Former St Lucia Prime Minister Stephenson King, says curfews should be considered as part of preparation here for the 2018 Atlantic hurricane season.<\/p>

\u201cI believe Saint Lucia must take note of what transpired in Dominica,\u201d King, the current Minister for Infrastructure told a disaster response planning meeting Saturday.<\/p>\n

The former Prime Minister said he once believed that \u201cDominica was one of the more civil societies in the Caribbean\u201d.<\/p>

\u201cWhen we see the level of looting very early and even throughout \u2013 almost a total breakdown of law and order, we here in St Lucia must prepare ourselves for that.\u201d<\/p>

\"\"<\/a><\/div>\n

He suggested that when the country is in a\u00a0\u00a0<\/span>shut-down mode ahead of an approaching storm, there should be \u2018some kind of curfew\u2019 until it is determined that it can be lifted to allow members of the public to venture out.<\/p>\n

\u201cI am very frightened at what I saw in Dominica \u2013 the disorder, and if you ask our policemen who served there, they will tell you of the disorder that went on, the disrespect, the violation of public property and private property \u2013 the destruction of assets.\u201d<\/p>

He told the gathering that in his view, Dominica experienced two hurricanes \u2013 one natural and the other \u2018man-inflicted\u2019 by those who lacked the consciousness of the preservation of their patriotism and their nationality and were selfish, greedy, destructive and lawless.<\/p>\n

He added that unless curfews are in place and people understand that if they venture out they can be arrested, the environment will be created in which individuals can misbehave and engage in lawlessness.<\/p>

\"\"<\/a><\/div>\n

King also suggested that there should be clarification of the term \u201cAll Clear\u201d after the passage of a storm.<\/p>

\"\"<\/a><\/div>\n

\u201cFor me, \u2018all\u2019 means all \u2013 \u2018clear\u2019 means clear,\u201d the former prime minister declared.<\/p>\n

He asserted that once the \u2018all clear\u2019 is given, all and sundry can go out and do whatever they want.<\/p>\n

\u201cBut you cannot have an \u2018all clear\u2019 if the \u2018all clear\u2019 means that it is just merely the system that has gone over and now is the time for the technicians, the engineers and the first responders to come out and do their assessment. It cannot be, because it means that you will be doing your assessment in a contaminated environment where the general public is out there doing their own thing and engaging in illegal activity,\u201d King observed.<\/p>\n

He suggested that there may be need to redefine the term \u2018all clear\u2019 and provide levels of \u2018all clear\u2019 to allow first responders to move into the communities and do assessments without interference.<\/p>\n
