People in the former category, invariably use their \u2018Intellectual Skill\u2019<\/strong> to defraud and \u2018Fleece\u2019<\/strong> the innocent, be they clients or patients. Conversely, in the case of the latter, those in this category, and have the propensity to commit crime, are often \u2018Street Smart.\u2019 <\/strong>Situationally or as need arises or demands, invariably and without careful planning and sophisticated execution,\u2019 opportunistically, yet stealthily or sheer brazenness, they unexpectedly strike the identified victims. \u00a0<\/strong><\/p>\n

GREEDY AND CORRUPT<\/strong><\/p>

Seemingly, some \u2018Medical Practitioners\u2019<\/strong> may have been observing the behavior of the \u2018Integrity Commission.\u2019<\/strong> Thus, reasonable inferences might be drawn that the few depraved ones may have been enhancing \u2018Creativity\u2019 in their professional skills.<\/strong> Thus, when the \u2018Coronavirus-19 Pandemic\u2019 <\/strong>arrived on these shores two years ago, a handful of \u2018Medical Practitioners\u2019 that may not necessarily have been \u2018Crooked and Wicked,\u2019 <\/strong>may have been mildly infected with a different kind of virus. \u00a0This may have been called \u2018Money Virus.\u2019 <\/strong>As a necessary virus, it has not only infected people across the globe, but also of all professions and walks of life.<\/p>

PERSPECTIVE<\/strong><\/p>\n

This commentary is intended only to bring some sensitization to the citizenry, public officials, and more particularly \u2018Internationally-Bound Travellers.\u2019 <\/strong>It looks at an apparent troubling trending practice that seemed to have developed at some \u2018Medical Facilities.\u2019 <\/strong>The \u2018Medical Profession,\u2019 a discipline, with a body of some of the nation\u2019s most \u2018Noble and Honourable\u2019 professionals<\/strong>,\u2019 have now invited the scrutiny of the populace and \u2018Foreign-Bound Travellers.\u2019 <\/strong>None, therefore, may impugn neither their character, nor their reputation. Notwithstanding, these professionals<\/strong> and most revered men and women, shall never be seen as picking and eating fruits off a \u2018Poison Tree.\u2019 <\/strong>Biblically, it edifies that when \u2018Adam and Eve\u2019<\/strong> was placed in the \u2018Garden of Eden,\u2019 <\/strong>something happened when they both yielded to temptation, and ate a fruit from the \u2018Forbidden Tree\u2019<\/strong> [NIV: Genesis: 3: 1-6]. They had reportedly angered the \u2018Lord\u2019<\/strong> who found them another place in which to dwell. These noble professionals may wish to learn from their biblical experience. The truth is, \u2018Scripture and Medicine\u2019<\/strong> are really not the same.<\/p>

WEALTH GENERATION <\/strong><\/p>\n

From \u2018Radio Observer to social media; <\/strong>and from \u2018Antigua and Barbuda\u2019<\/strong> to the unified \u2018Federation of St. Kitts and Nevis\u2019<\/strong> to the \u2018United States of America,\u2019<\/strong> \u2018Wealth Generation,\u2019 has been among the most contentious subject ever to be discussed. It has provoked all kinds of confusion; \u2026sparked heated discussions and prompted wild speculations.\u2019 All that it has been about is \u2018Wealth Generation.\u2019<\/strong> There have been \u2018Radio Talk Show hosts with their views; \u2026Social media followers; \u2026Social justice advocates; \u2026Street and Market vendors, and even my \u2018Dead Granny.\u2019<\/strong> All have sought to taint the means of acquisition of wealth with either \u2018Greed or Corruption.\u2019<\/strong><\/p>

