Select Inmates to Be Pardoned and Hired Full-Time Under HAPI Programme
Up to a dozen inmates currently serving time at His Majesty’s Prison will receive full pardons and immediate employment under Antigua and Barbuda’s Home Advancement Programme for the Indigent (HAPI), the government announced on Thursday morning.
The individuals selected for release have been working with HAPI on housing construction projects for several years and are considered non-violent offenders nearing the end of their sentences. They have also demonstrated genuine rehabilitation, according to officials.
Director General of Communications Maurice Merchant told reporters that the pardons will allow these individuals “a fresh start and the opportunity to continue contributing positively to society.”
Upon release, they will transition directly into paid positions building and repairing homes for vulnerable citizens.
Cabinet also approved EC$500,000 in additional funding to expand the HAPI programme, which is managed by the Ministry of Works and targets housing upgrades for the indigent across the country.
Criteria for eligibility and the official list of recipients will be finalized and announced in the coming weeks. Officials assured that the review process will exclude individuals convicted of serious or violent crimes.
The government says the move is part of its broader commitment to restorative justice, workforce reintegration, and social upliftment for those who have earned a second chance.
