Official Guidelines<\/p>\n

\u2022 The government of Antigua and Barbuda has declared a State of Emergency in an effort to curb the spread of the Coronavirus \u2013 COVID 19
\n\u2022 A curfew has been enacted from Thursday 23rd April \u2013 12:01 a.m. to Thursday May 14, 2020 \u2013 12 Midnight
\n\u2022 There will be no movement during the day by non-essential workers except for food and emergency
\nsupplies. Private vehicles are limited to two occupants
\n\u2022 Essential workers and others should continue to practice social distancing of six feet betweenpersons
\n\u2022 Persons are confined to their places of residence during the 24-Hour curfew
\nEssential Services permitted to operate during State of Emergency
\n\u2022 Royal Police Force of Antigua and Barbuda including the fire Brigade
\n\u2022 Antigua and Barbuda Defence Force
\n\u2022 Office of National Drug and Money Laundering Control Policy (ONDCP)
\n\u2022 Customs Department and Excise Division
\n\u2022 Immigration Department
\n\u2022 Mount Saint John Medical Centre
\n\u2022 Emergency Medical Services and E-911 Services
\n\u2022 Media workers and other employees of a broadcasting service to the extent that they are traveling
\nfor work;
\n\u2022 Her Majesty\u2019s Prison
\n\u2022 Air Traffic Control Service
\n\u2022 Metrological Services
\n\u2022 Clinics
\n\u2022 Pharmacies
\n\u2022 Provision of healthcare services and residential care services
\n\u2022 Residential or elderly care facilities and establishments
\n\u2022 Antigua Public Utilities Authority (Electricity and Water and Telecommunications); other Water
\nService and Telecommunication Service Providers
\n\u2022 Assigned Volunteers
\n\u2022 Antigua and Barbuda Port Authority
\n\u2022 Brokers and Shipping agents
\n\u2022 Antigua and Barbuda Airport Authority
\n\u2022 Businesses licensed to provide private security services
\n\u2022 National Office of Disaster Services
\n\u2022 Commercial Banks and Credit Unions to the extent required to facilitate ongoing automatic banking
\nservices
\n\u2022 All Members of Parliament
\n\u2022 The Treasury Department, as determined by the Accountant General
\n\u2022 The Inland Revenue Department, as determined by the Commissioner of Inland Revenue
\n\u2022 National Solid Waste Management Authority
\n\u2022 Healthcare workers and employees of allied health care services
\n\u2022 LIAT 1974 Ltd.
\n\u2022 Fuel Manufactures\/Distributors (WIOC, RUBIS)
\n\u2022 Private Doctors\/Veterinarians
\n\u2022 Lawyers providing legal services to clients at police station and at the Magistrates\u2019 Court
\n\u2022 Critical Construction workers approved by the Cabinet to include BHM, Meridian Construction
\nCompany, CCECC and WIOC
\n\u2022 Religious rites performed by church leaders and Chaplains of Faith-Based Organisations on the
\nrecommendation of the Ecclesiastical Commission.
\n\u2022 Trade Unions
\n\u2022 Undertakers\/Funeral Parlours
\n\u2022 Accountants Offices
\n\u2022 Businesses involved in logistics
\n\u2022 Hotels\/Villas & Ancillary Staff operating on a limited scale (no gaming rooms, spas, gyms, tennis
\ncourts and other recreational services are allowed; in room dining only)
\nSelect businesses will be allowed to operate between the recommended hours with strict
\nadherence to the established social distancing regime. These businesses shall operate
\nbetween the hours of 6 a.m. to 6:00 p.m.
\nFish and Meat Markets, Abattoirs
\nVending of agricultural produce
\nRegistered livestock and vegetable farmers are permitted to be at their farms between the hours of
\n4:00 a.m. and 6:00 p.m.
\nLicensed fishermen are permitted to operate during the curfew period between the hours of 2:00
\na.m. and 6:00 p.m.
\nRestaurants for drive-thru and curbside deliveries only \u2013 no dine-in services
\nCritical Cleaning Services, Sanitation workers
\nAll retail businesses
\nGas Stations
\nWholesale or retail grocery stores, bakeries, supermarkets and community shops
\nAuthorized Delivery Services of necessities (food, groceries, medicine, water, fuel)
\nBanking Institutions licensed under the Banking Act 2015
\nCredit Unions
\nAll Money Services Businesses conducting money transfers pursuant to a Class A licence
\nissued by the Financial Services Regulatory Commission.
\nHairdressing salons and barbershops are permitted to operate from Monday 11th May, under
\nthe following conditions:
\n– The business operates under strict guidelines established by the Ministry of
\nHealth and the Central Board of Health
\n– Copies of the guidelines must be displayed inside the work area in full view
\nof patrons. Must be placed on entry door of hairdressing salons and
\nbarbershops.
\nLicensed Insurance businesses and Insurance Agents
\nHardware Stores, Contractors and Construction businesses and their workmen
\nLandscape businesses and businesses engaged in maintenance of the physical environment
\nMarine Services
\nAuto mechanics
\nAuto Parts sales (on delivery basis only)
\nChurches and Faith-Based Organisations may conduct community outreach programmes, such as,
\nsoup kitchens and the distribution of food and care packages to members of the community between
\nthe hours of 6:00 a.m. and 6:00 p.m.