CREATIVITY: ACQUISITIVE WEALTH<\/strong><\/p>

\"\"<\/a><\/div>\n

Lest it might be misconstrued, likened to other professionals and public officials, \u2018Medical Practitioners\u2019<\/strong> shall not only seek to eke out a livelihood from their respective disciplines, but may also use \u2018Creativity\u2019 <\/strong>in \u2018Generating Wealth,\u2019 whether or not in a \u2018Pandemic or Explosive Volcano.\u2019 <\/strong>Conscious of human frailty and behavior that often leads to \u2018Ministerial indiscretions, temptation and destruction,<\/strong> \u2018Prime Minister Gaston Browne\u2019<\/strong> publicly admonished members of his administration that such \u2018Creativity\u2019<\/strong> and such \u2018Acquisitive Wealth\u2019<\/strong> shall not only pass the litmus test of \u2018Legitimacy,\u2019<\/strong> but also shall withstand \u2018Judicial Scrutiny.\u2019 <\/strong>This is in the event of \u2018Accusations of Malfeasance\u2019<\/strong> and investigative calls to the \u2018Integrity Commission,\u2019 seemingly <\/strong>given symbolic legislative status than for its intended purpose.<\/p>\n

THRESHOLD OF MORIBUNDANCY<\/strong><\/p>\n

This has been a \u2018Commission,\u2019 <\/strong>not very well respected by \u2018Radio Talk Show\u2019 hosts and panelists. Thus, a Chairman crossing the \u2018Line of Demarcation,\u2019<\/strong> runs the risk of incurring the wrath of the indomitable \u2018Prime Minister Gaston Browne.\u2019 <\/strong>As for \u2018House Speaker, Sir Gerald Anderson Watt KCN, QPM,\u2019 <\/strong>he would have no hesitation in describing the \u2018Statutory Body\u2019 <\/strong>as a \u2018Moribund Commission.\u2019 <\/strong>Its moribund membership will most certainly find themselves hopelessly and helplessly lingering at the \u2018Threshold of Moribundancy.\u2019<\/strong> \u00a0<\/strong><\/p>\n

FLEECING BUSINESS<\/strong><\/p>\n

None may deny that since the unforeseen and unwelcome arrival of the \u2018Coronavirus-19 Pandemic,\u2019<\/strong> every \u2018Medical Practitioner\u2019<\/strong> and \u2018Healthcare Providers\u2019<\/strong> has been playing his\/her part in the \u2018National Life.\u2019 <\/strong>Even so, some people appear to have become mortally afraid of some of these professionals than they have been to this dangerous, infectious disease. Many people are now hoping that responsible authorities will seek to address what has now been reasonably suspected as a thriving and lucrative \u2018Fleecing Business.\u2019<\/strong> Many have seen this practice as; (a) \u2018\u2026Immoral; (b) \u2026Professionally unethical: and (c) \u2026Rife of criminality.\u2019<\/strong><\/p>\n

INTERNATIONAL-BOUND TRAVELLERS<\/strong><\/p>\n

Primarily, however, this commentary is based on confidential and privileged information and follow-up research. There have been no references to sources and identity, nor statistical data. Reasonable inferences might still be capable of being drawn that a very \u2018Small Minority\u2019<\/strong> of \u2018Medical Practitioners\u2019<\/strong> have been accused of \u2018Fleecing \u2018Asymptomatic\u2019 Travellers\u2019<\/strong> for professional services provided to them. <\/strong>Consequent upon a practice, capable of being considered a crime against humanity and society, some unsuspecting \u2018Internationally-Bound Travellers\u2019 <\/strong>were said to have been left in a state of despondency and depression. financial woes and miseries.<\/p>\n

