The discussions were led by Mr. Ian Macintyre, SC, Chief Parliamentary Counsel of Trinidad and Tobago, Mr. Albert Edwards, CD, former Deputy Solicitor General (Drafting) of Belize and former Chief Parliamentary Counsel of Jamaica, with input from Ms. Shawn Belle, Senior Parliamentary Counsel, Barbados.<\/p>

All members of the Committee of Permanent Secretaries and Officers of Related Grade were invited to attend the event which is being held via Zoom. Attendees for the first day included Dr. Louis Woodroffe, Head of the Public Service and Director General of Foreign Trade and Ms. Gail Atkins, Director General, Ministry of the Public Service, as well as a number of Permanent Secretaries, Parliamentary Counsel, and an Assistant Commissioner of Police. The Canadian Government was represented by Michele Gibson, IMPACT Justice Project Team Leader from the Caribbean Regional Development Program, Global Affairs Canada.<\/p>\n

Professor Velma Newton, CBE, SCM, Regional Project Director of the IMPACT Justice Project chaired the event and opened the proceedings with a brief overview of the IMPACT Justice Project and also provided some background to the workshop and the partnership between the Ministry of the Public Service and the IMPACT Justice Project.<\/p>\n

The workshop is expected to continue on October 8th<\/sup>, 2020, on which occasion, the attendees will look at inter alia, <\/em>Drafting Codes of Practice, Procedural Rules and Guidelines, Gender and Environmentally Friendly Policy Guidelines and Checklists.<\/p>

This workshop is the third such workshop hosted by the IMPACT Justice Project for CARICOM Member States, the first two being hosted in Belize in April, 2018 and St. Lucia in July, 2019. The Project will also be facilitating a similar session for senior public officers in Trinidad and Tobago in November.<\/p>\n
