Few in living memory would deny that they have been \u2018Induced;<\/strong> yielded to \u2018Temptation,\u2019<\/strong> only to find themselves \u2018Entrapped,\u2019<\/strong> and before they could utter the scriptural verse \u2018Jesus Wept,\u2019<\/strong> they were sliding dangerously down a slippery path to \u2018Destruction.\u2019 <\/strong>Likened to many other jurisdictions, the leader in fighting \u2018Transnational Crimes,\u2019 <\/strong>has no doubt, been the \u2018United States of America.\u2019 Its agencies have shown little tolerance for major acts of criminality. Thus, in responding to the challenges of \u2018Organized Crimes,\u2019<\/strong> these agencies have been as unrelenting in curtailment, as they have been in pursuits of criminal organizations, including those predisposed to acquire wealth, substantial enough to enabling them to live luxuriously off the \u2018Proceeds of Crime.\u2019 <\/strong><\/p>

\"\"<\/a><\/div>\n

20 YEARS \u2013 US$20, 000 – 21 DAYS<\/strong><\/p>

\"\"<\/a><\/div>\n

Yielding to temptation by an inducement of some \u2018US$700, 000,\u2019<\/strong> this has brought more discomfort to an individual, holding the privileged position of Premier. He has made the gravest, ultimate and most \u2018Fatal Mistake.\u2019<\/strong> For that which he had \u2018built in 20 <\/strong>years,\u2019 now seems poised to collapse. Research has shown that on \u2018April 7, 2022,\u2019 <\/strong>he was reassured with a gratuitous payment of \u2018US$20, 000.\u2019<\/strong> In \u201821 days,\u2019<\/strong> these have collapsed. This sum neither represents his premiership and tenure\u2019<\/strong> and\/or longevity in \u2018Elective Governance,\u2019<\/strong> nor his human dignity and worth. Given these developments, reasonable inferences might be drawn, of certain operational factors of; (a) \u2018\u2026Agency collaboration; (b) \u2026Confidentiality, premised on the principle \u2018Only Who Needs to Know:\u2019<\/strong> and (c) \u2026Functional cooperation.\u2019<\/p>\n

FATALIST – FATALISM<\/strong><\/p>

Though he may not have been a \u2018Fatalist,\u2019<\/strong> internalizing what he was being lured into, he may have harbored eerie feelings that speak to \u2018Fatalism.\u2019<\/strong> Undoubtedly, he had foreseen serious consequences for being complicit in an illegal operation, with clear arrest and inescapable prosecutorial consequences. Thus, that which he had reportedly expressed fears over, seemed to have occasioned. This may be easily discerned lies in this statement; \u2018\u2026It took me 20 years to get here; \u2026I don\u2019t want to leave in 20 minutes\u2019 [Loop News: April 29, 2022].<\/strong> \u00a0He appeared full conscious of the serious nature of the activities. In these operations, whatever the objectives to be achieved, and whomever are targeted, success not only depends upon careful planning, but also dictates substantial inducement. Thus, it shall not only induce an unwavering state of mind, but shall also be enticing, readily acceptable, and gripping and irresistible.<\/p>\n

PERSPECTIVE<\/strong><\/p>

This commentary looks at methodologies, strategies and\/or operational tactics, law enforcement agencies have employed in; (a) \u2018…Inducing; (b) \u2026Luring; and (c) \u2026Apprehending suspects and\/or known criminals.\u2019 <\/strong>Not infrequently, these were in relating to their involvement in acts relating bribery, corruption and financial crimes, including fraud. In some major criminal activities, it has neither been by accident, nor mistake when criminal suspects are unsuspectingly lured away from their haven.\u2019<\/p>

\"\"<\/a><\/div>\n

FORESEEABLE CONSEQUENCES<\/strong><\/p>\n

For human existence, survival and socialization, sufficiency of money has always been a desire of every human being. It has not only brought adversities, reputational embarrassment to many people. It has been the experience that greed for money has seen many ended up, either in the cemetery or the penitentiary. Even with \u2018Foreseeable Consequences,\u2019<\/strong> in satisfaction of their desires, many have taken calculated risks. In spite of this, accessing, acquiring and possessing money has still been man\u2019s greatest desires. Still, it has been the cause of most of his miseries. This not only characterizes human nature, but also that which have befell them, when driven by an uncontrollable appetite of greed.<\/p>\n

