4:30 is still to early, it’s an eyesore to be driving/walking through the city and having to look at garbage all about. First and foremost each build/property that has tenants, the landlords should have proper bins/dumpster for their tenants to dispose of their garbage properly. God knows that rent in town is not cheap. Now I know some will say, some properties dont have Lands pace for dumpsters, I get it, however have a central location if that’s the case. 2 or more heads are better than one, to come up with a proper solution which is better than leaving garbage on the sidewalks period.
No matter what the fine is, I’m always going to suggest that it gets doubled, for ah wutlessness to put garbage on the road!
