The Caribbean Community Climate Change Centre (CCCCC)\u00a0 and the CARICOM Development Fund (CDF), two sister CARICOM institutions,\u00a0 formalized their cooperation via the signing of a Memorandum of Understanding (MOU)\u00a0 on July 13, 2021. <\/span><\/p>

The short virtual signing ceremony signaled the start of deeper\u00a0 commitments that the two agencies have said allows them to continue delivering on their\u00a0 respective mandates to CARICOM while leveraging the partnership to improve climate\u00a0 resiliency in the Region.\u00a0<\/span><\/p>\n

Speaking at the signing Mr Rodinald Soomer, Chief Executive Officer (CEO) of the CDF\u00a0 described the signing as \u201ctimely,\u201d especially given the recent passage of Hurricane Elsa on\u00a0 Barbados (on July 2), \u201ca rare occurrence,\u201d he noted.\u00a0<\/span><\/p>

\"\"<\/a><\/div>\n

\u201cWhat I like about our agreement is the simplicity, the sharp focus,\u201d Soomer expounded.\u00a0 \u201cThe MOU is reflective of our common understanding of our respective mandates, and we\u00a0 have identified the areas where they intersect, and where in our execution, our actions can\u00a0 be complementary.\u201d The MOU further epitomizes one of the key objectives of integration\u00a0 which is \u201cin working together, the whole can be greater than the sum of the parts,\u201d the CEO\u00a0 said.\u00a0<\/span><\/p>

While the CDF has recently developed a financing instrument that facilitates a structured\u00a0 approach to climate mitigation through a credit risk abatement facility, the formal\u00a0 agreement with the 5Cs will focus more on climate adaptation as according to Soomer,\u00a0 \u201cperhaps this represents the biggest gap, in terms of the unsatisfied needs of the region.\u201d\u00a0\u00a0<\/span><\/p>\n

Expressing his profound pleasure at the opportunity to sign the Agreement with the CDF,\u00a0 \u201ca sister institution,\u201d Dr Colin Young, Executive Director of the CCCCC agreed that \u201cby\u00a0 pursuing the areas of focus articulated in the MOU, we will not only be able to deliver on\u00a0<\/span><\/p>

our respective mandates, but also leverage the expertise and experience of each of our\u00a0 institutions to improve the quality of lives of the people on the ground as it relates to climate\u00a0 change adaptation and resilience.\u201d\u00a0\u00a0<\/span><\/p>

Highlighting the ability of the 5Cs to mobilise climate finance, for adaptation, in particular\u00a0 its earned accreditation to the Green Climate Fund (GCF), Dr Young stated: \u201cI believe\u00a0 there will be natural opportunities for us to work together to continue to leverage public\u00a0 and private finance to create long term sustainable impact on the ground and in the lives of\u00a0 Caribbean people.\u201d\u00a0\u00a0<\/span><\/p>

The MOU sets out the strategic areas to guide collaboration in key areas that include <\/span>inter\u00a0 alia<\/span><\/i>:\u00a0<\/span><\/p>\n

\u27a2 <\/span>pursuing climate change adaptation strategies in Member States,\u00a0<\/span><\/p>\n

\u27a2 <\/span>mainstreaming Climate-Proofed Development within CARICOM,\u00a0<\/span><\/p>\n

\u27a2 <\/span>promoting climate resilient investments in key sectors that include coastal\u00a0 infrastructure, water, coastal and marine ecosystems, agriculture, health and\u00a0 tourism, and\u00a0<\/span><\/p>\n

\u27a2 <\/span>developing innovative financing mechanisms to foster growth and improve\u00a0 resilience.\u00a0<\/span><\/p>\n

The CCCCC and the CDF have agreed to hold an inception meeting no later than 26<\/span>th <\/span>July,\u00a0 2021 to advance implementation of the MOU.\u00a0\u00a0<\/span><\/p>\n