GREED AND ENTRAPMENT<\/strong><\/p>\n

Consciously and purposefully, they have allowed themselves to be lured or influenced to do the unthinkable. The cases that make these points, may have been that of: (i) …Italian\/Antiguan and Barbudan businessman Dante Tagliaventi 55: (ii) …Jamaican reggae artist Mark Anthony Mirie \u2018Buju Banton 48; <\/strong>and more recently (iii) …British Virgin Islands Premier Andrew Fahie 51, <\/strong>and two fellow-British Virgin-Islanders, an alleged conspiratorial combination of mother \u2018Oleanvine Maynard 60, and son Kadeem Stephan Maynard.\u2019<\/strong> They have all succumbed to apparent \u2018Monetary Greed <\/strong>and Entrapment.\u2019<\/strong><\/p>\n

STRAIGHT AND CROOKED<\/strong><\/p>\n

From professional counter-narcotics training, those conducting \u2018Sting Operations,\u2019<\/strong> know that the corrupt, vulnerable, and among the most easily induced, are public officials with an insatiable appetite driven by greed. This development may have confirmed the long-harbored feelings and frequently expressed view that some elected officials that went in \u2018Straight as an Arrow,\u2019<\/strong> some always seem to turn out as \u2018Crooked as a Corkscrew.\u2019 <\/strong>Globally, many have given the citizenry reasons to believe that the tenets of good governance were being observed in breach than practice. In their quest for self-enrichment or to acquire wealth, many were known to have positioned themselves to be exploited. Not infrequently, such acquisition has raised questions of source and legitimacy.<\/p>\n

FINER THINGS IN LIFE<\/strong><\/p>\n

Legitimately or illegitimately, nothing is planned without an objective.\u00a0 Conversely, nothing is done without a purpose. In addition to those, are the acquisition of \u2018Money, Mansion-like dwellings and Realty\u2019 <\/strong>at earths four cardinal points. Additionally, there has been a burning desire to acquire a fleet of \u2018…Top of the line automobiles from Mercedes Benz: \u2026Rolls Royce to Lamborghini; \u2026Lear jets and luxurious yachts; …Designer suits; …Expensive jewelry; …Travels to exotic places.\u2019 These speak to the acquisition of some of the \u2018Finer Things in Life.\u2019<\/strong> As a consequent, maintaining such lifestyles requires sources of income that often shows an arrow constantly pointing to some overseas penitentiary. Then one by one, persons have found themselves induced, unsuspectingly lured and inescapably trapped.<\/p>\n

ENABLING ENVIRONMENT<\/strong><\/p>\n

In some territorial jurisdictions, it is lawful for law enforcers to entrap those disposed to acts of criminality. The suspected criminally-minded invariably comes under the scrutiny of law enforcement. As far as \u2018Organized Crimes\u2019<\/strong> are concerned, many jurisdictions in the \u2018United States\u2019<\/strong> have gained notoriety for entrapping persons holding prominent positions. In some, \u2018Bait Cars\u2019 are placed in indigent communities. Thus, State agencies often create environment, enabling or conducive\u2019 for the commission of crime. <\/strong>Thus, the pre-disposed or unsuspecting individuals have either acted against the best interest of society, or to the detriment of personal liberty. Consequently, many individuals, socially-displaced, have often seen as gravitating to committing crime.<\/p>\n

GREEDY AND CORRUPT<\/strong><\/p>\n

Many within these agencies have been trained to behave and act as miscreants. Research has shown that some agents have acted as; \u2018\u2026Prostitutes; \u2026Businessmen and Racketeers.\u2019 Some have acted as \u2018Agents Provocateur.\u2019 They were often placed in making \u2018controlled deliveries of illicit narcotics or money to the targeted. Still, others have played roles of \u2018…Gun runners; \u2026Drug traffickers, while others impersonate and present themselves as \u2018Cartels working in tandem with those in \u2018Central and South America.\u2019<\/strong> Not only have the \u2018Corrupt\u2019<\/strong> have fallen victims to \u2018Greed,\u2019<\/strong> but also to these exploits when employed in \u2018Sting Operations.\u2019<\/strong> Thus, it was never by mistake that the greedy ones were inescapably trapped.<\/p>\n