    As the \u2018Pandemic,\u2019<\/strong> lingers on, and scientists speaks to \u2018Variants,\u2019<\/strong> such as; (i) \u2018\u2026The Delta; and (ii) \u2026Omicron,\u2019 <\/strong>people, for either prevention or coercion for \u2018Job Retention,\u2019<\/strong> continue to wend their way voluntarily to \u2018Government-approve Private Medical Facilities.\u2019 <\/strong>Still, as some continue to ponder over their fate, medical scientists and experts have argued that though both \u2018Variants\u2019<\/strong> are infectious, one is more deadly, and the other spreads faster. The former, and deadliest, was said to be attacking the \u2018Lungs,\u2019<\/strong> while latter attacks the \u2018Upper air ways- nose, mouth and throat\u2019 [Dr. James Knight: January 22, 2022].<\/strong> This means that a common cold or influenza could be mistaken as being symptomatic of the infectious \u2018Omicron Variant.\u2019<\/strong> Conversely, with difficulty breathing (inhaling or exhaling), this could also be assumed to be symptomatic of the \u2018Delta Variant.\u2019<\/strong><\/p>\n

    NO UMBRAGE- NO CYNICISM<\/strong><\/p>\n

    That which has often been told, respect the status and clinical advice of \u2018Medical Practitioners.<\/strong>\u2019 None was personally sought, and none was given. Thus, taking no umbrage, and expressing no cynicism with the professional perspective of any \u2018Medical Practitioner.\u2019<\/strong> For one \u2018Deadly Injection\u2019<\/strong> could hear \u2018Bells Toll\u2019<\/strong> for the author; \u2026Charlesworth Tabor; \u2026Health Minister and the Prime Minister,\u2019 (only if the catch us, though). Given his distinguished professional medical career and practice, this perspective as provided by the \u2018Good Doctor,\u2019<\/strong> not only is the information provided appear to have national benefit, but also shall be accorded medical and clinical merit.<\/p>\n

    FOUR DAYS BEFORE TRAVEL<\/strong><\/p>\n

    It has been expressed by \u2018Medical practitioners, healthcare providers,\u2019<\/strong> and \u2018medically- advised public officials\u2019 and led-to believe citizens,\u2019 that a \u2018Positive Covid-19 Test\u2019<\/strong> without prior symptoms, means \u2018Asymptomatic.\u2019<\/strong>\u00a0 This appeared to have been the case of several persons, whether not they have undergone \u2018Pre-Travel Covid Tests.\u2019<\/strong> For some inexplicable reason, the \u2018Coronavirus-19\u2019<\/strong> only seem to have struck \u2018Four Days\u2019 <\/strong>as they sought to complete \u2018Pre-Travel Covid-19 Formalities.\u2019 <\/strong>Thus, visitor experience that may have been enjoyable, have, for some turned into frightening \u2018Day and Nightmares.\u2019 <\/strong><\/p>\n

    TRAVELLER DISSATISFACTION <\/strong><\/p>\n

    There has been unreported dissatisfaction by \u2018Internationally-Bound Travellers.\u2019<\/strong> Such had reportedly surfaced as they proceeded with preparations for their departure from the \u2018Less Covid-19 Spread Borders\u2019<\/strong> of the nation of \u2018Antigua and Barbuda.\u2019<\/strong> Their travel experiences were said to have been marred after engaging the services of \u2018Covid-19 Testing Practitioners.\u2019 <\/strong>\u00a0Though rampant, it was said not to have been a widespread practice among the \u2018Medical Fraternity.\u2019<\/strong> On the first of the \u2018Four Days\u2019 \u2018Covid-19 Test Teams,\u2019 <\/strong>were reported to have provided them with nothing, but \u2018Bad News.\u2019<\/strong><\/p>\n

