      As debates continue on a reasonable suspected \u2018Hatched Plot,\u2019<\/strong> between \u2018St. John\u2019s and Roseau,\u2019<\/strong> reports suggested that the latter had acceded to a request by the \u2018Republic of India\u2019<\/strong> for \u2018Repatriation.\u2019<\/strong> When the early \u2018Extradition Request\u2019 [NDTV: August 3, 2018]<\/strong> appeared to have failed, the \u2018Ways and Means Committee of India,\u2019<\/strong> appeared to have counseled a \u2018Non-Judicial Strategy.\u2019<\/strong> Given that which eventually developed in \u2018St. John\u2019s and Roseau,\u2019<\/strong> reasonable inferences may have been drawn that the \u2018Mehul Choksi\u2019<\/strong> was to be \u2018Abducted and Repatriated to the \u2018Indian Continent.\u2019<\/strong><\/p>\n

      HEALING AND INNOCENCE<\/strong><\/p>\n

      Researching for this commentary, this statement was readily observed. Obviously, a person deeply stressed. By photo and name, the media identified him as \u2018Immigration Minister. Rayburn John Blackmoore.<\/strong>\u2019\u2019 This is what he said then; \u2018Whoever diggeth a pit shall fall and bury in it\u2019 [DNO: January 7, 2019].<\/strong> Deeply perturbed by allegations of \u2018Moral Misconduct\u2019<\/strong> and troubled by accusations of \u2018Abuse of Power\u2019 and called upon to resign.\u2019 <\/strong>Mehul Choksi painfully and desperately endeavoring to impress on him that he was \u2018Abducted; Battered; Bruised; and Bloodied,\u2019 <\/strong>then brought to the \u2018Commonwealth of Dominica,\u2019<\/strong> instead himself, and \u2018Chief of Police\/Chief Immigration <\/strong>officer Lincoln Corbette and\u00a0 Macmea,\u2019 believed he \u2018Entered Illegally\u2019 [May 23, 2022]. Though still traumatized, the \u2018Abductee\u2019 may find solace in the Holy Scripture; \u2018\u2026All things work for the good of them that love \u2018God\u2019 [KJV: Romans 8: 28].\u2019<\/strong><\/p>\n

      TOUCARI BAY -DOMINICA<\/strong><\/p>\n

      Sailing under cover of darkness, undetected and un-intercepted, the \u2018Abductee\u2019<\/strong> neither knew those abducted him, nor \u2018Toucari Bay,\u2019 geographically located some 6 kilometers north\/west of Portsmouth. <\/strong>Then in the wee hours of the morning, it entered into \u2018Toucari Bay.<\/strong>\u2019 Then reportedly released into the inescapable hands of the dualled-positioned \u2018Chief of Police\/Chief Immigration Officer, Lincoln Corbette\u2019 [Sunday, May 23, 2021]. If a \u2019Acting Chief of Police\/Chief Immigration officer\u2019 <\/strong>was on the lookout for \u2018Marine Turtles,\u2019 <\/strong>then \u2018Toucarians\u2019\u00a0 and <\/strong>the wider populace, may have had very little to say to their \u2018Prime Minister Roosevelt Skerritt.\u2019<\/strong> The community and Bay, geographically located on the north western tip of the \u2018Commonwealth of Dominica,\u2019 <\/strong>and north western coast, some 6 kilometers of \u2018Portsmouth,\u2019<\/strong> \u2018Toucari Beach\u2019 was said to be i<\/strong>deally suited for snorkeling\u2019 [Wikipedia]. Today, another activity might be added. Misguidedly, several news portals have reported as intended to block \u2018Extradition.\u2019<\/strong> Instructively, such proceedings have yet to be instituted by the \u2018State.\u2019<\/strong> The bedeviled diamantaire was made very much aware of the exploits of two \u2018OECS\u2019<\/strong> Governments. \u00a0<\/strong>It was obvious that with affluence and a seemingly competent and efficient \u2018Battery of Attorneys,\u2019 <\/strong>he could mount as many legal challenges against them. To all intents and purposes, he did so in both \u2018Antigua and Barbuda and the Commonwealth of Dominica.\u2019<\/strong> In the former, he instituted litigious proceedings to fight \u2018Extradition,\u2019<\/strong> while, ironically, in the latter to fight \u2018Repatriation\u2019,<\/strong> following his \u2018Battering Abduction.\u2019<\/strong><\/p>\n