CROSS-BORDER CHARGE<\/strong><\/p>\n

Continuously leading the \u2018Cross-Border Charge\u2019<\/strong> against \u2018Organized Crimes,\u2019<\/strong> has been the premier \u2018United States\u2019<\/strong> law enforcement agencies; (i) \u2018Federal Bureau of Investigation (FBI): and (ii) Drug Enforcement Agency (DEA).<\/strong>\u2019 Their resolve may have been seen from previously conducted operations. There has not only been cohesiveness among these agencies, but also a coordinated approach to the task at hand. These may have been evident in a most \u2018Noteworthy Sting\u2019<\/strong> mounted against; (i) <\/strong>\u2018\u2026Jamaica reggae artist \u2018Mark Anthony Mirie 44,\u2019<\/strong> stage-name \u2018Buju Banton.\u2019 <\/strong>Hit boggled the mind that of all persons, he was engaged in conversation with a \u2018DEA informant\u2019<\/strong> from \u2018Spain to Miami\u2019 <\/strong>following a \u2018European Tour\u2019 [December 10, 2009].<\/strong><\/p>\n

STIRRED INTEREST<\/strong><\/p>\n

That which may also have \u2018Stirred Interest\u2019 <\/strong>across the region was yet another carefully planned and executed \u2018Sting Operation.\u2019 <\/strong>This took place in \u2018Trinidad and Tobago,\u2019<\/strong> where indicted \u2018Antiguan and Barbudan fraudster \u2018Henderson Joseph,\u2019<\/strong> then on the run from US justice was nabbed. Most embarrassingly, and seemingly without considering the benefit of \u2018Due Diligence,\u2019<\/strong> he landed a \u2018Deputy Chief of Security\u2019<\/strong> at the then unmodernized \u2018VC Bird International Airport.\u2019<\/strong> This may have been all that the \u2018United States Federal Authorities\u2019<\/strong> needed to know. In a carefully-planned \u2018Regional Airport Security Chiefs Symposium,\u2019 <\/strong>the collaborated \u2018Sting\u2019 <\/strong>was on. It was reportedly sponsored and fully funded by \u2018Federal Authorities.\u2019<\/strong><\/p>\n

STRATEGY OF ENTRAPMENT<\/strong><\/p>\n

The \u2018Strategy of Entrapment\u2019<\/strong> was concealed from regional attendees. Disguisedly, it was held under the auspices of the \u2018Government of Trinidad and Tobago\u2019<\/strong> [2015]. Clearly, to apprehend the \u2018Fugitive from Justice,\u2019<\/strong> they purposefully invited \u2018Airport Security Chiefs and Deputies.\u2019<\/strong> Unsuspecting of one of the objectives, \u2018Deputy Chief\u2019<\/strong> was unsuspectingly lured and nabbed at his hotel room [2010].<\/strong> Avoiding a possible lengthy custodial stay pending \u2018Extradition Proceedings,\u2019<\/strong> he reportedly waived his right to such proceedings, and was flown directly back to the \u2018United States\u2019<\/strong> to answer the fraud indictments. He subsequently transitioned this life.<\/p>\n

NOTEWORTHY STINGS<\/strong><\/p>\n

Research has revealed other \u2018Noteworthy Stings.\u2019 <\/strong>These came with sophisticated operational planning, aided by the effective use of technology. In almost surgeon-like surgical execution, \u2018DEA\u2019<\/strong> agents have apprehended; (iii)<\/strong> \u2026<\/strong>Italian\/Antiguan and Barbudan businessman \u2018Dante Tagliaventi 55,\u2019 <\/strong>unsuspectingly lured from \u2018Antigua and Barbuda<\/strong> to Santo Domingo\u2019<\/strong> on a business deal<\/strong> [May 2012]. The most notable \u2018Sting (iv)<\/strong> may have been that clinically-executed by \u2018Federal Authorities\u2019 against several top officials of the \u2018International Football Federation (FIFA).\u2019<\/strong> At the crack of dawn, law enforcers swooped down on the \u2018Zurich Baur-au-Lac Hotel.\u2019 <\/strong>This operation netted some \u20186-top \u2018FIFA officials.\u2019 <\/strong>All were indicted on \u2018Bribery; \u2026Corruption; \u2026Wire fraud; and Conspiracy charges\u2019<\/strong> [Switzerland: NY Times: December 3, 2015]. <\/strong><\/p>\n