    CRIES OF TRAVELLERS<\/strong><\/p>\n

    The practice of \u2018Fleecing the Traveller\u2019<\/strong> was said to have been confined to a small minority of medical practitioners. Inaccessibility to statistical data has made it impossible to determine the scale and frequency of occurrences of such malpractice. The silent \u2018Cries of Travelers\u2019<\/strong> was said to have been forced several into harboring the view that they are being \u2018Fleeced\u2019<\/strong> by some \u2018Covid Testing Medical Practitioners,\u2019<\/strong> abetted by \u2018Healthcare staff.\u2019<\/strong> For these dissatisfied travellers, their gravest concern was said to be the \u2018Preparatory Formalities.\u2019<\/strong> Several have complained of their experiences to residential families, their neighbors and friends.     This has not only caused many \u2018Immense Travel Frustration,\u2019<\/strong> but also; (a)<\/strong> \u2018\u2026Unexpected travel delays; (b)<\/strong> \u2026Flight cancellations; (c)<\/strong> \u2026Financial hardship resulting in additional unbudgeted expenses for; (i)<\/strong> \u2018\u2026Meals and accommodation: and (ii)<\/strong> \u2026Ground and air transportation.\u2019 These have been the recent practical experience of an \u2018immediate neighbor.\u2019 That which appeared mindboggling, if not, vexing and provocative to the \u2018Human Spirit.\u2019<\/strong><\/p>\n

    MEDICAL RACKETEERING<\/strong><\/p>\n

    That which shall be clearly understood, though not necessarily on \u2018Bread Alone\u2019<\/strong> [KJV: Matthew 4: 4], in the real world and in a \u2018Pandemic,<\/strong>\u2019 by whatever means, legitimate or illegitimate, \u2018Man Must Live\u2019<\/strong> [Alphonsus Cassell: Mighty Arrow: 1949-2010]. Aggrieved victims expressing strong feelings, hope that public administrators will move with expedition, with or without consultation\u2019 in removing the \u2018Vulture-like Appetite\u2019<\/strong> of those viewed as \u2018Medical Racketeers.\u2019<\/strong> Though not necessarily the precise language of the \u2018Constitution Order\u2019<\/strong> [No. 1106: 1981], none may deny its consistency with one of the principles on which this nation was founded.<\/p>\n

    CONSTITUTIONAL PRINCIPLE<\/strong><\/p>\n

    Whether or not \u2018Money\u2019 <\/strong>might be reasonably inferred, the \u2018Constitution Order\u2019 <\/strong>does not give specifics as to \u2018Happiness and Prosperity.\u2019 <\/strong>Except \u2018Scriptural Guidance\u2019 [Ten Commandments], <\/strong>the \u2018Constitutional Principle\u2019<\/strong> does not say how these might be achieved.     ASYMPTOMATIC<\/strong><\/p>\n

    While medical practitioners shall play their part as \u2018Healthcare Providers\u2019<\/strong> and shall be satisfactorily remunerated, it is inexcusable for them, singularly or collectively to fleece the innocent and vulnerable. That said, it would appear that when travellers enter these borders and have presented \u2018Verifiable Documentation of Full Vaccination\u2019<\/strong> from ports of departure, only when they preparing to depart these borders, they are told that they are infected with the \u2018Coronavirus-19. While medical practitioners and healthcare professionals have used the word \u2018Asymptomatic.\u2019<\/strong> That appeared to have been used, even when \u2018Clinical Diagnostics\u2019 <\/strong>or Laboratory Test\u2019 appeared not to have been completed. This is so, even when symptoms of illness were observable<\/p>\n

    DEFINITION<\/strong><\/p>\n

    The travellers and ordinary citizens, possessing no medical or scientific knowledge were either left in; (a)<\/strong> \u2018\u2026A state of Confusion: or (b)<\/strong> \u2026Forced into false sense of beliefs that may have been far removed from the true meaning of this medically-used word- \u2018Asymptomatic.\u2019 <\/strong>Aided by the explanation of \u2018Medical Practitioner, Dr. James Knight,\u2019 <\/strong>an understanding of the word speaks to it as; \u2018\u2026A person having or showing no symptoms.<\/strong>\u2019 Instructively, he has further guided human understanding this way; \u2018\u2026One is considered \u2018Asymptomatic\u2019 if one has \u2018Recovered\u2019 from an illness or condition and no longer has symptoms.\u2019<\/strong> The operative word, \u2018Recovered\u2019 <\/strong>suggests that an infected person will have shown no symptoms of that which he\/she had been medically determined as being so infected or afflicted.<\/p>\n

