so demand or circumstances, so dictate. No <strong>\u2018Police Administration\u2019<\/strong> shall counsel subordinates prone to exacting <strong>\u2018Extra-Judicial Punishment\u2019<\/strong> upon offenders, then slapped upon them criminal charges of conceivable description. Moreover, a \u2018Commissioner of Police\u2019 shall never cause his professional and administrative competence, to be subjected to serious public and media scrutiny for the <strong>\u2018Thuggish Behavior\u2019<\/strong> of a <strong>\u2018Depraved Small Minority.<\/strong>\u2019 Moreover,<strong> \u2018Rogue Elements\u2019 <\/strong>shall not be allowed to multiply within the Police Service.