THE BIG CATCH<\/strong><\/p>\n

Respecting drug-related activities, the classified acts have always been those associated with: (i) \u2018\u2026Drug Trafficking: (ii) \u2026Money Laundering: and (iii) \u2026Conspiracy\u2019 <\/strong>to commit these offences. Some agencies are never too quick in letting the \u2018Entrapment Door\u2019 <\/strong>fly-shut, without \u2018Big Catches.\u2019 <\/strong>This necessarily means, \u2018Big Hooks and Baits\u2019 <\/strong>were needed for the \u2018Big Catch.\u2019 <\/strong>Not infrequently, with stealth-like cat moves and use of \u2018Money Baits,\u2019<\/strong> those considered to be greedy were to be \u2018Targeted; Induced and Entrapped.\u2019<\/strong> These appeared to have been among the most used ploys. The greedy often lost their cognitive skills of that which is right or wrong. Hence, there is no discernment of dangling criminal consequences.<\/p>\n

EXTRADITABLE OFFENCES<\/strong><\/p>\n

These pre-dominate those classified as \u2018Transnational Crimes.\u2019 <\/strong>Thus, the frequency of cross-border transactions, these as<\/strong> \u2018Extraditable offences.\u2019<\/strong> Despite this process, some jurisdictional law enforcement agencies, have devised ways in circumventing the \u2018Judicial Processes.\u2019 <\/strong>Some may have learned from the experiences of former \u2018Financial Service Regulatory Commission (FSRC),\u2019 \u2018Leroy King.\u2019<\/strong> It appeared that some public officials were running riot with corruption in the \u2018British Virgin Islands (BVI).\u2019<\/strong> The \u2018Undercover \u2018DEA\u2019 Agent\u2019<\/strong> appeared to have been guided to that \u2018British Territory.\u2019<\/strong> Both are residents of the several islands that comprised the \u2018British protectorate Virgin Islands (BVI).\u2019 <\/strong>The \u2018Premier and Ports Director\u2019<\/strong> were \u2018Fair Catches,\u2019 <\/strong>without the need for \u2018Extradition.\u2019<\/strong><\/p>\n

STING OPERATIONS<\/strong><\/p>\n

The islands were said to boast a vibrant economy, driven by \u2018Cruise Tourism\u2019<\/strong> and thriving \u2018Yacht Industry.\u2019 <\/strong>Even so, research has shown that anti-corruption and mal-administration sentiments were publicly expressed against the \u2018Andrew Fahie\u2019 <\/strong>8-member administration. This was said to have provoked discontent and distrust among its population, thereby prompting a \u2018Commission of Inquiry.\u2019<\/strong> A trio, including \u2018Premier Andrew Fahie 51; Oleanvine Maynard 60,\u2019<\/strong> along with her adult-son \u2018Kadeem Maynard\u2019<\/strong> have been the subject of two \u2018Sting Operations.\u2019 <\/strong>Seemingly, they may have unwittingly engaged in discussions that have subjected their liberties to deprivation.<\/p>\n