    SYMPTOMATIC v ASYMPTOMATIC<\/strong><\/p>\n

    Those that provided this definition may have been mindful that some professionals and some intellectuals may use the word in ways as to cause befuddlement of the mind. Those of inferior intellect, may simply not bothered over its meaning. Given such understanding, it seems not scientifically correct that a person, whether or not medically-qualified, could simply look at \u2018an Unvaccinated\u2019 <\/strong>person that shows no \u2018Symptoms of<\/strong> Illness\u2019<\/strong> and determine his\/her status to be; (a) \u2018\u2026Symptomatic; or (b) \u2026Asymptomatic.\u2019 <\/strong><\/p>\n

    PROFESSIONAL CROOKEDNESS<\/strong><\/p>\n

    Today, with the evolved \u2018Variants,\u2019<\/strong> a common cold could be medically-considered an infection with \u2018Covid-19.\u2019<\/strong> Then four or seven days later, persons could be declared \u2018Asymptomatic\u2019 <\/strong>and cleared for air travel. Since the arrival of the \u2018Coronavirus-19 Pandemic\u2019<\/strong> to the region, it has; (a)<\/strong> \u2018\u2026Caused carnage upon human lives; (b)<\/strong> \u2026Severely impacted the health, wellness and comfort of regional populations; (c)<\/strong> \u2026Wreaked havoc on the fragile economies of impoverished island-nations.\u2019 In addition to these, it has also provided opportunities for \u2018Professional Crookedness.\u2019<\/strong> There have been reports of fleecing of society\u2019s affluent and the vulnerable and indigent, as well as the \u2018Innocent Travellers.\u2019<\/strong><\/p>\n

    UNFIXED PRICE TAG<\/strong><\/p>\n

    Consequent upon the need to conduct more \u2018Covid-19 Test,\u2019 health authorities unabashedly sought help from several professionally-recognized private practice medical practitioners. Many practitioners will have seen this as an opportunity to \u2018Help Humanity.\u2019<\/strong> From previous public grumbling, reasonable inferences may have been drawn that a handful would have been positioned to use their intellect and skill to remove \u2018Fixed and Unfixed Sums\u2019<\/strong> from pockets and purses of those seeking medical advice and\/or services of \u2018Covid-19 Testing.\u2019<\/strong> These were to come with an unsuspecting and \u2018Unfixed Price Tag.\u2019<\/strong><\/p>\n

    POTENTIAL VICTIMS<\/strong><\/p>\n

    Thus, such tests or unrelated tests were to be paid by the \u2018living, lame, sick and half-dead.\u2019 <\/strong>Each was a \u2018Potential Victim.\u2019<\/strong> Starved for scruples and professional ethics, a handful of those so approved to perform \u2018Covid-19 Tests\u2019<\/strong> are alleged to have been religiously engaged in certain unprofessional practice. This minority group has not only been accused of plundering, but also racketeering.\u2019 <\/strong>Some have not only been nationally known for exorbitant Billing, but also for their notoriety in \u2018Fixing Medical Fees\u2019 <\/strong>as to seen as \u2018Fleecing.\u2019 <\/strong>For instance, credibly sourced, and confidentially provided information revealed that among the \u2018Depraved Minority Group,\u2019<\/strong> some have charged \u2018Travelers\u2019<\/strong> between \u2018EC$300 and EC$1, 370.00\u2019 (US$500)\u2019 <\/strong>for services related to \u2018Pre-Travel Covid-19 Tests.<\/strong><\/p>\n

