As the Caribbean (cautiously) take its place in 2022, I have given much thought to the political and current affairs headliners of 2021, which could claim top spot. COVID (II) has taken its permanent place as an important backdrop to everything else (at least) for the foreseeable future. Barbados and its media-savvy Prime Minister\u00a0deserve mention as a top contender because of: their snap elections after less than 4 years in office; and the removal of Queen Elizabeth (II) as Queen of Barbados.<\/p>\n

\n

I have always been skeptical of window-dressing maneuvers such as replacing a titular head of state (queen or king) with a similarly titular president as head of state. Last year, (to mark its 55th anniversary of independence, Barbados appeared to \u00a0do just that, making it, 1 of a few \u00a0countries in the\u00a0 Caribbean civilization with the “courage” to do such a thing.<\/p>\n

\n

To her credit, when Ms. Mottley became Prime Minister, she said she would move Barbados from being a monarchy, to a republic and she did. Jamaica’s first female Prime Minister, Mrs. Simpson-Miller said she would, but she failed. The late Sir Lester Bird (and others) mused about it but failed.<\/p>\n

\n

God knows, if there was ever a time when some sort of political and constitutional window-dressing was needed, it was in the case of Barbados. Historians seem to suggest, that the island was used to hone the worst excesses of the British slave economy. So brutish and murderous was the life of Barbadian plantation slaves, that the average life span of a slave on the island was less than 20 years.<\/p>\n

\n

To add white insult to black injury, more recently, one of the grandsons of Queen Elizabeth II and his wife, appeared to have told the world, that the British royal family harbours racist aggrandisements. So much so, that the young white\u00a0 prince and his\u00a0 mixed-race wife, may have \u00a0 thought it best to place themselves in a kind of “royal exile ” an ocean and a continent away from the royal household. In the circumstances, imagery of a\u00a0white\u00a0head of the\u00a0British royal household, presiding as Queen of the\u00a0majority black Barbados, always appeared \u00a0repugnant and\u00a0repudiative\u00a0at best. Therefore, \u00a0the island \u00a0resorting to\u00a0 the \u00a0latest round of constitutional window-dressing, \u00a0in the Caribbean civilization, \u00a0is (perhaps) understandable recoil.<\/p>\n

\n

Elizabeth (II) The former queen of Barbados, \u00a0is a quite resilient testimonial,\u00a0to the survivability of British royalty, notwithstanding its suggested, racial and ethnic flaws. Her Majesty\u00a0should be admired for taking and preserving such a strong centrist position on behalf of the modern royal household, with all \u00a0its \u00a0\u00a0alleged \u00a0shortcomings in the direction of black and brown peoples. So, it was nice to see Prince Charles cheering on the Barbadians, \u00a0as they made another\u00a0modest adjustment\u00a0\u00a0 in\u00a0their constitutional set-up. People who are more centrist and (perhaps) left of centre, in their\u00a0world view,\u00a0may\u00a0(cautiously) allow themselves,\u00a0\u00a0 to believe that British royalty may\u00a0be better disposed \u00a0to embrace the kaleidoscope of skin colour,\u00a0which\u00a0ingratiates the range of human civilizations, when Prince Charles is King.<\/p>\n

\n

Back to our reality\u00a0in the Caribbean – Barbados having\u00a0removed Elizabeth (II) \u00a0as its Queen (albeit in a half-hearted way) is no excuse for the continued \u00a0pussy-footing (on again- off again) approach to bringing the decolonization process (in the Caribbean civilization)\u00a0to an ethnically inclusive \u00a0and constitutionally independent conclusion. This kind of\u00a0\u00a0 creepy-crawly and duplicitous\u00a0 approach (boldly celebrating political independence but afraid of constitutional liberation) is a disturbing affront to the dignity of a Caribbean people. So courageous and \u00a0gifted yet, lacking in \u00a0equally \u00a0\u00a0courageous and gifted\u00a0 constitutional leadership. Mental slavery will dissolve with time, when\u00a0the constitutional trappings which help to hold it \u00a0in place, are taken down and consigned to the rarefied archives of history.<\/p>\n

\n

For what it is worth, it might \u00a0not cost a cent more (in real terms) \u00a0if a \u00a0single\u00a0general elections is\u00a0used to elect: President, Senate, \u00a0House of Representatives and Parish Development Commissioners. In such an instance, we should interpret the results proportionally to elect President, \u00a0Senate and Parish Commissioners. While continuing to \u00a0use the First Past the Post results to elect the House. In those days, our Caribbean State \u00a0Presidents and parliamentary senators will have their authority grounded in the will of the people. Elected \u00a0senators \u00a0will reflect \u00a0the proportion of votes received by their parties and not the current \u00a0inequitable numerical abstractions, concocted by the (long ago) architects of our imitation West Minster\u00a0constitutions.<\/p>\n

Tangentially, come January 19th, Will\u00a0the Barbadian elector further consolidate an emerging \u00a0brand of \u00a0\u201cparliamentary \u00a0dictatorship\u201d? (A byproduct of our constitutional machinations) Or will the \u00a0people restore meaningful opposition politics to their honorable house?.<\/p>\n