FLIRTING WITH DANGER<\/strong><\/p>\n

Having been caused to befriend an undercover \u2018DEA Agent,\u2019 <\/strong>posing as a \u2018Colombian Drug Trafficker,\u2019 <\/strong>British Virgin Islands (BVI) \u2018Premier Andrew Alturo Fahie 51,\u2019 <\/strong>had not the slightest inkling that he was \u2018Flirting with Danger.\u2019 <\/strong>Neither was he aware that he was being targeted for destruction by a \u2018Ravening Wolf.\u2019 <\/strong>Clearly, he may have ignored the \u2018Scripture\u2019 <\/strong>that speaks to \u2018Ravening Wolves\u2019 [Matthew 7: 15]. <\/strong>Apparently persuasively led to the \u2018Miami Opa Locka Airport,\u2019 <\/strong>unsuspecting of \u2018Entrapment,\u2019 <\/strong>he embarked onto a private executive jet. Such, undoubtedly, will have been technologically-ready to capture that which may have been \u2018self-incriminating evidence.\u2019<\/p>\n

BRITISH PROTECTORATE<\/strong><\/p>\n

The 35, 000 population, is predominantly black. The populace reportedly became deeply concerned and despondent. Their concerns have brought them to the point of being anguished over the unseemly behavior of some public officials. The people\u2019s concerns appeared not to have been frivolous or baseless, as they have prompted inquiries into the conduct of the \u2018Andrew Fahie-led Government.\u2019 <\/strong>The \u2018Report\u2019 submitted to Governor Rankin by retired \u2018British Judge, Sir Gary Hickinbottom,\u2019<\/strong> was said to have contained \u2018Recommendations,\u2019<\/strong> that if implemented, shall have telling effect as to how the \u2018British Protectorate\u2019<\/strong> shall be \u2018Governed and Ruled.\u2019 <\/strong>Instructively, among the recommendations are: (i) \u2018\u2026Suspension of the Constitution: (ii) \u2026Dissolution of Parliament: and (iii) \u2026Cessation of Ministerial Government\u2019 [ANR: April 29, 2022]. <\/strong>The residents have already made their feelings known.<\/p>\n

OPERATIONALLY READY<\/strong><\/p>\n

It may have been no coincidence that the undercover preliminaries, said to have been unsuspectingly conducted over some seven months on the \u2018British and US Virgin Islands\u2019<\/strong> had become \u2018Operationally-Ready\u2019 [October 2021-April 2022]. <\/strong>Given the hosting of the \u2018Seatrade Cruise Convention\u2019 <\/strong>and their attendance, there may have been no better place to conduct a \u2018Sting Operation,\u2019<\/strong> than in \u2018Miami.\u2019 <\/strong>Consequent upon the \u2018SeaTrade Convention\u2019<\/strong> at the \u2018Miami Convention Center\u2019<\/strong> [April 25\u201328, 2022], <\/strong>reasonable inferences might be drawn that it has been so perfectly timed. While the \u2018Recommendations\u2019<\/strong> may have been under official consideration, \u2018Premier Andrew Alturo Fahie 51,\u2019<\/strong> was reported to have been under DEA apprehension\u2019 [NBC NEWS: April 28, 2022].<\/p>\n

COUNTERFEIT- US$700,000<\/strong><\/p>\n

That which appeared to have overwhelmed the \u2018Premier\u2019s desires, may have been that which was reportedly stashed aboard a private jet. Court documents revealed several colorful shopping bags filled with \u2018Counterfeited United States Currency,\u2019<\/strong> totaling \u2018$700, 000.\u2019<\/strong> He had seen that which he may have been assured. Monetarily, this sum was valueless, as they have no \u2018Legal Tender.\u2019 <\/strong>The deceitful undercover \u2018DEA\u2019 agent reportedly ensured that he held their interest. This sum was reportedly not immediate disbursement as it was intended to satisfy the Cartel\u2019s demand for shipments delivered. Media reports revealed that for an estimated sale of \u201830, 000 Kilos at US$26, 000,\u2019<\/strong> \u2018Commission of US$7.8M\u2019<\/strong> was the eventual receivable.<\/p>\n