      STRESS-FREE ENVIRONMENT<\/strong><\/p>\n

      The affluent \u2018Jolly Harbor Gated and Yacht-berthing Community,\u2019<\/strong> has been the home to the wealthy diamond jeweller, \u2018Mehul Choksi\u2019 [2018]. <\/strong>Such community provides seclusion from the hustle and bustle of city life or other communal activities. Psychologically troubled, he found it ideally suited for residency. From the perspective of persons criminally-accused, and on the run from the \u2018Arm of Law,\u2019<\/strong> it offers a \u2018Stress-Free Environment.\u2019<\/strong> Such an environment where residents concern themselves with their own affairs.<\/p>\n

      COUNTED OR COUNTING<\/strong><\/p>\n

      There is a time that a Prime Minister shall stand up and be \u2018Counted.\u2019<\/strong> Invariably, such counting could be associate with \u2018children \u2018Counting sheep to fall asleep.\u2019<\/strong> There may be no problem because they may be on the bed. For governance, it is about considering what may happen when a \u2018Citizen- Birth, Registration or Economic\u2019<\/strong> is \u2018Missing or Abducted\u2019<\/strong> and the citizenry of a \u2018State\u2019 believes that \u2018Law enforcers\u2019 has done nothing in attempting to \u2018Rescue\u2019<\/strong> him. When news of the alleged \u2018Abduction of \u2018Indian\/Antigua and Barbuda Billionaire, Mehul Choksi 62,\u2019<\/strong> and a foiled attempt at \u2018Repatriating\u2019<\/strong> him to \u2018India,\u2019<\/strong> citizens of both \u2018Antigua and Barbuda\u2019<\/strong> and the \u2018Commonwealth of Dominica,\u2019 <\/strong>became incensed.<\/p>\n

      PM BROWNE\u2019S DISPENSATION<\/strong><\/p>\n

      Not only the citizenry appeared confused, but also suspicious and speculative over the unfolding developments. Most quickly pointed fingers in the direction of the leadership of \u2018Antigua and Barbuda\u2019<\/strong> and the \u2018Sister-Islands\u2019 [Dominica News Online: May 25, 2021].<\/strong> That which may have been most disconcerting to the citizenry and more particularly the \u2018Abductee,\u2019<\/strong> may have been this chilling statement; \u2018\u2026My dispensation is collaborating with the Indian government, neighboring countries and Interpol\u2019 [PM Browne: The Hindu: May 26, 2021].<\/strong><\/p>\n

      LUXURY TO MISERY<\/strong><\/p>\n

      Though \u2018Indian\/ Antiguan and Barbudan Economic Citizen Mehul Choksi,\u2019<\/strong> may never have harbored such illusions, he had envisaged no acts bordering \u2018Conspiracy\u2019 <\/strong>being perpetrated against in this. Moreover, he never anticipated that his life \u2018Luxury\u2019<\/strong> would have dramatically turned to \u2018Misery.\u2019 <\/strong>For the nation\u2019s only known \u2018Billionaire, \u2018Money\u2019 <\/strong>and a very deceitful and treacherous \u2018Woman,\u2019 <\/strong>appeared to have been among the reasons, known or unknow, for some of his miseries. Now, \u2018\u2026Befriended by; \u2026Acquainted with; and \u2026Gravitated to,\u2019<\/strong> Hungarian-born \u2018Barbara Jarabic,\u2019<\/strong> had apparently worked her way into his \u2018Trust and Confidence.\u2019<\/strong><\/p>\n

      FOOD AND ROMANCE<\/strong><\/p>\n

      Man\u2019s susceptibility to the \u2018Flesh\u2019 <\/strong>was said to be as strong as it is his desire for \u2018Song, wine and Food.\u2019<\/strong> The experience of \u2018former United States President William \u2018Bill\u2019 Clinton <\/strong>with \u2018Monica Lewinsky,\u2019<\/strong> makes the point [Wikipedia: 1995-1997]. <\/strong>It has been the saying if a crab doesn\u2019t crawl from its hole, it cannot get fat,\u2019<\/strong> and if it crawled away too far, \u2018it may fall into a pot.\u2019 <\/strong>It has been said that the way to a man\u2019s stomach is \u2018Food.\u2019<\/strong> Conversely, the way to a man\u2019s heart is \u2018Romance.\u2019<\/strong> These are dependent upon hunger and other feelings.\u2019 The \u2018Indian Billionaire\u2019<\/strong> may not have been too stressed to be in any such frame of mind. That which the \u2018Indian President\u2019<\/strong> wanted him to answer and that which he had mounted several legal challenges, were more of a concern than \u2018Food and Romance.\u2019<\/strong><\/p>\n