\nPublic transportation services are permitted to operate during the curfew period from 6:00 a.m. to
\n7:00 p.m. provided the operator of the public transport and the passengers wear a face mask\/covering
\nand the passengers are seated in a staggering formation with one person in every row that would
\nnormally accommodate 2 persons and no more than 2 persons in the back seat.
\nEmployees of the public service who are not employed in the provision of essential services
\nare permitted to work during the curfew period based on the instructions of the Permanent
\nSecretary of the Department or Division
\nEmployees of Statutory Bodies will operate under the instructions of the Director or
\nChairman of the Board of the Statutory Body
\nAll Permanent Secretaries within the civil service, and the Directors and Chairmen of Board
\nof the Statutory Bodies shall encourage and support employees in working from home to the
\nextent that this is possible.
\nAll courts will function under the guidance of the Chief Justice\/Chief Magistrate
\nThe Antigua and Barbuda Department of Marine Services and Merchant Shipping shall
\noperate as authorized by the Director.
\nEffective Tuesday 5th May, beaches will open under the following conditions:
\n. No person is permitted to picnic, consume alcohol, food or play music on any beach
\nfor the duration of the curfew period
\n. The beaches will be open Monday to Friday between the hours of 6:00 a.m. to 6 p.m.
\neach day for a therapeutic purpose
\n. Sailing is permitted for the purpose of fishing with a maximum of five persons on
\nboard the sailing vessel and must maintain social distancing at all times
\nImportant instructions:
\n\u2022 Under the State of Emergency, persons must remain in the confines of their homes
\n\u2022 Every business permitted under the State of Emergency regulations to operate during the
\ncurfew period shall observe the social distancing protocols as follows:-
\n– Ensure that all customers and staff maintain physical distancing of no less than six
\n(6) feet in or around their business;
\n– determine the number of persons that may be permitted in the establishment at any
\none time by permitting one person for every fifty square feet of store space;
\n– place distance markers at six feet interval showing where persons are permitted to
\nstand at a check out point;
\n– place distance markers at six feet interval to show where persons are permitted to
\nstand while waiting outside of the establishment;
\n– In addition to social distancing, owners of businesses permitted operate during the
\ncurfew period shall ensure that there is a sanitizing station available at the entry to
\nthe business and sanitary procedures are observed by all customers.
\nNo person is permitted to be in any motor vehicle, supermarket, market, or in any street or
\nin any public place without wearing a face mask\/covering
\nEvery person who is permitted to leave his or her residence for any portion of the curfew
\nperiod must wear a face mask\/covering which completely covers both the nose and the
\nmouth of that person.
\nPersons are not permitted to wear dark glasses and head covering when entering any
\nbusiness and persons must be prepared to show a government issued identification when
\nrequested by security or management personnel of the business place.
\nAll Religious and Educational places of instruction or worship shall remain closed. They
\nmay however operate via electronic or virtual means.
\nThe electronic or virtual broadcast of any religious instruction or worship may be produced
\nfrom within a church or other establishment, provided no more than ten (10) persons are
\ninvolved, to include the Pastor and the production team.
\n\u2022 No person shall \u2013
\n\u2022 (a) host or attend at any private party which includes any person from outside of his or her
\nimmediate household occupant;
\n\u2022 (b) attend or participate in any organised sporting event or any sports stadium;
\n\u2022 (c) hold any banquet, ball or reception;
\n\u2022 (d) any social event.
\nFor the duration of the curfew period \u2013
\n(a) weddings;
\n(b) meeting of a fraternal society, social or private club, civic organisation or association, are
\nbanned.
\n(c) Funerals, if held during the curfew period, must be conducted in the cemetery with no
\nmore than ten (10) mourners, the officiant, two (2) representatives from the funeral home
\nand two (2) persons employed to work in the graveyard, all of whom shall practice social
\ndistancing and wear a face mask\/covering.
\nNo person shall drive any vehicle on any public or private road except for the purpose of:
\n(a) transporting someone who has a medical emergency;
\n(b) going to the supermarket or any of the businesses permitted to open pursuant to this
\nregulation;
\n(c) going to an automatic banking machine within the period 6:00 a.m. to 6:00 p.m;
\n(2) Only the driver and one other person are allowed to be in a private vehicle.
\nNo person under the age of eighteen (18) years is permitted to be on any street or in any
\nvehicle, whether a private or public transport, during the curfew period, except in the
\ncompany of a parent or legal guardian.
\nA person may, during the period 6:00 a.m. to 6:00 p.m. each day, walk, jog, run, cycle or
\nperform any other physical activity which may lawfully be carried on, provided such a
\nperson complies with the following:
\nb. Shall do so in an open field or on the side of a public road
\nc. May do so in the company of one other person while observing social
\ndistancing protocol
\nd. Shall wear a face mask\/covering
\ne. Shall not use the occasion as an occasion of social gathering
\nA person who fails to comply with these special measures commits an offence and is liable
\non summary conviction to a fine of five thousand ($5,000.00) dollars or to imprisonment for
\nsix (6) months or to both such fine and imprisonment.
