CBC News Canada:<\/strong>\u00a0The federal government will introduce a new pathway to permanent residency for foreign nationals working in Canada in essential jobs such as personal support and health services, Immigration Minister Marco Mendicino announced today.<\/p>

\"\"<\/a><\/div>\n

The new policy will allow\u00a0up to 90,000 workers and international graduates already in Canada to convert their temporary status to permanent status, Immigration, Refugees and Citizenship Canada said in a news release.<\/p>\n

But one group that advocates for the rights of migrants cautioned the policy change will help only\u00a0a small portion of the people who live\u00a0and work\u00a0in Canada and don\u2019t have permanent immigration status.<\/p>

\u201cSince COVID-19\u00a0first arrived on our shores, we have charted a course guided by one north star \u2014 that immigration is key to Canada\u2019s short term economic recovery and long term prosperity,\u201d\u00a0Mendicino told a virtual news conference today.<\/p>

<\/div>\n

\u201cFundamentally, we know that by attracting and retaining the best and the brightest \u2026 we will add more jobs, growth and diversity to our economy.\u201d<\/p>\n

To be eligible for the new pathway, workers must have at least one year of Canadian work experience in one of 40 different\u00a0health care jobs or\u00a095\u00a0other pre-approved essential jobs.\u00a0Graduates must have completed an eligible Canadian post-secondary program over the last four years.<\/p>

The department provided a list of occupations that are deemed essential. It includes people in a wide range of skilled trades, such as\u00a0electricians and metal workers, along with farm workers, cashiers, home child\u00a0care providers and French immersion teachers, among others.<\/p>\n

Mendicino called the new policy a \u201cbroad, fast and innovative path\u201d to permanent residency that focuses on jobs that are vital to the Canadian economy.<\/p>

\u201cThis isn\u2019t just about giving people a new piece of paper.\u00a0We\u2019re creating a pathway for newcomers that will strengthen their job security, expand their career horizons and encourage them to put down deeper roots in our communities where they are giving back,\u201d Mendicino said.<\/p>

Applications accepted through three streams<\/h2>\n

Eligible workers and graduates will be able to apply for permanent status through three streams\u00a0between May 6, 2021 and\u00a0Nov.\u00a05, 2021. The department will take up to 20,000 applications for temporary workers in health care,\u00a030,000 applications for temporary workers in the essential job category and\u00a040,000 applications for international students.<\/p>\n

All applicants must be proficient in either English or French, and a certain portion of spots will be reserved for\u00a0French-speaking or bilingual candidates.<\/p>\n

The department says the new policy will help the government achieve its goal of welcoming 401,000 new permanent residents to the country.<\/p>\n

Mendicino was joined at the press conference by a group of professionals, three of whom immigrated to Canada and now work in health care.<\/p>\n

Shailadi\u00a0Gupta is\u00a0originally from India but\u00a0has worked as a registered nurse\u00a0in Canada since 2011. She spoke about receiving permanent status in 2013, saying it\u00a0allowed her to purchase a home with lower interest rates, go back to university while paying lower tuition fees\u00a0and start her own business.<\/p>\n

\u201cA change in status is transformational for temporary foreign workers in many ways,\u201d said Gupta. \u201cInstead of packing suitcases\u00a0and returning back to their countries or becoming discouraged and ending up working at Tim Horton\u2019s, they\u00a0can actually put down roots here in Canada and more fully contribute in Canada in a wide range of roles, including in our hospitals and care homes.\u201d<\/p>\n

Goldy\u00a0Hyder, president and CEO of the\u00a0Business Council of Canada,\u00a0issued a statement welcoming the announcement.<\/p>\n

\u201cCOVID-19-related\u00a0restrictions\u00a0have hit Canada\u2019s immigration system hard, significantly reducing the number of newcomers\u00a0entering\u00a0the country,\u201d said Hyder.<\/p>\n

\u201cThe minister\u2019s plan\u00a0addresses this challenge by\u00a0welcoming\u00a0urgently needed talent.\u201d<\/p>\n

New pathway not enough, migrant rights group says<\/h2>\n

A group of advocates for the\u00a0rights of migrants said the program doesn\u2019t go far enough.<\/p>\n

Syed Hussan, executive director of Migrant\u2019s Rights Network, called the new pathway\u00a0a \u201ctime-limited and partial program\u201d that will help only\u00a0a small number of migrants with temporary status.<\/p>\n

\u201cEach year, hundreds of thousands\u00a0of people come to the country on temporary permits, many of whom cannot get permanent residency. While they are temporary, they are unable to assert basic labour rights, access health care, often get education,\u00a0get income support \u2014 even in the public health pandemic \u2014 or be able to reunite with their families,\u201d said Hussan.<\/p>\n

\u201cToday\u2019s announcement keeps that entire structure still in place.\u201d<\/p>\n

Hussan said many will find the pathway hard to access because of the language requirements. He said\u00a0the program also excludes about\u00a0half a million undocumented people who live and work in Canada but don\u2019t have any immigration status.<\/p>\n

\u201cUndocumented people live and\u00a0work in our communities and work in many of the same industries. They must be able to access permanent status,\u201d said Hussan.\u00a0\u201cToday\u2019s announcement leaves them out.\u201d<\/p>\n

Hussan called on Mendicino to immediately provide permanent resident status to the 1.6 million people in Canada currently without it.<\/p>\n

NDP\u00a0immigration critic Jenny Kwan agreed with\u00a0Hussan\u2019s argument that the new pathway will leave many people behind.<\/p>\n

\u201cThere is no question that the proposed cap will quickly be filled since so many migrant workers are already here in Canada working hard to support Canadians,\u201d said\u00a0Kwan.<\/p>\n

\u201cIf the government truly wished to recognize the benefits and talent migrant workers and international students bring to the Canadian economy and society, they should also not exclude those who may have lost their employment in the middle of a pandemic or those without status.\u201d<\/p>\n

Conservative MP\u00a0Jasraj Singh Hallan, the party\u2019s immigration critic, said Conservative members of the House of Commons immigration committee have called\u00a0on the government to introduce measures to allow\u00a0workers and skilled students to stay in Canada.<\/p>\n

\u201cHowever, with the Liberal government\u2019s failure to address backlogs and current processing times in the immigration system, including with the existing spousal sponsorship, express entry\u00a0and caregiver programs, I am concerned that new applicants through this program will face unfortunate and unnecessary delays,\u201d\u00a0Hallan\u00a0said.<\/p>\n