GESTURE OF FAITH \u2013 SEALED FATE<\/strong><\/p>\n

The Premier, at a point was said to have been apprehensive, but appeared not to have appreciated his responsibility to the nation, as well as its international obligations. Seeking to eliminate suspicion and ensuring unwavering participation in the illegal activities, the undercover agent reportedly gifted the \u2018Ports Director\u2019<\/strong> with \u2018US$10, 000.\u2019<\/strong> He reportedly described it as a \u2018Gesture of Faith.\u2019 <\/strong>Following a tri-partite meeting, he reportedly gifted the \u2018Premier\u2019<\/strong> with \u2018US$20, 000.\u2019<\/strong> He also described it as \u2018Faith.\u2019<\/strong> Little did they know that such gifts were nothing, but \u2018Monetary Baits.\u2019<\/strong> That was needed to effectively \u2018Sealed\u2019<\/strong> their \u2018Fate.\u2019 <\/strong>When the end came, painfully he reportedly asked; \u2018Why am I being arrested? \u2026I have no money and I have no <\/strong>drugs\u2019 [NBC: April 28, 2022]. There was no place to run. Both a were caught like two \u2018Rats in a Trap.\u2019<\/strong><\/p>\n

IRRISTIBLE INDUCEMENT<\/strong><\/p>\n

Those with a working understanding of \u2018Public Corruption,\u2019<\/strong> knows some public officials have given general public reasons to be wary of their \u2018Public Life Behavior.\u2019<\/strong> Though temptational, some were known to have been driven by \u2018Avoidable Greed.\u2019 <\/strong>Seemingly, across the region, much was not known of \u2018British Virgin Islands (BVI),\u2019<\/strong> \u2018Premier Andrew Alturo Fahie.\u2019 <\/strong>However, when news disseminated through the electronic media and reverberated in the and throughout the region, that he was arrested in \u2018Miami,\u2019<\/strong> eyes reddened and filled with tears, instantly fell. Seemingly, he had fallen victim to \u2018Irresistible Inducement.\u2019<\/strong><\/p>\n

PREMIERSHIP AND ADMINISTRATION<\/strong><\/p>\n

Adding to his miseries, this apparently came at a time when public sentiments seemed to have intensified and citizen\u2019s confidence in his administration appeared to have been waning. Then for all intents and purposes, his \u2018Premiership and Administration,\u2019<\/strong> have been dealt two nerve-shattering blows. The first such blow, being his arrest in \u2018Miami\u2019 at an airport identified as \u2018Opa Locka\u2019 [BBC: April 28, 2022].<\/strong> Secondly, and equally devastating, was the apparent coincidental release of that may have been, rightly or wrongly, described as damning. The contents of the \u2018British-Commissioned Inquiry Report,\u2019 <\/strong>appeared as troubling to his reputation and premiership, as it has been to his administration [BVI News: April 28, 2022].<\/p>\n

PREMIER \u2013 PORT DIRECTOR – SCHEMER<\/strong><\/p>\n

Moreover, the arrest has not only complicated matters, but may also have serious implications for continued tenure as Premier, his character and \u2018Integrity in Public Life.\u2019 \u00a0<\/strong>As damning as the \u2018Commission of Inquiry Report\u2019<\/strong> may have been, it was purely a matter to be considered \u2018Internal Affairs.\u2019<\/strong> While regional people may not have been overwhelmed with the contents, many have been left utterly dismayed over his arrest, that of the islands\u2019 \u2018Ports Managing Director, Oleanvine Maynard 60;\u2019 and her alleged \u2018Mastermind\u2019 adult son, Kadeem Stephan Maynard.\u2019<\/strong> They may have made themselves \u2018Co-conspirators\u2019<\/strong> to each other, in a scheme that saw their worlds suddenly collapsed. A respected \u2018Premier<\/strong>; \u2026an influential \u2018Port Director\u2019 and an apparent \u2018Schemer\u2019<\/strong> and persuasive son, fell [April 28, 2022].<\/strong><\/p>\n

MANAGING DIRECTOR<\/strong><\/p>\n

Instructively, when \u2018Oleanvine Maynard\u2019<\/strong> was appointed \u2018Managing Director of the Porth Authority,\u2019 the \u2018Board\u2019s Chairman, Kelvin Hodge\u2019<\/strong> was quoted as saying; \u2018\u2026Mrs. Maynard is a dedicated and committed professional who brings a wealth of business management and organizational experience to the Port Authority: \u2026We are confident that she will be up to the challenge of posting the ports for the future\u2019<\/strong> [Press Release: Government of the Virgin Islands: June 4, 2021<\/strong>].