    COVID-19 TESTING KITS<\/strong><\/p>\n

    Incidentally, most of these \u2018Covid-19 Tests\u2019<\/strong> have been conducted, either at \u2018private medical clinics, offices <\/strong>or pre-arranged home visits.\u2019 <\/strong>The irony of it all, is that it has been reliably informed and confidentially confirmed that the \u2018Government of Antigua and Barbuda\u2019<\/strong> has also assisted with the provision of quotas of \u2018Covid-19 Testing Kits\u2019<\/strong> to many privately-operated medical facilities.\u2019 This was said to be intended for public convenience and ease of access to \u2018Covid-19 Testing.<\/strong><\/p>\n

    PREVENTION OR JOB RETENTION<\/strong><\/p>\n

    Even outside of a \u2018Pandemic,\u2019<\/strong> man shall be given opportunities to legitimately engage himself productively. This necessarily means the creation of an environment for him to earn and improve his\/her quality of life. In respect to \u2018Fleecing,\u2019 t<\/strong>his has been defined as a person, either disguisedly or deceptively obtaining a great deal of money by; (a) \u2018Overcharging; or (b) \u2026Swindling.\u2019<\/strong> For this commentary, the former is used as it pertains to the questionable practice reportedly being extended during the \u2018Coronavirus-19 Pandemic.\u2019<\/strong><\/p>\n

    BRUNT OF ATTACK<\/strong><\/p>\n

    Likened to the \u2018Fully Vaccinated\u2019<\/strong> Tourists and nationals residing in the Diaspora, citizens with no record of travel, have been accused of rapidly spreading the virus among family members and general public. Since the arrival and availability of the \u2018World Health Organization (WHO)\u2019 <\/strong>approved vaccinations, citizens have shown great reluctance and\/or defiance in submitting themselves to be inoculated. On some news portals, it was reported that more than half or less than half of regional populations have either \u2018Volunteered\u2019<\/strong> or given incentives of one kind or another to be vaccinated.\u2019<\/strong><\/p>\n

    NEIGHBOR- ASYMPTOMATIC<\/strong><\/p>\n

    A neighbor, owner\/occupier of a reasonably large premises in his country of domicile, opted to reside in the \u2018Diaspora.\u2019 Returning fully tested before travelling from the \u2018United States\u2019<\/strong> to his home-country, \u2018Antigua and Barbuda\u2019<\/strong> [November 2021], he dwelled in virtual isolation. He was either in possession of a manually-pushed lawn mower or driving on his mechanically-propelled mower cutting his lawn. Almost daily,\u2019 he could be seen on his premises, and without gatherings. Observably, he followed the \u2018Government\u2019s Protocols\u2019<\/strong> as stipulated by its \u2018Covid-19 Regulations.\u2019<\/strong> He was neither seen, nor heard sneezing or coughing, and had not complained of feeling ill. Seemingly, a depicted sign of good health, he could be seen in the morning up to the midday sun. This was not to be.<\/p>\n

    ENTRY REQUIREMENTS<\/strong><\/p>\n

    Speaking to his reported experiences, he had been fully compliant with stipulated \u2018Entry Requirements.\u2019<\/strong> He informed that he had presented to \u2018Health officials\u2019<\/strong> at the \u2018VC. Bird International Airport (VCBIA),<\/strong>\u2019 a \u2018United States\u2019<\/strong> officially-issued \u2018Verifiable Documentation of Full Vaccination\u2019<\/strong> [Health Travel Advisory: 2021]. In a state of despondency, he confirmed his submission to a \u2018Pre-Travel Covid-19 Test\u2019 <\/strong>at his home. There and then, he was informed that he has been \u2018Covid-19 Positive.\u2019 <\/strong>A few days later, a \u2018Support Staff\u2019<\/strong> at a privately-owned and operated medical facility informed him that he was \u2018Covid-19 Negative,\u2019<\/strong> and cleared for travel to the \u2018United States\u2019<\/strong> [January 2022].<\/p>\n

    INTERNATIONALLY-BOUND TRAVELLERS<\/strong><\/p>\n