      SWEETEST OF DAMSELS<\/strong><\/p>\n

      Biblically, in the case of \u2018Samson,\u2019<\/strong> unsuspectingly, a \u2018Seed of Seduction\u2019 <\/strong>was collusively planted in the \u2018Soil of Deception.\u2019 <\/strong>The calculated intention was reducing his \u2018Super Strength.\u2019<\/strong> and ultimate capture. That \u2018Soil\u2019 <\/strong>was the heart and soul of a \u2018Deceptive Delilah.\u2019 <\/strong>Connivingly and persistently pursued by this woman, he eventually revealed the \u2018Secret of his Strength\u2019 <\/strong>and fell victim to her deceptively exploits. For \u2018Mehul Choksi,\u2019<\/strong> a trap had been secretly laid. If for any reason, he thought that \u2018Barbara Jarabik\u2019<\/strong> was the \u2018Sweetest of Damsels,\u2019<\/strong> then he was mistaken. The truth is, he knew not that he was flirting with \u2018Abduction Danger.<\/strong>\u2019 He was he \u2018Duped and lured to her Apartment for dinner.\u2019 <\/strong><\/p>\n

      FROM MADDING CROWD<\/strong><\/p>\n

      The communal enclave, not only allowed for peace of mind, but also escape and \u2018Far from the Madding Crowd\u2019 [1874: Thomas Hardy].<\/strong> Even so, dependent upon mood and need for outdoor socialization, a dinner at some exotic restaurant might be considered. Unfortunately, \u2018Dominica Immigration Minister, Rayburn Blackmoore\u2019<\/strong> appeared to have been unmindful of his [YouTube] Press conference and believed \u2018Chief of Police\/Chief Immigration Officer Lincoln Corbette\u2019 <\/strong>that \u2018Mehul Choksi\u2019<\/strong> \u2018Abducted and Battered\u2019 himself, then sailed his Yacht to \u2018Toucari Bay, Commonwealth of Dominica\u2019<\/strong> to steal \u2018<\/strong>Antigua and Barbuda\u2019s Police Commissioner Atlee Rodney\u2019s \u2018Mountain Chicken and Green Banana.\u2019<\/strong><\/p>\n

      AMENABLE TO LAW<\/strong><\/p>\n

      The multi billionaire- diamond jeweler, \u2018Mehul Choksi,\u2019 was very much aware that Indian authorities had \u2018Special investigative interest in;\u2019 (i) <\/strong>\u2018\u2026Apprehension and return to India; (ii)<\/strong> \u2026Restoration of monies allegedly obtained fraudulently from the \u2018Punjab National Bank:\u2019<\/strong> and (iii) <\/strong>\u2026Being criminally interrogated by the \u2018Central Bureau of Investigation (CBI).\u2019<\/strong> Thus, he knew that such was intended to make him \u2018Amenable to Law.\u2019 <\/strong>He has made it demonstrably and sufficiently clear that he has no interest in being interrogated when, advisedly or ill-advisedly, he pre-empted the institution of litigious proceedings against the \u2018State.\u2019<\/strong> Though seemingly not a bother, this came with substantial \u2018Legal Fees.\u2019<\/strong><\/p>\n

      KEEP LOW<\/strong><\/p>\n

      The \u2018Indian\/Antiguan and Barbudan Billionaire\u2019<\/strong> had reportedly retained the services of prominent \u2018Legal Practitioners.\u2019<\/strong> They were reportedly not retained for merely \u2018Court Fixtures,\u2019<\/strong> but on full-time \u2018Monthly Retainer\u2019s Fees.\u2019<\/strong> Given his adversities, one might be inclined to say these \u2018Legal Practitioners\u2019<\/strong> were retained only to represent him legally, and not necessarily to render \u2018Security Advice.\u2019<\/strong> Likened to the \u2018Doctor\/Patient\u2019<\/strong> saying, when \u2018Lawyers differ, Clients suffer.\u2019<\/strong> Though he was not in combat, he was required to \u2018Stay in the Trenches.\u2019 <\/strong>With his \u2018High Profile Status,\u2019<\/strong> and that which \u2018President Narendra Modi 71\u2019<\/strong> wanted him to answer, then \u2018Mehul\u2019<\/strong> must \u2018Keep Low.\u2019 <\/strong><\/p>\n

      STANDS ACCUSED<\/strong><\/p>\n

      Recognizing the right to the \u2018Presumption of Innocence,\u2019<\/strong> the diamond merchant \u2019Mehul Choksi\u2019 \u2018Stands Accused\u2019<\/strong> of fleecing some \u2018Rs 13, 500 Crore\u2019 off the \u2018Punjab National Bank (PNB) [India].<\/strong> This reportedly has the equivalency of \u2018US$2Billion.\u2019<\/strong> This was said to have been operated by himself and others known. Fearing the worst was poised to descend upon his \u2018Liberty; \u2026Freedom: and Lifestyle,\u2019<\/strong> he opted for a \u2018Safe Haven\u2019 <\/strong>in the \u2018Caribbean.\u2019<\/strong> The Indian authorities appeared to have been slow in closing in on the diamantaire. With satellites scattered across the \u2018OECS,\u2019<\/strong> \u2018President Narendra Modi\u2019<\/strong> knew his every move.\u00a0 <\/strong><\/p>\n

