The Government of Antigua and Barbuda (GOAB) has received resources from the Caribbean Development Bank (CDB) to assist with the implementation of the Reconstruction and Rehabilitation Loan (RRL) Project. The Project which will be executed by the Project Implementation Management Unit (PIMU), Ministry of Works, under the guidance of the Ministry of Education, includes the delivery of socially inclusive and gender-responsive psychosocial services to children and their families from Antigua and Barbuda.<\/p>\n

Against this background GOAB wishes to engage an individual to provide consultancy services for the provision of psychosocial services for Barbudan children affected by Hurricane Irma. Although this Project is being facilitated by the PIMU, the Consultant will be required to report to the Education Officer, Guidance Counselling and Family Life Services in the Ministry of Education (MOE). The Education Officer will oversee the work of the Consultant and make available project-related information and act as liaison between the Consultant and stakeholders. The MW (hereinafter referred to as \u201cthe Employer\u201d) now invites interested, eligible consultants to submit Expressions of Interest for the provision of these psychosocial consultancy services.<\/p>

OBJECTIVE<\/strong><\/p>

\"\"<\/a><\/div>\n

The overall objective of the technical assistance is enhanced provision of socially inclusive4 and genderresponsive psychosocial services for children in Antigua and Barbuda, following natural disasters.<\/p>\n

SCOPE OF WORKS<\/p>

\"\"<\/a><\/div>\n

The services are to be performed in accordance with generally accepted international standards and professional practices acceptable to CDB. The Consultant(s) will work closely with the MOE; Directorate of Gender Affairs; Ministry of Social Transformation; Ministry of Youth; other relevant Government ministries\/agencies, non-government organisations and international organisations working in the sector. The Consultant shall prepare and implement a Work Plan for providing psychosocial services, following natural disasters. This Work Plan shall be based on the Psychosocial Curricula and Tools for service delivery provided by the MOEST, with two of the three modules targeting two cohorts of school-age children, and the remaining module targeting both teachers and principals. The target population of school-age children for this consultancy shall constitute four groups: (a) Barbudan children remaining in Antigua; and (b) Barbudan children 3-4 years at the early childhood level, (c) Barbudan children 5-12 years at the Primary school level; (d) Barbudan children 13-18 years at the Secondary school level. The deliverables of this assignment shall be socially inclusive and gender-responsive, giving attention to vulnerabilities associated with, inter alia, disability5, gender, geography (Antigua and Barbuda respectively), age (children 5-12 years and adolescents 13-18 years), and socioeconomic status.<\/p>\n

TIMING, QUALIFICATIONS AND EXPERIENCE 5.01<\/p>

The assignment is expected to require a maximum of 240 person-days over 14 months. 5.02 The Consultant shall have at least: (a) Bachelor\u2019s Degree in Clinical Psychology, Counselling, Clinical Social work or a related field. (b) Minimum of three (3) years practical professional experience, including psychosocial training and\/or specialisation in mental health. (c) Minimum of one (1) year practical experience with post-traumatic stress disorders. (d) Knowledge of psychosocial, gender and social inclusion issues affecting vulnerable groups of children, youth and PWDs as distinct assets. (e) Knowledge of the Caribbean Region and Barbuda are distinct assets. (f) Skills and abilities: Good communication skills, interpersonal relationship skills, participatory qualitative and quantitative research skills, and training skills. Individual Consultants shall be eligible to participate if: (a) the persons are citizen or bona fide residents of an eligible country and; (b) in all cases, the consultants have no arrangement and undertake not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to any person not a citizen or bona fide resident of an eligible country. Eligible countries are member countries of CDB. In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. The submission should include the name and address of the consultant and shall be clearly marked in the subject box \u201cExpression of Interest \u2013 Psychosocial Consultancy -Rehabilitation and Reconstruction Loan Project (RRLP)\u201d. Following the assessment of submissions, the most technically capable and appropriately experienced individual will be invited to negotiate a contract to provide the consultancy services.<\/p>\n

GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.