      ECONOMIC CITIZENSHIP<\/strong><\/p>\n

      By the time Indian authorities may have asked \u2018Where are Mehul and Nirav,\u2019<\/strong> both had taken long flights out of India to \u2018Safe Havens\u2019<\/strong> [January 4, 2017<\/strong>]. The former disembarked at the \u2018VC Bird International Airport (VBIA).\u2019 After completing \u2018Immigration and Customs\u2019 formalities<\/strong> and accorded \u2018Legal Entry,\u2019<\/strong> he was now at a place where; \u2018Land and Sea makes Beauty\u2019 [January 15, 2018].<\/strong>\u2019 Having reportedly renounced his \u2018Indian Citizenship,\u2019<\/strong> he was approved for<\/strong> \u2018Antigua and Barbuda Economic Citizenship\u2019<\/strong> [November 2017],<\/p>\n

      RUNNING FROM JUSTICE<\/strong><\/p>\n

      Arguably among the safest places, not necessarily to hide wealth, but very often to hide \u2018International Criminals-some fraudsters; <\/strong>Some Swindlers; and some, Money Launderers.\u2019 Occasionally a \u2018Fugitive from Justice,\u2019<\/strong> might just drop in. Whenever one is traced there are usually a \u2018Two-in \u2018ONE\u2019<\/strong> request. If it is through the judicial process, that one will be \u2018Extradition.\u2019<\/strong> Conversely, if it is to circumvent the \u2018Judiciary,\u2019<\/strong> that one will be \u2018Repatriation.\u2019 <\/strong>Where the situation is not complex and has no legal implications for \u2018Requested State,\u2019 <\/strong>a simple \u2018Executive Decision\u2019 <\/strong>is taken \u2018Morrad \u2018AYOUSHE\u2019 Ghonim [\u2026].<\/strong> The \u2018Fugitive\u2019 is simply taken into custody. <\/strong>The relevant authority then declares the person \u2018Persona non Grata\u2019 (an unwelcome person).<\/strong><\/p>\n

      The \u2018String of Islands,\u2019<\/strong> some with lush green mountainous vegetation; some boast picturesque and breathtaking sceneries; and some with the black and white and pink sand beaches. Contrastingly, others, sun-drenched, drought-stricken, with scorched vegetation, but still visitor-friendly. To those, not necessarily bona fide visitors, but forced to \u2018Run from Criminal Justice,<\/strong>\u2019 these island-nations, with open-door policies, provide more of \u2018havens\u2019<\/strong> than coffins need in some nations to bury the dead. The several tiny impoverished islands scattered across the \u2018Eastern Caribbean\u2019<\/strong> have often been chosen to provide residency for wealthy businessmen.<\/p>\n

      PLAN OF ACTION<\/strong><\/p>\n

      Seemingly responding to Indian authorities on a \u2018Plan of Action\u2019<\/strong> was to be executed on \u2018Dominican\u2019 soil. <\/strong>Quoting \u2018Prime Minister Gaston Browne,\u2019<\/strong> the Indian media published; \u2018\u2026We have requested that he be detained and to make arrangements with Dominica to have him returned directly to India\u2019<\/strong> [Mint: ANI: May 27, 2021]. <\/strong>Such brought him very little comfort, as he was apprehended on the \u2018Commonwealth of Dominica\u2019 [May 23, 2022]. <\/strong>Apprehensive <\/strong>that his liberty hangs in the balance, the \u2018Indian Billionaire\u2019<\/strong> felt compelled to escape from the clutches of \u2018Indian Law, Jurisdiction and Justice.\u2019 <\/strong><\/p>\n

      CRIMINALLY WEALTHY<\/strong><\/p>\n

      From \u2018Grenada upward to Dominica and Antigua and Barbuda,\u2019<\/strong> there may be \u2018No Safer Place\u2019 <\/strong>on earth than this part of the world. Some have been bona fide visitors and some, fraudsters, swindlers. Money launderers or crooked investors. Even though those on the run from \u2018Criminal Justice,\u2019 may harbor fear, or gripped by uncertainty, still the \u2018Criminally Wealthy\u2019<\/strong> are financially well-positioned to live quietly in secrecy and seclusion. These impoverished, economically-displaced islands, invariably do not necessarily discriminate.<\/p>\n

      POWERS OF PRESIDENT<\/strong><\/p>\n
